mild 82 your daytime high and little more humidity than yesterday. guys, plenty more we'll talk weekend forecast as welcoming up. back to you. >> thank you tucker barnes. 9:08 is the time. let's switch gears and talk about politic. college park officials made a decision on a controversial proposal giving local voting rights to non-citizens. now the vote came down after nearly a four-hour debate. fox5's melanie alnwick is live in college park with what happened. mel? >> reporter: good morning, guys. non-citizens is really the trigger word here. so we want to let you know what that means. we're talking about people who have green cards. they're legal permanent residents. we're also talking about international students and workers who have valid visas, but this proposal also allows undocumented residents of the city of college park to have a vote in local elections and that's where things got really controversial. so many of our viewers ringing in on our face become page with comments on this. let's take to you few of them. jane posted, what's the point being a citizen? other countries would not allow

more? sure doesn't feel like it. jacob wrote, are they reading from a different constitution d they graduate from elementary school? you can only wonder. then sylvia post, are they going to let -- they are going to let permanent residents who are here legally and pay taxes but until now, could not vote. and alfred says, as long as they don't bring it to the national election, that's their business. well york, to clarify, it is local elections only. not state or national elections. the city council vote had been delayed a few months to consider making put putting it to public referendum also because of serious threats council members got. the public hearing last night was mostly civil there were people holding up signs of decent and larger than normal police presence just in case. now, one city council member wanted to change the words of the proposal to limit the extension of voting rights just to those green card holders. but that was voted down by the mayor. >> there are people that

decades who contribute in many different ways, paying taxes, volunteering on committees, being part of the civic association, who are not able to vote because of their citizen status, and some of these vokes don't have any legal path to citizenship. so -- so this will be giving them an opportunity to have a voice in who they're representatives are who's governing their city. >> reporter: so now college park becomes the largest incorporated city in the state of maryland to allow non citizen voting rights. there's more than half dozen that have done so. most notably takoma park did it 20 years ago. i can tell you that inside the council chambers here there were some residents that were so upset they plan on taking on the current city council members in the next election. live in college park, i'm melanie alnwick fox5 local news. >> thanks melanism millions of people need help in texas, florida and caribbean closer to home, some local

life. we're joined by phil makers hugh welch man and dorado kobe he will low. >> good to see you this morning. >> good to be here. >> first of all, that was about the process this is absolutely amazing you essentially had live actors onset walk me through what the process was from the live actor to what we're seeing on camera. on film. >> yeah. so essentially well the first with animation you do story board and you create everything in the computer and you model it all out went actually did all that with van gogh paintings and did our research and redesigned the paintings so that they fit on the screen. um, and then we did a live action shoot on blue screen and green screen, you know, like the effects movie. and then combined that with cg models and with matt. paintings and then that was all just preparation for the real stage which is when we painted it hand -- boo hand with 125 artists in oil pants in the studio

because we have 900 shots in the movie. >> so fascinating to me i know kevin very much into the making movies and the methodology i want to know about the story telling. why you chose the subject matter. vincent van gogh talented but very mysterious telling the story through his 120 pieces of artworks. you're telling his story through that. talk a little bit about how this came to be. >> for me it was -- it all started with the letters reading his letters. personal journey because i wa wanted to combine my two passions for painting and for film. i graduated with fine arts but i work for hire for film and animation. i wanted to combine these two and i read his letters they really moved me. he said we cannot speak other than by our paintings and i felt, yeah, literally i suppose. i decided to paint the movie. >> you came into the frame so to speak how? >> well, i actually fell in love with dell rossi before i fell in love with her

i met her. we got married. i was looking over her shoulder what she was doing. wow, that's amazing. and i thought really beautiful, and lots of books about vincent and you know i knew what most people know about him at the beginning which was that he cut off his ear. he went mad and his paintings were colorful and they sell for lots of money. you have very nice paintings here in washington three of his. and but when i started reading about him totally different from what i expected. he failed miserably at four careers and he only started painting at the age of 29. when the space of nine years, he actually transformed modern art. and incredible journey of passion and -- >> encourage -- and courage. >> and struggle and he was a very brave and individual man who, um, has this incredible life story and i just fell in love with the story of him really. >> is that where the title comes from loving vincent? >> it's combination of the two of one is

after that, maybe young people are out there singing. what does that do for you knowing these songs have been transcending years? >> you made the point. verifies the songs have lasted through time. they're still relevant. they're still important songs and young people latching on to it and keeping it going and, you know, 92 who knows when. i think they're going to go on forever just wonderful thing to seat young guys, young people, young performers carrying on the legacy. >> mr. blunt, do you have favorites you'd like to sing when you hear the other band's music to you get caught up in that, saying i'm singing this now too. >> music is music. good music is good music and a lot of good music out now a days as well obviously, and it's just a privilege to know that some of the songs that our groups made popular are still in the heads and minds of young people and old people and to see it's a great thing. >> we hear so often from younger musicians were they take that

a love affair i get pulled into a relationship with hodge who's connect with him instantaneously because, um, i actually have some -- i have ocd. i have, um, you know, i'm on the spectrum and i'm not really treated as a, as a partner in the way that, um, hodges treats me so immediately i have a kinship with him so i immediately decide that i'm going to help him solve this mystery and thus our solving begins. >> right. >> i play jerome robinson. he's -- he's actually hodge's next door neighbor who helps with mowing lawn because he's a student he's going to harvard. he's brilliant much he's intelligent but at the same time he's very naive. and he's always willing to help. so hodges isn't too good with computers he's retired and he doesn't want to have the police force step in right now. so he kind of puts me
