man in a hard hat and vest took off running after spotted near perk kin's hospital >> he escaped after being transferred to the hospital for a psychiatric evaluation. paul wagner joining us from howard county with story. >> reporter: jim and sarah, i'm at clifton park, perkins hospital where is where walt disney escaped last friday around 9:30 in the morning, when the van door was opened. he was able to push this guard to the ground. he was out of his handcuffs, out of a waist chain and ran into the woods. they believe he was somehow able to remove his shackles, and he's been missing four days and it wasn't until this morning that around 9:30 that someone spotted what they believe is david watson. he may have been wearing a hard hat and a vest. police moved in again with a

we've been here all day long watching it. let's show you some of the video that we have a shot troopers and us marshals are back and forth after the witness described a man that matched the description of david watson running near a building along dorsey run road, which is where the hospital is located. k9 teams and a maryland state police blood hound began searching irrigation tunnels and culverts along a track bad where he may have been hiding. after checking out the initial report from a witness, they did discover a hard hat and vest were stolen from a trailer if in the area. last friday he escaped and after four days of no sight -- troopers and us marshalls moved back into the area. now, at a briefing we got just a few minutes ago. we were told the police also found a track

the mud that matched the shoes that watson was wearing. they also say that they found some packing materials that they believe may have been used as bedding that he may have been sleeping on inside one of these tunnels. here's an update from howard county spokesperson sherry lou ellen. >> would know how long he may have been in the tunnel. what we do know is that on our blood hound trail took us a few hundred yards beyond the location of that tunnel. we know he went a good distance beyond that location. we don't know when he doubled back around and came back to the area and entered that tunnel. it looks like he was recently there. >> reporter: police have been in there search, i should say police have been very intense, en

cameras they asked us to get away. one of the reasons perhaps is because one of the reasons why watson was in prison because he was accused in firing in the homes of law enforcement officers, why was he here last friday? that's the interesting part of this case. he was also accused of firing into homes in maryland. but for whatever reason, he was found incompetent to stand trial in maryland. so he had been taken from the prison up to perkins where he was to under go a psychiatric evacuation. there's no sally port. that's generally an area where you would drive in a garage, well, there was no port here, that's why he was able to kick the door open and kick the guard down and escape into the woods. we'll stay on top of this, paul wagner fox 5 local news. fox 5

a woman who plowed her car into a police chief was in court. alexandria hoff spoke to the chief and spoke to the plea deal released. what did he have to say. >> reporter: talking about the night of the crash, you get the sense he feels lucky he wasn't more seriously hurt or even killed because that now convicted drunk driver had a blood alcohol level of .26. back on december 12, christie edgar crashed into police chief edwin rother in his chief heading home from an official event. it took all of ten minutes for the defense and commonwealth to reach a plea deal, includes ten days in jail and also

and restrictions on her driver's license. after the hearing we talked to the first responding officer who arrived at the scene who was a rookie who had only been with the department a couple of months at the time. we spoke to chief rossler. >> after further speaking to her and when i had her get out of the cars, she was stumbling around and had to balance herself on the car and then the way she did the testing, some of the queueswere trained to pick up on >> the size of my vehicle and her car, she plowed into the back of it. if i was in a regular sedan i don't think i'd be standing here today. >> reporter: edgar was taken straight from that courtroom to jail. her attorney didn't want to speak to us on camera. but he did tell us that this is an unfortunate situation. hopefully she will get treatment. and that she's looking forward to putting all of this behind. reporting live in fairfax, alexandra limon

do you remember the site from dupont circle rats running all during a live report here on fox 5? i do because it was me and i was at dupont circle. so, yes, i remember it very well. complaints about the rats, it's a big issue in the city and tonight city leaders are fighting back. and it comes at a time when rat complaints are on the rise because of a mild winter. the health department is reporting a huge number of rats throughout the district. matt ackland is live in adam morgan with more on this. matt? >> reporter: sarah, i feel you. there's a rat, i don't know, about 100 yards away from me here in this ally. this problem with rodents as you well know is really a problem they have all over the city. one place they're focusing on are these area, these are restaurants here behind me, and one thing i learned today is that rats are not only attracted to trash but also cooking agrees. cooking grease attracts them. the city is really asking business

