rushern baker has his sights on higher office. in annapolis announced overnight he's running for governor of maryland. he released this ad on campaign website overnight. he joins three other declared democrats hoping to challenge republican governor larry hogan next year. >> in northern virginia, funeral services will be held today for a 17-year-old muslim girl murdered in northern virginia. >> it comes as her family says they are confident in the police investigation despite growing backlash. that her death is not being investigated as a hate crime. >> hell knee alnwick live in sterling this morning with the very latest. hey, mo. >> good morning, guys. a lot of that backlash is not so much from the local community because they do tell me that they very much have faith in law enforcement. inside the mosque there's a table that is beginning to overflow with flowers that people have left here in memory of nabra and this is supposed to be a time of celebration she was here on saturday with her friends

celebrating those final days of ramadan. coming up this weekend would be the, n festival of eve when someone is so happy and celebrating, and instead today they are preparing for nab bra's funeral this afternoon. i want to show you video from last night from the vigil in dupont circle. look at how many people came out for this people who never came across this young girl. similar scenes in new york, boston, san francisco. , detroit all vigils held to honor her memory and her wish to just love everybody. though police have no evidence at this point that hate was a motive in her murder, the shocking assault has made some in the muslim community fearful. the signs of support large gatherings and small gestures help a little at her mosque the grief is starting to set in. nabra was bright, beautiful young

a loving child, a sister a niece a friend, a vibrant youth of our community. we're all in shock. we're all in pain. we're all missing her. >> reporter: nabra's family addressed the media one last time before preparing her body for burial wednesday. mosque leaders are still pressing for local law enforcement to investigate as they say all possible motives. it was early sunday morning when police say 22-year-old darwin marinez torres struck nabra with a baseball bat after he got into a traffic argument with a group of teens she was walking with. they were attending prayer services and heading back to the mosque after getting a bite to eat. police revealed monday night that there were actual actually two assaults the second one they said taking place after nabra was taken allegedly by the suspect to loudoun count

though, police declined to comment on the nature of that second assault. prosecutors also reiterating yesterday that they will consider hate crime charges if the evidence leads them in that direction. the funeral prayer is scheduled for 1:30 today then nabra's burial and the evening will wrap up with a healing vigil of sorts that was organized by her friends and her school mates from south lakes high school. that takes place at 6:30 tonight at lake ann plaza in reston. in sterling i'm melanie alnwick fox5 local news. >> melanie, thank you. 9:07 is the time. checking the morning briefs, first up, the state of georgia remains red following a nail biting house special election republican karen handle beat out demonstrate john ossoff to become georgia next congresswoman it was the most expensive house race in u.s. history. however, the seat will once again be up for grabs in year and a half during the

>> update now on story you saw first on fox5 we continue to stay on top of those stunning allegations of fraud at princeoe board members claim they have evidence that hundreds of students graduated without meeting state requirements. the state of maryland says it already investigated the issue earlier this year. fox5's digging deeper into that report which top brass in the county claim vindicates them of any wrongdoing. fox5's lindsay watts first broke this story and has the very latest as questions remain about wet there will be another state investigation. >> reporter: fighting back against corruption claims prince george's county schools gave us this report. it says a year

department of education got a whistleblower tip alleging the coe of schools was forcing educators to change grades to boost the graduation rate. in december, a representative from the maryland state department of ed was accept to investigate. she met with ceo dr. kevin maxwell and says she asked him to identify others with whom she could talk to. in january, she spent self hours interviewing maxwell and four others he brought in. none of them recalled any complaints that grades had been changed. the investigator says she found no wrongdoing and the case was closed. >> i think that prior investigation actually makes it worse because the superintendent did not notify the board that we were under investigation for something so serious. >> reporter: david murray is one of four board members calling for the state to come back and investigate new claims of fraud and manipulation of student records. >> i've heard it from people at all levels, um, from administrators to assistant principals from teachers,

themselves. >> reporter: dr. maxwell and the school board chair immediately fired back. denying the allegations. >> we trust and believe in our students and our staff, and believe that when all is said and done, we'll find out that so because they worked hard and because they were supported well by their administrators. >> reporter: the majority of the school board wrote this letter questioning the motive of their colleagues and going directly to the state. >> it's just unfortunate that now outside of the the organization and we have to now spend time to, um, reverse these allegations. it's just unfortunate. >> reporter: i know you said reverse the allegations but shouldn't you say look into the allegations? >> well, um, we have -- in the last year msde had, um, a whistleblower call and they checked it out, and they investigated. >> reporter: did they talk to teachers and guidance counselors

