place. and robo calls on the rise, so what's being done to stop them? fox5 is getting you you answers. the news at ten starts right now. we begin with the fox5 scwhreusive, a man attacked and robbed a woman inside union station and tonight , police are trying to track him down. the victim spoke only to fox5's marina maracco. she joins us live from union station. how did this happen? >>reporter: this all happened about 4:00 this afternoon. the woman was getting off the metro right here at union station. she was coming to the mall to return some merchandise. she got on the escalator and there was a man that was standing to the left of the escalator. she asked him to move over. he eventually did and the entire time he was facing her, looking down at her. she finally walked right past him and she said when she was walking past him she said there's one side is a walk up and one side is a walk down and she says when she walked right here at a the h and m the man with a

right in the face. she fell out cold. you can see the picture here, what her face looked like after this was all said and done . she was taken to the hospital where dr.s were check ing to make sure she had no other serious injuries as a result. i spoke to her tonight she says she's humiliated and she wants to know where security was and she wants the perpetrat or caught. i made a right by the escalator and he punched me so hard in my face i dropped. my nose, i don't know if it's my bleeding or my face, but blood just started coming from every where. i looked -- when i looked up i couldn't open my eye. i want him to be caught . i want justice. tonight amtrak police would not say how many security guards were available here at union station or how many ak track police officers are on duty at any given time. they also would snot provide any sort

scene of a crash in alexandria. the chase continued for several miles to forth hunt road in alexandria. and that is where his jeep crashed into a ditch. police shot him in the head. investigators are still trying to figure out why the officers shot him. >> the united states, south korea and japan are reacting to north korea's latest missile test. this afternoon's test has raised concerns the inter continental ballistic missiles 620 miles before it landed in the sea of japan nearly an hour after it was fired. defense secretary james mattis shared more details during a meeting with the president and republican leaders on capital hill. it went higher frankly than any previous shot they've taken, a research and development effort on their part to continue to build ballistic missiles that could threaten every where in the world. south korea's president warned that north korea's misle

just pushing a religious agenda now, this isn't the first time metro is facing this type of issue. in fact, the acla also filed a lawsuit in august citing free speech issues with the first amendment. the metro has yet to comment onette arrested on an outstandinger lawsuit. we're live in northwest d.c. tonight, corey coffin, fox5 local news. >> a new metro policy that's going into effect may upset some riders who don't carry cash. starting in janumet row is changing its policy on having a negative balance on smart trip cards. currently metro riders can leave a metro station with a small negative balance and then pay the balance the next time they put money on their cards. the metro says that l policy has caused the transit agency to lose millions. as a result metro riersd will soon be required to pay up before they leave. but the issue is riders can only pay in ksh. two reasons. we'd have to completely rewire it to bring a machine like that into that area

it is a problem familiar to all of us, your phone rings and it's an automated voice on the line likely trying to rip you off. on average americans are now getting two and a half bill robo calls per month. fox5's lindsay watts is explaining what the government is doing to stop the calls and how you can protect yourself. >>reporter: how often do you get scam calls? s

custody by the local cops as there are four serious allegations pressed on your name at this moment. >> i would say at least five or six times a week. this is the i rs calling you. you oh a certain amount of money. it's very annoying. how do you stop it? if it seems like you're getting more robo and scam calls lately it's not your imagination . they are surging. this is certainly the biggest issue we've dealt with this year . patrick weber is with the federal communications commission. regulators here are not immune to the problem. i get robo calls from the same pre digit prefix of my own cellphone. you may have noticed this, too, that often the number calling you is close to your own number. it's working because i definitely pick it up. it's another way for these illegal scammers to get you to pick up the phone. if you've ever wonderedded how it works we're going to show

loaded a number that lets me call any number i want. i'm going to call my photographer van, pick a number at random, done, call. and it's as easy as that. at best these calls are annoying and at worst people are getting ripped off. we asked the fcc what's being done to stop this. we're empowering phone companies to actually block kawlts before they even reach a consumer's phone. >> earlier this month the fcc changed the fuels. for the first time phone companies can block robo calls that appear fraudulent. there is still a question of whether phone companies will charge you for that service. the fcc is also working with the phone industry to authenticate the caller is you see on your phone to help prevent spoofing. finally, the agency is cracking down on many sca ers who get caught. just this year alone we've proposed fines in excess of $200 million while nothing can

eliminate the bills of calls, the fyc says this will at least help quiet down your phone. consumers will see a decline in their numbers of robo calls they receive. and there are a few things you can do yourself to prevent these kind of calls. on both iphones and androids you can block numbers. there's also an app that blocks illegitimate robo calls for you. it's called no mow robo and it even won a competition by the federal trade commission. make sure your number is on the national do not call registry. that's noting whying to stop cam ers, but there are plenty of legitimate businesses and organizations that do abide by that list so it really can't hurt just to make sure your cellphone is on there when i see these numbers calling my phony just don't answer. is that okay? >> i think that's definitely better than picking up because sometimes they'll try to trick you and oftentimes get you to say the word yes because then that authorization can be used against

>>reporter: 26 year old carl joseph worked with the girls basketball team here. he is accused of texting a naked picture of himself to a teunt. he was arrested yesterday. here is his mug shot from police. according to records he is from baltimore. he's accused of send ing the photo earlier this month to a female student at park high school. a student told a staff member. he turned himself in yesterday. a letter went out to parents notifying them today. police are commend ing the student for coming forward and letting them thoa about joseph's alleged fai proap rate contact. he last been release from jail and is banned from volunteering in the school system. joe ivies just the latest adult accused of having an inappropriate relation ship with a student in prince george's county. one of the biggest in recent times is deonte carraway he is that school volunteer serving a 175 year sentence after bleeding guilty to 23

abuse and pornography charges. the cases stemmed from february 2016 when carraway abused and recorded dozens of boys engaged in sex acts. i'm side judge sylvania woods elementary. in 2016 vincent mack duffy was arrested for having sex with a 17 year old girl. the principal of that school also placed on administrative leave during that investigation. and a few months ago in september former substitute teacher and basketball coach why is toafer spites was indicted on child pornography charges. he's you a queuesed of having contact sex. so what have prince george's county school officials done to help prevent these kinds of crimes against students? a spokesman says since 2016 the board approved new student safety policies which include mandatory training for employees , contractors and volunteers. they also have specific policies that spell