seal off this cooking grease, to seal off the trash cans and hopefully prevent the rats from coming close and maybe getting rid of them altogether. let's take you to video show you. there it is, a rat in the middle of an ally near a busy strip of restaurants. several council members are backing a plan that would instruct businesses to have a rodent prevention plan. if it is possible. it's to store cooking grease inside or make sure it is sealed up and make sure the trash cans are sealed to keep rats from feeding on all of that thrown-out food. >> this would take us up to the next level, which would really be trying to get all of these establishments to having best practice how those trash containers are stored. interior, not external, and really get at the grease trappings, i've heard a lot of neighbors talk about it. it's like a buffet for the rats. we're trying to get at that. we got to get that

alleys, it's a serious problem for health and safety in our neighborhoods. >> reporter: great story right before dinner. so the district really wants to work with business owners. if they can't be kept inside some of the trash they want it secured outside. also, another part of the legislation is a finding process. if business does violate this new fine, all of that money will be put into a special fund and then that fund will be used to directly deal with getting rid of the rats across the city. as you said, sarah, they're noticing a lot of rat dens throughout the city, apparently because we didn't have much of a winter. it didn't freeze all of that much, so it didn't kill the rats like it has in years past. live in adams morgan, matt ackland fox 5 local

you may have heard tom fitzgerald say these words, catastrophic, really bad and mildly nauseous. those were the words that came from james comey to describe his feelings on the 2016 presidential election >> those came as comey was on the hot seat during a senate hearing focusing in on what the fbi said about hillary clinton before the votes. ad what it didn't say about donald trump. fox 5 tom fitzgerald tracking this one, live with more on this. fitz. >> reporter: this was supposed to be a general hearing about the fbi's operations. it was quickly dominated by sharp questions about the fbi's activities leading up to the 2016 election. republicans wanted to know if the fbi has been leaking information about its investigation into the connection that possibly existing between the trump campaign and russia for their part.

fbi announced it was reopening the hillary clinton e-mail investigation just 11 days before voters went to the policy. director james comey said flatly, it makes him mildly nauseous to think that the fbi may have influenced the 2016 vote but he says he stands by that decision. comey said if he didn't reveal they were looking into clinton's e-mails again, he says the american people would have thought they were covering something up. >> i stared at speak and conceal. there's an election in 11 days, that would be really bad. concealing would be catastrophic, not just to the fbi but beyond, between really bad an catastrophic, i said to my team, we got to walk into the world of really bad. i've got to tell congress weary starting this, not in a frivolous way, in a hugely significant way. >> reporter: now, you'll remember

told the fbi was looking into the clinton e-mails, thousands were found on the computer of the former disgraced democratic congressman anthony wiener. later the fbi telling congress they had no reason to reopen the case to pursue charges in that case, went on to tell congress, listen, you might think we're idiots but we know away we're doing. for their part, republicans pressed about what's been going on with the trump campaign russia investigation, pointed questions about where leaked information is coming from and what the fbi is doing to stop those leaks. by and large. most democrats and republicans said they supported the fbi's intentions of getting the information out and telling the american people what did or a did not happen. but the sides were drawn as both senators took up position on different sides of the aisle >> i join those who believe that the

did, in fact, have an impact on the election. what's worse is that while all of this was going on in the public spotlight, while the fbi was discussing its investigation into senator clinton's e-mail server in detail, i cannot help but note that, it was noticeably silent about the investigation into the trump campaign and russian interference into the election. >> once you buy into the claim of collusion, suddenly every interaction way russian can be twisted to seem like confirmation of a conspiracy theory. now, obviously i don't know what the fbi will find for the good of the country, i hope that the fbi gets to the truth soon. >> the

