texas officials say at least six people are dead as a ultimate are of the storm. at least 30,000 are expected in houston area shelters. crews have rescued as many as 2,000 people from flooded areas. and things are only getting worse. the national weather service is now expecting another 15 to 25 inches of rain over the coming days with some areas see ing as much as 50 inches. just moments ago the governor of texas talked about the federal and local response to the storm there is a reality that we have to come to grips with and that is we are just beginning the process of responding to the storm. we are still involved in the search and rescue process. our number one goal from corpus christie all the way to east of houston is still protecting and preserving live and rescuing every person that we can find. right now t

disaster declarations for 18 counties in texas. president trump and the first lady are expected to travel to the area tomorrow. really the photos we've seen say it all and the video here, the rescuers trying to navigate their way through flooded streets to help those who are still trapped. people are still being told to stay home and stay off flooded roadways. the catastrophic flooding is expected to only get worse in the coming days. caitlyn roth joining us with the latest on tropical storm have i i and it's still wreaking half can on. it's going to take until the end of the workweek until we see the system move out of the golf coast. the damage continues not just for houston and southeast texas but our attention is also shifting towards our communities along the gulf coast including new orleans and much of southern louisiana. let's get straight to radar and i'll show you you where the heavy rape is right now which does include houston. they're on the southern edge at

now but they are still getting very heavy, very consistent rain . that's from houston down southwest ward towards bay city, communities that have already seen to 35-plus inches of rain. along the gulf coast we have a tornado coast that's out from belt lake charles all the way through new orleans. the severe weather threat is there as well as the intense heavy rain bands that feed off of the golf of mexico. look at lake charles, new orleans. they're getting inundated with some of the feeder bappedz that we saw. now , over the past 72 hours the rainfall is stag terring in parts of texas. dayton, texas has seen just shy of 40 inches of rain. including south texas with 32.3 inches of rain. both of the airports, have seen over 20 inches of rain, but harvey not going anywhere any time soon . still a tropical storm, winds sustained a

hour, barely moving east southeast the at 3 miles an hour and a the path of harvey is expected to kind of me and der across the gulf coast and then move a little bit southeast ward or northeast ward excuse me and probably make what with be a third landfall for it somewhere along the texas/louisiana border and that would be sometime wednesday into thursday. as we go through the next 24 through 48 hours the rainfall will continue. the motion of the storm is expected to make that landfall along some along the texas/louisiana border until finally thursday pfg pushing into southern parts of arkansas over the next four to 30 hours could exceed 12 to 30 inches across loose san and and extreme south eastern texas could still see another 20-plus inches tuesday into early

thursday. we are going to keep track the rainfall as we go through the rest of the week including places like new orleans which i think tomorrow morning we'll be talking about the heavy i am impacts and rain in much of south eastern lieu. i'll have a check of our local forecast for tomorrow. >> back over to you. in the meantime surveillance video from a store robbed in houston just a day after harvey made landfall. dozens of leut ers went into the store. the shop owner posted the video on facebook p. he said he was unable to get to the store sunday because of the weather, roads, he called police many times but they told him they couldn't respond because of the overwhelming amount of emergency calls. thousands of people are still trying to get out of houston finding any dry place to rest. some are even sleeping at gas stations. harvey has forced at least 40,000 people in the area to

seek shelter. rescue yorpgs are well underway in houston. more video of rescues, these ones are carried out by the coast guard much they had to use baskets stranded by the flooding. other s were air lifted to from rooftops. others have traveled to houston assist with rescue efforts. one man told reporters he was following the advice of an app that opinion pointed those who need help. he and a group of people from al toe, texas brought four boats with them to travel into different neighbors hoods. several people need to be rescued and we just come down here to help. we were coming down yesterday and it got too late so we left out six this morning and here we are. we're just unloading the boats right here where the water is high. this is a rally point was everybody was putting in. although harvey is now a tropical storm, the rain, of course still falling. earlier today the army

