>> ♪ >> happy thursday everybody. up first tonight hurricane maria. the category three storm blew past the dominican republic but still slammed into puerto rico. >> as you can see from the run down on the side of your screen this is what we're talking about tonight at 6:30. maria never made landfall but caused a lot of rain high winds and the surf to surge. now the storm will pass the turkturks and caicos causing moe of the same. it caused widespread damage and flooding in puerto rico. roofs blown away large trees brought to the ground creating a mess that would require months of cleanup. this is astounding. the entire island has no power. flooding and mudslides remain major concerns. president trump talking a bit about the

>> so puerto rico is in very, very, tough shape. we're starting the process now and we'll work with the governor and the people of puerto rico. >> president trump has already approved a federal disaster declaration for the u.s. territory. >> meantime tonight mexico is still dealing with a natural disaster there. tonight crews are raising against the clock to save survivors. 273 people are confirmed dead thousands hurt when that powerful 7.1 magnitude quake hit mexico city tuesday. thousands are feared homeless. many are seeking refuge in shelters. earlier today they were trying to rescue kids believed to have been trapped inside a school when the earthquake hit three stories pancaked but they're still saying they can hear children. >> developing tonight north korea's reporting leader kim jong un is calling president trump deranged saying he'll pay dearly for his threats. >> now this comes just a few hours after president trump announced new executive order that targets businesses t

trade with north korea. >> today i'm announceing a new executive order i just signed that significantly expands our authorities to target individuals, companies, financial institutions that finance and facilitate trade with north korea. as i outlined at my address to the united nations general assembly, north korea's nuclear weapons and missile development is a grave threat to peace and security in our world. >> the president's decision is getting mixed reaction tonight especially since it's his final day with world leaders at the united nations. >> want to talk a little bit more about this tonight. let's bring in niles, the senior senate reporter at roll call is going to join us in just a few seconds but we know certainly that the president also met with the prime minister of japan, the

sort of talk about this latest action that -- this executive order that he signed today and what impact it could have on north korea. >> what we've seen in the last couple days is un ambassador nikki haley take it further than rex tillerson on that world front but clearly a lot of those restrictions and sanctions coming down with a little more perspective on what that means for relations long term with north korea. >> there was some concern from the u.s. that the sanctions that we heard from the un, that they brought about last week weren't tough enough. so, this was seen as a move by president trump to sort of take a tougher stance against north korea. >> yeah. >> and certainly it will be interesting to see what the fallout will be. we've already seen the response as we heard just a short timing a from kim jong un. >> let's bring in neals from roll call. hello. >> hello. >> the big announcement about another round of sanctions. it's almost sanctions upon

sanctions upon sanctions. what's different? what change dad. >> well, what's new here we think is that the president and the secretary of the treasury steve mnuchin are saying basically you're going to have to choose if you are, say a chinese bank or a other foreign entity whether or not you want to do business with the banking system in the united states or whether you want to deal with north korea; that basically you're going to have an either/or option. there had been lawmakers including corey guard near who had been calling for these sort of aggressive measures but that's the real question now and the choice that other foreign governments and foreign companies are going have to make. >> let me ask you, i know that the u.s. was critical, saying. un sanctions last week didn't go far enough. they made these -- the president sign this executive order today. what's been the reaction so far from other world leaders? >> well, what we're hearing so far

the broader north korea strategy for the united states, we've begun to hear initial reports that in fact, the north koreans are making another round of threats that we may be -- maybe won't be surprised to see another missile test or another sort of provocation from -- from north korea. i haven't yet heard too much about what china is necessarily going to do in response to the latest from -- from the president of the united states but i think particularly here in washington, everyone's going to be looking to see what exactly china does do, if anything, in response to this. the other thing, of course, is that as you have an unknown situation really with the north koreans -- >> sure -- >> that's -- that's going to be the thing that everyone is going to be looking to are is what exactly -- whether

