out today, tuck ask? >> still log, at the possibility of heat index about 105 this afternoon. so definitely find some water. get relief later today as heat advisory goes into effect at noon through 8:00 o'clock tonight. all of the areas shaded in orange there under that heat advisory but just a heads up if you're north and west your heat index will only be 100 it's not like you'll be a lot more comfortable up towards frederick and hagerstown. jumped to 84 in washington. few clouds out there. winds out south at 9:00. notice that heat index a lot of humidity this morning. dew point temperatures currently in the upper 60s loan 70s our heat index already very uncomfortable. 92 degrees and again today will likely be hottest day so far this year. it might turn out to be the host test day of th forecasting a hih temperature of 97. it will be close to our record high temperature of 100 for this date. look for clouds this afternoon. you know what, we might fire up a storm or two later today. we got a little trough, little piece of energy coming through that could give us a little lift out there later today. so tre

capitol hill as well as you mentioned with president trump putting the pressure on this morning vice-president mike pence travels to capitol hill to try to meet with some of those gop hold outs before the big reveal this morning. scheduled for 11:30 behind closed doors meeting with gop senators to lay out the changes to the health care bill. now, the new bill does ease up apparently just a bit on some of the medicaid cuts and makes other changes designed to win over votes. it would delete certain t taxesn the health care industry but keep the extra tax on individuals to help people with lower income pay their premiums. there also be some money put in there for states to combat drug abuse. it's still going to be squeaker to get it through the senate. republicans have very different opinions of this bill. >> anyone of my colleagues who said they're going to repeal now they're holding out because we're still not -- we're not throwing enough at the problem, i would really ask them to check their consciouses and

what did you promise the american people? when we looked at the bill a week ago or two weeks ago and i said i couldn't support the bill as it was, they've now taken the bill and made it worse. >> i want to give democrats an opportunity to at least have input to the idea. >> reporter: but democrats really aren't interested in voting for this bill as it stands. so the math here remains the same as we've talked about before. republicans can only deal with losing two of their colleagues in the vote and even then vice-president pence would have to be the tie breaker right now there are two senators who have vocally said they are against this and at least three other that is we can count who say they're very much on the fence waiting to see what some of the details are when they come out later this morning. live on capitol hill i'm melanie alnwick, fox5 local news. >> 9:07 is our time. another step forward on congressman steve scalise's road to recovery. fox news reporting he is now out of intensive care. he had been in

week after under going surgery for an infection. scalise has been hospitalized since gunman shot him during a charity baseball practice last month. new details about that military plane crash in mississippi earlier this week. we now know one of the marines killed in wreck was from maryland. the family confirm the tragic news on facebook. they're grateful for all of the condolences. 15 other service members were killed in the crash. investigation is still underway. eight minutes past the hour. also new this morning, here in the district arrest made in hit-and-run crash that left a transgender woman in the hospital for more than a week. >> big question this morning, was this a hate crime. >> fox5's bob barnard live from the scene of that hit-and-run at fourth and k in northeast with the story. bob? >> reporter: hey, wisdom. we just spoke to one of the people who lives here and heard the accident at 3:20 in the morning roughly the night of the fourth of july. it was actually the morning of the fifth but the people had been out on for the fourth of july, and this

transgender woman was hit right here at the corner of fourth and k streets northeast. he says she was talking but she was badly hurt. she was taken to the hospital. her friends created a facebook page justice for boo boo that's the only way we'll identify her, saying, that stop killing black trans women. she of course was not killed. but her friends believe that was the intention of the driver who was only arrested just yesterday. 18-year-old named stark man anderson, 18-year-old of northeast d.c., the car that he was driving that night according to police was recovered with damage to the windshield. he has been charged with aggravated assault while armed. the car being the weapon. now police say words were exchanged down the street before the collision and again because she is a transgender woman police are wondering whether this was a hate crime. >> after looking at the in

believe the vehicle was used as a weapon which, um, as you know our victim received some very serious injuries as a result, and we were able to get a warrant for the arrest of mr. anderson. now to your question as to whether this was a hate crime or not, we cannot definitively say at this point that it was hate crime. >> reporter: now police say the victim and the teen who was arrested apparently did not know each other. but the resident we just spoke to said unfortunately this area here is known for transgender prostitution, not saying that's what was going on early on the morning of july 5th with this accident victim hit-and-run victim and her friends. but police are investigating still whether this is a hate crime and guys, the suspect the teen us a inspect is due in court this morning and we are told by detectives that a lot more information about what led up to the hit-and-run should come out in the court documents

9:19 is the time right now. allison seymour is back with a check of the other stories making headlines this morning. allison. >> wisdom, thank you. good morning to all of you. first up investigators are back on rural farm outside of philadelphia at this hour again they're searching where they found the body of 19-year-old dean finocchiaro. that teen was found buried in 1. finocchiaro vanished last week along with three other young men. other remains were found on the farm but they haven't been identified yet. investigators have named the property owners son 20-year-old cosmo dinardo a person of interest. he was arrested yesterday on charges that he tried to sell one of the missing men's cars. right now dinardo is being held $5 million bond. considered a flight risk there. to california now, where crews are working against weather conditions to battle about a dozen wildfires across the state. hot and dry conditions aren't helping their cause. as of late yesterday, firefighters had couldn't contain many lines around

