we'll show you how people are helping pets stranded in harvey's path. >> back here at home the main roved on but the cooler temperatures stuck around overnight. we'll have more on that when tucker joins us for a first check of the forecast coming up in kublai couple of minutes. >> nice day on day for midweek. we'll take that. first at 9:00 gulf coast underwater after hammering houston for days tropical storm harvey made landfall yet again this time just west of cameron, louisiana it's still has winds of 45 miles per hour and will dump heavy rain on new orleans and other parts of the state. but it is expected to weaken and head north next. the damage it's been done though. the record-setting storm dropped more than 51-inches of rain on parts of texas and so far it's being blamed for as as many as0 deaths one of them a houston police officer. but as rescue crews make their way into some of the hardest hit flood zones that number could go up even. roughly 200,000 people have now been forced fro

and shelters in the houston area they're beyond capacity. meanwhile president trump on the ground in texas yesterday promising that help is on the way. >> while the skies could start to clear little bit later today thousands of people might still be trapped in flood ravaged parts of the city. the question is, how do you get to them. >> fox's doug luzader begins our coverage from katy texas west of houston where rescues efforts continue. >> reporter: this is going to be busy place today. this is where the texas national guard is staging its rescue operations and while the improving weather is a welcomed relief, there is a tremendous amount of work ahead. from the air you can see what houston still faces today entire neighborhoods still underwater. and clearing skies will only go so far. >> we are not done with the flooding even if the skies are clear. >> reporter: death toll is rising. as rescue crews come across more victims of harvey. among the casualties, houston police officer steve perez who was trapped in his vehicle while responding to the storm. >> i couldn't

our dive team got there, it was too treacherous to go under and look for him new mega shelters are opening around houston to accommodate thousands and thousands of evacuees. and as the waters begin to recede in coming days we'll have better idea of just how extensive the damage is. but some may have lot of just about everything. president trump arrived in the region to visit corpus christi and then the state command center in austin. promising extensive federal assistance. >> this is historic. it's epic. what happened but, you know what, it happened in texas and texas can handle anything. >> report roar texas will need whatever reserves they have now to push forward and face what comes next. a massive cleanup. >> now harvey meantime continues to move on toward louisiana where it will be a big rain maker and as the national hurricane center says, this is just the end of the beginning. in katy texas doug luzader fox news. >> houston by the way under cure few as rescues crews

search for survivors trapped in the floods. >> annie down in the newsroom with more on those heroic efforts. annie? >> good morning to all of you. that's right the texas national guard continues to search and rescue as more assets arrive from neighboring states.& helicopters from nebraska and arizona we have airplanes from new york and also from california arriving. officials say more than 13,000 people have been saved so far. a lot of pets were trapped or left behind and so search crews had to return to save them. many homeowners meanwhile who chose to wait it out found themselves trapped in flood waters and wound up being rescued. fema called on 20 fire departments for help water rescue team from san francisco and a medical team from san diego staffed with surgeons and paramedics meanwhile emergency shelters across the state are overwhelmed and quickly filling over capacity. houston largest shelter the city convention center is now sheltering 10,000 people right now and at least ten buses full of people pulled up to the nrg center just before midnight last

used to accommodate the growing number of evacuees. many homeowners who chose to wait it out found themselves trapped in flood waters and wound up being rescued. take listen to some of the stories. >> what's most upsetting to you right now? >> the fact that i waited so long and my kids, i mean, i could have put them in danger d people don't want to leave their doing. people don't want to leave their houses. you know having to talk people into leaving that's probably the hardest part. >> reporter: the salvation army is prepared to serve up 100,000 meals a day and fema officials are working to find longer term housing for evacuees and shelters. guys the situation star from being over, and we'll continue to keep you posted on the very latest. but for now we'll end it up to you. >> annie, thank you for that. >> you feel for that mom who said i feel so bad. she had so much regret i waited too long and i put my kids in danger but you know -- if you never know. >> it's hard to wrap your mind