words ever -- or whether their actions ever match their words. >> all right, niles thanks so much for coming in. certainly folks are going to be watching for reaction now that we've heard today these words from kim jong un. thanks so much. >> facebook's the latest link into the 2016 election hacking investigation. the associate giant will provide the contents of 3,000 ads bought by a russian agent z facebook released the ads to federal authorities but now they'll be accessible to congress. ceo mark zuckerberg had this to say during a life stream on his facebook page. >> we are working prom actively to strengthen the democratic process beyond pushing back against threats, we will also create more services to protect our community, while engaging in political discourse. for example, we're looking at adapting our anti-bullying systems. >> critics say facebook should go further by telling them how they might be influenced. in the grand scheme of things the content of those a i

i don't know if you can go into depth about how it made somebody feel or react. let's see what they were first and foremost take it from there. hillary clinton may have been the first female presidential nominee for a major party but a lot of people does believe gender has a lot of influence on elections. >> ronica cleary is li live at the peace monument with more on this one. >> reporter: hey, jim and shawn. i'm here with erin volarti of vote run lead. her organization works to get more women involved in politics, more women to run for office. are you surprised that the world needs vote run lead in that 2017. >> i wish the world didn't need vote run lead in that 2017 but we do. the numbers haven't changed. we've been stuck at about 20 percent for the 500,000 seats that we have in this country for state and local officers. so, we're really looking to put a dent in that number and we're trying do it quickly. >> reporter: i'm not sure i said this regardless of party you support women on both sides of the aisle and one of the things we were talking about before, though, i can't

ring of identity politics, that is, often criticized, should it matter if it's a woman or a man, should it be more really about the issues than the gender of the candidate? >> well, we're looking for the most qualified women to run for office but what happens is qualified women get dismissed or passed over and that's the thing we need to change. we have 30 years of research that says women are better at coming together across the aisle, they change the agenda, add new things to the agenda beyond women's health and they do education, climate change together so these are things we need to get done work on a bipartisan manner and they bring home more money to doctor district. their district. we kind of do that government better. >> reporter: maybe people of different generations look at female candidates differently. what would you say to a person that might think a female candidate is less qualified for office simply because of their gender. >> good thing about politics you need a little more than half to win.

with that person, thank them for their time and move on to voters who are likely to vote for you. >> reporter: where can we learn more about your organization. >> vote run lead. >> reporter: maybe i'll get out of fox5 and head over to politics. >> i thought that's what she was insinuating there. >> ronica, do you have something you want to tell us. >> reporter: we'll see. i will give fox5 the exclusive if and when the time is right. >> fair enough. thank you ronica. >> reporter: thanks, guys. >> all right. here's something folks have been talking about, the huge confederate battle flag that flies over i-95 in stafford county virginia is going to stay there for now. an attorney for the county says his hands are tied despite continued calls to take the flag down. the florid flag is flying on pre property. a group called the virginia flaggers says it has no plans to take that flag down. for the third time in recent weeks a swastika was that found on georgetown university's campus. >> this time it comes in the midst of the jewish

rosh hashanah. tom fitzgerald has been on campus all day talking to students and has a little more reaction. hey, fitz. >> reporter: good evening, this is disturbing stuff. this is not the first time georgetown has dealt with this. there have been two other incidents just this month, two of them, two of them at this building behind us. this is the loyola rider dormitory here on the campus of georgetown. this morning a lot of these students found out about this for the very first time. take a look at this video that we shot when we got down here this morning. this is when georgetown police were on the scene this this was when the liaison unit from the metropolitan d.c. police were also on the scene here this morning. so, this is what happened. somebody discovered a swastika painted on the stall of a woman's bathroom here at georgetown. if that was not bad enough there was more to this. along with the swastika there was also a threat written and directed a

campus. so, what are they doing about this? well, we asked about security video. we were told because this took place in a bathroom, because that is a place where you would not normally have a security camera obviously inside of a woman's bathroom, there is no security video of this incident actually taking place. what we did hear, though, today, from a lot of students here today was not only a great concern about this repeatedly happening on this campus but also about the access to their very dormitory. turns out you can't get into this building unless you are one of the students here, unless you have one of the security cards and when we talked to them today they said they had a lot of questions about how somebody who is not part of this community was able to get into this building and do something like this. >> i feel like there's tons of students on campus after receiving that e-mail who just feel like targeted essentially and my roommate is jewish. you know, i just attended a

