first hiphop artist to be orned this this year's 40 year history . did you see it, a super spot in the sky. the news at ten starts right now. and there were top story at ten, major changes on the way for some northern virginia commuters . specifically for those who use i66 and the change s all happening for the busy monday morning commute. evan lambert is live along i66 in fact fairfax county, what can you tell us. >>reporter: car pool ers will still be able to use this section of i66 for free, but you will have to replace your regular e-zpass with an e-zpass flex and then put it in hov mode . these changes, they're going into effect for rush hour only so we're talking five:30 to nine:30 heading eastbound toward the district and from three to seven heading wesou

evening. this is just the portion of 66 inside the beltway between rosalyn and 495. another major change is that solo dwriefers can now use i66 during rush how but they will have to pay a toll which varies based on traffic conditions. there is still time to get those flex e-zpasss to let the toe equipment know you're car pooling and therefore don't have to pay. you can get them until midnight on alliance drive and again here's a quick summary of these changes. all vehicles traveling oif 66 east of 495 toward d.c. do need to haven e-zpass transponder in them. vehicles that are travelling with two or more people as they do today can travel toll free with an e-zpass flex switched to the hov mode and single occupant drivers also have the option to get

>> police in fairfax county are still searching for the suspects in the mysterious stabbing death of a 24 year old man over the weekend. he's been identified as lewis beau any a. officers discovered his body while on patrol near the meadow woods apartment complex. he has no known enemies but he was spotted with two unknown men at a 7/eleven just hours earlier. police are investigating that tip. new video tonight of two suspects caught trying to break into a house in the middle of the day and the residents were inside when it happened. d.c. police want your help to identify these two men. they tried to break into the house in the 5100 block of east capital street northeast. last saturday they tried to open the door and the wipped on. they never did make it in. they ended up run ning off. anyone who

recognizes these men are asked to call police. the parents of 24 year old howl donaldson who killed four people in the tampa bay area. donaldson was turned in by his co-worker at mcdonald's. it con contained a gun allegedly used in the killings. they're still coming to terms with the fact that their son was arrested for these murders. it was disbelief that this was happening to our family and we question why. i prayed for those families when it first started and then when they ar rest my son, devastation because i love my son. police say they still don't have a motive in the killings. if convicted, donaldson faces up to the death penalty. tonight, ar gin continue a's navy saying it's trying to determine if a zoner spotted is their missing submarine. it disappeared nearly three weeks ago with 44 crew members on

don't believe anyone still on board is still alive but the search will continue. an internal investigation into what led up to the disappearance is also underway. parts of equador are reeling from a 6.0 magnitude earthquake. it hit early this morning along the country's coast. the quake caused cracks in some of the walls of the homes and buildings there and cut out electricity to some areas. so far no reports of any injuries. new tonight, we are learning details of a major merger, cvs announcing this evening that it has agreed to buy aetna, the 66 billion-dollar deal will combine a drugstore chain with one of the country's oldest health insurance. cvs says it plans to use its low cost clinics to provide medical services to aetna's 23 million members. cvs including expanding its services. the fed s still have to sign off on the deal.

>> breaking tonight, the metropolitan opera in new york city has suspended its long time conductor james levine while it investigates allegations of sexual misconduct. look convenient would not be involved in performances or any other type of activity while the allegations are investigated. there have reportedly been multiple allegations of sexual misconduct against him, allegations which date back back to the 1960s. and members of the house administration committee will hold a hearing next week to discuss possible changes to the congressional accountability account. their meeting comes as four members of congress face mounting pressure

izations of sexual misconduct . foxes ellison barber has more. in the past week at least two new accusers have come forward, but so far none of the law makers accused of sexual harassment or mis conduct have lost their jobs on capital hill where the case of republican candidate roy mower their potential future job on capital hill. majority leader mitchell mcconnell previously called on moore to drop out of the race. today he said alabama voters will decide they're going to make the decision a week from tuesday. the ethics committee will have to consider the matters that have been litigated in the campaign should that particular candidate win. when allegations of sexual harassment or misconduct came out against some in the private sector many lost their jobs. the same cannot be said for these lawmakers, but all are accused of some form of sexual harassment. key win of making unwan

encounter reportedly happened last year, but the virginia a says it has since reopened the investigation. fox5's teisha lewis has the story. >>reporter: we were in a meeting and he was standing up and i told him, you can sit down because he was standing up and he placed his h hand on my thigh and when i asked him, i said can you move your hand off me thigh, i said what are you doing in why did you do that he said why not we left the meeting. i filed a complaint. and toe net gibson taylor says the incident happened in october 2016. i was unable to let it go. i was hurt . i was upset. i just could not continue often at the time he was a supervisor in the business office at the veteran's affairs medical center. gibson 's boss reportedly admits he touched her knee when he stood up. the report also

indicates three other employees complained about gibson's boss. it's very hurtful. it's painful to see that are they're treating employees this way, especially with my father being a veteran. in response, department of veteran affairs secretary says we take these allegations seriously and once learning of them we initiated an immediate investigation. while this investigation continues the two employees are no longer working in the same area and the employee under investigation has been directed to have no interaction with the other employee. despite the v.a. press secretary latest response and its fact-finding investigation the v.a. does admit gibson taylor's complaints were not handled spi disietionly and better communication may have prevented her from filing additional complaints. also, the v.a. admits there are some concerns with their initial fact-finding effort which is why

>> this is fox5 local news at ten. right now at 10:30, a big day on tap for capital hill this week. after the senate passed its tax bill this weekend, the house will vote on taking its measure to a conference committee with the senate to iron out the differences between their bills. this before send ing one final piece of legislation to the president. fox's caroline shively reports. >>reporter: to reconcile their two bills members of the house and senate have to come together on the individual man date whether to

cuts permanent and even whether we should have four tax brackets or seven. they've only get got three weeks to do it before the president's christmas deadline. the senate and house versions both cut the corporate tax rate from 35 percent to 20 percent. some republicans say just the promise of it has set the stock market on fire. once its a done deal that inspire companies to higher more workers and race wages. the democrats maintain just because you give a business a huge tax cut doesn't mean it rolls downhill to worker. why not put a requirement in that these companies will actually invest some of that money in training their workforce giving them skills that they need to compete as opposed to see that we'll see a vast majority of this monday come back. new york and california also complain of some state and local tax deductions and a mortgage interest deducts which could end up raising

wednesday afternoon. it makes me feel like something breached my privacy much that's wait felt like. the crime was captured outside this security camera outside mr. force site's front door. first you see the ups driver come up and leave a package inside the door. it was two echo.s. half-hour later the cameras triggered again when that man approaches the front door and appears to steal dan a 's package. probably three or four minutes behind, but it wasn't live so i couldn't use the little l voice thing to scare him off. while we were in the neighborhood tonya lewis flagged us down to say the guy was back. she'd seen him yesterday not knowing what he had been up to and then spotted him in her front yard. we got a shot of the guy as he walked away across the treat and also called police. the way that he stuttered in his footsteps when he
