right now maximum wind gusts topping 150 miles an hour overnight gusting as high as 17. you can see the power that these storms packing from some of these videos which really doesn't even do it justice. the heavy rain and all of that wind just ripping panels off buildings like that hotel right there. puerto rico's governor warned residents the storm pack force and violence is up like anything the island has seen in generation. state of emergency is in effect. thousands of people have fled their homes and packed she shels the extent of the damage is still unknown and still happening we're getting better look at the impact across the carribbean. at least two people died on the island of guadalupe. seven more on the islands of dominica. >> president trump reaction to go the storm on twitter overnight. he said puerto rico being hit hard by new monster hurricane. be careful our hearts are with you. we'll be there to help. meanwhile members of virginia task force one elite first responder force from fairfax county are ready to help in puerto rico. we got video

their final preparations before maria hit. they were down there helping the recovery efforts from irma and now find themselves in the middle of yet another catastrophic storm. >> for more on the storm's power and path tucker joins us live from the weather center this morning. you know it's scary i know you've been sharing videos throughout this morning talking with people who are in puerto rico. and it's just -- it's very unthey have been to go hear what's happening there and the evacuation soared there but as the guest we've had on earlier this morning said when you're talking several million people on an island there are so many places you can go. >> in fact a lot of people evacuated to puerto rico to get out of the smaller islands. so we're going to have to wait and see. fingers crossed the worst will be over in the next couple of hours. let's get to it. 9:00 a.m. update and winds are now 145 miles per hour. that's a high resolution satellite and you can see as the sun comes up here you can really get a clear look at our storm system. making landfall southeast puerto rico about 6:15 this morning tracking off to the north and

here, the winds and the rain and the winds we've already had reports of wind gusts to about 118, 120 miles an hour and we're starting to lose some coverage. we had viewer down there that was giving us live reports and we lost him. i think the cell phone coverage is now out and i know it's out in u.s. virgin islands as well. what can we expect here. track across the island of puerto rico over the next several hours continue to go with winds potentially at 150 at least gusts to 150 to 175 and rape fall totals 15-inches will you and there are some mount us in areas in puerto rico and very concerned about flooding as well. and then it will track off to the east of the bahamas over the next couple of days. let's get it through puerto rico first as this is likely going t& become we'll have to go back and look at the record books one of the strongest hurricanes to hit puerto rico in almost a century. early 1920s and 1930s the last time they got hit by a hurricane this strong. that's your latest information. that's the 9:00 a.m. update

confirmed dead including two dozen children after a magnitude 7.1 earthquake struck mexico city yesterday. now rescue and emergency crews worked around the clock overnight digging through the rubble of collapsed buildings looking for survivors trapped inside. making rescue efforts even more difficult. more than 40% of mexico city right now without power. and the massive quake knocked out cell phone service for thousands of people. residents are also being told not to smoke on the streets as gas mains could have been ruptured. again, this is the second major deadly earthquake to strike mexico in less than two weeks. in a cruel twist of fate, this tremor struck just two hours after earthquake drills were held across the country to mark the 3 32nd anniversary of the quake that killed thousands in mexico. unbelievable. >> yeah. >> the timing is unbelievable. the damage is, but same day. >> i said to you i

here at 22 and street. this camera alone last year generated nearly $12 million. the number one camera is on i-295. as you mentioned mary cheh has written to ddot saying some of these hidden like you see it behind the pillar here. there's not enough warning. the speed limits are too slow. she's got a lot of concerns. joining us is martin dee car o thank you for coming out here. is there any thought that d. to or council will do anything to reduce the impact of these cameras, lessen their numbers, do anything about it? >> district transportation officials have not responded to mary cheh's letter yet. but the city has given every indication they're going in the opposite direction they want to expand the speed cam ran red light camera program. earlier this year, ddot argued in favor of higher fines especially for the so-called super speeder who's go at least 26 miles an hour over the limit. that fine is currently $300. d. to wanted to increase it to a thousand dollars. that proposal was killed but

