a special edition of good day at 9a starts now. ♪ >> thanks for being with us today on good day. we'll talk so much about what's happening down in houston. we'll get you caught up with everything in the dr area this morning. >> it's the first day of school in fairfax county even earlier than this year. coming up why the new district superintendent thinks it's a p pre-labor start is very good thing. >> first al 9:00, we've got breaking news out of houston this morning. that's where rescue efforts continued overnight to save the hundreds of people trapped by harvey's historic flooding hurricane has been downgraded to tropical storm but the water levels still rising, and more rain is on the way. >> overnight mandatory evacuations were issued for some neighborhoods as more rain fell, and federal engineers released some of the water building up at two reservoirs near houston. monster storm being blamed for at least five deaths an

you've seen here, it's forced rescues of thousands of residents throughout southeast texas. the storm is overwhelming first responders as well from midday saturday through midday yesterday the houston 911 an answered more than 56,000 calls normally in that same time period they would have gotten 8,000. now, aid from across the country is on the way. >> fox's doug luzader begins our coverage this morning with latest on conditions in houston. >> reporter: more rain today and this is going to be the reality for this part of texas for the next few days yet as harvey continues to dump record setting rainfall a flood waters continue to rise and rescue crews are racing. some of the rescues have been dramatic. perhaps thousands have made it out but many more waiting for help. some of those who escaped having a tough time describing what they've been through. >> i'm traumatized, for one, and we almost died. >> reporter: flow till la of government

boats trying to meet the demand. helicopters plucking some from rooftops and houston is bracing for more. with rain total as approaching perhaps 50-incinches in some ars before slow moving harvey departs later in the week. >> we've still got people who are trapped in flood waters in homes and we have to get them to the shelters. >> reporter: and those shelters are quickly filling. rescued residents arrived by the truckload at houston's downtown convention center. as some clutching what belongings they can before they had to flee. near the coast, the scenes of harvey's initial fury were becoming clear but i don't know the wind damage the extensive flooding could be even more dangerous. president trump monitoring the response and adding to his initial disaster declaration he will be in the region tomorrow where elsie first hand the devastation and the communities banding together to respond. >> more assistance is on the way. texas has

guard dallas is about to open up a shelter that can accommodate 5,000 people. in houston, doug luzader, fox news. >> look i guess if there's any advantage to a hurricane it is one of the few natural disaster you can actually predict so the consistency with the amount of flooding there there is, the slowness that it would take to get across there the amount of rainfall as least there was advanced notice of this. >> yes. that's good news. the difficult part we really didn't see it spinning up until a few days before it hit sex sex so there wasn't that much time to prepare. >> not like weeks in advance. >> exactly at least you could tell and you and mike told us last week once this hits land it's not going anywhere for while. it will sit there. >> it's currently stuck. wee take look at it as we get into the next couple of days. rain will continue to unfortunately impact areas that don't need it. that's a local look. want to mention quickly looking at part sunny conditions here. i'll have our local forecast coming up much there's harvey. again the darker colors yellows and reds have pushed off to the north a

that is good news. but the rain which temporarily took break overnight returned to houston and in some cases it's coming down. i was looking at a close-up radar of houston. unfortunately, several more inches and several more days of rain in houston. in fact it may be wednesday or thursday before we can finally call it quits on harvey as it's still tropical storm at this hour. and forecast to remain a tropical storm for the next couple of days. there's the very slow movement look at that by thursday it's still believe it or not in parts of texas. so rain just won't quit down there any time soon. and on top of 20 to 30-inches of rain, they're forecasting another five to 10-inches in houston and even more than that to the east. flooding will continue to be a concern here over the near term. >> that radar that you put up first showing the rotation. >> yup. >> backs up what we talk a member of the red cross in corpus christi a couple hundred miles away from houston. you can city rotation it's come still coming around and starting to hit those areas

