temperatures. 43 in the district. not too bad when you compare it to 38 at dulles and manassas. culpeper 39. chilly chilly start out there. i actually agree. feels more like december morning than a november morning here so far today. heiress satellite showing clouds start to go develop over the ocean those will move in later this afternoon i think we do hold on to the sunshine through at least the lunch time hours. we also have more clouds that will push in from the west. as those two kind of air masses collide later on this evening, we could kick up drizzle i think all your daytime hours are dry even after school activities should be just fine but we will start to seat clouds moving back in. noon just fine out there epp joy it. we head into the 3:00 o'clock hours the clouds sort its starring to push in there's your evening. one or two hours of patchy drizzle there. more the overnight into the very early hours of your thursday that we could see some steadier rain and some showers push through the dc region. good news that looks like it will clear out by the afternoon and we may actually get back into the sunshine by your second

let's start with today first. again enjoy the sunshine while it lasts. clouds build back in later on this afternoon. high today 52 degrees. that's well below normal. little warmer tomorrow. we'll talk about tomorrow and talk about the weekend maybe talk a little bit about thanksgiving coming up later. come on back. all right, guys, zen it back to you at the couch. >> mike, thank you. we want to dive right into the breaking news we've been following from interstate 295 a person was found shot inside a car near the d.c./maryland border. fox5's bob barnard has been leading the way on this. he's live over on east capitol street northeast where police believe that shooting actually hammed. bob, bring us up to date. >> reporter: that's right, maureen much this is the 5200 block of east capitol street. the second of two still active crime scenes more than two hours later. you can see police have two lanes of eastbound east capitol street blocked at this point. and they're looking up here division avenue. we've seen police looking for bullet shell casings and other evidence of this shooting which took place around 6:45 this morning. we believe the shooting started

they're looking for two men who shot a man multiple times can now show you the second scene which is up along i-295. this is the northbound ramp from eastern avenue to 295 so heading into prince george's county and that's where that gray mercedes ended up. it is the driver of that mercedes who was shot we are told multiple times. survived the initial shooting was to the hospital. we're not sure of his condition at this point. but it is believed that that driver was shut by two people. was able to drive there and we were up there first and came here. it's at least a mile away. and not a direct route. so after being shot here, the driver of that gray mercedes was able to make it all the way up there. looked like he was going to try to get on 295 and head north into prince george's county, and just stopped basically realized he can't go any further. parked the car there. and

emt's were called to take him to the hospital. so he is wounded to the hospital. we're not sure since were left that scene if that car has been taken away and the roads have been cleared, but all in both of these areas here east capitol street and up that way, eastern avenue, north and southbound 295, it's been a mess this morning, guys, because of the shooting here in northeast d.c. just before 7:00 this morning. >> mess indeed, bob bar march on the scene for us this morning. thank you. >> authorities in northern california continue to gather clues why a man went on shooting rampage yelling killing four people and wounding ten others. police confirm the gunman is kevin neal. the shooting started yesterday morning north of sacramento. neal began the shooting near his home killing two of his neighbors and then he tried to get into a nearby elementary school but couldn't because lock down was already in place. neal still shot the building. shot at the building, hitting one student who's recovering

navy drove off and continued to shoot in other locations killing two other people. officers eventually shot and killed him. >> check the morning briefing right now. first up this morning president trump waking up at the white house for the first time in nearly two weeks now after the president returned from his 12-day trip to asia last night. before leaving the philippines yesterday the president tease he would make a big announcement. nothing is planned on the white house schedule so far today. and so far all he is tweeted about is tv news. next up a attorney general jeff sessions not in the hot seat on capitol hill yesterday and took issue, walk in the hot seat i should say on capitol did take issue with accusations he lied during his previous testimony about russia. sessions told lawmakers he now remembers national security meeting that did he have last year. during which campaign age george papadopoulos suggested a meeting between candidate trump and president vladimir putin. sessions appearance before the house judiciary committee followed a guilty plea from papadopoulos and

>> all right. a lot going on there. >> busy week. >> indeed. indeed. 9:09 is the time. first of course hollywood hit with those harassment accusations then congress. now lawmakers are taking action that will affect thousands of capitol hill employees. both chambers of congress are now calling for mandatory anti harass many training for members and staffers it comes after wave of assault and harassment claims swept through washington. house committee on tuesday heard testimony from two female members detailing harassment and assault claims that hill staff has endure including one inn instance member of congress exposed himself to female staff. also discussed at the hearing, details revealed there's a fund that let's members of congress settle sexual harassment claims in secret and it happens on your dime. between 1997 and 2014 more than $15 million was paid out in cements for capitol hill workplace violations including sexual harassment. if member of congress is sexually harassed and decides to report it, they will have to sign a non disclosure

