information. sarah, jim. >> tony, thanks. >> ♪ a retired navy veteran in custody charged with the kidnapping and murder of a teen. >> ashanti billie was found murdered. the fbi put together this time line around her disappearance. >> surveillance video shows at 4:48 on september 18th ashanti billie arrived to joint expeditionary base little creek in norfolk. at 5:3371 in light colored clothing was seen driving her car out of the base. at 5:44 residential surveillance video shows billie's car stopped at a construction dumpster. >> fast forward to september 23rd when her car was found parked in norfolk. inside the car her work shirt and pants with dirt and debris police say that is consistent with being removed while outside on the ground. witnesses recall sealing a car fitting the description pard

charlotte north carolina. fox5 is in norfolk with the family of ashanti billie and they say they still have many questions including why their daughter wasn't safe on a military base where she worked at a sandwich shop. >> matt ackland live at the joint expeditionary base little creek with more on the latest. matt what's the latest. >> reporter: ashes parents want to know why eric brown was simply allowed to just hang out here. he apparently was here all the time. he didn't have a fixed address here. tonight he is not here. instead he's at a nearby jail. tony and brandy billie were given the keys to ashanti's mini cooper. it was found abandoned many days after she went missing. her parents covered in dirt were found inside the car. >> the day she got the car she pulled up in front of my apartment complex and got out and just started dancing. >> reporter: inside the norfolk fbi office the

today but didn't get enough answer including how her daughter was killed where it happened or how eric brown was able to allegedly kidnap and kill ashanti. >> there's no official cause ocauseof death yet. that's what we wanted to know what was the cause of death but nothing. >> i was like complete answers so i can -- for myself. >> reporter: tony billie said investigators told him eric brown was immediately on the radar after they interviewed people at ashanti's work who told them about brown. brown was arrested on unrelated charges and as he was locked up officials worked on dna evidence which they say linked brown to ashanti. >> it's sickening 'cause looking at him i don't even see a person. i see an animal. i don't see a real person. i see someone who is just evil, just evil and sick. >> reporter: as far as punishment for brown, tony billie made it clear. he wants brown to pay for the crime with

>> your life so that way you can be judged, you know, by the almighty god. >> reporter: so, you want his, is that what you were saying. >> yes, his life so for him to be judged. i don't -- i don't feel that -- that he deserves the opportunity to be here. >> reporter: tony billie also believes that his daughter was sexually assaulted, the reason why is that her pants had been removed but he told me today that federal authorities would not confirm that. so, what happens next? well, brown will be here in court in federal court. there's a bond hearing next tuesday. he will stay here to face the federal charges of kidnapping here in the norfolk area. once that process is complete, he will go to north carolina where he is facing murder charges there. for now live in norfolk, tonight, matt ackland fox5 local news. >> ♪ >> big story developing a report from the

post alleging republican alabama senate candidate roy moore pursued a sexual relationship with a 14-year-old girl when he was 32 years old. moore strongly denies the story. >> fox5's evan lambert is on the story and we'll break down the allegations. >> reporter: the post story directly the quotes lee could havkorfman who is 53. moore was an assistant district attorney. she alleges moore took him to his home in the woods on multiple occasions on the second visit taking off her shirt and pants and touching her over her underwear. she says moore guided her hand to his underwear before she got dressed and asked moore to take her home. the allegations come in the final stretch of moore's campaign against democrat doug jones. the election is on december 12. several gop senators are called on moore to step aside if the allegations are true including majority leader mitch mcconnell and

senator richard shelby. >> well, i don't know -- it's a devastating nasty story if the revelations -- if that's true, i don't believe there would be anyplace for him in the u.s. senate. >> reporter: moore's campaign responded to the post story calling the allegations baseless and false. his campaign chairman said "national liberal organizations know their chosen candidate doug jones is in a death spiral and this is their last ditch hail mary. ." the post interviewed three other women teens at the time who said moore pursued relationships with them when moore was in his 30's. moore has called the charges false and a desperate political attack. >> ♪

>> the star spangled banner has been the focal point of a national controversy. now there's a new fight to replace it. the naacp in california is calling for the anthem to be changed. fox5's tom fitzgerald in baltimore tonight with more on this. fitz. >> reporter: hey, jim, good evening from baltimore. you know, it was only a couple of miles away from this spot where we're at right now that francis scott key wrote the star spangled banner, so we wanted to know about the history. how did this song that we all know so well become the national anthem. so, we went to fort mchenry, we talked to the national park service. turns out it's only been the national anthem since just before world war ii. >> march third 1931 and it was really overwhelming popular support that pushed it over the edge 'cause there was debate in the 1920's both in congress and among

