as police investigate. the news at ten starts right now. we start with developing news tonight that george mason university community is remember ing a student who skyed after he took a hallus general on saturday. university police say according to witnesses the student ran through a fifth floor window of a resident's haul and died after the fall. fox5's evan is on gmu's campus where there was concern that the same drug may be posing a risk to other students. many. >>reporter: officials here the at the university are asking steujts to have this drug to call police and turn it in. tonight the university is not re leasing the name of the student who died, but we do know that he was in the s sigma alpha especially salon fraternity on campus. they hosted a vigil at the clock to your the at the campus. they lit candles and shared memories of their memo member much just bef

yesterday the student took a that luc generic drug and then through a window on the fifth story of the potomac heights rest accidents hall. he fell and was unresponsive. then died at the hospital. we spoke to a witness who was outside when first spoarnds were trying to save this student. he also said this situation is an unfortunate lesson for others. they had him on a jurn i. he was obviously in really bad condition. he had a lot of blood all over him. he this rushed him in the ambulance . i mean it's just tragic. whenever someone dies, especially that close to me. i'm so young seeing someone tragically die over nothing. it's terrible. i think you can learn something in any situation like this and this just puts more light on what substances are around and how we can deal with it. it is still not clear what drug the student who died

are warning students t it may still be circulating on campus. they have an amnesty policy so anyone who has it is asked to report it and turn it in. the university also telling us tonight that counseling is being offered to students who need it live in fairfax county, evan lambert, fox5 local news. frightening stuff. new tonight, the charles county sheriff's office wants you to take a good look at this man. investigators say extra von chisly shot and critically wounded a person in wall dof overnight. chisly and two other people first met at a hotel. the victims and chisly got into an argument and then a few hours later chisly found his victims on amber leaf chase and starred shooting. the sheriff's office is asking anyone who know s about chisly's whereabouts to contact them. and tonight a family spokesperson says there are no suspectses yet in the killing of a 19 year

from prince george's county. the fbi continues to investigate what happened to ashante billy. she went missing from norfolk, virginia and on friday her body was discovered in north carolina . tonight her former classmates gathered in up marlboro to remember her. that's where we find lindsay watts. >>reporter: ashante billy graduated from wise in 2016 and earlier dozens of her former classmates came here to remember her. they described ashante as outgoing and kind. she was on the sedans team. also part of r otc. after high school she moved to the norfolk area on go to culinary school. people we talked to tonight say they have no idea who would do this to her . i just can't believe this happened to her. former classmates remain in disbelief. they say ashante billy was the girl at school everybody loved, someone with so much ambition. billy was out tanning. billy

not fair. she was supposed to& go to school, open a restaurant and have kids. just things like this are not supposed to havment the last time we know of that ashante was seen alive was nearly two weeks ago on monday, september 18. she arrived to this norfolk millions try base early in the morning for work. she had recently been hired as an assistant manager at a blimpy 's job. just 30 minutes after she arrived surveillance cameras captured her minute i cooper leaving the base. what we don't know is who was behind the wheel. her car was later found aband, windows down 12 miles from the base. her cellphone was discovered in a dumpster. ashante's mother made a plea for prayers. please pray foray shan take you my disawrt, my baby, she's my everything. a week

the fbi took the lead on the investigation. we're looking for the help from the public. volunteer search crews convened they found braids and a sock in the area where ashante's phone was found. this is the dumpster . can you see it? that's where the cellphone was found. we're looking anywhere and every where. fast forward to friday in charlotte, north carolina a landscaper at a church makes a horrifying discover i. he went and got the foreman. the foreman came and they identified it as a body and at that point called 911. on saturday ashante's parents addressed the media. the body was their daughter. the person or persons that decided they wanted to take our baby away from us and away from everyone that loved her, you're a coward after the press conference the parents took no questions. a family spokesperson woman tells fox5 no suspects have been identified yet. it was someone she knew they

they're urging people not to travel to the city by train after the man killed two women. and in canada a loan wolf is responsible for an attack in ed monday ton that left one police officer and a handful of other people injured. we get latest on all of this from fox's anita a vogel. >>reporter: shocking footage from ed monday ton saturday night as a police officer is sent flying 15 feet in the air by a vehicle in what canadian prime minister justin true dough is calling a terror attack. authorities say the suspect emerged from his car and began attacking the officer with a knife before fleeing on foot. several hours later a u hall was stopped at a dui check point in downtown ed monday ton where the driver's name was similar to the suspect in the attack. the truck then sped off with police in high pursuit attempting to intentionally hit pedtr