>> right. >> you're hoping it maybe it doesn't get to you. and so, oh, my gosh my heart breaks for her. >> we were talking about getting them in shelters now the bigger concern the water born illness some are exhibits. it's so mind boggling. my goodness as i said earlier prayers out to those people what more can you do in donations of money but my goodness you'll need some sort of divine intervention to help out. okay. starting to get an idea how hard harvey will hit the economy. experts say the storm could result in up to $40 billion in damage to texas. gas prices will hit highest level in two years largest refinery in the country located in texas is only working at 40% capacity because of the flooding. the largest fuel line in the us is starting to have problems in texas, too. the colonial pipeline delivers gas from texas to new jersey the east coast could face a fuel shortage meanwhile delivery giants like ups and fed ex have stopped their services to texas and louisiana and that is

medicines, food and other packages. half million cars could also be damaged or destroyed after getting stuck in high waters. wisdom, now with the lat latest. >> all right. thank you very much, tucker barnes here now and tucker, houston getting hammered. louisiana is get in the midst of it right now. meanwhile on our end, not as bad but it's, you know, you got a feel for the people in that part of the country. >> oh yeah. yesterday we had an inch of rain and at one point it was like going down the street i'm thinking, you know, this seems like a lot of rain. imagine that times 40 or 50. it's incredible. guess what? visit from remnants of harvey by saturday. we too will get a little rain associated with harvey won't be the flooding rains they've been dealing with in texas and louisiana and we'll get right down there in just a second. real quick look at local weather. 67 now in washington. we'll warm it up into the mid to up 70s later today. and actually we're in for nice day. kind of a partly to mostly sunny afternoon expected. high pressure builds in and that will keep things nice and dry around here. get a chance to dry out after we

yesterday at reagan national you can see the system there what woe call tropical depression number ten fading off to the east of boston. there's the main event unfortunately harvey still going strong. 45 winds very heavy rain just east of texas this morning. eastern texas western louisiana getting the worse of its of it rains up into alabama and mississippi and even western florida at this hour and i'm afraid that there are going to be some flooding concerns for parts of louisiana and the northern gulf here including western florida over the next couple of days as that storm system slowly lifts off to the north. for us 79 today. mix of clouds and sun. i'll throw a shower in out to the west but i don't think most of us will see much of anything and again it should be pleasant afternoon for us. we'll talk more about the path of harvey and when we can expect a visit from the remnants coming up in just a minute. appreciate it tucker barnes. let's get back over to you in the studio. >> thank you both of thousands of people have been fleeing harvey's flood waters or rescued by crews but what about pets? animal owners have incredible bonds with their furry friends

display in the form of storm victims clutching their cats and dogs as they climb into rescue boats. unfortunately, sometimes there's no room or time for their pets. and that's where animal loving volunteers are stepping in. >> we've got a lot of cats and dogs that were left behind and we're going in to rescue these babies. >> we've got two more dogs at least. >> we're preparing for lot of animals. this is phase one. i expect there to be phase two and three and four. >> animal shelters around texas and louisiana are opening their doors. many evacuation shelters are allowing refugees to bring their pets along. >> they always say don't leave the pets hyped. try to take them if you can. i know some people have to just leave in a super quick hurry. >> they're family members. >> they're family members. the pets have the same amount of panic they're in an environment they're not used to either. so kudos to all those trying to carry the cats and dogs when those dogs and cats are super scared themselves trying to get out. we talk a lot about joel olsteen the mega church pastor

♪ a public relations storm for one of the most famous tv pastors in the world. joel olsteen has finally opened his mega church' doors to those seeking shelter from harvey's catastrophic flooding. he faced criticism on social media and is now still facing backlash for not opening up the church sooner. he had claimed the church was impacted by the flooding which some disputed. olsteen responded to the backlash saying his focus is now on helping those in need. >> many of those people some of them possibly don't -- don't care for us. they're in another state. they're not in our shoes where, you know, you can't necessarily open your building when it's, you know, when it's very close to flooding itself. and so, you know, i just don't really -- we're set on our mission to help people, to love god and love others and so i just feel like, you know, when do you what you're called to do you always going to have critics but we keep moving forward and helping people. >> olsteen's church did send fox news these exclusive pictures of flooding in parts of the

inaccessible. >> i know a lot of people have criticized him. i don't know joel olsteen other than the fact that he's been in here one time but on one hand i understand completely what he's saying because when this hit, people could not get around houston. the inter states it was crazy. like i told you my friends were trying to get around to get to their families and they cannot get around. he could have opened the church and nobody would have been there. then the second thing if you do open a mega church you can open the doors and not have people in there telling people where to go have places set up for them to go. you have to have people in there to assist them. so i understand where he's coming from. now from pr standpoint, did he make a miss step? perhaps at the beginning he did. >> yeah. >> but i understand exactly what he did. >> i understand. i think -- i understand there are probably are some valid points there. however, i do think in that critical time of need would have found way to work around those, and i think that he could have definitely opened it sooner and ou

walk you going to take people's money be there every sunday keep on believing in god, keep on helping your fellow man and it comes down to this and you don't, i'm sorry, you've lost me. my two cents. >> okay. we're moving on. red cross volunteers mobilized all around the country working to do what they do best. helping victims caught in the middle of disaster. >> who err in our low red cross volunteers prepping to leave for texas. fox5's anjali hemphill is live in fairfax with the details. good morning. >> reporter: well, good morning, guys. again this is not the first round of volunteers to head out from our area down to help the victims of hurricane harvey. but and these will not be the last either. they are getting ready to deploy two more emergency response vehicles along with i believe four volunteers that is of course just some of the many they've already sent down. i want to speak now to linda the ceo of the national capital region here in the red cross. tell me p where these crews exactly are going and what their