populist. >> reporter: this is the spot where it all took place, fort mchenry in baltimore. francis scott key from georgetown in d.c. he watched american forces fight back the british in the war of 1812. now, the lyric that the naacp in california is objecting to is one of the least known. yes, it exists. it's hardly ever sung. it is this line, it says, "no refuge could save the hire ling and slave from terror or flight or gloom of the gray." well, those references slaves, flight, grays, naacp in california says that is racist and that is reason enough in their opinion to get rid of the star spangled banner as our national anthem. here in baltimore the city that gave birth to the star spangled banner, well, people are far from united as we heard as to whether or not our national anthem should be

retired. >> there are suggested messages in it and a lot of it is upturning to certain people. change, it now would be nothing but a distraction. >> i think it's part of our history. i don't think that we need to necessarily change history. we need to learn from the history. >> everybody should get together decide what should be in it and what shouldn't be in it and then come together and have common ground on it. >> i'm more of a traditionalist and i would be in favor of keeping the star spangled banner as our national anthem. >> reporter: lots of differing opinions on this one. we should tell you that in order to change the national anthem the naacp in california would have to get a member of congress to sponsor that. so far they do not have one. we should also tell you we reached out to the national naacp whose headquarters are here in baltimore. they did not get back to us. we're live here tonight in baltimore, tom fitzgerald, fox5 local news. >> up next, maryland's governor isn

allegations. >> to a story we first told you about here on fox5. allegations of grade manipulation in prince george's county public schools and now a grade audit showing students not meeting graduation requirements in the county. >> today some parents and teachers weighed in on the audit in front of board members and fox5's kristyn leon was there. she's at the school administration offices with more on this. hi, kristyn. >> reporter: hi, sarah and jim. for the first time we heard from parents today, parents and teachers who got to weigh in on this issue in front of the board today. the whole grade audit and again, allegations of grade manipulation in this case. and they spoke and we'll hear from them in just a bit. and meanwhile, board members are also encouraging parents and teachers who may have missed today's meeting, this afternoon's meeting to come here to the school administration building tonight for a public forum, again, to express and vocalize their concerns here in this case. meanwhile, fox5 also caught up with governor larry hogan about this exact

also whether or not school officials should be held more accountable in this case and also whether they've been transparent throughout this entire process here. here's more on what he had to say. >> i was frankly not only outraged at the report findings but i was somewhat outraged at the response, again, by prince george's county who school doesn't seem to want to take it seriously aren't the response was, well, maybe 5500 people may have had errors with their grades, but we think it's just clerical errors and crossing t's and dotting i's. i think it's much more serious and they better start taking it more seriously. >> reporter: as we mentioned here, we also caught up with some board members and parents today about the grade audit. and their thoughts on governor hogan's stance in this case. and this is what they told us. >> i do have a concern and that is if we can't be honest about what's in the report, if we're only clinging on t

preserve our jobs, then how can we as the public have confidence that you have integrity to fix what's in the report? i'm also hearing from constituents that say if the top administration did not know this was taking place, that is a larger problem. i mean, how could you have so many graduates not meeting core requirements and no one at the top knowing anything about it? >> it's really unfortunate that the governor is making those comments at this time in particular and this year considering that we have not heard from the governor, no one has spoken with the governor. we would like to provide him with the information if he's interested because we've already started making changes. >> i want my kids to have a quality education. i don't want them to be just passed over and thrown out because if we don't give the kids the equipment that they need, the next place for them is jail. >> reporter: so, we asked the school board about what changes will be made in the

chicago has dropped to 38 degrees, minneapolis, 20, fargo 16, international falls 11. this cold air coming across the great lakes has started to produce that lake effect snow as well and tonight we have some freeze warnings for areas where there still may be a little bit of growing going on. tonight's not terrible. we drop to about 32 degrees but there's a freeze watch in effect for many more areas tomorrow night and that's because everybody is heading below the 32-degree mark into the 20's and maybe some teens friday night into saturday morning for sure. the coldest temperatures we've seen so far this season. so, we want to show you what wind chill temperatures are going to look like as we go forward in time and again, this went a little too far. i wonder if i can go back with it. i want to see if i can back that up just a little bit because that was supposed to start on thursday night. i want you to see how cold it's going to be getting. it's still jumping ahead. i'm just going to tell you that wind chills are going to be in the 20's tomorrow morning. i just tweeted a picture of it. check that

we're very concerned that as we go through the day friday, 7:00 a.m. temperatures in the 20's, some teens. this is not the air temperature but how it will feel. not only are we going to see that very big cold blast coming through with gusts of wind close to 30 miles an hour. by noon we're still in the upper 20's with the wind chill temperature and even by 6 o'clock we've got upper 20's to low 30's so bottom line, friday and saturday big chill rolling into town. it will be windier on friday than it will be on saturday. but widespread very hard and deep freeze expected tomorrow night. jim and sarah i hope i gave you enough warning in game show fashion. >> ♪ >> and we are continuing to follow breaking news out of district right now. >> a teenaged boy shot near ballou high school. marina marraco just got on scene. give us the latest. >> reporter: jim, sarah we're just confirming the teen shot is a 16-year-old. now, we're waiting for word if, in fact he's a student at ballou high school. the high school is two blocks from the shooting here in congress heights in southeast and i want to show you mayor bowser just arrived on scene. she's being briefed by top brass from metropolitan police department. we have not seen the police chief here on the scene. now, according to police sources, this juvenile was transported

