violent rage after he encountered the group of teens early sunday morning. 17-year-old nabra hassanen was with that group about 15 teams walking back from the adams mosque from mcdonald's at 3:40 in the morning. they had gone to get a bite of eat after early prayer services and before beginning their ramadan fast. her father believes their clothing drew the suspect's attention. >> this is what i believe. many people in the street why he run behind the muslim ladies and this ladies, you know, she have, you know, i mean long dress and the cloth for, you know, everybody know it says muslim. i just want to see him. look into his eye and ask him why do you this to my daughter? >> reporter: now police say some of the kids were actually walking and biking in the road and torres got into a traffic argument with one boy. torres caught up with them in parking lot and began chasing

the kids scattered but he caught up with nabra and he struck her with the bat then but her in his car and dumped her body in loudoun county upon. fairfax county police said several times they have no evidence that torres had something against muslims but the investigation continues. >> if during the course of this on-going active criminal investigation information or evidence surfaces that would indicate that this was pote potentially hate motivated, at that point, detectives would obviously take the investigation in that direction. >> reporter: we've also learned for torres from he will virginia tour may be in this country illegally. immigration and customs enforcement lodged detainer against him monday evening. but added that agent has no prior contact with him. now, torres' is being held in fairfax county without bon. it is possible that he can could be prosecuted in loudoun county

9:08 is the time. let's talk about this. outrage mounting in washington over the death of otto warmbier the american college student passed away just days after being released from north korea in a coma. doctors say the 22-year-old suffered severe brain damage. the university of virginia student was sentenced to 15 years hard labor for stealing a propaganda poster. he had served 17 months of that sentence before his release last week. >> he spent an year and a half in north korea. a lot of bad things happened. but at least we got him home to be with his parents. it's a brutal regime, and we'll be able to handle it. >> secretary of state rex tillerson is now demanding the release of three other americans who are currently detained in north korea. meanwhile the family of the 22-year-old released a statement saying, he was piece -- he was home and we believe he could sense that

the principals at all the schools to push kids through whether they really earn the credits or not. >> it comes down from the county, that comes down to the principals that comes down to the staff. what are you going to to do to make sure that they pass rather than what are you going to make sure that they learn? >> reporter: boosting the graduation rate has been top priority for dr. maxwell. prince george's county had been lagging behind the state average before making major gains and plenty of headlines. >> we love to share good news and there's a celebration going on at prince george's county. >> rolling celebration across prince george's county today. >> along with the spike in graduate there is have been some procedural changes. for example, students will get minimum of 50% for making a good faith effort on an assignment or assessment. >> as long as 50% of the work is done, it doesn't have to be correct, it just has to be complete which makes no sense. >> reporter: we're told that's just the beginning. >> out right asking the teacher to change the grade,

seen them just gray of change the grade report roar this guidance counselor says her principal told her to contact the teachers of failing seniors. >> e-mail them all and tell them change all the grades. whether it was a 30 or a 50, change it all to passing. >> reporter: fox5 obtained e-mail from a guidance counselor and assistant principal the duvall high school. it says, below a list of our seniors who need one last intervention with your assistance. it goes on to ask for last minute rub a genie in a bottle assistance. listing the names of 141 seniors and their teachers. this one sent about a month before graduation. >> graduation rate for last year 92.3 9%. one of the highest graduation rates in prince george's county. >> reporter: duvall one of the schools where dr. maxwell was celebrating the high graduation rate. >> my question is, how is this happening? >> reporter: it's also where this mom has an 11th greater. she says she learned he was failing a

she talked to the teacher. >> and she had nothing else to justify a higher grade. the guidance counselor for that grade said do not worry, he will pass with a 65. >> reporter: she says her son indeed passed the class and he's very aware of why. >> when i try to challenge him it say you need to give more with that essay, you need to study little bit more, what for, they're going to pass me any way? he's passing. no problem. does he know the material? no idea. am i going to be tasked to teach him that over the summer? i've already begun that process. >> reporter: we reach out last week to dr. maxwell. he declined our request for an interview but provided a statement. he calls the board members letter politically motivated and says these claims are an avenue front to the hard work of our teachers, administrators, students and parents over the last few years. i categorically deny any systemic effor

students who did not meet state graduation requirements. he goes on to say, we welcome the maryland state department of education to fully explore this matter. >> we are confident that they won't find anything. >> reporter: school board chair yubanks and eight other board members wrote their own letter saying they're shock and dismayed by the allegations. >> the claim that folks are pushing students out is false. we are pushing our students to be the best that they can be. if there's any clear and compelling evidence from legitimate authorities about this we're very anxious to see it. >> reporter: since they've written the letter have you asked for the evidence that they referenced? >> um, we have not asked them for any evidence. we've gone to our administration to say we want to make sure that everything that they've told us is correct and that there is absolutely no systemic corruption going on, and we're confident that they'll give us that information. >> i believe that we will be vindicated in this. >> now, lindsay's investigation into alleged gde

