last friday i believe. so there continues to be issues with the red line. >> post safetrack. >> post safetrack, yes. let's get to story you saw first on fox5. maryland state board of education will meet for the first time since governor larry hogan called for the board to investigate the claims of grade fixing in prince george's county schools. our bob barnard is live in baltimore where the meeting is being held. hey, bob. what can you tell us? >> reporter: holly good morning to you. this 9:00 o'clock meeting has just started. board is talking about some federal funding issues. in fact they say that the allegations from prince george's county will not be discussed during this morning's session here. this board meeting that's just gun. but that during their lunch hour they go into private executive session and that's when the president of state department of education says they'll likely discuss it behind closed doors when can he come back this afternoon back into this hearing room around 1:30 they will

only the allegations coming out of prince george's county public schools but whether they will in fact investigate those allegations. governor hogan is asking the state board education to investigate claims of grade fixing and fraud in prince george's county public asks to inflate graduation rates. allegations that the ceo of prince george's county public schools dr. kevin maxwell denies. although principles have told us that there has been pressure from the central administration in upper marlboro to graduate students. prince george's county school board members and local lawmakers and now governor hogan himself telling us that he is asking for an investigation to be launched. >> one will be, because, you know arc lost people are demanding answers, and we think that we need to get to the bottom of it. if the issue -- if the concerns are true, then it's a serious problem, but either way we've got to get to the facts we want to get it done

possible but do as thorough a job as we possibly can. >> reporter: now a previous investigation by state auditors governor hogan says was actually flawed and weak because they basically just spec to dr. maxwell and four people that he suggested that investigator interviewer and so now governor hogan is asking this, the maryland state board of education to investigate these allegations that fox5 was first to report and staying on top of for the past week now, guys, and we'll let you know on our afternoon newscast what if anything this school board president the state board of education president and others here say about this. whether they will in fact launch an investigation based on our reporting much guys. >> that's basically all we're expecting today, bob, for them to make a decision about an actual investigation. >> reporter: that's right. whether they will launch an investigation. react to that in any way we're just not sure. probably will will come. >> bob, the question m

been brought into this investigation in many ways from detractors saying it's political and they blame politics for reason why this has gotten to the point where it is and the governor is the one that asked for this investigation. so from political standpoint account board go against the governor's recommendation? report i guess they can. the sense you get here and the prince george's county delegation in the general assembly is asking for this investigation as well. so my sense is, if you've got all these people including the governor asking for this, not outside independent investigation but an investigation from this, the state board of education they got to agree to it and use outside independent inves investigators under their umbrella to investigate. >> let's hope they do something to get to the bottom of this. >> and allay concerns people have what's happening within the school system. >> at lost make the evident. >> bob, thanks very much. we'll continue to talk about this since we first broke this story we've heard from several

morning after word that their health care bill is in serious jeopardy and today could be a make or break for that plan as it faces steep challenges from gop hold outs and democrats who are ready to pull out all the stops. fox5's mel melanie alnwick is live on capitol hill with more. mel? >> reporter: good morning. as we know republican leaders really want to get this done by the july 4th recess which means a lot of things need to be happening today. and it is not clear at this point that they have the votes. >> all right. [ applause ] >> it's almost 11:00 o'clock. we have a long week ahead of us. >> democrats burning the midnight oil on capitol hill overnight. vowing to oppose just about any gop effort to scrap or at least overhaul obama care. adding to debate, a new congressional budget office score of the gop plan showing it would offer big savings for the country but the 22 million people would stop buying insurance as a result. some because of cost.

others because they would no longer be forced to do so. republicans now want to move fast. >> i just think that the policy isn't going to get better if we drag this out and the politics certainly isn't going get any better either. >> reporter: gop leaders will need just about every republican vote in the senate to make it happen. and there are hold outs. some who think the plan goes too far. others not far enough. >> it's very painful. so please, please. from the white house growing pressure vice-president mike pence meeting with americans frustrated with obama care the president on twitter saying quote republican senators working very hard to get there with no help from the democrats, not easy. perhaps just let oc care crash and burn. but democrats are amping up their rhetoric saying a slow down in medicaid growth will cost lives. >> we do know many more people millions -- hundreds of thousands of people will die if this bell passes. >> one to 2,000 people will die if you cut

