let's also show you some video that police want to you take another look at tonight. d.c. police have already identified two men in this video recorded the night of monday, july 10th in the rear alley of the 1300 block of i street northeast. now detectives need help in identifying a third man. derek watson is already in custody and will go before a judge tomorrow and the fugitive task force is looking for sahid salu. have you seen this man? there's a $10,000 reward. the little boy was hit by the gunfire survived and is home with his family a day after the shooting. his mother declined to comment on camera and we were unable to contact anyone from the family. >> fortunately the one-year-old is home and is with their family and is recovering well. but at no point should a one-year-old ever have to be headed off to the hospital for this. so i'm glad of

>> i'm sure people have seen him out and about, people who know him. i'm pretty sure that anybody who associates with this guy and probably feels very uncomfortable with the fact that he's responsible for injuring a one-year-old boy in our community and i'm hopeful that those folks will give us information as to his location. >> reporter: but the chief was very, very clear today that he wants these men off the street just for the basic fact that anybody willing to pull a handgun and open fire in front of little children shouldn't be out on the street. so, they're looking for help in identifying that third person and of course they're still looking for this manton night. he's a d.c. man. police are pretty sure he's still in the area. they would like some help in finding him. again, there's a $10,000 reward. the man has been arrested, did not appear in court today. he'll be in court tomorrow. live in northeast, paul wagner, fox5 local news. >> fox5

former school principal is facing charges of assault and battery for allegedly smacking a student on the buttocks. it tell us from an alleged incident that took at carl sandberg middle school. >> terrence yarbrough was placed on leave reason later resigned. matt auckland is live in alexandria with more on the story tonight. matt. >> reporter: sara, jim this incident happened back on april 4th after the incident the student went and told her teacher. at that point the principal was placed on administrative leave but never returned to the school. this is video from fairfax county schools youtube channel of principal terrence yarbrough speaking in 2015. fairfax county police say the alleged smacking incident took place in the cafeteria. police say principal yarbrough told a student to pick up something off the floor. the student said no. he asked her again and she said no again. yarbrough then allegedly slapped the students on the buttocks. after the incident was

were launched by several agencies. here is a section of the statement issued by fairfax schools. mr. yarbrough did not return to the school and subsequently resigned from his position effective june 30th 2017. following due process scps will pursue the revocation of his teaching and administrator licenses as appropriate. once the criminal case against him is adjudicated. we should tell you we did try to reach out to mr. yarbrough today to get some kind of comment but we were unable to get in contact with him. though we did notice the washington post did talk to him and he told the post that this charge was unexpected and said that it involves simple playing around. he told the post he gave her one s.w.a.t. to the rear end with a flick of his wrist. mr. yarbrough will be in court on august 4th for a hearing. live in fairfax county toni

local news. >> jury selection under way for a charles county science teacher facing serious charges. ronald wells is accused of sexually abusing two students at lackey high in that indian head. during one of the alleged incidents officials say wells asked to see a student's genitals. wells has been on paid administrative leave for more than a year. once a year is seated his trial is expected to last about three days. >> new tonight in fairfax county an officer is on administrative leave after being involved in a crash with another driver in falls church the officer has been a member of the force for two years but today he was served a summons for misdemeanor reckless driving. he was responding to a disorderly conduct call when he collided with an minivan. the officer did not have emergency lights on and had been speeding nearly 30 miles over the speed limit prior to the crash. he'll face a judge in september.

the affordable care act? republicans saw their plan to repeal and replace obamacare fall apart last night after two more gop senators said they would vote no but it turns out that is not the end of the story here. already today a new plan is taking shape. repealing but not replacing it. >> fox5's tom fitzgerald is live on the hill tonight. fitz this put senate republicans at odds with what house republicans want to do so far. >> reporter: yeah, jim, sarah this is a bit of a mess. last night's plan was plan b. today plan c, well, that's already in trouble. what is clear right now is that republicans are desperate for a win in the senate on healthcare. they tried and failed to repeal and replace. that didn't work. they moved on today to just repeal. that doesn't seem to be going anywhere. what's clear right now is this. the way that senate leader mitch mcconnell wants to repeal and replace obamacare is dramatically different from the way house speaker ryan wants to repeal and rep

