suspect we we know know being being. being.(10517fox510.ecl) being.(10517fox510.ecl) :::test test test test test test k350r on :::test test test test test test test test test test test right t now there are reports of six people dead and seven others injured. this is not too far away from the world trade center and the memorial along the west side highway. corey coffin is in. >>reporter: we know that the fbi is now involved in this investigation. this is a suspected act of terror he according to the new york police definitely right around to three officers reported to reports of a shooting just north blocks of the world trade center site and memorial. they saw a vehicle drive down a popular path know ing down pedestrians and cyclists along the path at that time. the truck then collided with the school bus. one witness described the cheh as off the man driving the truck got out of his vehicle. he look ed frustrated, panicked, could be fused. from there a whole punch of customers running past me. a whole punch of people running past me we know that was a fake gun and responding officers shot that suspect. we know he is being. in the news room for us. our team coverage continuing of the deadly ataj in new york. joining us on the phone, ammet tal a, terrorism scholar at george mason university. let's start off, i know of that the de tails are very fluid right now . there is the independent quaition that this is being treated as a terror-related incident. takes us through what you know so far and what you're observing from the coverage.

investigators can talk to him at this point, what is it you think -- how would they be approaching the suspect? what would they be asking? what would they be saying? what would be the critical thing they would need to be doing at this point? >> i think this suspect is at the low level if he is indeed a terrorist, a low level terrorist or basically someone who is a loan wolfe inspired by the is he why is media presence or social media activities. so the at this point it looks like he doesn't have much connections with the larger network based on what i am seeing on the tv and what i'm reading. i know there's at the delineation between what isis is directed and isis inspired and from what you're saying here it sounds like the indications early on, we only want to stress again we don't have a long of information but we're judging on what you're seeing far. this wou

in the vein of isis inspired. >> yes, looks like. as far as i understand, if there is a cell in the united states or in new york, if isis is managing or directing this style, this attack would be more professional. the truck that was used was apparently a pickup truck, but when we talk about truck incidents, it reminded me of the attack in knees last summer where you had that large white vehicle plowing down onto the prom need in knees killing something like 80-some people there. a much smaller scale, but similar technique. definitely and it all depends on the circumstances and the re sources the attack could have. right now it's very earl why i to speculate. explain to me, you were talking about isis inspired, social media, low level, that's what you look at when you're trying to put a picture together of who this suspect is. is this something that is becoming more and more

investigators to prevent and stop before it happens? how much more difficult has that gotten over time as these loan wolf people start to quairy these things out more and more? for the enforcement intelligence agencies, the best way to reach out to those terrorists and to prevent attacks is looking a at the networks, looking at their connection and all those connections of their interactions to reveal the cell networks and the people who could be carrying attacks. then it comes to loan people who are being you inspired with ongoing activities of this terrorist organization, it becomes difficult for the law enforcement and intelligence agencies to figure out who is out there being affected, the terrorist propaganda on the social media and will act based on that propaganda. so it becomes very problematic for the police when it comes to counter ing these threats. l

here as we look at everything un folding once again and you talk about, okay, it's a rented truck taken from a home improvement store, so clearly, you know, there's a trail, you would imagine so, he would be easily identified. he was taken in alive which doesn't seem to be the norm at modus operandi when it comes to terror attacks, but i would imagine as they continue to look at this, now you have to peel back the other layers and see where the directions may have come from, who influenced him and what his world view is? >> definitely. in most cases there are connections and it is a must h we have to look at the connections of this person, but these attacks are considered suicide attacks. >> right. noon the isis manual, actually it was described as a suicide attack as well. this person most probably did not plan to take you alive. so

the computers and more importantly customers' personal tax records on the treat. paul wagner standing by with more. >>reporter: hey, guys, i'll outside speed disi tax service here on h street northeast. this is what's left of it or really what's left of what the u s marshal has put out here about tenment. thirty this morning. lots of people have come through here. they've picked through itment they have picked up computers according to witnesses. they've taken tables . they've taken a number of items that has been left out on the sidewalk. when they were looking lieu it they found out there were box after box after box of tax records, people's personal tax records. they were in boxes like this. they were in envelopes like this and right on the front was a name and a social security number. we saw 20 boxes at least. now there was some good citizens from h street main street that saw this . they came over here with some of

loaded them up onto a doll i and they took them for safekeeping. let me show you what's going on right now. this is d.c. police they're here. they were called a little while ago. they were told about what was going onment they inspected the records. they saw what was going on. in can pennsylvania, they stopped the people from h street, main street, wanted to know what they were going to do with these records and when they found out they were taking them across the street they were okay with that we talked with a.m. war sa lamb he called us and the mayor's office and other places to get some kind of answers of why this would be put out onto the street like this. here's what he had to say a couple minutes ago. i called the irs and he didn't know who i should talk to. here you you you have here is nobody doing nothing. this should be as important as somebody dealing with credit cards. i feel for the people

