on a threat to cut off cost sharing payments to insurance companies. it could could have major impact on insurance markets with open enrollment just few weeks away. melanie alnwick is live at the white house with mr. on this story. mel? >> reporter: good morning, guys. three and five people who buy their individual insurance plans from health care.gov they depend on these subsidies to make the affordable care act affordable. now meanwhile the trump administration says that those payments those subsidies were never legally set up but democrats say the decision to cut them off is sabotage. >> congratulations to everybody. >> call 81-two punch on obamacare. president trump making two major moves in one day. the latest announcement that cost sharing subsidies under obamacare payments to insurance companies to help reduce co pace and deductibles will be cut off in a statement the white house said "

for cost sharing reduction payments to insurance companies under obamacare. in light of this analysis the government cannot lawfully make the cost sharing reduction payments ". he's cutting off cost sharing reductions or the subsidies or the insurance bailout however you want to call it and with that, yes, you will have a quick unraveling of the affordable care act. >> reporter: democrats quickly as sailed the move with congressional leaders nancy pelosi and shuck schumer calling it a spiteful act of vast pointless sabotage. could it force the hand of congress to clearly spell out how the payments work. and the president also making another big change with an executive order to allow insurance plans to be sold across state lines. plans that could have lower premiums but as critics are quick to point out they wouldn't necessarily cover as much. >> we are moving toward lower costs and more options in the health care market and taking crucial steps towards saving the american people from

nightmare of obamacare. >> reporter: meanwhile, california's attorney general javier ba sayre row has said that he is planning to sue the trump administration to keep those payments intact. time of the essence here causing lot of confusion going forward because that last round of subsidy payments to the insurance companies that was set to go out around october 20th and open enrollment for the next year of obamacare begins november 1st. i've at the white house, i'm melanie alnwick, fox5 local n news. melanie, thank you. while it has been busy newsweek so far the biggest news could be yet to come. today president trump is expected to outline his new iran policy. he's expected to tell the nation the landmark iran nuclear deal is not in america's best interest. not because iran isn't living up to the letter of the agreement but because the deal itself is fatally flawed. mr. trump is also expected to argue that iran's bad behavior outside the agreement violates the spirit of of this agreement

>> our fox5 college tour continues this morning we're on the campus of howard university. the historic howard university i should say. and our crew is also out there. we're talking about tucker barnes and allison seymour and holly morris. good morning to the three of y you. >> or one of you. [ laughter ] >> is it me, mo, good morning to you. we're inside of the library here on the beautiful campus of howard university. and where i am specifically this morning is the moreland spin guard research center in the archivist the keeper of the record social security with me today. dr. clifford mews is the university archivist. good morning to you, sir. >> good morning. pleasure to have you here

of the ground that we're standing on. >> okay. the research center is considered one of the world's greatest depository for collecting records relating to people of african decent. we have three components here at the research center. we have general library which is typical library except we specialize in collecting publications by people of color on people of color. we have a university archives which collects the official records of the university, and then we have the manuscript division which collects the records of organizations and individuals. the research center has three significant dates if you look at its general history. the first collection that came to the university in 1914 was the jesse mooreland collection. jesse mooreland was prominent official in the ymca movement. he was alumnus of the university

board of trustees. he donated his book collection, paper collection in 1914. the second significant data is 1946 when arthur spin guard who was a, um, president of na. cp and prominent bib leo file sold his book and paper collection to the university. this was the spin guard collection. so you get the name mooreland spingar den from these two individuals and this was the foundation for the beginning of the research center. it was a special collection the mooreland spinning guard collection was special collection in the university library system until 1973. at that time president james cheek felt that the university needed a more formalized research center which would allow the university to broaden its scope in collecting records relating to people of color, to improve services for