water from at least two reservoirs in the area. officials say the move could cost street flooding that could spill into homes nearby. the american red cross sending one of its emergency response mobile kitchens to the region. this morning fox5 melanie alnwick was in fairfax county as volunteers started to pack up their gear. this is one of their emergency response vehicles with a kroo you that is going to be down. one of the things the red cross is doing they're staffing up shelters rgs providing polices for people and families to go and stay and they are also giving them all of those relief supplies. what the emergency vehicle here is getting ready to do is they're going to go and start feeding in the neighborhoods, people who have decided to settler in place as we know is so important for many people to do but they also perhaps don't have power, don't have any healthy food or clean food in their homes. so that's what this perfectly mobile kitchen is doing and lee falcon is o

going to be do that. i know you said you responded to matthew before when you you got here, how did you mentally prepare for all of that? >> you you just kind of know it's coming and start packing. of you've already got your packing list and ready and been through it before. so just grab it and go. what's inside here? >> right now we're loaded pretty light. we'll get most of what we need when we get down here. but the red crosses are cam broa s when we get on site, whoever is doing the cooking we can load it with hot or cold food. we take it out to the neighborhoods or to a service site and get them the fresh food and then also water and we can also take what we call bulk delivery, cleaning supplies and stuff to people who need it. >> melanie alnwick from this morning. many people in our region still want to help. the red cross prefers people make financials donations instead because it takes a lot of time to pack

welcome mat right there at that door is where those signs were found, as you're about to see. the church may look small from the outside, but inside graiter praise temple ministries is a love so big some say it phils up the entire room. that's what people say when they come here they can feel the love of god here. sister gwen has been coming to this church in dumfries for about a year and a half now. she described to fox5 how even though there were only about 30 to 40 members here it's a family she's blessed to be a part of. we love people when they come in the door. so to find these signs postedded supplanted on their church door. >> it also had a hooded, a hood ed man with a suit on. sign s showing what looks like a member of the kkk with the words now that's white power. day of the rope is

with this sign with a bunch of swaths particular as. sister gwen was horrified. it's very disturbing. there's a the lot of churches in this area, but for the people of color, you know, that we have to crediting you through this. it's like taking us back to the 50s. and 60s. until the police catch whoever is responsible for such rate sister says all she can do now together with her church group is pray and help educate. we're praying for the perpetrat ors. we're praying for love in the community and not hate. we're praying for togetherness and we are praying that they will catch them. now, according to police we spoke with them today and that police report was filed both online and over the phone and at the time they say there was no indication of anyone being in fear for their lives. now t

>> could we soon be slapped with a new sales tax to help pay for metro. that is one of the options facing d.c., maryland and virginia as all three governments zeal with the question of how to get the trans it system running smoothly again. it was a big question hanging over a summit today between the governorses of virginia, maryland and the mayor of d.c. fox5's tom fitzgerald joined talked to them all today i'm assuming they didn't walk out with the agreement in hand? >>reporter: no, jim. get a load of this, $500 million, folks, that's how much metro say that together zc, maryland, and virginia are going to have on come up with for this system. how are they going

are they going to have a sales tax? are they going to have some kind of gas tax or are they going to cut a check altogether and be done it with. we did hear some things today. we heard that they're in agreement about having a smaller metro board. the other one is too insufficient. what we did not hear today is any agreement on how three of these injuries disiks are going to come up with that money. the number that we've heard is it's going to take $500 million over the next ten years to be an in a state of good repair. that doesn't even account for the growth of this region. i will work with my legislature before they come into session. we're already having meetingses to come up with planlt i'm not going to answer your question today, i would be foolish to do that. we're all in an agreement to finalize secretary look hood's report. take a look at it and look at paul

