it's unclear how he died or if he was an employee. in the district, nearly a dozen people are without a home tonight. after the wall in their apartment building collapsed. the red cross is stepping in to help. evan is with more on all of this. what's on store. >> reporter: tisha, we're at the fairfax county village condos. fortunately. no one injured in this incident. but we know 11 people were displaced across five units here, and here is the reason why. look at those gaping holes there. right in the basement where the bricks just seem to peel away from the rest of the wall. according to dc fire and ems, around 3:00 this morning, reports started coming in of a partial building collapse. these are pictures firefighters took at the scene, fire officials blame the heavy rains which likely forced the basement walls of the condo building to cave in.

fortunately emergency workers evacuated all 11 people safely, they won't be able to live here per the dc building inspector until this damage is fixed and the building isry inspected. these are condos. so it's unclear had is responsible for the repairs or if insurance will cover this. neighbors say they feel for those now without homes, but are relieved this collapse wasn't worse. >> people there may have gotten seriously injured, and that would have really been a tragedy. you know, they probably might have thought it was an earthquake or something. >> reporter: again, the red cross came out here and helped those people that were displaced find temporary housing. for now, live in southeast, evan lambert, fox 5 local news. we were talking about it earlier we hoped it would be a celebration. we had hoped that it would be, and the reason

general coming in. jack, let's start with you. do you think anything will change or will trump run the white house the way he wants it no matter who's his chief of staff >> it's an opportunity for a restart. a grand opportunity for a restart. trump should seize this. he can move in the right direction. exchange everything with his. poor priebus, i've heard from sources the man was close to a nervous breakdown, he wasn't the right guy. wonderful man, smart man, cable but not a guy for trump you really have to pair the chief of staff with the president they have to have chemistry. they didn't, but trump with a new spokesman and chief of staff >> he's really replaced his entire senior staff if you think about it. >> we got a new communications director. >> with the exception of steve bannon and jared kushner, really you're talking about a whole change. i think it's interesting that the president is taking another page out of president nixon son's play book. if you think back of the last time we had a four star general who was white house chief of staff was

nixon son. my take away from this is, yeah, it's an attempt to institute a restart but the reality is unless this president is willing to change his bad behavior, it doesn't matter who you shuffle into the role, unless that person is empowered they're not going to be able to to be effective >> he's not wrong, there is bad behavior, i'll give a you one more. sessions probably has to go, keeping jeff sessions is going to be really difficult to keep a wounded fish >> won't it be tough, extremely tough because the senate you saw dick shell bee and cochran ole guys who rarely go on tv warning the president, that's the house of lords running the president. >> well, for all of that, i still think sessions has to go because you cannot have a wounded attorney general, you can't run the justice department >> let me ask you, how do youry focus the attention

this rap around moisture, over part of delmarva. the bay, southern maryland, south of dc, still seeing some of that rain activity, not a lot. not, nowhere near where we were yesterday with the intensity of rainfall and the thunderstorms, but you know what? i think everybody will be glad when this is out of the way, because it is red line been impacting us a lot for last couple of days or so. i just the mentioned some of the closures in prince george's county and as i said, there's a flood warning there, it was supposed to end at 8:30 but it is now until 2:30 in the morning, if you're in any of these areas do be careful. when it's nighttime and you can't judge how deep water is and as we always say, turn around, don't drown. we really mean that. even so, some of the roads that were flooded yesterday and even the day before still could have pretty dangerous areas in there. do be careful out there. don't take chances. friday's rainfall

investigators installed hidden cameras >> that video proof of those drug deals was crucial in court. we're getting our first look at it. paul wagner shows us how it went down. >> going down. it's going down. >> reporter: that's kendra brantsly in the back of her postal truck about to hand off boxes of marijuana to a man on the street >> same person from yesterday looks like. beanie. black jacket with a green vest over it. >> reporter: she would hand over five more boxes before meeting the man where he hands over the cash. >> guy with the bmw getting in stand by. >> reporter: that was may 19th of last year. couple of months after detectives caught on to the scheme. as early as march 17th, investigators had installed tiny cameras in the truck driven by kendra brantly. in this video, the payoff comes in a paper bag. the camera capturing her counting the cash. on april

were on to alicia norman and had installed tiny cameras in her truck as well. watch as she hands off several boxes of marijuana to a man in a range rover. a camera in the front of the truck capturing the payoff and the money count, the videos shown the postal workers were trailed and photographed more than one with investigators capturing brantly several times in the act to have the exchange and at least three times counting cash. we never did see who prosecutors called the mastermind of the scheme, dean vaughn row is locked up and arrested and never got out. this is a picture they showed the jury drinking expensive champagne at a kamen islands yacht club. prosecutors say row, who was working as a supervisor would flag the boxes of pot before they could be detected by the postal inspector and make sure shay they got fellow the hands of braly