yesterday and it's like seriously. >> i would hate to hear it was someone who was part of the georgetown community but i don't know, it's pretty difficult to get in this building if you're from the outside. >> it's just plane that it would happen here especially in my dorm on my floor and on rosh hashanah nonetheless. but the georgetown community coy is standing strong against this. >> reporter: key word right there you just heard, georgetown community. we heard that over and over and over again tonight. the university for its part tells us that they are asking students to stand up against this, stand up against antisemitism, stand up against sexism, stand up for their university. police, they're not being coy about this. they don't have an arrest. they need help. they're asking everybody in this community to call in any tips, report any incidents they find like this.

this is sending a chill through this community tonight and they just want to put a stop to it and they want somebody arrested for these crimes. >> 2017 and we're still dealing with this crap. i mean, it's unreal. >> i agree. you know, hopefully. >> reporter: a lot of people we talked -- a lot of people we talked to are wondering about the times we're living in right now. >> right, right. >> reporter: are there people who harbor this kind of stuff in their hearts that for whatever reason now feel liberated to come out with this kind of garbage and, you know, the bottom line here, this is not the way georgetown university wants to be in the news. they want to be in the news because they are doing good things for our society. >> right. >> reporter: not this, you know, as jim aptly put it crap. >> au, georgetown ever other institution, they shouldn't be dealing with this. >> they should be worrying about their education and not this kind of stuff. >> right. >> let's talk about right now the weather outside as you saw

dressed in shorts and t-shirts. sue palka it's like summer time. >> it really is. it's just like august weather we have been dealing with. 88 degrees, that is officially 10 degrees above average for this time of year and we keep it going for the last day of the work week tomorrow and into the weekend. so, fall begins tomorrow at 4:02. season change that will not be accompanied by cooler weather pattern, although we see that coming maybe next weekend, just looking ahead for those of you who don't like this summer rerun. it is definitely feeling more like august today and it will again tomorrow. i do think tomorrow might be a few degrees cooler than today because a little bit more cloud cover gets back into the picture. a little bit of josé, yes, tropical storm josé still rotating out in the atlantic, not moving too much but close enough tomorrow that we get just a little bit more cloud cover. we are staying dry, though. no rain showers expected. we're still warm into next week. and as we go forward we'll continue to watch what happens with hurricane maria which is still strong, still a category three but as

filed a complaint wednesday in federal court that alleges legal and constitutional violations. >> no one gets to ignore the laws. not even the president of the united states. >> reporter: he said the lawsuit was filed on behalf of the state and california coastal commission. >> the border between the u.s. and mexico spans some 2000 miles. the list of laws violated by the president's administration in order to build his campaign wall is almost as long. >> reporter: the complaint alleges the trump administration relied on a federal law that doesn't actually authorize a project like a border wall. and that plans violate the separation of powers provision in the constitution. >> the department of homeland security would waive 37 federal sta statutes as well as regulations related to those statutes. >> reporter: assemblywoman fletcher who represents california's border region says the wall won't make the u.s. safer. >> we have a much bigger problem with tunnels than

tough terrain to get to the united states. >> reporter: homeland security announced it has a waiver that would allow it to bypass environmental regulations speeding up the building process. the announcement came just one day after the san diego city council voted five-three to pass a resolution opposing the border wall. that resolution stated the wall would be detrimental to san diego's environment and tourism. >> the flooding we see pollution, we see beach closures as a result of the existing walls. any future walls will absolutely have a negative impact on our environment and the quality of life of san diego. >> diego. >> the internet went a little crazy over president trump miss mispronouncing the name of african countries. he praised the country of nambia even though that doesn't exist. >> you fought a horrifying ebola o
