. this is still the big story at 6:30. let's get started tonight with caitlin roth and where this storm is tonight. caitlin >> shawn and jim, good evening, we still have the circulation over southwest louisiana, it hasn't moved much which is the third landfall total which got organized back on august 17th. you can see the outer rain bands strep all the way into the tennessee valley, focusing in on the gulf code

places like beaumont texas still getting pummeled with the rain bands stretch into parts of louisiana, places like alexandria will see it next as it moves slowly off to the north and east.pother places like new still seeing trailing showers, harvey is still a tropical storm with wind sustained 40 miles per hour, it's moving faster than it has ever before and will can't to pick up speed as the jet stream catches it moves it along to the north and east fairly quickly now, by tomorrow afternoon, parts of arkansas and by saturday it's knocking on our doorstep. additional rainfall is still expected on the order of seven plus inches for place like central louisiana up through misdemeanors, they will get a soaking rain. by the time it gets to our area, much less moisture but still one to two inches expected for our weekend. that's going to be the big story for us tracking harvey's remnants. we'll have the update on that forecast coming up on fox 5 plus at

of members of congress came to view transportation infrastructure spending as port barrel bills, could be vehicles for unrelated projects and that went into overdrive in recent years with debates over katrina funding or then most recently the hurricane sandy relief funding, so with this happening now in the context of government funding that's coming up here, september 30 deadline, they're already a lot of moving parts, and so, and so, this dob harder than you might expect >> you mentioned about scene and we talked about this but the fact that you had ted cruz out there among some republican legislatures from texas, because they said it was 2/3 or something along those lines, but seems like many people are saying you know when you fund a maple shade undertaking like this, it's almost more advantageous to do it bit by

bit by bit. it will be easy to argue in favor of a larger response to such a major catastrophe here, i've heard one democratic lawmaker estimated it would take 1 100 billion dollars, twice at much as hurricane sandy and at the same time, there have been -- there's been a lot of back and forth finding, relitigating that debate over sandy but at the same time now, there are a lot of fiscal pressures right now, we're living in a time budget cuts under sequestration while a lot of people are trying to get more money out of for defense spending or domestic spending. it also wouldn't be shocking to see some of that come to pass in the sense that this could be attaching this even if the harvey money isn't, it's a harvey bill doesn't have extra funding you could easily imagine that being attached to more controversial legislation. >> house speaker paul ryan released a statement saying a the republicans want to make sure they can help as quickly

democrats say we want to get on this quickly. have you had any indication from, you know, either side or one particular lawmaker over you know where we might see some push-back or hick cups trying to get this passed quickly >> i think in early places where, it could proceed actually has bill provides for fema funding they've been plan on cutting out. we've been talking about senator cruz, there aren't a lot of people in the senate who have a lot of credibility to say this is a bad bill there's too much funding. one of those people is ted cruz. he's done this over and over againly but in this case, he's going to be on the side of the harvey funding. i wouldn't be shocked if in the final analysis, this came out lot more smoothly than it might have. which isn't to say there won't be alulump, that neutralizes so of the problem. >> let's talk about

bumps navigating this but president trump made big statements about recovery we're going to help you out get going again act lot of leaders we're a long way away from getting that funding and stating rebuilding process, how much of this is president trump navigating -- is about him understanding the channels he's to navigate in a natural disaster? >> you know, i think a lot of it, if you ask the administration candid at the policy level at least, that they have hurricane katrina in mind, they don't want to do that again, tom boss art was talking, a white house homeland security advisor said they've been thousand the experience, a lot of people on staff have been through that experience and are learning from that, i think the president also is aware of it politically. he, you know, when president trump went down to texas, he mentioned, you know, we're congratulate people. but we'll say it when it's all over. sort of felt like his awareness he d

over the way president bush did with a heck of a job comment. i believe there's an awareness that the politics and the policy level, and this is also a good change of pace for them after a few tough weeks on policy and russia e-mails coming out as well >> i've heard, you know, this -- that harvey should make it easier for the republicans or congress to go ahead and raise the debt ceiling but president trump said you know what? he could shut the government down over the funding for the wall. he was asked about that as it relates to harvey. do you think that we will see problem there is because the president said no, these are two separate things? >> yeah. that's going to go then right to the issue of where are the caps going to be on spending at the end of the day, and you know, it's interesting for out there as president is in a lot of ways with twitter and making public cases for different things, congress sort of does it's own thing and he's pretty hands-off in terms of the details in

of different policies, healthcare, for instance so i was struck to see the house freedom caucus chairman mark meadows talking about you know, maybe avoiding a government shut down but having moreover the debt ceiling and it's hard to know what to do with that bcause again, absent a lot of leadership from the white house, absent a typical relationship where the white house sort of is the leader for congress, i think a lot of lawmakers feeling their way in terms of coming up with strategies on their own. >> thank you with the washington examiner, great to have you. thank you. we already know this, harvey affecting the economy. it could cost as much as 40 billion dollars in damages. gas prices will hit the highest levels as the largest refine reis in texas and only works at 40% capacity. largest fuel line in the u.s. starting to have problems in texas. colonial pipeline delivers gas

