of a little known congressional that between 1997 and 2015 has paid out over $15.2 million to 235 accusers. this all comes on a day that during a heated testimony california congressman jackie spear revealed that two current medication of congress which she would not name have been accused of assaulting and harassing congressional hill staffers. these harasser propositions such as are you going to be a. q. girl to perpetrators exposing their gentles to victims have their privateer parts grabbed on the house floor. all they ask in return as staff members is to be able to work in a hostile- free work environment. now testimony revealed today that while congress has lots of laws that require private businesses to set up a fair system of allowing sexual harassnt

complaints, it doesn't do such a good job when it columns to its own business. in fact, a harassed person on capital hill has to enter into a non-disclosure agreement, go through months of processes and then, only then doesn't get the advantage of the congress member has of getting their lawyer paid for. we spoke to barbara comstock today who took part in this hearing and she said she nu of information where one congressional staffer had herself exposed by a member of congress. a young staffer had been asked to go to a member's residence to bring some documents and was greeted with a member and n a towel who then brought her in and exposed himself and she left. she decided to quit the office and has moved on. this process is drawn out for anyone who accuses a member of congress of sexual harassment. it could take up

180 days for that work to dwrg go through. thirty days of mediation and even if the member is found guilty their identity would not be revealed because of that non-disclosure agreement the accuser is forced to sign. comstock and others tonight pledging changes are going to be made to the system. we're live on the hill tonight, tom fitzgerald, fox5 local news now to some breaking news out of northern california today. at least four people are dead, nearly a dozen others are wound ed after a gun man fired shots at five different locations including an elementary school. several of the wounded are young children. this unfolded in rancho that whom a reserve a rural kubt about 130 miles north of sacramento. the attacker was armed with a semi automatic rival and to apped handguns. the shooting began early this morning and eventually deputies condition fronted the suspect. i am told at this point the suspected

bylaw enforcement bullets. we have about 100 law enforcement personnel with multiple, multiple scenes. i can think of at least five scenes that i've been told about. this investigation right now in its early stages of course and sheriffs deputies don't know what motivated today's attack. it's also unclear what, if any, relationship the suspected shoot er had with the victims. the new details at a late night shooting in new carrollton and prince george's county are look ing for a suspect connected to the shooting that claimed the life of four year old desmond burns. matt ackland live with more on this story tonight. hi, matt. >>reporter: hi, jim, as police are offering a reward too find this killer, friends and family are doing all they can to deal with this loss. they're trying to help the family with financial expenses. let's first take you to the sce

last night. the shooting happened at about seven:45 in new darryl ton. when police arrived they found desmond had been shot. he was pronounced dead at the hospital. one of his co-workers sent us this picture today. desmond worked at the buffalo wild winnings in alexandria and most recently he worked at the restaurant there in fairfax. we spoke to his manager this afternoon. he says his staff is crushed. kept to himself, but he was a fun dude and loved his music, loved to hack out with the staff. he was a great guy. he'd come to work always with the right attitude and did a great job. i'm going to miss him. many of the worker s there at that restaurant were simply too distraught to come to work together but they're all coming together. on sunday they're going to do a fundraiser at all 14 buffalo wild winnings

give to desmond's family. that's the latest now from maryland. i'm matt ackland, fox5 local news. new video of a violent attack in the district. surveillance video shows four people attacking a man. one of the suspects which appearance to be a female is shown hitting the man with a baseball bat. this happened friday morning on seventh street in d.c. shaw neighborhood. the suspects took off in a gray car and now police are offering a $1,000 reward for information leading to an arrest . after years of resist ing rgs the d.c. police accident is finally arming its police officers with tasers. this is part of a pilot program that got off the ground just a couple of months ago. paul wagner live from the second district station in c. >>reporter: jim and sarah, the d.c. police department has been one of the pioneers with body warn cameras, but one of the last to go with tasers. they have been issued to all patrol sergeants throughout

tasers like this one have been used for years by law enforcement agencies nationwide but the district of columbia had been one of the last holdouts. for now, only patrol sergeants city-wide have been issued the devices which can discharge 50,000 volts of electricity. matt mall the chairman of the d.c. \police\police unyoon says it's about time. it adds another less whreet al option to your pool tool belt. i go back to the very first taser deployment we had. it could have likely turned into a lethal force situation in a matter of a second, but it worked in a we were able to diffuse the situation with the taser. no one is hurt for the worst and that gentleman's life was saved it's unclear why the department resisted for so long. through a spokesman chief new sham did not respond to a request for comment . matt mall says the tasers have the ability to activate

soon as they are removed from an officer's holster. the minute a tears is activated and it become s activated the minute you draw it from your holster it sends a bluetooth pulse to activate everyone's cameras. the tasers have already been deployed a couple of dozen times . officers who have the tasers say just the threat of using one can get an unruly person to comply with their de plandz. and as we mentioned, this is a pilot program. it's a hefty financial price tag to get it started and rolling. so we have to make sure it's going to work for us the way we need it. i think there's the hope that this goes further into the patrol program because i mean sergeants are less in number than patrol officers. the patrol officers are the ones that absolutely need to have this h tool in their hand. matt mall says when a taser is deployed it can incapac

