is the fact that you get people from both sides of the aisle working together on something for once, whether you agree or disagree with the move here, it's good to see people putting parties aside and saying we have to work something because you see by the skin -- i'm trying to think of the right terminology here. we saw how close that vote failed. >> right. and here we are again . the lesson learned after that was let's work together on something. let's hope that's what they're doing. ronica cleary is live on this story. >>reporter: of look the intro, love the points about bipartisan . it wasn't the close ness of the vote, it was the unexpected announcement from the white house that said he we are not making these csr payments anymore, those are the payments that the executive branch used to make previously under the obama administration to basically help insurance companies pay for the cost of those insurance plans that they were providing to low income consumersment a little l background that the trump administration used to defend

this, a federal judge basically ruled those payments illegal. they're technically not supposed to come from the executive branch. they are supposed to come from the senate and the house. that's who is supposed to decide to make those payments . so basically president trump said, look, this isn't ours to do, but of the quoars that falls in line with conservative principles. if you you want on do this you you got to figure it out yourselves inside the house and the senate senator large audience mar alexander as you said in that intro, the president supported this and told senator alexander to make this deal with senator patty murphy, a democrat. they came up with this deal that they would fund these sr payments to insurance companies for the next two years. they believe that this would stabilize the market today in the rose garden the president was asked about this. take a listen. obamacare is a disaster t. it's virtually dead as far

really is dead and i predicted that a long time ago. it's a concept thats do nt work and we are very close. we feel we have the votes and as soon as we're finished with taxes, john, we really peel we have the votes to get block grants into the states where the states could much better manage this money and much better take care of the people. now the president called this a short-term solution and really it is. it's just for two years. he says that he believes hat long-term solution is block grants. but the bigger question is, you know , will the rest of the senate choose to come together in bipartisanship or the house even hear this proposed idea of funding these csr payments for the next two years? it's great that we've got some bipartisan ship. whether or not you agree it with. it's good to see people working together across the aisle, but it will it actually get the votes to havment that is something we'll have to wait and see. back to

wage margins he has seen a precipitous drop, to percent or more. overall t if you you look at his numbers, his disapproval is way over 50 for the country. i think a lot of this is tied into what you were discussing, the campaign promises. the campaign promise to repeal and replace, the campaign promise of saying he was going to do \tax\tacks reform and instead he's doing tax cuts. this seems secondary to the feudz he's having with bob corker and john mccain. i think a lot of people are kind of drifting away from him. i will play devil's advocate for the moment. the president will say wait, you're righting to say i'm not getting things finished. i've got neil gor itch through. let's talk about the pipeline, let's talk about the executive orders that he put in place, the ones he did last week as they relate to obamacare. he'll say he's had victories. i think on gor itch he would hey a good point, but

legislative ageneral disa, if you're talking about what the congress, remember, you've got a republican house and a republican majority in the senate, the slate is pretty much cleanment it's almost like what happened. i think that's what people are looking at. in addition i think all of the feudz, the kinds of hostility between the president and members of his own party and specific the speaker of the house paul ryan and earlier this week he thyroid to have some kind of talk with mitchell mcconnell. his top lieutenant is out there promising to fellow republicans with even more populous, more conservative candidates has made a lot of republicans in the congress sort of leery, uncomfortable with this president. that's why i think that closeness that we saw initially where they thought he's the president, he won the white house. we didn't know if he was going to be able to do that. now we

through. a lot of that has turned out to be dispointment. would you say there is a problem with trust between the republican majority and the white house because of that, because of steve bannon, because of some other things along the way? >> i would absolutely know this this is what you hear from republicans on capital hill. senator mcconnell went up to the white house this week and tried to say, you know what, on a mag mattic basis it's good for us to get something done. they need some kind of victory around tax ruts. although the president had promised tax reform. not as popular, but nonetheless that would allow him to say i got something done. we may see some kind of pragmatic deal making taking place, but forth moment it's the arguments betweenetween could go on. he's been at it with rand paul. those are fellow republicans. >> yeah. >> juan williams, it is great to ive that you on the show. we just got t