marlboro with the new information. good morning, mel. >> reporter: good morning, guys. i've been going through this 72 page lawsuit and i think obviously there's many distressing things about this case but one of things i found to be upsetting here there were multiple instances outlined in this document where students and in some cases victims came forward, did what they were supposed to do, what they were told to do, and report something to a responsible adult the people they thought were going to protect them and time and time again it appears that those people let them down. the allegations actually go back to december 2014 when a fourth grader went to the school principal and said, hey, you need to check deonte's phone. there's some things on it involving kids, some nasty things but apparently that investigation never happened. the lawsuit contends that the principal and counselors at the school were well aware of the sex abuse allegations. the suit notes eight times students reported incidents involving carraway

staff members who raised concerns about carraway touching and inappropriate relationships with students but all of this continued to go for more than year. it also says that the board didn't have strong enough policy that is would have prevented the abuse. the suit also alleges that eight months before carraway way ararrested principal michelle williams met with carraway after numerous allegations and told him to only talk to students in plainview of the public but even after this follow-up e-mail carraway was allowed to pull kids out of class, escort them to bathrooms, recruit them for his choir and tutoring club, walk them home, and supervise an overnight field trip. the suit also says among carraway's young victims 23 of them in all at least that we know of says near all them are suffering psychological damage some of them they are in fact suicidal according to the lawsuit. now deonte carraway plead guilty in september to more than 270 counts and again child

track down a serial killer in tampa florida neighborhood. latest victim was shot from behind as he was on his way to feed the homeless at a food pantry just before dawn tuesday morning. three others were killed in the same area last month. at least one witness saw the suspect running away from the scene of tuesday's killing. police are told it was a light skinned black mail about sick feet tall with a thin build. coming forward another accuser in the harvey weinstein investigation. this time the victim is new unnamed actress. she's suing weinstein for sexual battery and alleges the film producer forced her sexual situations back in between 15 and 2016. beverly hills police have said they're investigating allegations against weinstein but they did not get into the specifics. one person is dead after a fire in charles county, maryland. this happened in a mobile home in the town of bryans road. firms officials tell us it was actual toll mobile trailers that were on fire. marshall hall road was closed between berry hill road and fenwick road. now reopened. no one else was injured

sheriff's department in loudoun county, virginia. this all stems from an incident back in january. she had flown into dulles. she left a bag behind acci accidentally left a bag behind at the airport or on the plane. once officials searched this they found what they say was a few small bags of cocaine but it was enough that it triggered a felony warrant that was outstanding. now, this -- the warrant was issued last month and rose finally turned herself in on tuesday. she took her mug shot. posted a $5,000 bond and check out and was released but she says look, you know, once she heard about the warrant she felt like this was some sort of conspiracy to get her to stay silent about the harvey weinstein accusations. she says absolutely not. they are not going to silence her. she'll continue to speak out for herself and other victims. >> but charles, i'm curious to know if she was at the airport in january and the warrant was just issued lik a

that normal? >> it doesn't sound normal. that's not what we normally here. it is odd. look i'm sure that's what rose is looking at. why is this coming up several months, you know, eight, nine months after the fact and it does seem weird. but that's the way it's going down and she i'm sure will fight this tooth and nail in court. >> yeah it's an interesting story. we'll stay with tmz to get more development. let's switch gears to kim and kanye. >> yeah. >> the surrogate story. obviously speak on this and obviously this is the first time she's gone with surrogate. has she spoken about the reasoning behind this? i know there's different reasons for that. has she spoken specifically why she's using a surrogate this time? >> yeah. you know, we broke the story several months ago actually before they announced they had the surrogate. but kim has had difficult pregnancies before. >> yeah. >> she has a condition that makes it very painful in fact she almost when she had her send

concerned about his safety and she had to go on bedrest for several weeks before giving birth. so she -- it's just too risky for her that's why they went with the surrogate. with that being said, this is their first child they're having through a surrogate you would think that maybe kim and kanye being, you know, very concerned parents would be sort of hovering around the surrogate mother all the time. we're told not the case. they have very good relationship with the woman. they trust that she's doing everything she needs to before the baby arrives in january. little girl they're having. so they get regular medical updates from her. but this is not a case where they're standing outside her door every day making sure she's eating the right things and drinking the right things. they have a good relationship. >> charles -- >> waiting -- >> i was actually wondering if she was going to stay at the house with them. that was my initial thought process when you broke the st story. >> yeah. >> with the money that they have, i feel like they would maybe just have the surrogate stay there so they can make sure the safety is there. >> that sounds like lifetime

incredible. i loved ben affleck as batman i think he's the best batman since keaton. not counting bail because bail was a great bruce wayne. not great batman. on more positive notes, it's shot well. it looks gorgeous in regard to cinema to have. eighths bit too cgi heavy which lot of these super heroes films as you saw in that clip just n now. ezra miller as the flash and jason momoa as aqua man phenomenal. >> did they steal the show. >> i think ezra miller will get the biggest laughs because he's kind of the audience. he's the fan. he joins the justice league and kind of becomes one of them. it was a really cool action movie overall. >> negatives what did you not like about this? >> negatives because the film had to have reshoots, henry cavill's mustache had to be removed because he was shooting another film. >> wait. you noticed this because you're movie guy. am i sitting in the theater. >> yes. >> am i going to be annoyed by this. >> only few scenes you can actually see the digital effect of