virginia and the president's response to it >> the incident in charlottesville. what we saw on the streets of charlottesville was an abomination from human rights perspective, it was a nightmare. and to call these news organizations safe does tremendous damage >> he also said he had concerns with president trump's pardoning of joel arpaio. this is the second time we've been hearing from the united states about the situation there. they issued a warning about the violence in charlottesville when they were talking about civil rights and the way things were going here in the u.s. it's very clear they're keeping an eye on the situation here. meantime the president delivered remarks in missouri object his call for comprehensive tax reform >> ronica cleary live at the white house with a look at the plan and how it could affect you. ronica? >> reporter: jim and shawn, you know, this is one of the key

and philosophy we have not is seen comprehensive tax reform over 30 years. it's a conservative group, they do not believe in raising taxes for any reason. they regularly ask republican candidates i think they actualy offer anyone to sign this, but first and foremost, republican say they will not raise taxes. now, interestingly, president trump didn't sign this pledge but he did basically promise not to raise taxes. but when i spoke with the gentleman from this organization, he said to at the end of the day republicans they didn't pass healthcare reform which puts the pressure on even more when it comes to tax reform getting done in 2017. take a listen. >> politically, you have there are other priorities than healthcare and now they didn't get that done, realistically they kind of have to get something done and if tax reform is

better get that done, otherwise they will have nothing to show for. >> reporter: nothing to show as the mid terms come around, what did the president propose? critics are saying very general overview but to give you the highlights he reiterated that republicans have brought on the campaign trail, you can fit your taxes on a sheet of paper. ted cruz made it popular by saying you can do taxes on a potty card, he wants to lower the corporate tax rate to 15% right now we got one of the highest in the world. what do you believe, of it all and if you could change taxes in america, what would you like to see? take a listen to the pulled of the people >> possibly having healthcare put on the taxes like they do in europe, how it's a part of their whole taxes. so we don't have to pay out-of-pocket an additional price for healthcare. i think that would be beneficial for american people, you know, simplify it.

make our competitive -- our corporate rates more competitive. >> taxes lowered for the upper middle class family. >> why do you think that would be helpful >> i'm part of that segment. all of my friends are. so it's a pretty big segment. i think that the middle class is the background of our society and that shouldn't be taxed more than those who make the highest income. so i think we should have a progressive tax. >> reporter: jim and is shawn, i know the pulse of the people is about hearing from regular people like you and me but i'll tell you one person i can't wait to hear from, senator clare mccan i say kel if you listen to the president's rashes he called her out by name, she's a senator from missouri and basically told the audience that if she doesn't vote for tax reform, they should vote her out of office. she is a democrat. but the president really made this pitch

general accounting office and the inspector general of the gsa both now looking into the lease of the trump hotel. here's why. businessman donald trump signed that lease back in 2013 in the language of the lease, it said that a government official cannot benefit from the terms of a lease. remember. back in january, before he was sworn in to office, donald trump said he was turning over the operations of the trump organizations to his two adult sons, donald junior and erica trump. however, he was still maintaining an opener stake in the trump organization. this has raised ethical questions among government experts as to whether or not the terms of that lease have been violated. now, fox 5 spoke with virginia democratic congressman jerry conley today. you might know conley is the lead democrat on the house oversight committee. he said that congress is gng

probe by growth the gao and the general services administration will go forward without interference. >> we certainly can press for hearings. we did have our own forum on conflicts of interest where this came up back in december. and we'll do more of that as we get closer to the mid term elections. i suspect my republican friends will have more interest in the conflict of interest subject. because this administration is replete with those conflicts and frankly, sadly, the president has been singularly insensitive to that topic. >> reporter: the congressman believe that, but jim and shawn, the republican so far have seem to have no appetite at all to getting involved in this trump hotel situation. especially the -- jim and shawn, what's interesting about this, it wasn't all that a long ago that we heard from the federal government on the

it was just back in march where a 166 page letter was sent to the trump organization saying they had gone through the lease and determined that the trump organization was in compliance with this lease. so for now, for two government agencies, to now revisit this, reopen this and take another look at it, this is dramatic turn and only about a three-month period of time from when they had said that they looked at it and that everything was fine >> what i want to know is when the trump organization signed the documents back in 2013, 2014, did we ever think it was going to get to this point where we had these legal questions surrounding what was just a big economic project back then? no. remember. it's hard to imagine right now, you know, back in 2013, people thought that donald trump's candidacy was a publicty stunt. so back in 2013, it's hard, you know, to remember that from where we are right now. but we're in a completely differen