respond to president trump's tweet last night. that he had given a free pass to hillary clinton, for so-called bad deeds. comey expressed that suggestion and said that the fbi has didn't a fair and competent investigation, of course, these questions will continue into next week, the former acting attorney general of the united states sally yates who was fired by the trump administration will be testifying up here on monday. on capitol hill, tom fitzgerald fox 5 local news new tonight, the justice department will not charge police officers in the shooting death of a black man. however, at ton sterling family said that may not be the end of the case, he was shot and the video made the rounds appeared to show the officers holding him down as they fired. problems say the officers recovered a loaded gun from his pocket. however, the us attorney claims they couldn't prove that the officers acted

the election, political reporter ronica cleary is live with more on the headlines. >> reporter: i can't believe we're talking about 2016 again,s first let's get to a meeting held at the white house, the two both the palestinian and president trump did not take questions but they made statements. he summarized his feelings about president trump in the future and he said he felt hope and specifically mentioned president trump's great negotiating skills during his remarks today, you know, obviously in reference to these mideast peace talks. now, when president trump spoke, he specifically mentioned economic efforts in this effort to create peace with pal stein and the middle east. take a listen >> i welcome president abas

top stories, anne arundel police officer under arrest, accused of soliciting sex on duty. the allegations were exposed by a woman he was interviewing in a criminal investigation, investigators found four different cases where he either solicited sex or sent inappropriate text messages to women on duty. police are needing your help identifying the suspect in a deadly shooting at a gas station in suitland. it happened after midnight in the 4700 block of silver hill road. when officers arrived they found man suffering from a gunshot wound. he died at the scene. the victim, 27-year-old wayne pope of suitland. police say he was a customer at the gas station. they believe robbery was the motive. the fbi investigating the racial incident targeting a black sorority at american university. someone hung bananas and nooses early monday morning. harambe and the word aka were written referring to the

historically black sorority alpha kappa alpha. offering an award for the search. nearly two decades after carl rogers was shot to death, his grandmother refuses to let it get away with the murder. >> to date no one has been held accountable for killing her grandson >> paul wagner has tonight's rewind to the crime >>. >> reporter: 18 years and 30 days after her grandson was found shot death, carol and carl rogers senior stand on the corner that was a crime scene. in her hand is family's case file that contains the names of possible suspects and witness, the father, grandmother and other family members collected in the days after his death. >> she passed him three, four times late friday night. who is she?

what it is did she she. >> reporter: how do you know that. >> people were talking. >> reporter: ok >> neighborhood people talk. >> reporter: carol said she turned the information over to the police >> nobody was telling the police anything. i think mainly because they didn't trust the people down. >> reporter: at the time mistakes and at least two high profile murder cases in the 6th district forced chief charles ramsey to remove the man. robert tate was transferred to patrol. it's the same district where carl was killed. >> they didn't care. carl was just another young black kid in northeast dc didn't make any difference to them. he didn't matter. he wasn't worth much. well, he was worth a lot to us. >> reporter: carl rogers junior split his youth between northeast dc and prince george's county where he graduated from suitland >> typical teenager as he got older, he was interested in art. he would write poems and songs. he was the love of my life. because he was

grandson. and i was lost after -- after he was gone. >> reporter: after high school, carl told his father he wanted to start his own business. he wanted to be a barber >> barbers make good money but if you're going to be a barber you can't rent a chair for your career >> the two decided they would invest in a shop and put the name out front. on march 27th, 1999, those dreams came to an end when carl was found shot to death inside his car at 45th and eaves place northeast. the 19-year-old was sitting in the driver's seat and had gunshot wounds to the head and neck. investigators believe he was shot the night before. and is despite the fact someone call 911 to report the sound of gunshots, his body was not discovered until after 8:00 the next morning >> i don't know whether he was alive part of that time, crying for his mom, dad, begging for his grandmom to come and get him. i think they botched that

they didn't give one good damn about my child. not one. >> few days after carl was killed, his aunt cynthia who lives around the corner got a phone call from a woman who said she knew who killed carl. she said she was watching from her window, lives on the corner, but she says her parents were concern for her safety and didn't want her to come forward with the information. she said she also said she couldn't trust the police down at the 6th district to protect her. here it is, 18 years later when the family still doesn't know who that caller was. but the family and police did come up with a motive. they believe he was likely killed in retaliation for a fght that took place on the porch of this home where carl stayed at times with his aunt. the he 19-year-old went after a man named kevin who was hustling insults to a girl on porch >> i hear he got knocked out. two weeks later, my son is dead >> all of this information with names and nicknames was