the university, to have a more major impact on scholarly research at the university, and also to enable individuals to come and find records that were assist them in researching the history of people of color. >> so, dr. mews on typical day or typical week here inside the research center, what might go on? people coming in. graduate students. doctoral students? >> we have research chers coming from all over the world. specifically we encourage the students of the university to come in utilize the research center. i'm two-time graduate of the university and so i've used the resources here when i was a student. they can be used for almost research any topic. we also have research cher who's come from around the world. people who use the materials to wright books to, wright articles. we have people coming from media to,ing. >> like us? >> like you. >> some of t

broke which is like most of the america in terms of paying for college education. and you really preach to building a relationship with the financial office which i think a lot of times people don't think about. >> y it's important to build a relationship with the financial aid office as you'll be able to understand the services, programs, scholarships as well as different payment memorial day that are available. additionally it will ensure that you commit all your documentation on time. >> how do you even start to do that does that have to be the college of your choice because i know that maybe you're looking at three colleges or universities. so how do you really put that into practice? >> well it's important to make sure that you're following up with all the different institutions financial aid office if you really want to go to those schools. as this will allow to you unthe true cost of attendance to unthis is financially feasible for you and your familiarly. >> okay. >> all right. >> so here's the thing. you always hear those stories of there were this many grants or loans or, you know, scholarships that went unclaimed. >> right. >> yes. $100 million last year in scholarship money

>> really important with the reality of things that are going on in the world. there's just not enough people to really help in all of the different avenues and areas that we need and here at howard we pride ourselves in truth and service and so it's a very important component for students before they even start classes to begin to understand the concept of service and owing able to be the first responder when issues are happening within their own families, communities and across the world. >> you know what i love, the motto for howard is truth and service. i love the fact that you're letting kids know that it's not just a saying, it's an act. >> it is. it's something that you need to take, and you have been integral what's called the inside out exchange program. explain a little bit about that. >> the inside out model initiated at temple university by a woman by the name of laura pom upon an idea where you go into correctional facilities and you teach a class. it's not about research. it's not about finding out and picking what's going on

really looking at mass incarceration from both sides and humanizing individuals to be able to understand different perspectives in order to see how you could actually work together to make this world a better place. here at howard, we've had more than eight classes that have gone into the federal bureau of prisons, um, into the dc jail and also into the juvenile detention facility where half of the students are incarcerated and the other half are metriculated at the university. and we talk about the issues and concerns where children of ins cars rated parents are affected, communities are affected, how do we reduce recidivism together without looking a other individuals or ostracizing them it's a unique model and it has tremendous effect on the students. >> what do the students get out of your programs and specifically this program? >> the students really get to understand and learn what they want to do and what role they want to play. in life we're giving a lot of class

theaters including marshall as well as -- i'm sorry the foreigner and professor mars ton and the went women a lot of films opening up. >> which one should we go see. marshall i think is the one made me crowd pleaser of the weekend really interesting film. chadwick boseman played three real life -- mull pell characters over the years he played jackie robinson in 42. he was james brown now he's playing thurgood marshall the first african-american supreme court justice many years prior he takes on case with sam friedman played by josh gad you see sterling k brown sitting there he is from this is us accused of rape by kate hudson's character, and mr. marshall from the naacp comes in to help defend him during the case. it's a phenomenal film from an acting standpoint boseman does a great job in this role. i think he really commands such an incredible presence on sc screen. a confidence almost like a super hero. thurgood marshall really was

for us as a private institution attracting the citizens we are attracting because you have a high academic achieving student coming from circumstance where their economics aren't the best. what we've been trying to do is make sure we give need based aid we really been pushing for students and their parents to fill out their fafsa financial aid forms early, the obama administration moved that deadline up so it's closer and more closely aligned with the early decision application and so we're using that to really leverage. we're encouraging donors to support student scholarships because of what our students are doing and trying to discourage students of taking out too many loans unnecessarily. we're really try to give more institutional grants and aid as well and that has been working very well. >> how is the endowment for howard? >> the end do you mean is actually the largest amount we received about $730 million. >> is that a true number. >> that is absolutely true number.