steve for -- i'm not sure we'll hit records but awfully close. upper 9 90s heat index 105 later today. watching storms back in ohio see if they'll get in here later today. all right. what's the record for today? 100 degrees in d.c., 99 up in baltimore. 97 out at dulles and here our forecast highs. obviously going to be hottest day of the year so far with a forecast high of 97 and with that heat index over 100, 105 in fact expected later this afternoon or around 105. we have a heat advisory in effect starting at 12 noon. already 84 degrees but it feels like into when you mix in the humidity. 84 up in baltimore. manassas fredericksburg 84 degrees. 84 in quantico. unpleasant for everybody. but particularly unpleasant kind of d.c. and then southern maryland here we've got dew point temperatures right now in the low 70s. there's a look at our satellite/radar. in good shape right now. cloudiness off to our north and watch this line of thunderstorm activity that's been developing in the eastern ohio if this keep its act together we may get some scattered thunderstorms in

region a little later this afternoon and again we got a lot of energy a lot of juice in the atmosphere to dry some storms. widely scattered storms expected this afternoon with certainly the possibility of any storms that come in could produce some damaging winds and that kind of thing. all right. why the heat? bermuda high pressure off to our east and again we're pumping that winds out of the south here plenty tropical moisture plenty of tropical heat, and little trough taking a few storms. this is main event. that will bring us some sweet relief by saturday and tomorrow will be a transition day. i think our best chance for storms will be tomorrow. a few showers and storms out there later today and lose the daytime heating and storm chances overnight but tomorrow a good chance that most of the area will be subject to showers and thunderstorms as that cold front comes through. notice the change in tempe temperature. 97 today. 95 tomorrow. and then less humidity and cooler temperatures to look forward to for the weekend. saturday and sunday highs around 90.

personal stories freshly returning individuals in the southeast d.c. area specifically in the documentary as they attempt to reintegrate back into society. last night the brains behind the film held a free screening before the film's official release coming up a little more than a week on july 25th this mrning we have the film's director saffron cassidy along with deena haas kin for the department of justice. great to see both of you this morning. thanks for coming in. >> thanks for having you. >> saffron i want to start with you first. you grew up in canada you lived in new york for awhile. why did you focus on southeast dc specifically for this obviously this is a problem, a situation that happens across the country? >> as a film maker i'm always looking for interesting and important stories and i really like focusing on social mow program that are doing well. a in you washington, d.c. doing social work with my last documentary film and i learned about the mayor's office and returning citizens affairs here in washington, d.c. i wanted to know more about the programs they had to offer and what really interested me was the director of the program was a returning citizen himself. i quickly

people doing the work here in d d.c. are returning citizens who had returned from incarceration and really turned their lives around i found those stirs very inspiring. >> deanna before we get to you. let me follow up more on the documentary itself. you spent a lot of time putting this together. how long did you follow people around? how many people did you talk to that you were involved with in the process and how diverse, you know, of the population were you able to talk t to get those stories that you were looking for? >> we filmed over the course of a year. and we tried to touch a few differ demographic. we have seniors, 65-year-olds, we have a younger guy in us herlly 20's. we have one female and we have some people who are freshly returning. some people who have been out for while and already successfully re-entered kind of are the pillars of inspiration within that community. >> and these are people who had long-term inn kardashian race or different represents? >> different lengths. we have some people who spent thrive of the last 40 years incarcerated. i think the average length was about 20 years but some were in and out for about five years. >> deanna, what do you f

a year. this is what do you. what are the challenges that people are facing the most when they try to re-enter now back into freedom into the public life that type of thing? >> so when the individuals released from incarceration, you have to look at what are the basic human needs? are we even beet meeting the basic human needs. people are walking out of prison having to live in shelter. people are walking out with no employment perspectives those are basic human needs and a foundation that every human needs to be successful to launch from. so when you have practices where people say no felony convictions allowed, no misdemeanor mores, housing and landlords have barriers around you've had a drug conviction you can't live here and then let's be hahn never the lack of affordable housing in the d.c. area. now we have individuals returning to our area who can't even meet their basic humans needs who sometimes we almost push back into a survival mode of crimes. >> is fighting that stick mat hardest thing? >> yes. fighting the stigma, because even if we wanted to be build

this isn't right. >> i know some of the people you profiled were quite honest about saying, look, i'm having hard time now. i might just go back to the life i had before because it's ea easier. did you find most people wanted to go back to, you know, let me start over again, let me find like a successful path in life now that i have a second chance what was it that you found from the people you follow idea. >> i think wasn't hundred% of the people i met who were freshly coming out did want to turn their lives around. they were really determined and i did see a few people drop off and return to prison because i would follow them over a period of a few months and slowly i can see that they weren't being presented with any oppor opportunities. i would see them it would seem as if they relapsed on drugs even wouldn't care for them. i don't know what happened to them. i do know the frustration they're feeling was just building up the longer they were out. >> you talk about the stigma. talk about what individuals can do. possibly to help the system itself. is it doing enough and if not, what can be done? >> i think the system is doing what it believes it can do. i think it's the

of not only the individuals who are returning from incarceration but society as a whole. so one of things that we know from history teaches us no successful movement has ever been successful until the people most oppressed by the situation winds rise up into leadership and take ownership i think that's what the film displayed. individuals who have been in that oppressed mode rising up and now willing to hold leadership in the district accountable to say, these policies, yeah, you're acknowledging it, but we haven't changed these policies. we haven't been honest about being courageous to say we're going to adopt the policy if you're getting contracts and money from the city to build and develop here, 30% of your work force has to be formally incarcerated. >> i had a chance to look at some of the documentary earlier. it's really fascinating stuff. more so for us here i think because we know what washington, d.c. is all about and we know what makes up washington, d.c. when can folks check it out and see everything is it going to be available online. >> it will be available on i tunes, hewell lou, amazon july 25th. >> fantastic. lo f
