♪ straight ahead, bracing for another hit. parts of the gulf coast already underwater are now bracing for another hit from the remnants of hurricane harvey. more rain set to fall today making the already catastrophic flooding conditions even worse. but even when the rape ends, the threat isn't over. plus into the storm zone president trump said to visit texas to oversee the response to hurricane harvey offered promised the lone star state whatever it needs to help rebuild and its administration is hoping to learn from past mistake. we'll have more on the political storm surrounding today's trip if what would you do to save your best friend's life? right now, two charles county sheriff's deputies and childhood bev friends are in surgery as one donates his kidney to the other. i'm anjali hemphill. we'll he

harris county sheriff's office and good samaritans more than 10,000 people have been rescued. but they have to go somewhere and that means packed shelters. fox' doug luzader begins our coverage from one such shelter. the houston convention center. >> reporter: shelters here are filling up just about as fast as they opened this one at the houston convention center had an initial capacity of about 5,000 and then quickly exceeded that number as more and more people are rescued from their homes. >> we just flooding everywhere. >> reporter: flooded everywhere. and these images show what residents and rescuers are up against. almost a traffic jam of boats and vehicles as those stranded by harvey make their way to safety. >> have a lot of friends, family out here. so i decided i have a boat. i needed to something about it. >> we loaded up our boats, sandwiches, and came out with cases of water to hasn't out to people. and rescue people where we can. >> reporter: torrential rainfall is not letting up. as harvey moved

into warm gulf waters and gained a bit of strength president donald trump preparing to head to the region today saying the response to the storm revealed the nation's character. >> we are one american family. we hurt together. we struggle together. and believe me we endure together. >> reporter: harvey is breaking one storm record after another. promising even more rain as the death toll rises and flood waters begin to top some homes here. many of which are uninsured. parts of louisiana now facing flooding and evacuations as well as harvey continues along its maddeningly slow path. good news is over the next couple of days harvey will begin to speed up and then exit the region and then we'll get a better idea of how much damage has been left behind. in houston, doug luzader, fox news. an as houston continues getting pummeled by harvey the entire state will feel the impact in its economy. as of now, the cost of recovery for the storm is predicted to be anywhere from 30 to

$100 billion. property damage expected to be in the 40 billions and many homeowners are not covered with flood insurance. get this. insurance companies are recommending people file their claims by friday because after this week, a new law may make it harder for texans to receive payments. houston is a fourth largest city in texas it produces about 33% of the state's economy and 10% of the us economy. that's crazy for them to have to have their claims in by friday. >> right. a lot of them aren't even home. >> come on. >> no internet. no way to do it. >> there's got to be exceptions made there. that's just ridiculous and heartless in my opinion. >> right. >> and speaking of heart, many of you have been asking how can you help? while some want to donate food or clothing red cross says it takes lot of time to pack up supplies to send down tere and the best way to contribute to the relief effort is with financial donations instead. the red cross is one of many agencies happened link recovery efforts. we have a full list of ways that you can lend a hand on

foxdc.com. all righty. let's get a check of our weather right now. and tucker is here with the first forecast for good day. good morning. >> good morning allison. it's been all about rain early this morning and we'll continue to do so throughout our day day. cool temperatures, lucky to get to 70 degrees. let's take look at the radar. quick remainder take your umbrella with. you'll want it. 60 at reagan national. dulles and bwi marshall reporting in with temps in the low 60s. again temps about 15 plus degrees below normal this afternoon lucky to get to 70 with overcast conditions and pretty persistent rain it's been with us all morning long and there's life act ott at storm tracker radar. heaviest of the rain all morning long and really all day long will be south and east of the city. lower eastern shore, southern maryland where we can get a couple inches of rain down there and then lesser amounts the further north and west you go. it's not raining up towards hagerstown that's where the cut off is. all this associated with tropical storm irma. tropical

you can see it kind of streaming moisture there to the north and to the north and west up into the mid atlantic. quick look down at harvey still raining unfortunately in houston this morning. now the flood threat got den into new orleans they're looking at four to 8-inches of additional rain today. unfortunately the story will just continue to unfold here but the good news finally harvey is on the move. and things should imp um graduay over the next couple of days in houston. 70 for us today. periods of rain. take that umbrella. cool afternoon, guys. back to you. seven day has lots on it we'll talk about it coming up. >> tuck, thank you very much. >> well harvey is not the only issue the white house is dealing with this morning also dealing with another north korean missile launch again written statement out this morning the president said all options are on the table. when it comes to the us res response. the president in japan's mine primmer calling for emergency meeting un security council. two leaders spoke by phone after night over north korea fired a ballistic missile over gentleman pap noon the pacific ocean. this latest missile la

te longest range of any missile test. it showed north korea can back up their threat to target the us territory of guam. south korea dropped several bombs near the north korean border in retaliation this comes as tensions continue to flare between the us and north korea. after president trump threatened to bring fire and fury to the regime to if they continue to threaten the united states. the president walk walking out to the helicopter. one of reporters said what are you going to do about north korea, he said we'll see, we'll see. >> ever developing situation. thank you for that. closer to home we are following that breaking news out of the howard county we told you about earlier. crews on the scene of a crash involving a dump truck. >> it happened overnight in elk ridge, maryland and now busy roadway is shut down through the morning rush. fox5's melanie alnwick live near the scene with the latest. mel? >> reporter: good morning, guys. last hour i said it look like they were make something progress. now it look like they put more pieces of equipment back in place just up the hill here. you can

