>> it's monday and we're talking about the contact tas troafer i in texas. harvey hit and dumped out an historic amount of rain. president trump is monitoring the situation from the white house as he heads to texas. this is what we're talking tonight about at 6:30 let's get started with the rescue efforts underway to save the hundreds of people trapped by harvey. the water leavings are still rising mandatory evacuations. it's forced thousandses of people to be rescued and the tomorrow is overwhelming first responders

is on the i. of course we're seeing really the beginning of it because the rescue efforts are getting underway. here's caitlyn with a look at what's coming up with harvey. harvey long from being over. we've got days ahead of you you you us with flooding rains. here is where harvey is right now. it's a tropical storm with winds sustained at 45 miles an hour barely moving to the south, southeast at 3 miles an hour. the center of circulation has moved back over to the open waters of the golf of mexico. it is expected to make another landfall as a tropical storm somewhere along the texas, lieu saws a border sometime early wednesday. tropical storm warnings are issued for wind and storm surge, but the rain remains the biggest concern. we've seen rain in 40 inches. an additional of 12 to 4 inches is going to exacerbate this already devastating threat.

there say we're helping out or some sort of tangible action soon? >> they want to see the storm be over and life get back to normal and that's going to move into the recovery face and that's going to take a long time. a lot of cooperation between state agencies, local agencies, businesses as well as federal agencies here in washington. is it necessary or is it hard for a president, if you don't go down there you get slammed, if you do go down there you get slammed. what do the people need? what should a president do in a situation like this? nowadays the president is the disaster responder in chief. the president is expected to make an appearance to show compassion, to pay attention and to sign on the dotted line and make sure aid gets to the areas as quickly as possible. that's just the expectation. l tomorrow marks 12 years since katrina made landfall in lieu susan a and i'm concerned what do you think are the

think we learned that we need to put politics aside. democrat, republicans, local, state, federal, we know mayors don't work for the gomp ofers and governors don't work for the president. we need to put that all aside and get people to safety and then think about how we can restore infrastructure t, water, medical supplies and get communities back going again. this may take years to recover for all the folks who are down in the florida area. if you could give any advice to the trump administration on how to handle that moving florida. i know you handled a lot of things that you you need to work on, what would you say to them in. >> the best time to prepare for the next storm is in the recovery to the last tomorrow. this is the time to think about how can we prepare houston and the gulf coast for more torrential rains, more hurricanes, how can we billed back better? that makes a lot of sense

hope that your father and everybody else down in houston and that area that is dealing with all the flooding, everybody is okay. patrick roberts, thanks so much for joining us tonight. dozens of texas counties is under. ronica cleary is live tonight with what they're doing to help out. >>reporter: we had the opportunity to actually speak with a local official with the american red cross. his name is art shaw much he's affiliated with the fire fair fact, v of the red cross. he helps with funtd raising. he was sent down last thursday in anticipation of hurricane harvey. he will be there for about a week and then he said he'll get swapped out and then possibly go back again depending on how bad the devastation is. he actually walked us through what they were doing this afternoon in anticipation of helping volunteers and those at shelters . take a

walked us through on face time. as you you can see there are lots of red cross trucks, national guard trucks helping us transport volunteers and other trucks which are here to take supplies to the shelters that we've been setting up here in houston and all along the coast of texas. many volunteers for the red cross are typically the ones in the red vestses. it looks like we have some policemen here and the ones in the bright jackets they play be with the department of public works from the city of houston. that's where i think some of these trucks are from. art also gave us a little insight. he said that he had spoken with people down in houston who were still recovering from another weather-related incident from tax day. just kind of exacerbating this crisis and making it even more difficult because as you said, shawn, this is not something is that going to go

will be recovering from this in a long time. in light of feag politics out of this. i did ask art about the president's visit and how that either helps or hurts in light of this horrifying disaster that we're seeing and he said the politicians we definitely need them. this is a quote he said because they can bring to life the story of what's going on and let the american public know that this is a very serious operation. so again really emphasizing that point that we just heard now hearing it from the red cross that is not about politics. this is about coming together, bringing attention to this very grave situation and lending a hand in any way possible. so art will be down there, as i said, ease from fairfax. he's going to continue to give tuesday updates and share what we can do in our region. >> the president isn't going to houston,s goin to corpus christi which is very they've dealt