over to the police. >> i do know that there are detectives in the major case cold case unit that have spoken with the family in the past. i have spoken with certain detectives that have. i encouraged them to keep the faith and let's just hope -- encourage others in that area in the 4500 block of eaves or who may have that information to come forward. >> reporter: lieutenant anthony said he assigned a new detective to review the case. fox 5 made contact with te original detective. michael bailer declined an on camera interview but defended his investigation, saying the no snitching code of the street hindered his work and never able to learn the name of or interview the man carl had a fight with >> i'm absolutely bitter because i think he missed an opportunity to solve this case. it was different to have something like that happen so close to home around so many people that knew not

and politics in the new city. also a professor at the american university where the research focuseds on process with an emphasis. race, class and politics in the cap chino city. a term we've not heard before. what is that referring to >> dc used to be known as chocolate city because of the black majority in terms of the population. this is walter front line, marian berry he taking back power from the government. in the last ten years we've had an influx of whites. white millennials coming back to the city, 50,000 between 2000 and 2010, african-american neighborhoods that are on the periphery of the district like h street, those areas are jen

fying. >> a lot of people on other side will say people are coming in and revitalizing. areas stricken by crime in the past but the gentrification is a controversial topic. is there some way to meet in the middle, some say what's wrong with this? >> i think that we all want to see economic revitalation, nobody wants to be concerted poverty. the issue is when we have redevelopment and newcomers come to an historic black neighborhood or any neighborhood, will the economic revitalation benefit the long-term residents and that's a difficult thing. in the united states, we usually sort of push the poverty. we redevelop the place but not the people in place. and so this book is about how can we do more equitable development

earlier in our meeting, we see a lot of gas stations in the district going by the way side, putting up apartment buildings where gas stations are, like joanie mitchell putting in a parking lot. when you talk about building housing, there's a real dirth of affordable housing seems >> in the last ten years, dc has gone gentrification gone wild. it has been an economic boom here. but there's also been growing income and equality and low income people are not necessarily benefiting from the redevelopment that is taking place, there's also like you said affordable housing pressures. the poverty is moving from the central city to the inner suburb. the question is how can we build more affordable housing in the neighborhood >> i think the perception a lot have when they don't live in the city and hear affordable housing they're thinking give away. but the reality is when you have young professionals starting out not making

difficult to get a place where near where you work >> i teach at american university, i have a lot of under grads coming out and graduating. they are finding it tough to live in washington, dc. making 40 and $50,000 a year, which is about the u.s. annual median income, so we need to develop affordable housing for those that are making 20 and 30,000, 15,000 under but also for the ones that are more sort of the middle class >> my question is how do we do that? we know money talks and developers are building buildings they know they can get people in that have the money, how do you do that >> dc has some of the best affordable housing policy laws in the country when you compare it to, say, new york city or chicago. we have a hup milfordible housing trust fund but 100 million doesn't go that far, we need to put more money into it. we also have a section a voucher program funded by the federal government and by dc. dc is doing a lot

evening, some showers may be developing by 8:00 or so, they will begin in the southwest and move toward the northeast. let me tell you, friday, heavy rain possible. morning commute could be problematic with rounds of heavy rain and maybe even some thunderstorms in the morning hour, by friday afternoon, that rain tapers to showers but it will still be soggy in the afternoon as we head on into the weekend, we're on the cooler side, can't rule out showers on saturday or spotty shower sunday. but we keep those temperatures in the 60's. today's high, 67 but dulles only 63. bwi 65, and as we look at temperatures around the region, it's still in the mid 60's, we'll head for the 40's and 50's tonight. quick look next two days, mostly cloudy tomorrow. showers in the evening, and then a rainy friday, especially in the morning, 74 degrees. now, on our fox 5 accu-weather seven-day forecast, that rain friday, could amount to one or two inches of rain, that is a significant soaking. saturday, maybe a left over shower, 50-50