obamacare. so, both sides now at locker ends of what they want to do to get this bill moving forward. >> i regret that the effort to repeal and immediately replace the failures of obamacare will not be successful. that doesn't mean we should give up. we will now try a different way to bring the american people relief from obamacare. >> we've done this in the house. we've passed our simultaneous repeal and replace bill. we think that's the best way to go so we're going to have to wait and hope to our friends in the senate can figure out how they can get a bill passed get into conference or whatever and get something passed. >> reporter: to be blunt about this plan c never got off the launch pad today. almost immediately after it was announced three republican senators came out and said that they would be no votes. in a way republican leaders right now are in a box of their own making. consider this. if they come up with a plan that makes

they start losing conservatives. if they come up with a plan to make conservatives happy they lose the moderates. where are democrats on this? they say we may right now have reached a turning point in all of this and here's why. democrats are reaching out to some of their friends. there are some on the republican side and trying to get them to come together to work on a plan, a plan they say that would shore up the health exchanges they agree are in trouble right now and if they can do that, democrats say they are sincere in their efforts to try to get both sides to actually work on something that would repair obamacare but not repeal and replace it. >> democrats want to work with republicans to improve the affordable care act not repeal and replace but to keep and improve and i think you'll find that there will be cooperation. >> now we're hoping that some of our republican colleagues will decide to join with democrats to make some practical improvements in t

he's only got a few minutes before some downpours are going to hit toward the capitol as well. i'll show you what is going on on radar. not everybody is seeing the rain. let me get in you a little bit closer because first of all mentioning flooding, we have a flood warning until 10:15 once again for central montgomery county. it's a little farther south than where the flooding was yesterday and this is a different type of flood warning. this is to alert folks that live near streams and creeks that those waters could be rising, about an inch of rain has fallen in this area already and you'll recall that yesterday they had about two and a half inches of rain and flooding near leightonville. that's one warning we're watching. this area is expanding and oddly it's moving north and west so from northwest d.c. top walker mill, clinton and brandywine we'll see this here in just a little bit as this storm moves northwest at 15, it's going to drop heavy rain, it might have some pea sized hail with it and so that cop get into arlington, alexandria, bethesda, clinton, college park,

capitol, reagan national airport, all those areas may see this moving in here in just a little bit. got a lot of lightning with it too as you can tell. been watching a weakening storm word the reston area. the reason the pattern looks funny is because that storm is moving underneath the antenna for the radar site in sterling where the national weather service is but we put that in motion, looks like it's diminishing a little bit but it's a little bit hard to tell because it's under the antenna from the radar. strong storms still out towards interstate 81 and just like yesterday we will likely have to wait until the sun goes down to see these starting to go away. meanwhile, no shortage of moisture for these storms to tap into. it is incredibly humid and now our week long heat wave well under way. we're into day two here. check temperatures right now. it's 91 degrees. not sure if we've been above it but it's tropically humid out there. it's actually worse than yesterday. dewpoints in the throw mid 70's. 74 degrees is the dewpoint in d.c., it's 77 a

police officer mohammed noor. she had called 911 on saturday to report a possible sexual assault near her home. when two officers arrived on the scene, officer noor opened fire killing the unarmed bride to be. still unclear why this went down. the father of the woman gunned down by police is now demanding justice for his daughter. >> we thought yesterday was our worst nightmare. but we awoke to the ugly truth and it hurt even more. justine our daughter was so special to us and to so many others. we went down to the beach this morning and saw the blackness change to light. justine was a beacon to all of us. we only ask that the light of justice shine down on the circumstances of her death. >> officials say both officers who responded to the call were wearing body cameras but they were not turned on at the time of the

