>> a former teacher is talking only to fox5. then american university students are demanding action following a hate crime on campus. tonight, new surveillance video of the person police think is responsible. and a woman rescued a after a tree fell and trapped herein side her car. she's sharing her story with us, the newses at ten starts now. allegations are made against a d.c. public schools employee who is now under investigation tonight. i'm tony perkins and i'm shawn yancy. >> police were called to minor elementary school in northeast after a staff member was accused of slapping a student. fox5's marina maracco is live at the school tonight with the very latest. what happened. >>reporter: we can confirm there is a police investigation into the matter after a quote, an allegation of a simple assault between a staff member and a student here at minor elementary and today on campus parents and

reticent to speak to fox5, some learning of the allegations and they did not want to jump about the situation when we asked about the incident. there was a physical encounter between a second grade student and an administrator here at minor elementary. police would not confirm where the alleged physical assault took place or what that physical assault entailed, but again did confirm they are currently investigating allegations of a i am s many assault between a staff member and a student and tonight d.c. ps also confirming that they are investigating this incident but would not confirm who the staff member involved is citing a personnel matter. live tonight in northeast d.c., marina maracco, fox5 local news. >> now to a fox5 followup. we first reported on the hundreds of prince george's county school employees placed on leave following allegations of misconduct and abuse. the school district

policy last year to address major child abuse cases. well, tonight we learned some of those employees will not be returning despite having their names cleared of any wrongdoing. lindsay watts broke the story and joins us tonight with the exclusive update. lindsay. >>reporter: shawn, school officials here recognize they need to get a handle on this before next school year. our public records request found more than 600 cases of alleged misconduct just this school year. tonight, a district spokes woman says there is going to be additional training over the summer on reporting abuse, but some feel more has to be done, including a former d.c. police officer turned substitute who found herself under investigation. you walk in with a clear record and then you walk out fighting for your life. melanie rich neil says she spent 14 years as a substitute for prince george's county, a second career after he she was injured

in love with the school because it made me feel like i was a part of a familiarly? a. more than a tell job she says she was part of her school. just every day i started some programs there, the dance team, the cheerleader team. in january, the former officer ended up under investigation just like more than six others within the district, this school year alone. she heard about the allegation from her assistant principal. so she said a kid stated that you hit him. i said, me? she says she never touched the child in question and was just trying to separate two students who were being disruptive. i said you go over there and you take a seat over there. i pointed to where they should go. that was it. full-time staff members put on leave are paid while they're under investigatio

substitute rich neil was sent home with no compensation. some people depend on that. she says it took several months, but she was cleared and fox5 confirmed she's now able to go back to class. school officials tell us that most of the hundreds of misconduct cases do result in staff eventually being returned to work. rich neil says as much as she loves teaching she can't risk going through this again. this is so wrong. you just take the kids' word and you treatise like we're criminals. i was cleared of all charges, but you disciplined me. i was guilty first. it's something should be done. >> we are continuing to ask prince george's county schools for specifics on how they are addressing this. a disic

sorority. earlier today school official met with students hoping to ease their concerns. they did more of the same which is kind of just talking around the issue instead of actually addressing what they want to do going forward. >> you weren't satisfied with what you heard in there rchl no, which is why we all left. >> there is currently a one thousand dollars reward for any information leading to an arrest. if you know something about the incident at american university, call police. >> now to fairfax county, a tree fell over onto some cars and trapped a woman inside them this afternoon. it happened at a condo complex at mclean. rescue crews were able to get her out safely. fox5's anjali hemphill is live with the latest. >>reporter: we spoke to that woman who spent 30 minutes trapped inside her car underneath all of these brand weighing hundreds of pounds against her windshield until firefighters were able to cut this path through her passe

side door to pull her out. this is video taken by a neighbor that shows all the response that was out here this afternoon. you can see several firefighters and an ambulance that showed up to the conned condominium complr tyson's corner. today was gorgeous weather wise, a bit breezy, but not the kind of day something like this would happen. this woman did not want to he show her face on camera. she just pulled into her parking space and was on the phone with her friend. it happened so quick and i was just completely stuck and thankfully one of my neighbors, she's a nurse and i don't know how she heard it, because she's like a full buildings back and she ran forward and helped me get through the whole thing. i was scared because the tree kept moving. it broke first and then i would say like zero minutes or so went by and then it broke again. >> i was really