we've been talking about the weather in texas, but we have weather right outside our door. we we've got a rainy day in store for us tomorrow. thanks in part from some tropical moisture. so far today, though, has been pretty okay. we've had a lot of cloud cover, but it stayed nice and cool, comfortable out there and dry. 76-degreeseses on an eastward. thattest wind is going to help deliver some rainfall but also keep us on the cool side so tropical moisture on our way. it's not go to feel very tropical. seventy-five in baltimore, 76 in washington, 73 out at dulles, 73 in martinsburg . these temperatures not hot, well blow normal for our daytime you highs at the end of august. cloud cover all over the washington, baltimore melt rose. nothing to worry about for this evening if you have any outdoor plans. it's not close to dawn that the showers will arrive. here's what we're con tending with. y

of moisture. this stretches just south of virginia beach down through charleston, south carolina. that is some heavy rain that's pushing on shore. tropical storm conditions not expected anywhere near us for any of our local beaches, but we will be seeing some rain as that system makes more of a north easterly turn out to see over the next 24 hours. for tonight no rain on board. p 19 p.m. and falling back into the 60s overnight. it will be nice and cool. mostly cloudy starting off tomorrow in the upper 50s to the mid 630s. showers are possible by dawn and then yes some of that tropical rainfall is in the forecast for us. like i said it's not going to feel very warm. wree will have rain, some breezy conditions tomorrow we'll have a look at the seven day forecast. will the re palestinian of harvey finally reach us later on this week into the weekend. it's possible and

we'll be following that one closely. thank you, caitlyn. meantime school bells are ringing in fairfax county. students were back at school today. it's a bit unusual you because the school year started after labor day. the county got a waiver from the start to start early. this pre-labor day opening i think is going to be an exciting development for fairfax county public schools. the school district i led in virginia as superintendent in lynchburg had had the before labor day schedule for several years and parents and students loved it. the very first year when your summer is a little shorter it's a bit of transition but we're going to have more trabs is time for kids to be more success tell on their ap tests, sol tests. he was really enthusiasmic about it. fairfax county is one of the biggest school district in our region with 189 now steuns students. coming up,

going on than a let the american public know that this is a very serious operation. >> that was art shaw. he's on the ground in houston at the greater houston chapter of the american red cross. they're about three to five miles outside of downtown houston. he works for the american red cross in the national capital region that's in fairfax, virginia. he was sent down this past thursday in anticipation of harvey to assist with fundraising teams. now, he showed us the national guard trucks that will bring volunteers to the shelters at the american red cross has set up. he also showed us other trucks that will bring supplies and explained to us the difficulty of harvey not just in and of itself, but the fact that there are people in this region that are still recovering from other weather-related incidents at this time and then being hit by harvey in addition to it. take a listen. it's very serious and these people

12 years since katrina a maid landfall. >> yes, august 29. tomorrow is the 12-year anniversary of katrina and new orleans, by the way is getting inundated with some of the heavy rain bands today. and overnight tonight is going to be a big test for new or loans and the levy system that's in place because i don't believe they've had anything like this since katrina, at least the level of rainfall expected. through tomorrow night, new orleans could see over a foot to a foot and a half of rainfall in certain spots. i'm going to show you that with harvey in just a minute. first a live look outside. let's begin back home in washington where overall it was a fairly nice day. high temperatures only in the 730s, 78 at railing and, p 77 at bwi. temperatures right now very comfortable, 76 in d.c. seventy-six in annapolis and 75 in frederick and we're going to remain rain free. cloud

be on the way for tomorrow. first up, trump administration storm harvey, heavy rain continues to pound houston, all of houston and most of its surrounding suburbs and then you you you see through galveston, beaumont, texas and then all a long the southern coast of louisiana a, heavy rain pushing in from the golf of mexico. one tornado report in the southeast corner of texas, the tornado threat continues into tonight due to the large rotation of the large cyst temperature the heavy rain that's pushing into whose tofnlt i continues, places like lake charles, loose saab a continue to see this torrential rainfall hour after hour. that's why i said new orleans will be a big question mark as we head into tomorrow morning how they fair with this heavy rain. showers of lesser intensity, along the carolina coastline all the way up through just shy of virginia beach.
