serendip is live in the loft with a special performance this morning. >> life look outside right now because it's a cool start our work week. there it is. right over to caitlin roth with first check of the forecast. good morning, caitlin. >> good morning. it was the perfect weekend for you guys, me and everyone else that lives around here to be out and about because yes, sunshine, temperatures into the 50s. you saw right there clouds increased early this morning. even though we may have a few more clouds today it will still generally be a nice afternoon and no rain expected. not just quiet yet. 41 degrees after a chilly start. we begin the day in the 20s for so many of our suburban spots right now we're 41 in d.c. but we're up to 33 at dulles. 32 manassas. 35 in baltimore and 39 in west minster temperatures on the rise. satellite/radar doesn't show any rain in the newer future parked over the upper midwest those clouds have been increasing so we'll have the high clouds coming and going throughout the afternoon. overall it should still be a pretty nice day. high pressure in place. warm front will aro

high temperatures today again a little bit above normal like the past two afternoons make it into the 50s. so count op mix of sun and clouds for today. temperatures up to 47 within the next couple of hours. mid 50s by the noon hour and top off at 57 here in washington. mid 50s just about everywhere. enjoy it. seriously enjoy it because we've got big changes on the way beginning tomorrow with some rain and then the cold. the cold which by the way does not look like it's going to be short lived. it look like it may be sticking around. so we'll have that seven day forecast coming up at 9:30. back to you. >> some might call that winter when the cold sticks around >> exactly. >> you know what, it doesn't usually show up right on time. this year it look like it actually is. >> even a few days ahead of schedule. >> we're ready. >> thanks caitlin. all right. ♪ so alert for you this morning you've been hearing all morning taking i-66 from the beltway to rosslyn there's new toll rules taking effect and there's no grace period for drivers who haven't learned the new rules.

al? >> all right. all solo drivers must pay a toll and cars with two occupants must display their ez pass and hov mode. our melanie alnwick has been live all morning checking out these changes. she's in east falls church with a look how the first morning of new tolls is coming along it just depends what time you're on the road i suppose. >> reporter: right. the one thing i can tell you, guys, as far as travel times and travel speeds go, that has very much been a success take a look at our front facing camera we're moving along at speeds 53 miles an hour is our travel speed. we are inside the beltway he heading to d.c. on i-66. now, this had been called by the virginia transportation secretary one of the most congested roads in the nation at times the speeds getting down to just 20 miles an hour and that was for carpool commuters. now you should know that this -- think road has only been open for carpoolers alone since 1982. so today is the

that any solo driver would be able to use this without having an hov violation, a $250 fine. so what is happening today is that solo drivers can use it, but it is going to cost them and cost them big. take look at some of the prices that we've been dealing with this morning. we saw something as high as $16 and 50 cents to go that 9 miles and another people have been tweeting us and sending us picture the twices have gone as high as $28 for that same nine-mile stretch. while some people might think that is outrageous and too much to have to pay, on the other hand, vdot says that this is indeed database. take look what michelle holland told us in response to our questions a little while ago. >> the dynamic pricing, it's all generated from algorithm that is based on current traffic volumes. so they take into consideration or the algorithm

consideration traffic volumes and its monitored there's senses out on the roadway that monitor traffic volumes and that data goes back into the system to generate the algorithm. that's what determines the tolerate. >> reporter: and so what they're saying at v dot is, this is working because speeds this morning for those carpool commuters somewhere anywhere between like t times now down to 12 to 15 minutes. that's really what they wanted that reliable commute. also, i asked vdot, well, how would that make sense because there should be the same number of carpoolers on the road today as there were last week, and v. to believes that you've gotten a lot of violators off the road. a loft those people riding the hov lanes who shouldn't have been. also, no longer is there an exception for hybrid vehicles. so anyone that was driving a hybrid car or an electric vehicle that was able to use this road previously, they are not able to