>> these crews will drive these emergency response vehicles down to louisiana and and/or texas and their purpose is to help with fee feeding, they are -- pe need food and water. they need sustain fence and these crews are trained to provide that. >> i can see it back here these red boxes. that is all to carry the food. >> absolutely. >> they will take the vehicles and the containers with them. all the way to the affected areas. load them up there and distribute the food there. >> reporter: lots of your crews are already down there. we have several volunteers, hundreds of them in fact i think in the area. how are they holding up? i mean we've seen these her wrenching images coming out of there i'm sure it's difficult for them as well. >> absolutely. they're contending with the same difficult conditions everyone is contending with there. but we've sent 38 fantastic people trained workers. they are compassionate. they're trained in how do to deal with difficult circumstances and they want to be there to help in all the ways they can. >> thank you linda. i also want to do real quickly i want t

is one of the people who volunteering you'll be heading out today, right? have you ever covered anything like this before. >> i did work after katrina but nothing of this magnitude. this is first for me. >> reporter: how long are you expected to be there? how have you prepared? what are you leaving behind? a dog. [ laughter ] >> my mom is taking care might have dog for the next two weeks, and i've packed to not do laundry for two weeks and i feel i'm mentally and physically ready to do whatever needs to be done to help people. >> reporter: why are you doing this? >> because people need help. and i am there to help them and support them in whatever i can as well as my colleagues and fellow volunteer and staff members already there. also, i am the executive director for fairfax county so to be able to experience this first hand and to come back and tell the story of why it is so important to support our mission every day will make a bigger impact in the community i serve. >> reporter: wonderful. we wish you luck. >> thank you. >> thank god for selfless volunteers heading down much this group is heading

want to go back to our top story. on-going rescue efforts in houston for details fox's doug luzader joins us live from katy texas. good morning to you dug. why don't you set the scene for us where you are this morning. >> reporter: good morning. well we're west of houston and this is kind of the staging area for the texas national guard. you can see they're getting ready to head back out into some of these flood ravaged neighborhoods. the good news we're seeing something right now we haven't seen through the duration of this storm and that is t

the weather has improved dramatically overnight and that's going to assist rescue crews getting into some of these neighborhoods. meantime the storm itself has moved to the east. it's made a second landfall in louisiana and it is causing some significant flooding in eastern parts of texas including port arthur. we're hearing about a dire situation there with a lot of residents trapped. so that may be a real focus for rescue efforts today. meantime, here in the houston area, we're just waiting for those flood waters to begin to recede. >> there are still people in the houston area there, doug, are there still people that need to be rescued? >> reporter: certainly. it's not clear how many of those people are still out there. that's been part of the problem here. that the flood -- flooded areas are so widespread that they just don't know how many people are left. so a lot of resources being brought to bear from the

government on down, and that includes civilians going out there with their own boats very early on in this storm response local officials asked residents here who had boats to assist law enforcement in going after some of these hard to reach communities to get people out. there are about 17,000 people here in shelters and that number may go up significantly. they are talking about the potential for 30,000 people seeking shelter when they think of shelter from storm we think temporary thing. before folks getting to home. a lot of people lost their homes as a result of this flooding. so that's the other issue for agencies like fema finding longer term housing for a lot of people that are currently in shelters. >> the task now it seems, doug, we saw all the great work those good samaritans did with their own boats for people they can see needed help now it's almost like you have to go back through all those areas if the water recedes and see if anybody is or was still inside. how will they do will. new orleans and

up all the buildings people know what has been searched want hasn't? >> reporter: it may very well include that. i think we're seeing here in this response a lot of lessons learned from the response in katrina, and that ranges from things like dealing with the aftermath of the storm, figuring out where neighborhood by neighborhood there may still be victims, and also dealing with -- dealing with the people in the shelters. allow pets for instance to accompany people into shelters because that was real sticking point with katrina. a lot of people wouldn't leave their homes because they wouldn't leave their pets be behind. so the idea here was to have a better faster response to this storm. but it's on hoy going thing. fema says they'll be here for years. >> years. doug luzader katy texas you see behind him national guard mobilize to go further aid in the rescue efforts. so much more to come this morning. doug, thank you for that update. >> you know what's amazing we started talking about the storm first hitting last friday. here we are