direct. we should note studies have shown that red light and speed cameras, speed cameras are effective at slowing down drivers and saving lives. >> reporter: mary cheh says her constituents call this a speed trap. >> right. >> reporter: some people think they're money makers others will argue, no, they save lives. >> you say there's a bigger picture here. maybe something else can be done. >> look at the design of the road. it tells the driver to go fast, right no access for pedestrians divided lanes. >> reporter: straight away. >> that's right. the city has taken this goal of called vision zero. eliminating traffic deaths by the year 2024 and a big as spec of that program to redesign streets so you reduce speeding to begin with. you indicate to the driver to slow down naturally. so if we have here in the district streets that are inducing so much speeding, maybe that as spec of the vision zero program the street redesign is what real needs to speed up. >> reporter: all right. martin, thank you. there are some streets in the city where you'll be coming along and they've manufactured a little circle in the middle there to make you go around it

morning. officers arrested to men bringing the total number held to five. there's very little information about the two latest suspects right now but we do know that the two men are 48 and 30 years old. detectives are now conducting searches of their homes and 18-year-old refugee from iraq and 21-year-old from syria were arrested over the weekend to in connection to this bombing back here at home latch ditch evident for republicans on cam toll to hill to repeal the affordable care act. they only have until the latest this month to get it done. they want to redistribute hundreds of billions of dollars in federal financing for insurance coverage however there continues to be bush pack on this independent analyst said this bill would leave more people uninsured and allow states to make changes that raise cost force people with health problems or pre-existing conditions. and baby what baby? that's the reaction after ma'am son customers got a really confusing notification that someone had purchased a gift from their baby registry. only problem is, they don't have a

before striking puerto rico maria tore of path of destruction up the carribbean islands killing at least nine people. so for the very latest let's go ahead and check in with tucker. this is quite a storm, tuck. >> sure is, holly. let's first check in with saint joy u.s. virgin islands a lot of people locally interested in what's happening there. and reports about 10-inches of rain and hurricane gusts over night. we haven't had a lot of contact with virgin islands since the storm moved through. we'll have to wait and see together. at last look they had hurricane force winds overnight and they didn't -- the good news they didn't get the brunt of what unfortunately puerto rico is getting with the eye wall and eye wall structure moving across the island as we speak. all right. just to back it up for little bit. we had landfall at 6:15 this morning with maria. winds at landfall 155 miles per hour. that's very top end of category four hurricane. we've lost that eye wall structure in the last couple of frames here last couple of ho hours. as land area and

us in areas in puerto rico tearing at the storm the good news the storm is losing intensity winds now 145 miles per hour. the bad news is, not only are we dealing with very very windy conditions in fact winds reportedly about 120 miles per hour gusts in san juan in the past hour. we're dealing with very heavy rain and the potential again montanans areas we can be dealing with serious flooding i was just looking in addition to extreme wind warnings they've got flash flood warnings for most of puerto rico doing an enduring flooding conditions across the island. there's bigger look you can see the eye wall and the eye structure falling apart. it should re-emerge back over very warm waters and kind of reintensify here east of the bahamas over the next couple of days. but we'll have to see exactly how bad the damage is in puerto rico. all right. just want to show you look, i'd say 90% of the -- 80 to 90% of the island dealing with hurricane force wind conditions that's the wind field, and that's over 75 miles per hour. likely to be pretty extensive damage

interesting, pure tow ricoh has not seen storm of this magnitude in quite sometime. go back to hugo in ' '89. that kind of brush the island and then get back into the late 1920s, early 1930s last time a direct landfall of a major hurricane you can see the wind feel will lift out. pressure up a little bit. winds 145 miles per hour. we'll get it out of here have to watch it long thyme term for its eventual path the thinking it will emerge here off the southeast coast by early next week and wire hoping it stays tout sea at least one or two of the models trying to get it close to the eastern see bore by the middle and end of next week. okay. quickly 73 here in washington. we're in for nice day. we got to get the sun back out here. doing little bit of cloud cover and once we get that out of here we should be in for nice afternoon with daytime highs well into the 80s and look at the sunshine. next seven days it is not going to feel like fall. even though that starts on friday. and a gorgeous weekend but very warm weekend highs in the mid to upper 80s saturdaynd