center. he was still alive but was unconscious. he was shot one time in the stomach and according to those police sources this was part of a drive by. again, this happened just before 4 o'clock. you see mayor bowser here on the scene. she is expected to brief the media here shortly and i want to show you just how close we are here to a fire engine just across the way, you've got engine 25. that was a fire truck that transported the juvenile to george washington hospital. a trauma one center. we're waiting for information about this shooting in southeast. and this is just another of these shootings that's happening here in the district in the last couple days. since sunday there have been three homicides, one homicide each day. another shooting here. at this point this is a homicide investigation. however, we believe that teenager still alive at the hospital undergoing surgery. as soon as we get the latest here from mayor bowser of course we'll pass it along to you guys. >> all right, marina marraco

no word on a motive. also a judge denied bond for the silver spring man who called police to admit to killing his fiancé. anthony strong called 911 tuesday morning after he allegedly got into an argument with his fiancee shonya blackwell. he's facing charges for first degree murder. if convicted he face life in prison much. he's due back in court next month. >> a d.c. woman charged with throwing a cup of urine at a metrobus driver sentenced to five months in jail. after several failed attempts to show up in court, opal brown eventually pled guilty to the misdemeanor assault charges. >> ♪ >> >> over two months since presid

program. >> students from the region and dreamers across the country gathered for a call to a permanent solution before the end of the year. fox5 political reporter ronica cleary live on the hill. >> reporter: students from our region, they joined these protests today. they are demanding what they are calling the passage of a clean dream act. they want it before the end of the year. now, students from schools from maryland and the district, they walked out of school this morning as part of this protest. now, they were joined by dreamers or daca recipients from across the country at the protest. now, organizers, they estimate anywhere from a thousand toughen hundred students participated in today's protest. now, they ended here at the capitol. that wasn't where they initially planned to end. but word spread through the protest as they were marching through the district of remarks that speaker ryan made

finding a daca solution. take a listen. >> we have until i believe march is -- is the deadline we hve with the president so i don't think there's really any need to have artificial deadlines within the one we already have. having said that though our members are having lots of conversations. we have a working group on this issue and that working group is now going to spread out and start talking to the broader conference. i met with members of the senate who are also forming their own working group. so many active discussions are under way with our members about how the daca solution could occur but i don't think we should put artificial deadlines in front of the one we already have. >> reporter: speaker ryan's emphasis on a deadline of march, which is within that six-month window that the president gave congress to find a solution. that is what set off the protesters. they were originally planned to end at upper senate park. they rerouted here to the united states capitol to directly call on speaker ryan. they were calling him a coward. th

come out and meet them in person. speaker ryan did not do that but they were sharing stories and wanting to get that message directly to him of the time line that they would like to see immediacy or before the end of the year. now, we spoke with a handful of dreamers today about this issue, about the problems associated with daca and what they would like to see happen. take a listen. >> we all knew it was temporary and that was our biggest issue with it but when you fight for something rather, that is going to protect you even for two years at a time, i think when you -- when you get that, you just kind of want to believe that you're going to be able to hold onto that and from there fight on. >> these are good people. most of us have clean records. our parents raised us in such a way they want to further our education that way we can have better opportunities. >> immigrants and youth all over the country and here in d.c., the dmv area are pissed, they're mad, they'

"blind sided by the attack. ." if convicted boucher faces up to a year of jail time. he's due back in court later this month. the texas church where more than two dozen people were killed will soon be torn down. pastor frank pomeroy said it would be too painful top continue to use first baptist church as a place of worship but he did express hope he could turn the site into a memorial and put up a new building on the property where he owns. 26 people were killed in the massacre, eight of them children, one of them pomeroy's daughter, 11 others are still being treated at the hospital. meanwhile the governor of texas has declared sunday as a statewide day of prayer. >> who responded to the ultimate call of their nobel profession and executed their charge with exemplary courage. their rapid response to a cowardly attack upon the republican baseball team which was dangerously exposed t on a quiet neighborhood ball field. shooting at a congressional baseball practice in june received a special honor today. they were presented with the medal of honor at the u.s. capitol. witnesses say the situation would have been much worse back in june if the u.s. capitol police and alexandria police department didn't engage the shooter in a gun fight eventually killing him. majority whip steve scalise who was shot was awarded the medal of merit for his courage under fire. we appreciate talking with them. the one thing that the second graders were very aware of was that the cold was coming as advertised all week long. it is going to be very chilly beginning tomorrow and really lasting through the first half of the weekend. so, colder air is moving in tonight. it will become breezy as those clouds clear out, getting towards tomorrow morning, very windy so not only will it be well below normal when it comes to our temperatures but with the wind blowing it's not going to feel any warmer than probably the mid 30's at any point during the day. widespread hard freeze still in the forecast for saturday morning. we've got a freeze warning north and west. that's for tonight. everyone under a freeze watch as the growing season will come to an end after saturday morning. temperatures do moderate by sunday. that looks a little better for the redskins game sunday afternoon. temperatures right now not so bad. it's 56 in washington, 55 in annapolis, 54 in baltimore. 95 in south. we got a little milder compared to north and west where they have been stuck in the 40's. 48 frederick, 49 at dulles. further north and west here's a preview of what's