>> a hazmat emergency shutdown part of frederick memorial hospital today after two men showed up with the suspicion pack sage they said made them sick. the men opened up a package sent to their house near forth detrick before driving themselves to the hospital. patients had to be diverted to other hospitals. hazmat came in and then determined the sus substance was actually a common household chemical. both men were okay. they're now investigating why the package was sent to their home. >> it was a spectacular day

herself, but today no one has been held accountable for killing her grandson. rewind to the crime. >>reporter: 18 years and 30 daze after her grandson was found shot to death inside ford mustang carol burke hard and sr. stands on the corner, the family case family that contains the names of possible suspects and witnesses. carl's father, grandmother and other family grandmother collected p in the days after the death. what time, what else did she see. how do you know that? who is this person? because people were talking. oh, okay. neighborhood people talk. carol burke head says she turned the information over to the police. nobody was telling the police anything and i think mainly because they didn't trust the people down at 630. high stakes

case caused the chief to remove the man who was in charge. they didn't care, carl was just another young black kid in northeast d.c., didn't make any difference to them. he didn't matter. he wasn't worth much. well, he was worth a the lot to us. carl rogers jr. split his youth between northeast d.c. and prince george's county where he grads waited from suitland high school. he was a typical teenager. he was interested in art. he would write poem and songs. he was the love of my life because he was my first grandson. and i was lost after he was imon. after high school carol told his father he wanted to start his own business. he wanted to be a barber. >> okay. barbers make good money. the two decided they would invest in a sho

the family name out front. but on march 27, 1999, those dreams came to an end when carl was found shot to death inside his car at 44th and eaves place northeast. the nine year old was sitting in the driver's seat and had gunshot wounds to the head and neck. despite the fact that someone called nine # # to report the sound of gunshots his body was not discovered until after eight the next morning. i don't know whether he was alive part of that time crying for his mom, his dad, begging for his grandmom to get and come him. i think they botched that investigation from the start. they didn't give one good damn about my child. not one. >> a few days of carl was killed his aunt who lives around the corner got a phone call from a person who said she knew who killed carl. she said shes was watching from t

said her parents were concerned for her safety and didn't want her to come forward with the information. she said she also she couldn't trust the police down at the sixth district to protect her. here it is 18 years later and the family still doesn't know who that caller was. but the family and the police did come up with a motive. they believe carl was likely killed in retaliation for a fight that took place on the porch of this home where carl stayed a at times with his aunt the 19 year old went after a kevin who was hurling insults. i heard he got knocked out. two weeks later my grandson is dead all this information was turned over to the police. do know that there are detectives in the major case, cold case unit that have half spoken with the family in the past. i have spoken with certain detectives that have. i encouraged them to keep the faith and let's encourage others in that area, i

of eves or who may have that information to come forward. lieutenant anthony haze says he has assigned a new detective to review the case. fox5 made contact with the original detective in the case. michael bay lord declined an on camera interview. saying the snow snitching code of the streets hindered his work and he was never able to learn the name of or interview the person carl had a fight with. i am absolutely bitter because i think he missed an opportunity to solve this case. it was different to have something like this happen so close to home around so many people that knew not only carl, but knew my daughters, knew my son and knew me. that was devastating. there is $30,000 on the table for anyone who can help police solve this case, 25 from the cops and five from the family. >> with fox5's rewind to the crime, i'm pau

now to an update to the maryland family that posted controversial videos on youtube pranking their kids. the father reportedly lost custody of two of his children. today a judge granted the children's biological mother her emergency request for custody. fox5's teisha lewis joins us with the latest. shawn and tony we're talking about nine year old cody who is seen here in this video wearing glasses and his 12 year old sister emma both are now with their mother rose hall. cody was prom event any featured in this youtube that caused all the outrage. they spilled incorporate on cody's bedroom floor and then blamed him. emma and cody are with me. i have emergency custody. they'r doing