>> thirteen years ago, the murder of a young woman on a southeast d.c. street devastated her close-it in fram limit kendra smith had just graduated from college and was raising her young dwawrt. you probably never heard of kendra, but you may have heard of her mother who hasn't given up hope her daughter's murder will be solved . fox5's paul wagner has tonight's rewind to the crime. >>reporter: when kendra smith was shot and killed in september of 2004 it made little news in the city of washington, a search of the internet turns up nothing but an obituary, a reward poster and a memorial website in kendra 's name. but if you were paying attention, you would have noticed her mother. i am speaking on behalf of the mother s of unsolved murders. that's deborah at the millions more movement in

. and here she is at the brady center to prevent gun violence. when my baby was killed i did what eagles do, i swooped and i'm taking care. i'm being a part of the solution and that's a problem. deborah evans bailey turned into a fight er testifying at city council hearings and bringing attention to gun violence whenever she could. thirteen years later deborah is still waiting for justice. i mister smile. i miss watching her grow into the beautiful young lady that she is. scen dra smith grew up on d street southeast. she went to ban ker high school and temple university in philadelphia. she was witty. she had a good heart and loved children. but on the evening

september 6, 2004, kendra's life was cut short when someone opened fire on the car she was sitting in right outside her front door. at this time we're your unsure whether she was the actual target. we can't say at this time. there are conflict ing accounts as to what occurred prior to the murder and after those accounts again since the case is opened i can't get into those particular accounts that we've heard. this much we know, kendra was in the passenger of a seat of a car driven by a neighborhood friend who was not hit by the gunfire that night. fox5 made several attempts to speak with the man to get his account but he never responded. on september 6, 2004 , kendra's mother, sister and daughter were inside this house here on z street when suddenly they heard gunfire. i was around ten:30 at night. they didn't think much about it at that time because gunfire was common in this neighborhood and then the phone rang. when the phone rank i

someone said you need to come to burbank. i think your daughter just got shot. deborah then threw on some clothes and with her daughter courtney ran out of the house. when i saw her with my own eyes then i pretty much lost it. you knew it was bad. >> i knew it was bad. seeing kendra on a stretcher, court courtney went to her sister's side. the only thing she was trying to say i. i don't know what she was trying to say. i will never forget those eyes how she looked at me. i will never forget that. kendra died the next day. thirteen years later deborah still doesn't know what happened that night. she eventually spoke with the man who was driving the car but he claimed not to know who was doing the shooting or why. at one point early in the investigation deborah says police thought they could close the case and had a suspect, but the detectivesev

this is fox5 local news at ten. the white house and republican lawmakers putting on a cool court press for tax reform and after their repeated failures to repeal and replace obama care the stakes are high. the plan will make businesses more competitive while help keeping jobs right here in the us. fox 's caroline shively has the details. >>reporter: president trump say s his tax reform plan will result in a million dollars class miranda l california, but administration officials and opponents are fighting over who would actually get the tax cuts, the middle class or the rich. here's the bottom line from the white house. we are designing a tax plan for the united states of america. this is the federal tax plan. we are designing a tax plan to deliver middle income tax relieve t

the non partisan tax policy center came up with this snapshot of the plan. the center says if your household is right in the middle making between 48,000 and 86,000, the next year you'll get an average tax cut of $666, but if you make more than 730,000, you're set to save almost $130,000 in teaks, big difference the tax policy center also estimates the plan will add $2.4 trillion to the deficit over ten years. administration officials dismissed the report saying that it makes too many assumptions and doesn't take any economic growth spurt by the plan. independent senator bernie sanders saying this was a reverse plan to give money to the risk. the framework is not something we can support. the truth is right now that the wealthiest people in this countr

raisin proceeds for the event will go towards rebuilding the i lantd in the wake of hurricane maria. we've been in touch with small town mayors. a lot of small towns that have been completely devastated. we we have specific tax on what they need, anything from generators to clean water to food to batteries. we are coordinating directly with these small towns to give them exactly what they need. organizers say today's event raised more than six a $5,000. the us virgin islands also recovering from hurricane maria. the virgin islands saw massive destruction. of provid ing troops to the relief efforts. members of the national guard are on the island providing relief and helping to distribute food and water to residents. it's been weaks since hurricane irma, the