from corpus christi to new orleans will be saturate glad very accurate. >> send it back over to you, erin. >> dozens of texas counties are nointed federal disaster declaration, the red cross is stepping up to help with relief efforts. our team coverage continues this morning. fox5's melanie alnwick live at the red cross headquarters in fairfax, virginia with what they're doing to help. mel? >> reporter: good morning once again erin and all the folks back there watching good day d.c. we're here at the red cross national capitol region headquarters. now inside they have a 24 hour command center staffed where they are monitoring all of the resources, the deployments on the ground. who needs what where and how many people they need to put on it. behind me, is one of the vehicles that is going to be heading to the area literally in just a little bit this morning. this is one of their emergency response vehicles with a crew that is going to be going down. so one of thing the red cross is doing as we know they're staffing up shelters providing places for people and

to go and stay and they also giving them all of those relief supplies they need but what the emergency response vehicle here is getting ready to do is they're going to go and start feeding people in the neighborhoods. people who have decided to shelter in place as we know is so important for many people to do. but they also perhaps don't have power. don't have any -- any healthy food or clean food in their homes. so that's what -- that's what this perfectly mobile kitchen is doing and lee falcon is one of those people who will be doing that. i know you said you responded to matthew before when you got the call here. how did you mentally prepare for all of that? >> you just kind of know it's coming, and start packing. you've already got your packing lists ready and been threw it before. so just get ready and go. >> what's inside here we're loaded pretty light. we'll get most of what we need when we get here. red cases are when we get on sight whoever is doing the

or cool food. keeps it at item which are for several hours. we take it out to the neighborhoods or to a service site and get them the fresh food and also water and we can also take what we call bulk delivery cleaning supplies and stuff to people who need it. >> reporter: how does it feel when you get down there? >> overwhelming. kind of i don't have kell well ming takes a little time to get your feet on the ground and get a feel for the situation and the pace. so you just role with it and go as needed. >> reporter: lee, thank you very much. >> you're welcome. >> reporter: it's so important to have all volunteers like you who are out there doing that. so thank you from all of us for the work that you and your colleagues are going to be down doing there. >> sure. >> reporter: one of things, also, folks that we talk about so many people want to reach into their homes, reach into their cupboards and give things and the red cross we've said this over and over again, it's nice to receive things, but it takes a lot of time and money to get them to folks. so really most importantly they

below normal temperature wise. our humidity has been pretty comfortable. hard to believe it's august and we got quite start to the week. we'll be in the mid to upper 70s. i wanted to a mix of our forecast then we'll take look down at harvey as welcoming up here. 68 now very comfortable overnight. back into the 50 if's you're outside the beltway early this morning. and we bottomed out at 64. winds out of the north northeast at nine. we're looking at a partly sunny day today. we've got the influence of an area of high pressure off to the north and i'll show you this developing storm system to our south. tropical depression number ten here in just a minute but there you can see on your satellite/radar cloud cover streaming in from the south and west through west virginia. some of this will be with us for much of the day today. don't think we'll get any rain. keep it dry this afternoon our chances for rain will increase tonight and pretty good chance much of the area will get some showers tomorrow with tropical depression. what may be become tropical storm irma as it tracks up the southeast coast. we'll focus on that momentarily. let's get back to harvey, and let me start with the good news.

pushed off to the east into the north. red box you see looks like it fades away at the end that's been tornado watch box for parts of eastern texas and louisiana. so unfortunately all the way from corpus christi through houston and into louisiana we're looking at the potential for flooding rains and the real story here harvey continues to be a very slow mover. the center of circulation you can still see it's pretty much intact will re-emerge over the gulf of mexico later today and be pushed up very slowly into eastern texas and unfortunately days and days of heavy rain still in front of houston. so all day day they'll get rain tonight, tomorrow, even into wednesday and thursday. they're going to be showers around the potential is there for several more inches of rain i don't think they'll get another 25 or 30-inches maybe five to ten more inch that is will exacerbate the flooding issues in houston you can see getting pretty good rains right now as it center of circulation just such a slow mover here. and will continue to be so over the near ter

again, the focal point for the heaviest of the rain will shift a little east of houston so i'm afraid that smaller communities will have major flooding issues as well. but houston not done yet, and it's still looking at another five, ten plus inches of rain over the next couple of days, and again the culprit here not only harvey moisture latent but such a slow mover. nothing pus pushing it out thatt will continue to impact texas for several more days. all right. our focus on td number ten not terribly well organized but some thinking with hurricane center it may become tropical storm irma a little later today. this is future cast. this is 10:00 o'clock tonight. so we'll get some clouds associated with what might become irma later today and we'll watch this moisture kind of track up the coast overnight tonight and then by tomorrow, we'll have rain around, there you go. you can see that center of circulation it looks like it will intensify a little bit and bring us rain by late tomorrow morning a during afternoon hours tomorrow and cool temps. northeasterly wind i don't think we'll get out of the low 70s tomorrow. cool one