and staff in that investigation? >> i believe they talked to the higher level staff members, and,. >> reporter: district level staff, right. >> district level staff. >> reporter: murray says the response from the rest of the board speaks to why he wanted to go straight to the top. >> that really you know gets back to the entire point which is that i think we're more concerned with loo looking goodn being good. they wrote their letter proclaiming innocence before any of the facts were out, before we heard from any whistleblowers and so really having an open mind we should be waiting for the evidence to come out before we're drawing conclusion. >> reporter: we reached out to the maryland state department of ed asking about the prior investigation and whether they'll launch a new investigation. but for now, the department is refusing comment. >> that was lindsay watts reporting. there will be a public school board meeting tomorrow. a group of high school principals within the county have released a statement saying "accusations of fraud are in insulting to those who dedicated themselves to educating students. prince george's

routine traffic stop quickly unraveled ending in tragedy this happened last july in minnesota. the video starts with officer jeronimo yanez pulling over castile for broken taillights. officer yanez asked for his license and insurance and castile hands over his insurance card then says he has a firearm. seconds later, yanez opens fire killing castile. the officer was acquitted on friday and a manslaughter trial he claims the smell of marijuana why he considered castile a threat. several streets in downtown baltimore remain closed this morning after huge steam explosion. pipe underneath utah street near camden yards burst around 6:00 o'clock last night. sending hot steam and debris flying into the air. steam still coming from that crater at this hour. five people suffered minor injuries from the blast which even blew out some windows of nearby hotels. >> amazon making waves with their new business model called prime wardrobe. it will allow prime members to order a box of clothes without being charged up front. shoppers can then dry on the

friday we have a cold front coming our way. and it may be in enhanced by tropical moisture and that is thanks to cindy. cindy or third named storm of the season so far. not very organize but does have lot of moisture to it. going to bring upwards of six to 12-inches of rain to parts of the south over the next 48 hours here. expected to make landfall later this evening in portions of louisiana bringing winds of about 50 miles an hour but again we think the main story with this system will be the rain and then check out the track. look how it kind of loops up in our direct again the front is going to stop it from going any farther north. we'll expand out to some of our weather models here. they track it just south of our region. during the day on saturday. so we'll have enhanced chance of thunderstorm activity here on both friday and saturday thanks to cindy there. 90 degrees your daytime high today up to into tomorrow with heat and humidity in place. again this weekend is a little unsettled until sunday looks pleasant. look early to next week

solutions, real solutions, in fighting terrorism or extremism we have to understand how those dynamics work and this is why i wrote i was told to come alone. >> how could you a woman, western journalist, how can you get behind the scenes with these -- with these men who we hear anti women very staunch in their beliefs? how were you able to infiltrate this world? >> actually they know know i'm a journalist and walk for what the washington post there's no hiding there and i've been this sore foam years and it takes a lot of time to actually get to them and i describe a scene, freck, where i interviewed an isis commander, and it took a long time to get the interview and i wanted to speak to somebody who had authority not just the foot soldier. but so it takes lot of time, and then they have also their own conditions. they would tell me to come al alone. they would say don't bring anism d card new york recording nothing. as a journalist you have to make decision, are you doing the interview or you don't? but i

do it just in order to get an understanding who is,, what is isis? how do these people think and what do they want? >> i'm curious though what are they thinking? because i would imagine this is a cause they believe in. so to them, they are in the right. is that what you're finding or do they think they're misunderstood and perhaps we somehow need to better see where they're coming from? >> no, actually they believe that they are absolutely in the right and here's the very important part, maureen. they don't -- it doesn't matter to them if you're muslim, non muslim, christian, jewish or whatsoever. if you don't believe in the ideology they believe in, you're seen as an enemy. >> they're equal opportunity in terms of who they're against as just said it doesn't matter who you are. >> well because a lot of people who are killed in syrian iraq are muslims too. >> i think that's a what a lot of people here miss. i think they think if you're not muslim they're against you. you're pointing they're killing their own people, too, muslims s well. >> if you don't believe or sign up for the isis ideology, yes.

example, this isis commander i met, he was -- he grew up in europe, right? he had a similar background i had. i was born in germany i grew up there. but here's somebody who had all the opportunities, who spoke many languages fluently and who grew up in europe and decided to join the ideology,. >> how does that happen? which is what i find remarkable in this. do you find learned people, cultured people who somehow fall into this trap. is it that somewhere along the line they were shunned or somehow ostracized where do you make that leap from i live in the civilized world i'm edu edud no now i believe these very harsh archaic terms in now lead to violence. >> of course it's a process. the recruiter doesn't start with putting you right away into, oh now go and fight. it's a process. first were they zoo freck in the case of this isis commander who grew up in europe, he told me at some stage he felt that the society he lived in didn't accept him as a muslim and as full membe