the first time prince george's county schools have dealt with this issue. similar claims were made few years ago but the state said it found no evidence to support them. still, parents and community members have been talking about this for some time. this morning, we sat down with maryland state senator anthony mews who represents district 26 in prince george's county. here's his take. >> this is the first time that you heard of the possibility of grade fixing in prince george's county schools? >> probable toll, three years ago. i herd that, i've been hearing that. and before this letter came out, we held a hearing so to speak two weeks ago and teachers did testify to that. they did talk about that. guidance counselors talk about that. many of them were afraid to come forward but they did register a testimony and when i see us, you know, laughing and partying and saying, gee, look at what we've done, nine 2%, what i'm thinking about are all those students who are now out there and i have the evidence. i had testimony

into prince george's community college are having to take some of them up to two years of remedial classes before they can even take normal cla classes. we've turned two-year college into a four-year college. others aren't ready. they don't have vocational skills. we are i believe from all i've look at and i'm not new at this 15, 16 years i've been doing this. >> we should say we asked dr. maxwell to come on this morning as well and he declined to come in and be interviewed. clearly there's something there. >> um-hmm. >> the magnitude of the problem hopefully we'll be able to, or they'll be able to figure it out. but if kids aren't being educated obviously that's concern. >> big time concern. >> the 29, fox 29% to passing 65 i mean 65 still by no means is great. but to go from if that's accurate 29% to that high -- here's what i want to know

>> senator mews said he has been hearing about this for ten years, 15. we're just now talking about this? >> they were investigated by the state. >> but what has been done? this goes to the heart of what i've been saying. >> the state found no evidence. >> here's the thing this goes to the heart of what i've been saying for how long. we can't continue to fail our children expect them to succeed. i mean this is systemic. i don't know what's going on in prince george's county. but from the abuse cases with the teachers to now you have kids who are passing through the system. not learning anything i mean at what point do we not look at it not just a county but a statewide. listen, this has to stop. we are not educating these kids. we are putting forth people who are supposed to be our future leaders with nothing in their heads how does this happen. we're the of just now talking about it widespread way because we did a report on it this is unconsciencable. this should be all of our concern. we shall all be outraged by this. it's crazy. >> steve and i talk with senator mews after the fact aft we did our interview and we asked him we talk about how does it get to this point? >> right. >> is it just becau

should be schooled. steve made an excellent point when the schools do better, then they get more money. if they don't do as well, then they don't get the money, and then they're asking for more money. it is a cyclical problem and you can see how it just gross and gross, but maureen, you're right at the end of the day we're failing our kids. >> you need to hear the kids say where is, you know, where is my desire now to learn? if they'll pass me any way i don't have to learn. >> a lot of kids are don't have both parents in their homes and don't have good parents in their homes at some point it has to be team effort as well. >> absolutely. >> it can't just be administrators and state. parents have to take a responsible as well if you have got somebody in your house doing 29% is just showing up. that is a problem at home. >> yeah. >> all right. that didn't just start this year. that's an effort thing that started before you got to 29% before you garage. >> whole heartedly agree. >> wed into work on the back end as well. >> top to bottom.

their first refueling stop up in ohio today. they're going to make mandatory stops in indiana, iowa, minnesota, kansas, oklahoma and texas before arriving in santa fe new mexico they got to get there basically by 5:00 p.m. friday although some of these teams will get there in couple of days. it is a race but they're basically racing against their -- themselves. their own time handicapped going here. not like they'll be bumping wings as the first one tries to get to santa fe new mexico really timed it's not the first one to land there and we spoke to lynn kay wood working with organization putting this on also flying today. >> this is such a great, um, opportunity for women pilots to get together and showcase their skills. we -- it's about 2500 statute mile race every year. the course changes every year. this is the 41st running of this race in its exact form

planet of the apes it's the third film in the rebooted franchise and this time centers on final showdown between humans and apes. motion capture mastermind andy circus returns to the role of caesar for the latest installment. and while his name may not be familiar, his work is. he's been the go to guy for motion capture for years bringing live to roles like gallon lump in lord of ring, king kong and star wars. yesterday can he vin got a chance to sit down with him to talk about his roll in the new plan test apes movie he says it may be bun of the best pop performances of the year. >> take me back if you don't mind 16 years ago when the first lord of the rings film came out you were doing this incredible technology and now stepping into this film in 2017. what did it look like then and what does it look like now and what stayed the same and what's changed? >> well, motion capture, the physical capture of the body has not changed since a great

since 2000 sand one, 2002. um, other than that you can shoot outside on location i should say that's the big thing that's changed. at that time you could only shoot in volume with cameras in a studio. 360-degree but now, you know, actually when we started working on platt net of the apes we were able to take cameras for the first time and shoot on location that was one thing. of course facial capture is probably the most significant difference because when we were shooting lord of rings when i was laying gallum there was no facial capture my performance was filmed and the animators copied, you know, frame by frame exactly what my face was doing, but this, this is direct drive. so to certain extent you have markers on your face, off head mounted camera and then the skill is of the artist the visual effects company to take that performance which is -- which goes into the cut and matt lives with and watches the scenes and creates all the drama and the beats and everything and gets the scenes exactly