around tomorrow as what might become irma tracks off the coast. this will get pushed offshore by wednesday and we should clear it out by wednesday afternoon. so this will be one day rain event we could have particularly good rains around particularly if you're washington and south and south lower eastern shore out tour the beaches looking at mitt pretty good rains tomorrow afternoon as that tropical system passes through or perhaps subtropical system. there's seven day. 79 today. mix of sun and clouds. showed you the rain for tom tomorrow. and cool temperatures 72. then back into sunshine fort epp of the week. of course that's labor day weekend last weekend of summer for all our students in mar maryland. and right now it look like good one. sunshine 79 on saturday. 84 on sunday. and we'll get another reinforcing shot of cooler air next week. no sign of 90s on the seven day. really on the next ten to 14 days. i don't think we're going to do 90. may get close next week with some 80s but relatively cool for this time of year. all right. guys that's the latest give you harvey update 10:00 o'clock hour. >> you made a great point. just because the rain stops in

doesn't mean that that water is going anywhere any time soon. let's talk about the flooding right. no it's historic it could get worse like tucker said it's still dumping rain has ways to go before it moves back to the gulf. hundreds of people trying to flee that high water number one priority right now to get people rescued. for more on what's happening let's get first hand account from the scene we turn to erin, a former fox5 co-worker living and working in the lone star state. you lived and work ought over this country. have you seen anything like what you guys are experiencing right now. >> no. no. i've covered a lot of storms and covering tv news but this one is just -- the magnitude of it is just really really hard to take in. >> how widespread -- we made the comment earlier, aaron, you know this from tv standpoint. a lot of the tv stations and tv cameras are focused in houston there. are we forgetting about some of the other areas of texas that hit hard by this or houston really the epicenter of the storm right now?

you're talking about the population center here being so, um, there's 6 million people in the houston metro area. just having the population and the widespread nature of this which is why i think the focus is here. we do have really really serious situation with of people forced out of their homes. the coastline where this storm moved in is more sparsely populated certainly they have a lot of damage and their recovery will be a long-term issue as well. but i don't think you're necessarily missing what's going on here. the focus here is going to be shifting i think in the next 24 to 48 hours. to the rivers which is are slightly outside of the, you know, core metro area the rivers are starting to rise. we're starting to see evac evacuations in some of the smaller communities just outside the city. maybe 20, their, 40 miles outide the city. so that's going to be some of the focus here going forward in the next 24 to 48 hours. >> the question i was going to bring up with tucker minute ago, aaron, i'll pose it to you right now. look, the focus has been on the rain because it'

slow mover as far as dumping rain on the area as i didn't feel as you said the rivers is an immediate after product of the rain when the waters rise. but just because the rain stopped stops falling and the rivers stop rising does water this unbelievable unprecedented am of water still has to go somewhere. is there an estimate days, weeks, months before that water goes away because that water is going to stagnate and i know it's hot in texas and that breeds a lot of nasty stuff down there. >> reporter: well, i think you're looking at a couple of different timelines here. the rivers are going to continue to rise for days. i think the last forecast i saw it doesn't go past a week. so i think it's going to be longer than week for some of the areas that are affected by the rivers to recede. we also have two reservoirs outside the city. the annex and barker reservoirs beginning to fill. in fact they started releasing water from those overnight to relieve the pressure. those reservoirs are going to stay filled for

it's going take months for those reservoirs to drain. good news there an lot people living in that area. some neighborhoods that are going to see water for quite a long time, but the full scope and the full recovery is going to be months. >> so let me leave it on this aaron we as you know in this business love to get the slice of life and see what people are dealing with and i know there's executive producer aaron and there's also houston area resident aaron. how do you balance both of these? what are we seeing now because we've heard so many stories about emergency workers literally working around the clock because they can't get anywhere else. is that still the pace of operations down there? and for people like you who also call this area home, how are you getting around right now? >> reporter: well, i've been is it the station sin saturday at noon. i haven't left. because first of all i don't think i could get home. so it's just safer and more practical for me to stay here. i've got clothes. we've got food and resources. we're in good shape here at the station. my family, my sister has 2