preexisting conditions because he they are bad and lead un healthy lifestyles. i have a preexisting condition and there are millions of americans who are in exactly the same place and we want to make sure that we have healthcare coverage and that it's affordable. i don't think that's a lot for americans to ask. the so-called skinny repeal that failed, it seemed like at least for that point that was it. that was done for whatever the president wanted to do with the healthcare system. he keeps coming back and saying we can still repeal this, put a new system in place. do you feel like you do more outside of government than you could insid there's an awful lot of work to do both in the congress and also right here at home and i'm thinking about that, but i have to tell you you listening to the president, it seems like he's not on the same page as his republican counterparts in the house and the national who

visit the affordable care act. what needs to happies for them to shore up the healthcare system to make sure that the states and insurance companies know that it's a predictable environment and then that way they'll be able to set rates that makes sense for americans. are you frustrated as you you sort of watch what we don't see as cooperation in i mean it's typical in government, sometimes both sides don't get along. here we are and this has been going on now for a long time. are you frustrated as you you watch because even amongst republican as it seems like there was a group of them on this deal and it's not everybody working together. what do you you want them to do? >> as he woo can see now particularly with hurricane harvey in full force for our friends and neighbors in houston , in the surrounding area , the real importance of working together, i mean it's going to require democratic and republican consolidated response to deal with harvey. that's also true for

sell this. you folks already know why. this system is old. these safetrack repairs that we just got through, this work isn'tinging anywhere. these problems aren't going anywhere. he's leaving it up to d.c., virginia and maryland to figure out how individually they're going to pay for this. now, is this going to be a sales tax. is this going to be some kind of gas tax in they're simply going to whip out one of those big cardboard checkbooks that they have and writeoff a big number and hand metro this money. they all seem to be in agreement today at this summit that they held in mount voarn on that this money is needed. they also were in agreement that this metro board, this board is way too big and way too insufficient. they want to syringe this metro board . what they don't seem to be so much on agreement tonight is how they're going to come up with this money. what form is this going t to take. this is how they responded today when we tried

have any idea how you are going to pay this. the number that we've heard is is it going to take $500 million over the next ten years to be an n a state of good repair. that doesn't even account for the growth of this region. i will work with my legislature before he come into session. we're already having meetings to come up with a plan i'm not going to be foolish do that. we're all in a agreement to finalize secretary la hood's report, take a look at it and look at paul wiedefeld's numbers on where the shortfall is and then find a way to come up with some solutions. >> so they do have areas of agreement. there is no agreement as of yet. interestingly, though, i'll tell you jim and shawn they -- the governors and the mayor, they weren't the only ones at this meeting today. they were also

obama former us transportation secretary ray la hood was in the room, too. la hood has been working on a report which he say s has been boiling down all of these issues surrounding, especially this $500 million that he's asking for. he says he is now finished the work on that report. we're probably going to get to see it sometime we're told in october. jim and shawn, this is the important part. la hood did tells us, when this report comes out he's not going to tell d.c., virginia , maryland how to come up with this monday. he's going to tell them that itself it's needed. ultimately the question on whether this becomes a gas tax, a sales tax, some other thing that's going to be up to both of these governors and this mayor. i'll tell you one mechanism i've seen in some cit ies and i'll use an example one i'm familiar with, alleghany in pittsburgh area, they fund

game uch ' likely heard the football band play the game. the university suspended playing of the song at all intercollegiate events. the civil war era song is racist. some of the lyrics are a december pat. the university issued a statement today that says in part we are suspending the playing of maryland by maryland to evaluate if it is consistent with the values of our institution. we will of course see what comes from that in the meantime, we've seen this to play around quite the bit with songs and semantics. also tonights the trump administration planning to re tore the flow of military equipment to local police departments. president obama stopped local law enforcement from using military grade equipment over an out cry over the police using the gear to con front protestors. president trump plans to sign an
