people being too sensitive. the kroars i over halloween decorations at a charles county home. the news at ten starts right now. we begin tonight with breaking news out of northwest d.c. police are right now on the scene of a death investigation near 23 and p streets. according to investigators a bodies was found in a wooded area around eight:30 . there is no word on the perp's identity nor the cause of death. we are monitoring l developments and keep you upgraded. we are also following news out of mupt, an apartment fire in silver springs . crews responded to the four-story building near flower avenue. corey is live on the scene tonight. do we know what happened. happened. we don't have details on exactly what caused that fire, but we do know that the flames are under control. let me give you a look , many personnel on the scene. many personnel responded to this two

a four story apartment billing. you can see that the act a tift is still continuing tonight as crews begin mop up and begin their investigation as to what could have caused this. this is a very heavily populated area with many different apartment buildings and many people are outside. they have been evacuated from their building this evening. i'm told that there were initial reports, initial concerns that there may be people trapped in a building, in this building, but now we're told that one person has been treated by ems and they have been taken to the hospital, but other than that it seems that everybody is okay, which is good news there. we're actually joined now by montgomery county fire sceef. tell us what happened tonight and kind of walk us through this process tonight. >>reporter: just before 9:00 we received 911 calls for an apartment building in manchester road, tyler area. the crews arrived to find f

the first floor and extending on what appeared to be upwards through and including the roof. it appears that thats was limit ed extension on the exterior with not much extension on the interior. crews went to an aggressive work, knocked the fire down on the first floor, checked on the upper levels and found a little bit of an extension on the roof and we're still as you identified doing a mopup as well as investigative work and undetermined at the point today how many residents or apartments may be affected. that information is being worked on with our health and human services partners on the scene. now with that investigation it is so new, but any initial indication of what could have caused this? a. not yet at this point. we did interview one victim that was taken to the hospital with burns in moderate condition. that information is being used as never ' walking in and out of the building looking at the bill ing itself. >> crews were able to get everybody

good look at this guy. it may look like he is pulling up to vacuum his car, but this man has stolen more than $200,000 from the k-9 operated vacuum machines . man ear operateds vacuum machines all over the city and has provided this video of the thieve in action. he use s power tools to break into the machines and steal up to $600 at once from one machine. we aren't naming the suspect because he hasn't been charged for these most recent crimes. but meniere says he's called officers, but they arrived too late in. it has taken a toll on meniere and his business partners financially and he emotionally. i have a family to feed. they nt work. i'm the only one working in thes house. if i keep running after police or district attorney or

nobody is going to bring food to my kids. i have to do he it myself. i talked with the state 's attorney's office here in prince george's county. they confirmed that this suspect has been charged before with these kinds of. about you they say they could not move forward because they didn't have evidence particularly, that video surveillance that you you just saw. they say that the business owner didn't provide it to them. i checked with him he says that they did accepted it to him, but they got back and said they hadn't received it and and at that point said it was too late to proceed with the case. the state's attorney's office tells me if they get that video they are he ' likely to re open these case he. live in and over hills, evan lambert. >> campus police the at howard university are trying to get to the bottom of what caused a major scare at the school today reports started circulating this afternoon that there was an active shooter on campus. police responded to campus quickly. they evacuated a few buildings and conducted a

initial report was wrong. we're going to do a real good investigation because this is only the beginning. we have found no evidence, no witnesses nothing that supports that there was shooting on our campus at any location. police say they are trying to determine who, if anyone, filed the false report. that person could face charges. some dramatic video tonight from sky foxment take a look, investigators are still trying to figure out what caused a tractor-trailer to over turn in springfield. it happened early this morning along 95 south on the off ramp to route 644. the incident caused that ramp to be shut down for quite some i am too. it caused major delays for computers. fortunately we're told no one was hurt. well, it is all clear tonight, but earlier today the secret service arrested a person for trying to jump over a concrete barrier outside the white house. it happened around nine:30 on e street northwest. police were called in to investigate a

almost all he knows. his father once also an officer in the very county where stew within ski was born. i appreciate you being out herement like all jurisdictions the job comes with crime. a spait of violent over the summer had the community feerk there was a spike in violence, a notion the chief is quick to dispel. we saw robber ies go up. in july, 12 homicides hamming in 11 days. i think we need to take measured and temporary action that will quell this dynamic. so he we did that for ten days and the result, as i stand here today is that violent crime in this county today is down 5 percent over last year. for ten days across the yowrnghts the men and women of the prince george's county police department work 12 -hour shifts. as of today, homicides in the county are also down. there have been 67 homicides in 2017, seven less than last year. the

significant rain heading our way with a strong front that will drop us back into more october chill. here's where we're looking at the frost advisories tonight. these really are expansive. including the district and prince george's county to charles and st. mary's county to mid 30s. in the city centers you're probably not going to get that cold. if you live near water you you notice the west side of the bay is not in that advisory. everybody else is, shenandoah you've got a freeze warning. temperatures there may drop to 32-degrees and that may end your growing season . if you want to protect your plants you you need to bring them in or cover them up. forty-one for winchester, 40 in culpeper. i don't see anyone in the 30s yet. but it probably won't that he too much longer. interestingly we're even cooler than we were last night. we're running some four to as many asinine degrees cooler. i do think we'll be pretty much in the same territory, maybe a degree or two