people still being rescued and thousands stelle needing rescue. >> the first sun they've seen since the storm hit. >> also interesting one of things he talked about how they were still going around rescuing people. look i told you earlier i still have family members in katy texas that can't get out of their neighborhoods because of the flooding it will be interesting to see -- >> what are they doing. >> they're staying in the house. they can get out. there's no way out. >> they physical have water in the home. >> water around the neigh neighborhood. they cannot get out of the neighbor. >> second floor of your home is an island. >> right. you're stuck. >> isn't it crazy? >> how you would get to them i have more family members the military had to come in and actually pick them up in one of those military trucks. but how you would get to -- how you would let them know they don't have power. >> right. >> it's a massive undertaking. >> phones are all dead at this point. >> phones are dead. 911 system is overwhelmed. how do you even let them know you need to be rescued other than the fact they're driving around. >> if you think last year when we had the huge blizzard everybody was trapped in their neighborhoods and homes except you can't shovel water. you can't clearhe

♪ we're back at 9:31 with our continuing coverage of tropical storm harvey as you see tropical storm harvey now setting its sights on louisiana folks there are bracing for the deluge of water that sure to come tuck says of course still trying to continue to rescue people trapped in their homes just a mess down there. we're keeping an eye on all the developments and of course much more to come on this special edition of good day at 9a and 10a as well. as you know it's been all hands on deck in texas. many civilians bringing out their own boats to rescue people, and if they don't have a boat a jess queue could use it the trick. one read it posted this amazing image that's gone viral. grandmother sitting on jet ski waiting to be whisked away to safety by volunteer. one user penned that the photo its was the inspiration texas needs

strangers and communities coming together to help one another in this time of need. >> amazing photo. >> look how high the water is up the grandfather clock. i mean just wow. >> almost to the top of of the couch. >> granny on a jet ski. thank you for that rescuer. >> yeah. all right. let's go ahead and check in with tucker talk a little weather in terms of what may be headed our way. hey, tuck. >> one thing you never want to see in a picture is a jet ski in your living room. feel sorry for them. let's do it. we are looking at sun mixed with clouds today. in fact big improve many over yesterday. yesterday we picked up about an inch of rain and i think it should be with warmer temperatures and plenty of sunshine today. much much nicer day for us. could be shower west of town. we'll throw it in there but honestly the chance are not very high we'll get anything going out to the west. hey, harvey talking about it for what feels like weeks and days, and it looks it will impact our region with gray and rather gloomy and rainy day on saturday. but the

day weekend by sunday afternoon particularly by monday the actual labor day things are going to be improving around here with lot of sunshine to look forward. currently 67 cool overnight. lots of 50s. we were in the low 60s here in the city. temperatures yesterday didn't get out of the 60s. our high testimony cher yesterday was only 69 degrees. so we'll be about 10 degrees warmer than that today. winds out of the north at ninely. satellite/radar td number ten that brought us the rain yesterday again about an inch of rain here at reagan national. and you can see we've cleared out nicely early this morning. should be in for a nice day. high pressure will keep things nice and quiet this afternoon. nice day to look forward to. all right. down to the northern gulf unfortunately the rains continue down here. let's start with the good news much houston, things are improving there. sunshine at this hour, and i think you're done for -- done with the rain with harvey but you can see center of circulation into western louisiana still very much in tack. still some extremely heavy rains and flooding issues in eastern texas and western louisiana this morning. and now look what it's doing. it's trailing and

from the northern gulf into louisiana, mississippi, alabama, even western florida at this hour and flooding or at least flooding concerns will now spread to parts of louisiana and the northern gulf here including florida over the next couple of days. harvey is at least moving but moving slowly moving to the north about 9 miles an hour. all right. here's the latest. winds still 45 miles an hour. winds not a factor so much as the rain. and the track will take it through the western louisiana and then up into parts of the tennessee valley and then eventually kentucky by early saturday morning. the reason i'm showing you the track remnant low at this hour by early saturday morning enough moisture associated with it that we'll be dealing with cloud cover and likely some rain showers around here for the day on saturday. so again our holiday weekend will start off rainy with remnants of harvey. today sun and clouds, 79. could be a shower tomorrow. hey come out and see us all of us will be at national harbor. right, guys? early friday morning. i think we'll be dry. that rain gets