relationship with a dermatologist who i see probably ten to 12 times a year of course i may be a little different than the normal person, but i would advise anyone out there listening, watching right now, to find a dermatologist and go to them as often as you can. i think some people ought to see a dermatologist especially people that spend time in the sun at least three to four times a year. early detection is major when it comes to melanoma. other advice i would give, if you're facing this kind of a diagnosis, and this kind of a journey, is rely on the great medical team and speak with them, communicate with them, believe in them, talk to them, ask them questions about what might be in front of you. >> in my case again, which is also do you meaned on this website, family, friends and face faith were so key to me. i'll start with faith. faced that dark side all the time hey, you can die from cancer

days out of prison as each attempts to reconnect with their loved ones and establish their independence but before next week's premier we're sitting down with someone who knows all too well about prison live. the show's producer and former prisoner himself chaka sangor. good morning to you. >> good morning. >> topic near and dear to your heart. why is it so important we see these images of men and women coming out and what they're truly facing? >> well, we live in country where we have over 2 million people incarcerated. families are really impacted by this in a real way and what we wanted to illustrate was that any time somebody is incar incarcerated not only are they incarcerated but their families are incarcerated as well we want to be able to show people how difficult it is for possible to transition back to society and try to navigate life after being gone away for so long. >> what do you mean their families are incarcerated as well. >> their families suffer from their incarceration. the ability to reconnect in real time. to try to parent. to be a support for those and women inside. it locks them up in cycle of helpss

out of prison and reconnecting. would you say you were successful in it? are you maybe a study how to do it successfully? >> yes, i was incarcerated for 19 years, and so when i came out, the world was a very different place and it was very difficult even though he was fortunate to have the skill sets to actually re-emerge in society, and so in my experience, i do think there are some key things that i was able to do but some key support systems that were in place which is really one of the things that you'll see with our docu series. >> the support which i keep hearing you say that's so crucial. you follow these men and women it's a 90 day journey for them. why 90 days? is there something about that three-month time frame? >> it's the most intense. it's the part of the process that people sometimes think is the end all, be all when it comes to getting out. but it's such a crucial part because it's at that point you have to really reconnect with your family, try to find employment, try to find housing, and try to deal with some of the

adjustments to just being free and making choices and like in that clip which is i think the most powerful, you know, here you have this man who is come home after 20 years and he's really just, you know, struggling with making decisions because he hasn't had to make that many decisions in two decades and i think it's really important for society to see that. >> is there a common thread in all of the people that you documented? >> there is a common thread. the common thread is really about family and support and communal support. you can really see how that helps them navigate through some of the dulty's they face whether it's employment, whether it's housing or whether it's just really reconnecting with their children and their families and their loved ones and so when you see what really works, which is having a real support system, taking some of those barriers out of place to employment you can see how people can get out and stay out but you also get a chance to see how so many people end up going back. >> what do you want people to take away from this film? >> what i want -- >> this dock key series i should say. >> what i want people to take

of emergency. the torrential rains and catastrophic winds topping 150 miles per hour. fox's steve harrigan right in the thick of things. somehow at a hotel in san juan. >> reporter: this really was the worst fear of puerto rico. a major storm hitting the most populated eastern part of this island of 3.5 million people. u.s. territory with just devastating and deadly winds. speeds of 120 to 160 miles per hour, rain up to ten to 15-inches. a storm surge that could approach 10 feet. governor has been warning this storm could be catastrophic. and anyone in low lying areas could be -- that sir live threatened by the storm. they tried to do what they can to get people to safety. they've gone door to door with mega phones saying get out. this could kill you. 500 shelters opened up but as of this morning, just a few thousand people taking advantage of this.

