$39,000 have gone missing. that's when they contacted police. the montgomery county council of ptas represents the 192 local parent teacher associations. each has one or twos representatives and the goal is to exchange information and pull support. they posted information about this alleged financial fraud on their site, and right now, i'm joined by the brand new president of the council, lynn harris, come on over here this disappointing, police are now involved. we've been wondering it's so much money, $40,000, i was asking you where does this money come from? how is it raised and what does it go towards? what will be lacking this year? >> well, every pta in montgomery county charges dues when you join you pay however much, and a dollar of that comes to montgomery county council of pta,

of any local pta comes to mcc pta so the revenues are depending upon the number of people. >> what is this money spent on. >> typically in a given year, we do -- we'll do programming, we'll do advocacy events, we have a performing arts festival coming up this saturday in rockville. we'll do cultural art support and programming and a lot of our programming depends on what our membership is interested in >> what is the biggest challenge right now $40,000? what are you looking at >> our biggest challenge we don't know how much money we have to start our year and developing the programming and events that we want to produce for our members and kids in the teachers and the community and the mcps this year >> i know there hasn't been a suspect named but it's believed it's somebody inside of the mccpta, which would be a parent or teacher? >>

and trying to figure out what's going on. i do want to say back to you guy, montgomery county police are involved and investigating they say as of right now, no charges have been filed. that's the latest here in olney. back to you in the studio. landlords have decided they can make a lot of money by taking long-term rental units off the market in favor of more profitable short term rental units. >> it's absolutely critical for me to pay for the refurb or i would have been homeless >> leaders at the wilson buildings have been fielding, crowds. >> on one side you have the people who support air b and b. the other side said short term rentals are taking away from affordable housing and they're not regulated like hotel >> matt ackland live where a packed meeting has been underway.

matt >> reporter: the council members really have been getting an ear full on both sides here, earlier today, about 9:30 in the morning, this hallway was packed and if we take you inside now, this is many, many hours later and over 80 people have testified, it is still underway inside. you're looking at live video now. this bill being discussed basically limits and regulates short term rentals. but some say it's simply not needed. both sides are letting leaders know what they think. >> it's no secret it's expensive to live in dc. housing specially. for some they need services like air b and b. but others believe it is taking away from what could be long-term affordable housing units. >> right now we have middle class families, residents from working class families who are afraid they're being priced out in the district of colum

job and i separated during the great recession. and i needed something to help pay the bills. >> council member is leading the effort to limit short term rentals. especially for onlies who are essentially operating properties like hotels >> then there's the party houses where neighbors expect to live in a residential zone and never thought they we don't have to deal with the defacto party venue next door to them. >> reporter: air b and b agrees on some limits but says most business is helping homeowners rent a room in their house, maybe an english basement and nearby property and it's the hotel industry worried about competition >> we have found as the company grown and more people are sharing homes, we've encountered folks that don't want air b and b to exist, they view a b and b and as competition to transitional bills. >> reporter: owners will need to get a business license, they can only

where they live unless it's a vacation rental, and that has a 15, night cap. aiir b & b heads up for metro riders, you may want to make alternate plans to get around later. this because metro's management is bracing for what they're calling a large sick-out friday. the transit agency says nearly 500 rail bus employees put in for advance absence request. all of the requests were denied. metro's union released a statement asking if wmata will accept the responsibility from refusing a person legitimately sick from seeing a doctor. the union said it's unaware of a sick-out. we spoke to an international reply from the union to get more

you tonight the sanctuary city movement may now have new live in maryland after a federal court blocked the trump administration's efforts to stop it. >> district judge william or a used the president's own words to withhold funding from sanctuary cities that don't cooperate with u.s. immigration tom fitzgerald is in takoma park maryland. >> reporter: sarah, the timing on all of

interesting. this court order prevents the trump administration from blocking federal funds not going to communities which declare themselves sanctuary or not cooperating with federal immigration law. at the same time today, though, the secretary of the home land security department, john kelly announced the creation of a new office called voice. that stands for victims of immigration crime enforcement. it's roll to reach out to people the secretary says who are victims of criminals, criminalses he says should not have been allowed to enter the united states in the first place. >> we're giving people victimized by legal -- by illegal aliens for the first time a voice of their own. all crime is terrible but these victims as represented here are unique. and they're all too often ignored. they're casualties of crimes that should never have taken place because the people who

have been here in our country. >> reporter: now, the question moving forward from this point is this. how will this federal judge's ruling affect this debate going on over sanctuary cities right now cities that ignore the enforcement of federal immigration law? in maryland, this month, the town of hyattsville passed a sanctuary city law. the city of rockville, it's already considering one and it will hear a hearing on this in june. for decades at a park had a sanctuary city for years now. now a pro immigration group says quite frankly that he sees no reason why more communities will not turn themselves into sanctuary cities. here at takoma park the manager will tell you this is not over. she says she's takin

come up with a tax plan that many, many people like very much. it's going to be a tremendous plan, i think it will make the country and economy very dynamic >> during one of the gop primary debates talking aboutly tax reform >> it was one of his big promises and today attack reform plan was released. political reporter ronica cleary at the white house with more deals on how this could affect everyone. >> reporter: it's been about 30 years since we've seen comprehensive administration on the campaign trail president trump promised comprehensive reform and put forth a plan to help the middle class. we received a one page sort of look at big picture ideas there was a press briefing that addressed should questions about it take a listen >> our bic

simplify and tax system, lower rates. and make it easy. we don't want penalize peoplely we want to make the system fair. >> as it relates to will it pay for itself? again, i think as we've said we're working on lots of details a to this we have over 100 people in the treasure that have been working on tax and scoring lots of different scenarios. this will pay for itself with growth. and with reduced reduction of different deductions, and closing loop holes. >> reporter: let's take a look at some of the highlights of this proposed plan. there would now be only three tax brackets, currently there are seven. the proposed brackets would be 10%, 25% and 35%. the standard deduction would be doubled, so what does this mean for you? individual standard deduction would increase to just over $12,000 and for married couples, filing jointing it will increase to $24,000 before taxes neede

now, repeal of the death tax is something we've heard before, it refers to the estate tax, which taxes the estate of a person who has died before it passes on to a family member. a repeal of the 3.8% obamacare tax, this is a tax that's placed on your investment income to help fund medicare would be overturned in this tax plan. and a 15% business tax rate now in today's briefing. the national economic director gary cohen called the united states one of the least competitive countries in the corporate world because the tax rate is currently at 35%. this proposed plan would reduce the rate to 15%. you heard me remind you of the time that we heard president trump say that he should pay more taxes that the 1% should pay more and plan would focus on helping the middle class, this was brought up and not much detail was provided in response. and, of course, reporters brought up

back to the breaking news in montgomery county. we told you about, police investigating a report of possible shots fired in silver springs >> it happened around 4:30 in dale drive and coldsville road. marina marraco is there live. what's the word? >> reporter: that was initial call came in about 4:30 for shots fired. you'll see the v

least one bullet hole, miraculously seems like there are no injuries in the shooting. there are several crime scenes along colesville road. this is dale drive, it's a residential neighborhood and according to a neighbor i spoke with, he says he saw the car pull down his street as police was chasing the vehicle, montgomery county police saying this was not a sting of any sort. i asked that question whether it was some sort of operation, because of the heavy display of montgomery county police along colesville road here. this again, north of deadline town silver spring at the scene here on dale and kings berry drive, several witnesses are being questioned. the call came in about 4:30, detectives on the scene as well as officers who are processing this vehicle. speaking to witnesses right now no one in custody, there are several people detained but