[gunfire] drop it. >> 45 got shots fired. go ahead and start. >> pause the video at the time of those gunshots. the officer-involved shooting last month led to the death of devante johnson. a witness reportedly called police after seeing johnson firing shots at passing cars. that dashcam video was released from a camera being worn by officer clayton sergeant. both officers asked the suspect many times to drop his gun. it was oversure gent that opened fire hitting johnson twice. officer sergeant was placed on paid administrative leave but he's back on respect strictd duty

tonight we've learned the former university of cincinnati police officer who shot and killed sam dubois will not face a third child. prosecutor joe deters announced he's dropping the case against ray tensing. tensing charged in the 2015 murder of dubois. he was pulled over for missing a front license plate. >> an update on a story first heard here and saw here on fox5. we are learning more about a d.c. police sergeant facing disturbing allegations. officials say 39-year-old sergeant jonathan clinger man is accused of recruiting cadets and recruits to participate in sex parties. pornographic evidence of these sex parties was found on the sergeant's cell phone. today we spoke to d.c. police chief peter newsham who gave us an update. >> i believe it's in our disciplinary review office right now which means that's the agent -- part of the agency that determines the level of punishment that will be handed out. we can't go into details

what that punishment will be. we can update you as we get through those stages and we're happy to do that. >> the sergeant accused also admitted that on multiple occasions he had intercourse with an mpd cadet while on duty at the station. we'll keep you updated as the investigation continues. >> we now know the identity of the driver involved in that suspicious crash near capitol hill. police say jamie vitoro was a man who hit a barricade and ran into a capitol police cruiser. the officer inside suffered minor injuries. he's charged with assault with a deadly weapon reckless driving and not having a valid permit. he made his first court appearance where a judge ordered he be held until a preliminary hearing on friday. coming up it's happening again at a chipotle location in virginia. it shuts down after several customers report symptoms of norovirus. >> how this latest food safety concern at that chain is already affecting the restaurant chain's stock. >> there is a neighborhood in

>> ♪♪ >> this is fox5 local news at 5:00. >> and we're learning more about an overnight fire that raged through two row homes in northwest. this happened on morgan street and one firefighter was hurt by falling embers. the other heat exhaustion but both are expected to be okay. eight people were left without a place to live. we still don't know the cause. >> in the district police are looking for a person of interest in a burglary. surveillance video right here on your screen caught the man in and around the building along butterworth place northwest. if you know something about this burglary, there is currently a one dollar thousand dollars reward. >> d.c. police calling for the public's help in finding a man wanted in connection with an armed robbery back on july 4th. this happened on shepherd street northwest. here it is again. if you recognize the suspect

>> ♪♪ >> so the big political headline of course has been the senate's failure to repeal and replace the affordable care act. we have several big headlines we're following. >> fox5 political reporter ronica cleary live with a look at some of the stories tonight. ronica. >> reporter: hey, jim and sarah. president trump when he was on the campaign trail he actually said he was going to rip up the iran nuclear deal. the news broke that the administration decided to recertify iran's compliance with the deal. now, the question is did he letdown his supporters by doing this? well, i spoke with dr. sebastian gorka deputy assistant to the president and he says the answer plain and simple is no and to really understand what happened yesterday that's going to help paint the picture and make it clear why not. take a listen. >> what we did is we stayed unequivocally that this is a bad deal and that we have imposed a whole new package of

sanctions because iran is not in compliance with the spirit of the original agreement which we inherited. nevertheless, we have to technically recertify it because as the bad elements, the weak elements of this deal are concerned, iran is complying with those technical aspects but the most important thing is this administration is in the middle of a ground op review of our iran strategy. >> reporter: well i also spoke with the doctor about working with our allies in the future when it comes to the deal with iran. he said that because the deal is not just bilateral or a unilateral action, the united states would like to resolve the very dangerous issue that iran represents as much as possible with our allies. now, gorka stressed at the end of the day the president represents america's national interests. now, the doctor was actually inside the room when president trump decided to recertify iran's complianc