airports are closed. there's nowhere to run at this point. so it is certainly -- as we see more debris flying off. this wind here is strong enough to snap trees and pull down roofs. you can imagine what it's like for people in single story dwellings, a lot of them wooden buildings with sing houses that's the real trouble. it's also coming at the worst possible moment for this island. us territory. still realing from hurricane irma two weeks ago. 40,000 people are without power from that storm. that was only a glancing below. this could be a direct hit and it could be a disaster for this island. in san juan, puerto rico, steve harrigan, fox news. >> all right. we're talking to tucker barnes about maria which is you just saw battering puerto rico. i was saying the pictures don't do it justice because you're telling me that's the outer bands we're seeing real until some of those picks. >> i mean, there's lot going on here, but the bottom line is, it look like devastating blow to puerto rico and the us virgin islands on the fringe of it and of course we tal

other islands impacted this has been going on since i got here this morning at 5:00 o'clock, and continues to do so. made landfall about 6:00 15 this morning. we've lost the eye and the eye wall structure as it hit land areas. what happens when it hits lands has tendency to tear it part. mountains areas of puerto rico doing their damage to the storm. that's good news. the bad news, it's not only raining itself out but we've had reports of winds over 118 miles per hour. >> wow. >> near san juan. and in addition now we have a flooding emergency for parts of the eastern third of the island and there are on-going widespread reports of major flooding occurring with torrential rain. something we sort of overlooked rain potential 15 plus inches, and when it gets squeezed out in mount us in areas it has a tendency to go down in lee convenience and cause flooding that will be another big story. i'm afraid those areas are remote. we're not going to get the visuals of that for some time. likely flooding in

a 19? >> reporter: thanks so much, maureen. good morning. like we've been talking about all morning, the full brunt of hurricane maria now bearing down on puerto rico. take look at some of this incredible video coming out of the island nation this morning. those winds just ripping the siding right off of that hotel, and before making landfall as category four, hurricane in puerto rico the monster storm packed a powerful punch to the carribbean islands killing at least nine people. a state of emergency is in place for puerto rico the worst storm the island has seen in century. also making headlines this morning, a massive devastation in mexico. right now 217 people are confirmed dead including nearly two dozen children after a 7.1 magnitude earthquake struck mexico city yesterday. rescue and emergency crews are continuing to work around the clock right now digging through the rubble of collapsed buildings. looking for survivors trapped inside. now, in a cruel twist of fate, this tremor struck just two hours after earthquake drills were held across the cup tree to mark the 32nd anniversary

clean the lense as we've been, you know, you hate to say enjoying the view but privileged to be at least see what's happening down there as we keep an eye on the damage and that flag is still flying but at about 6:00 o'clock this morning it was pristine condition. >> yeah. >> then it was just getting battered and tattered as the morning went on and it is still hanging on. now four hours after these, what, tucker 110 miles an hour winds when when it hit the island? >> reports about 120 confirmed. but we suspect there have been higher wind gusts and sort of remote areas. we've lost the radar in puerto rico and there's no doubt about it it's been hit by major hurricane there. there's your high resolution satellite. storm still packing winds of 145 officially. pressure is up a little bit but you know all intents and purposes major major hurricane moving on shore at about 6:15 this morning. i mentioned the winds we've had that have been gusting upwards of 120 miles an hour. and the worst of

unfortunately as we speak across the island in addition to the gusty winds, there's a flood emergency for puerto rico and apparently we're getting widespread reports of major flooding occurring across center parts of the island as well. so the bottom line unfortunately puerto rico getting the worst of it enduring ma row ya here for the next couple of hours. things should improve late this afternoon as the storm tracks off to the north and to the west. the good news here if there's any storms weaken little bit as it moved over the land area and it's moving quick enough at about 13 miles an hour that it should be across the island and the worst of it over in a couple of hours time. so things should gradually start to improve a little later this afternoon but you can see the core there of what's left of the eye wall and the eye structure remaining in tact and pushing right across puerto rico as we speak. all right. the wind field encompassing almost all of puerto rico now with experiencing hurricane force wind conditions. an in addition