information out here. there's boxes of this stuff. >> boxes, files of this stuff. people come pass and pick this stuff up. so what we understand now is the people from h street main street called the mayor's office, got some information that perhaps the dpw is going to come over and grab these records , possibly put them in a truck and take them and dispose of them in some way, hopefully of course to shred these records . here's a filing cabinet here. there's all sorts of furniture all along here a long h street. we did try and reach out to the people of speedy tax service, but every number we called was disis connected. we did make a call to the landlord at this point ment we've the not been able to get any information from the landlord. there was some person who went into the building a little while ago, but he said he was not the landlord the question was why would all& of this stuff be put out on the street to be picked through for hours at a time, possibly some of this

and mayor did i bass blast oh. members of my executive staff. we have sigh vance and members of the state police. first i just want to say that today there was a lost of innocent life in lower manhattanment the dead and injured were just going about their kays heading home from work or school and enjoying the afternoon sun. this is the greatest tragedy. i want to commend the response from nypd officer that was on post near the location who stopped the karn age moments after it began also the work of the first responders including the fire department and es personnel truly helped save additional lives. i'll give more of a chronology in a couple minutes, but right now i would like to introduce mayor did i blast ohio ment it's a very painful day in our city. a horrible tragedy on the west side. let m

clear based on the information that we have at this moment, this was an act of terror and a particularly cow adderly act of terror aimed at innocent civilians, aimed at people going about their lives who had no idea of what was about to hit them. at this moment, based on the information we have, we know of eight innocent people who have lost their lives and over a cuss more injured. we know that this action was intended to break our spirit, but we also know new yorkers are strong. new yorkers are resilient and our spirit will never be moved by an act of violence and an act meant to intimidate us. we have been tested before as a city very near the site of today's tragedy and new yorkers do not give in

kinds of actions. we'll respond as we always do. we will be un deterred and i want to thank everyone at the ny p pd, all our first responders for their extraordinary efforts in the midst of this tragedy starting with the officer who stopped this tragedy from beginning, all of the fire responders who came to the aid of those who were injured. investigation is underway to get all the facts and what we'll tell you today of course will be preliminary, but we know he we will get down to the bottom of what happened. i want to ask all new yorkers, all americans to keep the families of those lost in your thoughts and prayers. they will need our support and i want to ask all new yorkerss to be vigilant. we know it's

old exited the truck brandished two handguns. thes officer con fronted the suspect and shot him in the abdomenment the suspect was wounded and transported to a local hospital a paintball gun and a pellet gun were recovered at the scenement the subject's identity is not being release at this time pebd ing further investigation. at this point there are ate fatalities reported in connection with this incident. in addition several people have been injured and commissioner nie grel from our fire department will discuss that., thank you jim,s as the police commissioner said, six of the people died. they were pronounced at the scene between how son street and chambers street. they were all mails. two others were transported in traumatic arrest and were pronounced at the hospital. we also transported 11 people, all

a very wide outreach. we have just under 20,000 members in the private sector. after isisry me a magazine came out with the issue just about two years ago around this time of year suggesting car attacks. you'll recall one of the targets i suggested was the thanksgiving day parade. we went and did extensive outreach to the truck rental business. we visited over a 148 truck rental locations in this area. the obvious ones, you haul, rider, home depot, et cetera and talked about suspicious indicators, way s to come forward after attacks on the german christmas market after nece. we repoated those visits two more times either by making telephonic contact e-mail or going back to the places. the industry has had a high level of aair \wear\ware in on this

the nypd. are there any indication that the suspect was a loan wolf, perhaps radicalized here in america or any indications of a wider -- a. it's way too early to discuss that. this just happened two hours ago and a that's of course part of our investigation. was there any police activity on the scene. >> initially we thought it might have been, but it turned out not to be. are there residents in new york. >> it's all part of the investigation. some reports were that schools were under lock down, is there anything that people in the area should be aware of. >> no, this incident is over. it did end right by stiefs vent high school so we did have to make sure that all the kids were taken care of. we held them in place for a while and it was important that we do that. but this incident is over. david. l hold on.

the age of the suspect and then the victims. was there any indication earlier that there was a bomb or -- >> he's a 29 year old male and i'm not going to talk about the truck right now. can you confirm that the s suspect said al ak bar or anything to that effect and if so is that the only indication that this may be an act? >> you just heard it from new york city officials ate people dead in that attack. that goes up from six which was being reported from most of the afternoon. they have identified at least the age of the truck driver. it's a 29 year old, but no further information confirmed with that. they, of course were also mentioning expect to see more security enforces out and about, but reiterating that they do not see an ongoing threat at this point. they believe they have the person responsible for this. but again more security forces expected out and as sue mentionedded a little bit earlier there's the halloween parade that is scheduled for to

opponent ralph northam's policies supporting a man who is a child importantographer. you will be correct and we asked gillespie about that today and he said there's a big difference in the two ads. he said his ad is about an issue, that ad is about insults. my ads focus on policy differences between us. we have a l policy difference. so what is the right policy for restoration of rights in and do you you you draw a line or don't you in i would draw a line the at having a review of the most violent criminals before we put them on a path to having their gun rights restored. my opponent would not. opponent has spent a lot of time to trying to tie ed gillespie to the president, dlunld donald trump, even though gillespie is from a more moderate wing. gillespie told us he doesn't believe there is going to be a trump effect in this virginia racement in can pennsylvania, the bottom line is whoever is