>> you're like no, i just want to be done. >> thanks? >> got to be a great feeling. i can't wait for that. >> well, we saw ronica there. >> it's pouring. >> we had her in that tease before and you saw nothing and then all of a sudden it was -- >> it was kind of heavy thunderstorm right over the district. not much except heavy rain but no one is going anywhere i bet. roads are is it a at a standstill across d.c. t look at this already. depends on which way you're looking at the capitol because there's a heavy downpour right over capitol hill but this is on the side probably -- i don't know what direction this is looking at but it's got to be to the north maybe off to the west where they're seeing some clearing or they're not seeing the heavy rain, just those puffy cumulus clouds on the right-hand side of your screen indicating the instability out there and the thunderstorms that have been pulsing within the afternoon, heat and humidity. so let's get straight to radar. i'll show you the storm we've been following, one right over d.c. and the eastern side of the beltway, western prince george's county itself. it's just kind of

these storms bring a heavy amount of rain quickly because they can't really move. you've got heavy rain stretching from downtown d.c. and then east on route 50 getting out of town approaching the beltway. i'm sure that's at a standstill trying to get over towards bowie through prince george's county and then eventually further eastward on 50 accessing 95 so from walker mill through berwyn if you're in the greenbelt area lanham not moving with heavy rain and a lot of lightning. this is not a severe thunderstorm so no hail or damaging winds have been detected within the storm but that is of course some very heavy rain as you hit the southwest freeway dune towards anacostia capitol heights. that's the weaker part of the storm but still some rain and lightning. just wait these out if you're about to leave the house and you're in d.c. or that part of prince george's county. a little distorted by the radar but you see showers over leesburg towards chantilly. those seem to be the two problem areas. in regards to the heavy rain we had yesterday in and montgomery county and then earlier rain today, the creeks and streams overflowing their banks and that flash flood aerial flood warning still in effect until 10: f

of montgomery county wheaton up through rockville. so, just keep that in mind if you're in montgomery county. you're not seeing any rain right now but you've still got that flood warning in effect. our headlines very hot and humid all week. probably some dangerous heat by the second half of the work week and that is compounded by the fact that overnight it will remain very warm, very humid, dangerous heat index thursday friday and saturday afternoon possibly this will be extended into sunday as well. thunderstorm chances by the weekend but that's not going to help with the high heat and humidity. temperature dropped to 86 at reagan national thanks to the storm overhead. 79 in gaithersburg thanks to some earlier rain. 88 in baltimore. wide range of upper 80's to lope 90's but the humidity has been pretty unbearable this afternoon. feels like triple digits for quantico and culpeper that have not seen thunderstorms. and we'll be showing that heat index map day after day. you'll be very familiar with. it some of those pulse thunderstorms through

otherwise partly cloudy and very warm with temperatures in the 80's overnight. here's our setup for tomorrow. the heat continues to build. so, each and every day through the rest of the work week we'll seal that mercury rise even more in the afternoon at least that's what's expected. possible thunderstorm tomorrow, just like today, a few afternoon thunderstorms, can't really pinpoint where exactly they'll be but i can pinpoint we'll have that high heat index tomorrow afternoon. fast forwarding to wednesday, 4:00, 4:30 upper 90's feels like triple digits. thursday air temperatures will be higher so places off to the north that maybe aren't seeing the high heat index today they'll see that wednesday and then definitely on thursday with those air temperatures well into the upper 90's. so, 95 with an isolated storm on wednesday, tomorrow. thursday 97, just hot and humid and thursday and friday it's just going to be so hot we don't even have thunderstorm chances in there. 98 degrees. look at these overnight lows only around 80 friday night into saturday. saturday night into sunday. 98 both days friday, sat

in the morning and detectives now think tae may have been laying there for an hour or more. witnesses told police they heard app argument. >> we don't have a lot of information on what occurred that night. again we did a neighborhood campus and people remember hearing the gun shot over the night. nobody called. kind of heard people outside laughing and joking an we don't know what the conversation turned hostile but was very brief. they heard elevator voices people yelling and then they heard the single gun shot and people scream and heard the sound of engines revving and people leaving the area. >> multiple cars. >> multiple cars, at least two. >> lieutenant james mccareery says tae bennett grew up in the neighborhood and was sitting with friends in front of this house when the argument broke out. but so far, no one who was with tae that night let the police know they were there as well. >> he had such a passion for animals and passion for animal rescue and he dedicated his li