, enough time for officer s to move in for an ar rest. now we reached out to two of the largest counties in the area to see how they're handling the tasers in montgomery county and fairfax county. they've been used for years. in montgomery county they're voluntary for officers but they have to undergo 50 hours of training. in fact it's also voluntary for officers who of course have go through training. at this point there are 467 officers in fairfax out of 925 officers on the force that have been armed with tasers . we're live outside the second district headquarters, paul wagner, fox5 local news. >> up next here at five in a hearing today about the russian investigation attorney general jeff sessions gets ' asked about another controversial topic. these young women have accused of this individual judge moore who is running for a federal office, the united states

>> right now the first guilty verdict in the gang-related murder of a 15 year old girl from gates bumpleght a jury in fairfax county convicting wilmer sanchez storen oh in the murder of document reyes rivas. a judge sentenced him to 33 years in prison. reyes riffs was found dead in an industrial park last february.

shows sanchez walking up to rivas and stabbing her in the neck. prosecutors have charged all ten people with her killing two step brothers convicted in a string of violent robberies went before a judge for sentencing. this all happened in silver springs and both the crimes were caught on camera. you can see them right here. one robbery happened on read line train and another took place on a metro bus. both about 90 minutes apart. police say the men are from the district but they traveled to montgomery county to target passengers specifically. in both incidents you can see the four suspects planning the attack and then surrounding the victim before demanding their belongings. the three men and one juvenile eventually got away with one of the victim's cellphones and stole some credit cards from the second victim. a good samaritan was able to help one of the victims off the bus and received medical treatment for his injuries. in one of the videos on the busy didn't react,

a good samaritan, an individual wearing a hometown washington wizards t-shirt that tried to intervene but as the judge said in court he must have shared the terror that people are feeling on that train because who knows do they have a weapon or are they going to attack you next. they tried to intervene, but against four people it's very difficult to risk your own safety and service of another. the judge sentenced lee to six years in prison and hainey to seven years behind bars. police say it was the step brother's mother who actually turned them into police. the third man, matteo cunningham was sentenced last year to eight years in prison. the case against the juvenile has also been resolved more surveillance video of a burglary in the district. the homeowner happened to be right in the next room at the tile. this went down early yesterday morning on adamsville rode in northwest. this d.c.'s mount please pleasant neighborhood. the burglar

>> this is fox5 local news at five. your headlines right now, montgomery county fire crews had to rescue two window washers from a scaffolding on a building in chevy chase. sky fox over the scene this morning at the chevy chase right near the border of wisconsin avenues. they were stuck about 30 feet above ground. the food truck driver charged in a deadly crash that killed a mother of three is being held without bond. tony dang was indicted on several charges, including involuntary manslaughter. he was driving a school bus converted into a food truck when he ran a top bus stop . and the man suspected of kidnapping a georgetown student earlier this year pleaded guilty to assault charges as part of a plea deal. the fbi tracted down l

when i went in there. some are cloudy. i could see straight to the front door of the front entrance. she would have looked through the peep hole. and questioned you over and over again before she opened the door . karen nil son and angela barnes say they are mother wouldn't open the door to anybody she didn't know. the sisters learning what happened to her mom when angela received a call from her brother. he was crying on the phone and said i found mom in the bathroom. she's in the tub and she's not breathing. i'm panicking trying to figure out, you know what -- i don't know what to make of it and the only thing i can say is take you right there, i'm on my way. outside the apartment they found william in tears. he's on the ground trying to

together. it was really emotional that day. they were very close. they would go to the markets on the weekend together. very close. police and family h members say there was nothing taken from the apartment. it was nlt ransacked and there was no forced entry to the front door. the last time anyone heard from delores rivers was the day before her body was found inside the apartment. she had two phone conversation one with a friend from work and one with a relative. both told police those conversations were normal. there was nothing out of the ordinary. a year later, the murder is still unsolved. we've been doing numerous interviews. we're going to continue to working this case. it is our belief that the suspect in this case was familiar with her or she was familiar with the suspect. we do not believe this was a random act by any means. lieutenant fee lip adar oh says the suspect used a lig t
