blane street here in this northeast neighborhood. we're told the reserve spot has remained unused since the homeowner's death. the reason why this is important. the reason why this is an issue is emma and lawrence rivers who live steps away had their request for a handicapped parking permit denied by district's department of transportation. ddot denied the request citing there's plane of street parking and a spot out back ignoring the staircase that the rivers have to navigate to get inside the home, emma 84 and her husband is 88. ddot apparently ignored there's an available reserved handicap spot across the street. >> to say there was a number of folks that have become deceased over the last two years when this process for them began. and in this time frame, there's been no follow-up from ddot t

put an end to think brody logan live on the national mall, not for vocally bag, flag football, he's there to put the hand down on this. >> reporter: it's little too cold for beach volleyball unfortunately. here on the mall. it's one of the best things about living in the district. it get to play sports in the shadow of these monuments. look how beautiful the washington monument looks tonight. if the proposal goes through for the park service, you won't be able to play sports here or potentially anywhere on the mall unless you pay a fee. here's the proposal from the national park service. it's going to be $70 to be able to have a registration to play sports anywhere on the mall or at rock creek park for two hours. then it will be $30 plus a registration fee for each hour that you want to do so. previously, it was as cheap as $7 to be able to have a permit, to play on these grounds. now, the national park service says, they've spent a lot of money in upkeep when these teams come out here,

wearing cleats, they're telling up the grass, leaving their mark here and they've had to close everything around the monument so they could fix the turf, i've played in different leagues and it's one of the coolest things, you get to share pictures and say i'm playing kick ball with the monument in the background. anywhere on these grounds around the washington monument specifically through 2018, no more sports will be played with your permit or not. so this hasn't been enacted yet. the national park service is saying, starting potentially monday, they're taking comment from people and the public, so if you do not want this to happen, you can comment. i also reached out to different groups in the area, because they crews these grounds, part of the thing is they charge 90, $125 for a season for six to eight games, but they're only paying $7 a game to

salisbury up through dover, delaware and atlantic city new jersey, we've had freezing temperatures west of dulles but the growing season is already ended for them. this is considered a little bit early for dc to have the first freeze and actually very late for dulles to have their first freeze, which averages in mid october. so this is kind of unusual that they're witnessing this long at dulles. regardless it's 39 in washington right now, we're close to that freezing mark in westminster, 34, 37 frederick, 33 in martinsberg. we have had quite a gusty wind all day, starting to diminish a little bit but still north winds sustained at about ten to 15 miles an hour which is dropping that windchill into the 30's, we've had air temperatures steady falling throughout the day. it already feels like it's in the mid 20's for the northern western suburbs, 33 in dc and 31 in annapolis, despite this unprecedented cold. it was gorgeous, bright

fort meade about 12 miles northwest from where he ended up crashing. he was trying to return to the airport's at that time. he advised crews that his engine was losing rpm's, he had to make an emergency landing, amazingly he was able to successfully land the plane near an exit ramp for the exit off of i 97. the exit was for route 665. so there was a bit of a traffic backup right where that all happened. crews were able to tow the plane away. amazingly. no one was hurt in the plane. now, you saw from the footage of the crash that the plane definitely sustained some major injuries. but no one heard from the three people on board. we know ntsb is investigating, so is the faa, so we're headed over to tipton airport, we hope find out latest for you as this investigation continues to unfold. guys? let's