reason investigation he asked for over the weekend. earlier this morning i had a chance to talk with joshua star who is now the ceo of the education policy organization pdq international which look at education on broad scale. we asked him about his thoughts on the claims prince george's county high schools are changing grades. here's some of what he had to say. >> for 18 years, it has been a relentless focus on academics as the only indicator of success in school. and there's been pressure and we've seen around the country unfortunately there have been educators who have taken license with the numbers in order to, you know, show that because they under such enormous pressure. you can discount. there's always a possibility anywhere in the country certainly not something that happens all the time, and i do know that, you know, prince george's was investigated a few years ago and they found nothing going on. we have to look at the politics behind these kinds of

accusations as well, and recognize that educators are under an enormous amount of pressure. >> which in the prince george's cun tee case that's now the charge of the state board of education? >> right. >> confidence in the board they'll do a thorough investigation here? >> well, i mean, you know, knowing some of the board members as i do and knowing the board president, i know they've up most integrity you have to look at the politic behind it. you have locator look at whether it is a legitimate invest investigation, what's -- what's behind the accusations that would cause them to then spend valuable time and effort on this when they have lot of other things to do to make sure our kids are graduating, you know, with standards they node to succeed? >> if you -- let's flashback you're superintendent again of major school district. >> right. >> no. please. >> no, thanks. >> you were there, though. for long time. if even you knew that these accusations were there in your district as superintendent would you want that to be looked into. >> absolutely. look superintendents i mean you pray whether you believe in god or not you pray that the numbers are

because the implications for not only the system itself but also for kids is really bad. so, you know, 99-point 9% of the superintendents and high school principals out there as well as teachers are, you know, have the utmost integrity and are doing everything they can to make sure that they are, you know, helping kids get across the stage and the numbers are correct. and if sure if there's an issue, you want full transparency, full integrity and you want it to be out there. knowing kevin maxwell as i do i know he will feel the same way about it. >> a couple other things out there he had to say. i'd love to hear feedback from you because you all have kids. when he look at the bigger become cher what his job s1 of the biggest issues easies is that the traditional way of teaching of grading of judging assignments isn't always the best gauge how a child is prepared to enter the real world after school. >> i agree. >> that's his take is. when you focus on the xs and opens and the way the system is set up right now, he can see there could be

leeway there for some changes to be made. however, he doesn't -- look he's not against great fixing. i don't want to misquote him in any way -- >> he's not for. >> he doesn't support any in any way he thinks it's wrong he's saying there has to be way perhaps to change the system so that kids are better prepared without just grading them on the xs and os that has been the standard. >> that was the theory behind the no final exams in montgomery county. it's like what's the course -- >> right. >> actually harder at least my teens say because there's some pretty big tests leading up to it, and they kind of wish there was a final so that they could have last chance of getting a better grade in some cases, but, yeah. >> here's my thing. i find the curious what he said. he seems leaning there might be happening here.nda behind what'- >> he feels that definitely. >> that's concerning. that's very concerning because, you know, i didn't expect he would necessarily say that i do understand overall what he's putting out there, but i would ha

up something false and have it be because there's some ven vendetta. >> especially when kids are involved. >> i think that's the world we live in. >> true. there's politics in everything. >> i get it. i get it. >> literally every guest we've had on the show has said there's a good chance this could be politically motivate. >> i get it. >> i'm not agreeing with it. bringing that up. >> when children are -- that's the ultimate here. we have to look what's best for our children f that's happening and this investigation does find there's political ax to grind now i do agree with the bore members, not only do you apologize you do resign because this is agregious on so many levels. butting you know there needs to be better way to teach our kids. grades can't be the only barometer we use to whether they're retaining something. you can crash -- study for something, as soon as you're done with that exam you don't remember a darn thing. >> what's the answer though? >> if you look at the -- don't you think that's what attempt to do somehow in college acceptance when they say -- >> absolutely. >> you have to have the grades, right. that's one baromet

have the extracurricular and write the essays and community service. i think that is the only way it has to be a combination but it does -- do you still have to have a definitive line. >> there needs to be bench marks for sure. but i don't know the grades are the only way because we're seeing -- evidently in a lot of places it's not necessarily working. i don't know what the answer ultimately is. there has to be a way. >> i kind of think in the real world i have very dear friend who said, um, he was a c student in law school but he's a kick butt trial attorney. you know it's almost like the real world will sit there but in the meantime, i know in my diss trek man those kids dye and live by their grades. >> right. >> very stressful. >> lesson don't let your grades define you. >> that's right. >> we have to teach them that. >> that's what i'm saying. we have to teach that. >> as long as you have like you said you have that level that you can get to the next step. that's i think doctor star's main point he believes in second chances and believes all kids should have that opportunity. >> right. >> even if the grades don't show it, that you have that opportunity to get to the next step in life you can pro