friday night and early saturday. friday cool 72. >> that's a weather update. i'll toss it back to. >> here at fox5 we like to highlight people making the world better place. autumn williams and the 2% project are doing just that for teen moms. allison is now live with her story. hey, al. >> good morning. holly. teen pregnancy it's something we don't really hear about that often these days the national headlines. they say that the numbers are down. way down. but locally it might be a different story. in fairfax county, the birth rate is over 14 for every thousand teens and almost 30 for every thousand in prince william county. that's why the work of the woodbridge 2% project in northern virginia is so crucial. are paying it forward we honor the work of the non-profit and the young woman behind it i was tll williams. i was tull williams was all set, 17 yea

virginia state university on a volleyball scholarship the world and all of its possibilities in front of her but a week after she graduated high school, came the news, she was six and a half months pregnant. >> i literally had this three month window, you know, to be a parent, not only be a parent, you know, start doing adult things and find a job. i never did that before. never went on interview. i never thought about going on an interview. >> enormous responsibility didn't stop autumn. instead of it was her motivation to finish college and start a career even when she found out she was pregnant again at age 19. >> i always say that was kind of like my epiphany moment i started really getting serious. >> okay. >> after that. >> incredibly she graduated in four years. her two young sons in tow. >> why graduated i came across the statistic that less than 2% of teen moms graduate college before the age of 30. >> you heard her right.

mothers. that's what made her decide to reach back and help other young moms reach their true potential, too. 2% project provides community, education and financial resources along with every day needs like diapers and strollers as well as peer to peer support. >> if it's something we don't have, they just ask us and we do our best to get it. >> they run solely on donations and fundraising all the volunteers board members and counselors are former teen and young mothers. today, cynthia wood manages the non-profits ten counselors but not long ago she was unsure of her path with a new baby. >> i was working in the restaurant industry, you know, i didn't have myself together. i had just turned 20 when i found out, you know, i was pregnant. i hadn't completed high school. you know i wasn't driving. i was in the same, you know, not very good position. and, um, i was terrified. >> now her motivation is helping teen moms, some as young as 13 years old

flooding there continues to be a terrible problem. will continue to be and of course we'll be continually following the updates. the storm at this point is pack winds of 45 miles per hour. it is expected to dump heavy rain on new orleans and other parts of the state. but it will also weaken as it heads north next. the damage though it's been done. the record setting storm dropped more than 51-inches of rain on parts of texas and so far it is being blamed for as many 30 deaths one of them a houston police officer. but as rescue crews make their way into some of the hardest hit flood zones that number could go up. roughly 200,000 people have been forced from their homes and shelters in the houston area are at capacity. while the skies could start to clear today, thousands of people may still be trapped in flood ravaged parts of the city. annie yu is live in the newsroom with the latest details. annie. >> reporter: good morning holly and good morning to all of you. tropical storm harvey continuing to be a major threat down south. harvey just made its second nd

this time it was in louisiana as you just mentioned hitting just west of cameron which is in the southwest corner of the state. also, new this morning, reports on the death toll have varied from 18 to as many as 30 but the bottom line that number continues to rise and it is continued to get worse. expected to get worse. and while the weather in houston today is start to go trend a little bit more favorably, there is there's still tremendous amount of work ahead and many people still waiting to be rescued. we know that more than 13,000 people have been saved so far and thousands are still in need of help a lot of pets were also trapped or left behind and search crews had to go back and rescue them. and are trying to still save them as well. while new emergency shelters are opening around houston to accommodate that growing number of evacuees officials are qu quickly filling over capacity. houston convention center sheltering more than 10,000 people at this point. and at least ten buses full of people pulled up to the nrg center just before midnight. the toyota center is also serving as

harvey. they just pulled out of the parking lots. these are the two spots where they were park here. now empty. they deployed two more this morning. two before that. these trucks specifically are heading down to baton rouge they are trying to follow the storm's path which is heading east. so while they already have hundreds of red cross volunteers down in the houston area, they are now trying to think ahead and these guys are going down to baton rouge. they're main mission is going to be feeding everybody that is down there not only all of the victims but of course all of the volunteers. all of the people that have showed up with boats to rescue all of the media even. i mean there's just a ton of people out there that are wo working hard to try to get this whole effort coordinated and they're going to need food. inside these trucks were big red sort of like coolers they keep foods hot and cold as well so they'll be filling those up as they get closer on two-day drive down to baton rouge. we did speak to some volunteer earlier were you preparing to go on one of these trips.
