what you need to know about street closures, security and the event. a new push to bring amazon to the district. what the new headquarters here could bring to the city. the news at ten starts right now. we begin tonight with the shooting death of a 15 year old. the prince william county police officer the shot the teen while responding to an emergency call from the boy's home. tonight we know the officer are called to the hey market home for a possible hostage situation. sky fox over on the scene on hearts el home lane. whens officers got there police say the teenager threatened them with a crowbar. kristin leone is live with more on the story. >>reporter: as of right now police have not release the name of the 15 year old boy who was shot and killed today, but neighbors we spoke to say that although they didn't know the boy or his family very well, that they never saw or heard any commotion come out of this unit you see behind me here where the boy and his family

you knowledge imagine for them this news came as a surprise, wep they saw the boy's body laying on the road. the call came in this morning a little before 11, a hostage situation at a townhome in this community the information we received is that one of the parties had a bomb strapped to his chest and also was holding a family member hostage. police say when they arrived they found a 15 year old boy in front of the residence on hearts el hill lane. they say the teenager was holding a crowbar and began to aggressive ly approach one of the officers. at that point one of the officers discharged his department issued firearm at the individual and striking him. we're told police stayed with him and provided aid until emergency crews arrived. he was pronounced dead at the scene a short time after. i've never seen anything like that in my life so

live over the scene. maryland state police tell us one person was killed in a single vehicle accident. you can see a number of emergency vehicles there. you you can see what appears to be some sort of liquid there on the roadway. again, this is a single l vehicle crash. we know at least one person was kid. there is no word tonight on what led tho h accident. we will keep you updated as we get new information. a montgomery county mother is being held without bond and will now face murder charges in the connection with the disappearance of her two children. catherine hawg also's child remember are still missing to this day. today a judge ordered that she be held without bond and undergo another mental evaluation. hoggle is the last person to see two year old jaib could be and four year old sarah. today their father have talked about the case. i have held out hope that something else may have happened as i think any parent under these circumstances would. i it has always been a faint hope and i

incredible and an extraordinary turn of events, shawn and sarah we know that vote that happened the other night, a controversial vote in l could edge park that would give non citizens the right to vote in local elections . it passed four votes , so it was a h to three margin there. you you have to have four votes to pass it in that regard. we're learning tonight and this came out only at about nine:51, somebody realized that the city charter was amended in june to require six votes to pass something like this. so they went ahead they passed this measure and then it turns out they didn't have enough voatsz in the first place . so what does that mean? that bid to allow non citizens the right to vote in college park local elections did not pass. so now they're notifying residents they're going to figure out where to go from here . there is a work sessionession about a course of action. but for something that gained international attention, it was postponedded because of threats made against city leaders now wreer ' learning it didn't pass in the first place. once