she spent the night on the second floor with her kids with no power. we're hoping to get them to my dad's house today. they're okay. we have little bit of water coming into my house mostly from the roof it's not actually from rising water. you know, intermittently when i have a few minutes to check in with them that's what i'm doing. and so i think that's what everybody is doing at the station. we're all trying to check in with our families. for those of who can't get out to get home for little bit sleep, those folks are but they're few and far between. we're just really trying to get the information to people. it's one of situations information is critical moment's moment basis so that's what we're doing. >> last question for you speaking of information, and you being in the news business down there. do we have any more details on the president's visit tomorrow, where he might go, what he might do? >> reporter: you know the last i saw and this is just, you know, scanning, i had seen some talk about him going into austin that perhaps the folks in austin were preparing for visit which would make a lot of sense. state government is based there and it would be a good place

were issued for some neighborhoods and federal engineers released some of the water building up at two reservoirs near houston. the monster storm is being blamed for at least five deaths. the houston 911 call center says they anted more than 56,000 calls in a 24 hour time frame. now relief agencies from across the country are on the way to help. lot of people rescued over the weekend are telling harrowing tails now that they have found some safe shelter. in dickerson texas rescue crude were captured carrying an el elderly woman wrapped in blanket into the facility. many children rescue. emotions are high for residents displaced by the deluge. >> these kids need help. i mean they're soak to the bone. they're completely soaked. i mean -- i don't even know what to say. they're not my kids but i tell was, i love them like their my own. i don't know them from adam. like i said. >> flooding houston area

weeks now. the cot interest being called one of the worst disasters in texas history could end up being one of the most expensive disasters in us history. in one of the most dramatic rescues made in texas was at a nursing home in the city of dickerson. photo from it has now become the iconic image of the floods. these images you're about to see on your screen show more than two dozen senior citizens trapped inside the building. you can see their waist deep in water and waiting for emergency crews to come and rescue them. crews say rescue efforts were very difficult because most of the people were in wheel chairs. about 25 evacuated after these pictures were taken. just drama images there. really really sad. >> i don't know what the story is. i don't know the back story there but you're wondering why they weren't taken out earlier because you knew it was going to take time get them out but i know the waters rise really fast and i've never been in that situation so i don't know exactly how it all plays out but like as i'm seeing some of the pictures i wonder, how does that guy get trapped like on the roo

there's so much to do. every single person having a role in frying trying to coordinate supplies trying to coordinate personnel and resources, equipment, vehicles, the red cross, of course, doing just a huge effort to try to help and you can see some of the boards and everything here. some of the information that they are using here to make some of their decisions obviously checking the weather, looking at where their shelters are staffed up, and i want talk now to rebecca, with the national capitol region because rebecca, i know you said there's people coming in from all over the country but we've seen people coming from the national capital region also bee deployed. >> yes, it's wonderful that so far around 24 people have deployed locally from this chapter. so there's a huge surge of enthusiasm to help people in texas and louisiana. we've also been fortunate enough to send emergency response vehicles from here as well. >> reporter: right. we saw those leaving this morning. those volunteers we saw at 9:00 o'clock going out withhe

mobile vehicles to feed actual people in the neighborhoods and one of the things we talked about, i know we've been telling folks, that the red cross needs financial donations more than good goods but give me a sense what that money goes for. >> well, there are thousands of people staying in the shelters and they need to be have their emergency needs met so that means cots to sleep on and then meals through times a day. so funds go towards those meals. their comfort kits like tooth brushes, toothpaste, simple things like that. but also getting to make sure that those shelters are up and running 24 hours a day. >> reporter: you mentioned also things you don't think about. after the disaster. such as household supplies, cleaning supplies. >> yes. so after when people are allowed back into their homes they'll need cleaning supplies like mops and brooms or, you know, even bleach to get rid of the mold and mildew that their homes to make sure it's safe for them. >> reporter: so so so much to do. one quick thing i want to mention, guys, this really struck me here. this is not texas. this is louisiana, and you can see this is really where the focus is g