working all the flashing lights, the power company, crews that are coming through here. hard for to us tell exactly how extensive the damage is there but just based on the number of apparatus they've got there it looks like there's going to be a lot of work to do. what happened, a dump truck apparently doing some road work you can see the road where it look leak they've been doing repaving about 3:00 o'clock in the morning and for some reason that dump truck had its bed raised went a quarter of a mill down the road, taking down power lines and poles with it. no injuries. that's the good part. but definitely causing not only some traffic troubles but problems for people who happen to live off the one street that's between here and the closure on the other side. it's mostly industrial there but there is a small enclave of homes. we caught up with some people this morning who were waiting for loved ones and rides. >> we live right

two minutes away from home when this all started. so now i'm waiting on her. she's been working all night. >> you need the car. >> i need the car as well, too. to take my son to some school program like 9:30 this morning. >> you can't plan for everything, and this is one of those things we knew in this community you don't consider there's only one way in and one way out. >> i was trying to get out to get to work, and the lines are down and we have to walk all the way up to troy hill. my brother he's a doctor and he's waiting for uber. it's been a ride this morning. yes. >> reporter: and you can see finally they did get their uber ride to work having to get to the hospital definitely to meet patients so there's lot of people who can't afford to just kind of stay home and waste for these repairs to be done. you can see here this other group of folks back out live who are waiting for more ride services to come and pick them up a little path

there that will take you to the back of that one neighborhood. i talked about oddly enough i even saw some cars trying to drive down that walking path very bad idea. now, as you see, people walking out and you would hate for them to suddenly come upon a car that decided they were going to make their own way that was. as far as how much longer this closure is going to be, we know that howard county police were saying through the morning rush hour, but one of the gentleman that i talked to said in his neighborhood they were told it could be at least till noon before they get that section of the road back open. live in elk ridge melanie alnwick fox5 local news. melanie, thank you very m much. american university has expelled 18 students who were involved in an underground fraternity. the group is epsilon iota. they're accused of participating in violence, hazing and underaged drinking over the years, though, they've also been accused of rape, assault, drug use, students at the campus say in recent years, members

been wealthy international students. >> i just think it was probably like a long time coming, um, like why not just reorganize as a legal frat. i don't know what they were up to. but there's definitely some sketchiness surrounding it. >> american university has said the group has perpetuated systematically. georgetown med star university hospital. good morning. >> reporter: good morning gu guys. this is amazing story of friendship and maybe even a little bit of destiny. these two men are childhood best friends. they both happen to have the exact same birthday and they both work on patrol as deputies for the charles county sheriffs department. well they spend their days saving lives and now one of them will save the other one's life by donating his kidney to him. take a look at this video we shot little bit earlier in the morning here at med star georgetown hospital. this is right before the donor deputy andrew fin land went into surgery. the recipient is of course the other man in this video his childhood best friend and fellow deputy on parole with him deputy frederick sonny davis, jr. these two guys met when they were just playing little league baseball. they then reu reunited when they tried out for law enforcement and they remained best friends while being on the force with charles county sheriff's depth this whole time. deputy davis found out he had kidney

he's been battling it for the last 13 years. he's about 28 years old now. his condition has worsened and he tells us his friend andrew never hesitated to get tested once he found out. >> he wouldn't have asked me. his wife heather probably would have told me about his disease and they needed a kidney but no one really asked me to get tested i just went up there and decided to get tested myself. >> until recently i felt okay. like i wasn't too bad. now like i'm on dialysis now. i've been on dialysis for couple of weeks and then, um, you get swelling. i go to dialysis i get bad headaches. like last night i had headache for like four or five hours. just one those -- with the dialysis and different kidney stuff, so i'll be happy to not have to worry about getting headaches any more. >> one of the reasons i love being donor surgeon is i get to be a part of all of these amazing stori

these guys started out working together obviously very close bon. >> reporter: the donor part of the surgery should be wrapping up right about now. that was deputy fin land who went in around 7:00 their this morning. the recipient deputy davis he will go in right after to receive that kidney. we're told by that surgeon who you just heard from it could be about two weeks only two weeks before both of these men could be back up to normal and we are told that the entire charles county sheriff's department is rallying behind them and hoping to see them back at work really soon. that's the latest here in northwest. guys. i'll zen it back to you in the studio. >> not just them. all of us, too. >> what great story. >> yup. >> love it an hally. >> so mazing what they can do with transplants these days. >> it's medical miracle. >> wishing everybody the bev. it is 18 past the hour. coming up saturdays are for the boys but apparently for one couple so are mondays, sundays tuesday and wents the relationship is suffering a bit.

erin como here with a check of the other storiesing headlines. >> we'll start with this. virginia man facing serious charges this morning in connection to an attempted sexual assault case. 33-year-old dominic child being held without bond this morning. police say on august 14th child attacked a 22-year-old woman along north shore drive in reston and dragged her into the woods. they say childs tried to remove the victim's clothe brag suddenly taking off. police got anonymous tip that led to arrest in manassas yesterday. a woman inside new mexico library when a man went on deadly shooting spree there says the suspect told her to run. shoo two people were killed and four others wounded. the woman told local media the man yelled quote why aren't you running? i'm shooting at you. officials say that two women were killed. the shooter surrendered immediately after police arrived. still no word on the gunman's identity or a motive. and rumors circulating this morning the newseumay