41 in detroit, 38 chicago. a very winter-like day for them. that cold air is on the move. it's crossing the ohio valley into the midatlantic overnight. you can actually seal its movement as you watch satellite and radar. getting down wind into toronto, probably places like buffalo erie cleveland they'll start to see lake effect snow showers through the weekend as the northwest winds howl. we had showers this morning. right now just a sprinkle or two out there. those showers moved out. we've basically just seen overcast skies with a few peeks of sunshine through the afternoon. we'll see those clouds diminish rapidly as we get into the overnight. that's because high pressure is building in. we've got that warm -- no the warm. we have that wind out of the north which is anything but warm. normal high temperatures still in the low 60's for this time of year but we are talking about the low to mid 40's for tomorrow. so, your air temperatures are near 20 degrees below normal. and again, with that wind it's only going to feel colder. so, future temperatures here's where we start out at

stop tomorrow morning. notice where the hard freeze is frederick county upper montgomery county carroll and howard counties near baltimore, you're a little bit colder with those freezing temperatures but upper 30's there along 95. the warmest it's going to get a probably mid 40's for any of us tomorrow but it will feel like it's in the mid 30's all day and then saturday morning hopefully not up as early because as you step outside it is frigid with temperatures below 30 degrees for just about everyone. that 28 in d.c. will come close to a record low of 26 degrees for november 11th at reagan national. here's the weekend forecast. after that frigid start on saturday, 43 with just some late afternoon clouds. by the way, tomorrow is still nice and sunny despite it being so cold and for sunday, the high of 50 but kickoff for the redskins 48 degrees. so, very cold the next couple of days. we see that moderation begin sunday. few showers monday. few showers wednesday. temperatures while still below normal are at least getting closer to with highs returning to the 50's some of that

start to the weekend, cold for veterans day on saturday. jim and sarah. >> all right. thank you caitlin. tonight a d.c. hockey school -- school hockey team remembering a former classmate who was killed in a car crash. >> for the third straight year the gonzaga hockey team is honoring dominic petty. he was a freshman when he died in 2014. tonight's game will raise money for a scholarship fund in his name. >> brody logan live where they're getting that game going. hey, brody. >> reporter: hey, jim. they actually just finished the game. the gonzaga hockey team dropped the puck on their season tonight a little inner squad scrimmage but there's nothing little about the impact it has. it's for dom petty. he died just three years ago, far too young mentioned as a freshman and i've talked to some people on this team and they say the ones that knew him say that he would seek them out, no matter who it was on the team, how good they were, he'd seek them o

them, that's the kind of person that dom was and today's event is in honor of him and it's to raise money for a scholarship so that other students who are deserving would have a chance to go to gonzaga high school. they've already raised over $250,000 in just the three years this event has been going on. now, when the first year that they held this, it was a bit of a somber event but as the years have gone on they've turned it more from a somber event to more of a celeb celebration. >> three years ago on the first year anniversary it was somber but it's become more of a celebration because we see how much dom lives through all of us and how much his spirit continues which is absolutely incredible. >> this event embodies everything that gonzaga is about, everything that gonzaga hockey is about. it's about brotherhood, it's about family. it's been three years since dom passed away. we're still here, celebrating him remembering his life and i think this is exactly what gonzaga is really just all about. this is the embodiment of

we've now confirmed that teenager is 17 years old and is a ballou high school student. you'll see the scene here roughly two blocks south of the school here on congress heights, and the mayor saying that it seems like there was some sort of dispute between this teenager and the suspects and that's when fires rang out. now, apparently that teenager was only shot once butt was a difficult shot right to t om teenager transported in critical condition and that is why homicide detectives are now on the scene. but at the same time, police now looking for the suspects. >> very early in the investigation but we do know that he was on the street. there was some type of argument that took place that ultimately resulted in the shooting. at this point we are looking for anyone in the area who may have observed individuals in the area occupying a black vehicle. we're unsure if it's two door or four door but with dark windows occupied by
