contact 2017, the numbers tell their own stories, right now, insie the u.s. capitol building, between us, there are 12 confederate statues and keep in mind, there are only four statues of african-americans in this same building. now, also in the unitedstates capitol, obviously, are statues of founding fathers, like georgia washington and thomas jefferson, the president's comments yesterday, that if you removed confederate statues, by that logic you would also then have to go and remove statues like jefferson and washington as being met by on that position by historians. in his opinion, there was a big difference between a founding father an southern rebel. >> thomas jefferson and george washington helped to create a nation. stonewall jackson and robert e lee tried to split. the

they're also accused of robbing a second person before taking off. no one was hurt. the driver of the car is now under arrest. police are still looking for the second man. rising rents costs across the district forcing restaurants to tack on a surcharge to your talk about or worse shut their door, a northwest restaurant found a discrete way for customers to help foot the increasing cost to do business >> a lot of people were wondering why, tisha had a lewis is live in northwest tonight to break this all down for us. tisha, what does this all mean? >> reporter: well, jim, it means a lot more money for the restaurant coming in and here's why. we're talking about a 3% surcharge, there were more than 2000 restaurants across the district. we're here at ocean air restaurant in northwest. you can see they're open for business, preparing for the dinner hour. the message patrons are receiving when it's time to pay the bill is creating a lot of buzz, especially on social media. we wanted to see for ourselves and here it is. it says, due to the rising cost of doing business in this location, including costs associated with higher minimal wage rates act 3% surcharge has been added

this was first brought to our attention by pop villa. the surcharge is added on the bill and fine print below the signature line. prestaurant manager told me the move was mandated by the corporate office who made the decision. now, i spoke with several city officials throughout the day about this, including the district's taxation office. we're told there is a 10% sales tax on food sales. no one and i repeat no one we spoke with and i spoke with more thn half a dozen people, were informed or aware about the surcharge, nor could they tell us if it's allowed. now, instead of increasing menu prices, ocean air has a different approach to covering increased costs and all of this is happening while many restaurants have been forced to close shop. >> yes, there are closings, but with that, there are so many new restaurants and there's a lot of excitement in regards to the industry as a whole >> there's always going to be turn over with restaurants, that's why you see so many

continuously looking at ways to change the environment. if something new opens and if there are 50 new restaurants opening in the city, the question will be what are you doing to remain active and relevant and a very competitive market? >> reporter: now, the surcharge here at ocean air restaurant comes amid restaurant week across the district. i did speak with the district's consumer affairs office. they tell me someone would actually have to launch a formal complaint in order for them to investigate. but the big issue surrounds disclosure and i want to have you walk over with me. this is the menu posted at the entrance on the restaurant, and at the very, very bottom, there's the last line, we were talking about disclosure, and the consumer affairs office said do they tell people before they order? they don't tell you verbally but it's on the menu due to rising costs of doing business, costs associated with higher minimum wage there will be a 3%

5:00. time to look at your headlines, the woman killed in a deadly pedestrian accident yesterday in alexandria, 46-year-old glen today quiroz was hit and killed by a pickup truck on bueller street. the driver was apparently experiencing a medical emergency, the driver was taken to the hospital in life-threatening condition. we do want to warn you about skimming devices found on atms in prince william's county. police discovered the devices at five different 7-eleven locations. the skimmers were found on an atm along prince william's county parkway, two locations along miniville road and two 7-elevens along dale boulevard. loudoun county office released two photos. the suspect used a shirt to conceal their face. trying to rob someone at gunpoint last friday at bank of america atm and the countryside area of sterling. suspect got

confederate cemeteries in maryland were previously discussed. the mayor would not say where they were taken in the meantime, or how much the removal cost. to alabama politician is protesting the covering up of a confederate monument there, city crews boarded up the statue in birmingham last night confronted by angry candidate for mayor. the reason? frank matthews wanted the monument taken down back in 2015 after white supremacist shot and killed nine people in an historic black church in south carolina. now he's objecting to it being covered up. >> this is not -- i'm speaking to what is wrong. that is not right. you didn't take it down when nine people was killed. nine black people in the church. >> birmingham's mayor ordered the symbols to be covered up in the wake of this weekend's violence. a confederate monument inside a hollywood cemetery being taken down. the hollywood the cemetery where dozens of civil war

that's for sure. humidity is still around. fog broke up early today. might be a little bit of fog later tonight. but we cannot ditch this humidity. and by the way, i don't think the fog will be anywhee near as widespread but it's important to note that the humidity is still in place, because any showers or storms that we see tomorrow could also feature some of those heavy downpours, let's get you started with a look at your weather headlines, most shower or storm we see would be in the afternoon. again not terrible. i think the main concern would be heavy rain, not strong winds. but we'll watch that for you closely. tonight we have a couple of isolated showers around but not widespread. the main threat as mentioned with anything we see tomorrow is rain. friday, we have another chance for storms, and these may have some severe elements including those strong winds as well as heavy rain. there's a frontal boundary that's coming on friday. of right now, we think it will keep moving. but because it could stall just south and east only an isolated show

quickly away. gert has winds of 100 miles per hour and moving northeast at 31 miles an hour, lots of rough surf for the north atlantic. strong rip currents, gert will be out by late tomorrow. and we're glad to see that she didn't cause too much trouble along the eastern seaboard. what can you expect? showers and storms in the forecast tomorrow. clouds and sun, so a mixture of both, it will not be quite as sunny as today. kind of goes for friday too. scattered showers and storms, temperature of 90, here's what's changing, tomorrow, a warm front is going to move in. driven by high pressure that will get off the coast. that gets the temperatures cranking again. but it also allows a little bit more instability and showers and storms chances return in the afternoon, here's what we're thinking in terms of planner, more clouds around in the morning on thursday, 75, by noon, still humid, 85, a little bit of a mix of sun and clouds, and watch for shower and maybe a few

up where you are and that's something that there still be noticeable. >> tell us people might think, that means i don't need to be as careful perhaps when it comes to my eyes and looking at it. i'm assuming that is not the case. you still need those glasses. you still need to be careful. >> that's right. if any bit of the sun is showing, it can damage your eyes. the only time you can safely look at the sun is during a total eclipse where the moon is completely in front of the sun. so it will not be safe in our area to look at it with your pn. as you mentioned you can do one of two things, take safe solar eclipse viewing glasses and these are safe enough to look directly at the sun, but an easier and inexpensive thing to do is make something called a pinhole camera, punch a tiny hole in a piece of plastic or paper and let the sunshine through that on to the ground and that little hole will focus the light and you can see the shape of the sun with the moon going past it. it a will turn into a little crescents. you can actually observe this wherever you are, a simple way is tak

overnight. the process to remove the statues took more than a year. crews removed them early this morning, while the city was still asleep. the move followed monday's baltimore city council meeting. members voted unanimously to remove the statues. the mayor said she moved quickly and quietly in an effort to avoid potential conflicts like the ones in charlottesville. she said public safety was her top concern >> i think any city that has confederate statues are concerned about violence occurring in their city. and i just think that baltimore right in the midst of getting the consent decree completed. this is not something that is needed, that i think that we should work together, figure out how we move our city forward. >> the city is still deciding where to place the removed statues. confederate cemeteries in maryland were previously discussed as a possibility. the mayor would not say where they were taken in meantime or how much the removal cost. could t