also, anyone who was traveling to and from dulles airport no longer has an exception either. so if you take the violators off the road, the hybrid vehicles off the road, that's why they believe that you're having the speeds moving so well this morning. we also talked a little bit about the e-z pass. we talked about how you have to have your e-z pass. you can choose flex if you want to ride for free as long as you have two people in your car, and i've been talking this morning whether you shall get that e-z pass flex or not. it sounds like a no brainer. get the e-z pass flex any time you might want to use the hov lanes, you can for free. here's the thing you really need to consider. if you're someone like me that perhaps almost never takes the hov lanes unless maybe you my might be in the car with your family that sort of thing, you really want to consider this because according to vdot, if you get the ez pass flex, and you don't use it in the hov mode, in a

you'll be hit with a ten dollars fine. so that might not be worth it for you if it's thing that only you're going to use maybe a couple of times a year. so a lot of things to consider this morning. another person wanted to know how will police be monitoring this. if you are going through and you go through and you say you're hov, there are state troopers there. they get a notification that a car is going through at the hov lane, and with the hov transponder on, and then the state trooper does a visual check. so -- if they come up on you, you're a solo driver, and you have hov on your e-z pass, you will pay a $250 fine to start. lots more problems -- lots more things going on this morning. and lots of questions i think we're going through sort avenue break in period. i talk way too long but there's so much more to say but i'll toss it back to you guys for now. >> a lot to digest. >> when did it get so complicated. >> i know. >> what did i say

graduation last june. our bob barnard is live from montgomery county courthouse in rockville this morning where the suspect is due in court today. bob? >> reporter: that's right, guys much this was a story that upset a lot of people because it was right before graduation these two teenagers shot dead in a car up in montgomery village i can show you the mug shot of the fourth suspect arrested twenty five years old from germantown, maryland, his name is roni glacia. he is facing two counts of first degree murder. two counts of conspiracy to commit first degree murder. now we'll take you back to the scene this was last june 5th on gallery court in montgomery village. northwest high school students were shot dead in a car in a hail of bullets. they went there to that neighborhood they thought to sell tickets to graduation. but police say the two teens were actually lured there as retaliation for one of the teens, the driver, 17-year-old named shadow najar who allegedly stole d

suspect's girlfriends months earlier. the passenger in the car was 18-year-old artem saber love. he according to all accounts happened to be in the place at the wrong time. happening to there with his buddy. now, roni gal cia is due in court this afternoon. the other three sus suspects are already awaiting trial. they also charged with two counts of first degree murder and two counts of conspiracy to commit first degree murder, and really up until now, we thought this case was closed, guys there will three people arrested for the murders of these two teens but now apparently all along there was a fourth person and now he is in custody and due in court here in rockville this afternoon. >> bob barnard reporting this morning. time right now 9:13. coming up a star-studded evening at the annual kennedy center honors last night. but president trump was noticeably absent. highlights from that big event next. later, all prince george wants for christmas is a cop c car. >> we'll show you more on this adorable

>> this is serena and venus at the south east tennis learning center on saturday. spending time with cora masters barry and other members of the community much the sisters are known for their philanthropic work especially their commit tom empowering people of all ages who have suffered loss through their out reach center the a done day price research center it honors their sister who was murdered in drive by shooting in 2003 in compton, california. their hometown. and an area known for its history of gang violence. the williams sister have gone from carrying buckets of tennis balls past com many ton balls to becoming tennis greatness and they know first hasn't the real struggles under served community face and they want to help change the game. provide a safe haven for those affected by violence and hardship. >> we were fortunate to be surrounded by

helped us through but also we lost a member of our family through violence. so the resource center of course helps to prevent violence and in the community but also to help families recover from when you do lose someone. so coupled with tennis and coupled with this, we're definitely hoping to reach out to the community in every way possible. >> venus went on to say, all you need is a court. and someone to hold your hand. speaking of the tennis court, when might we see them back in fierce competition? >> of course, we play every summer here with the washington castle. >> i've been there. >> exactly. unbelievable. it's a lot of fun. so much music, so much competition. every game counts we'll be back with that. >> serena being tight lipped whether she'll make a tennis come back at the australian open. we do know she has lot to celebrate lately. tying the knot with reddick co-founder owe lex sis and soaking up every minute she has with

[ laughter ] >> don't say it. let's start with -- >> you guys know a thing or two life i'm sure. >> or thing or three. >> nev, so this whole show's concept was your real life experience. for the two people who haven't watched catfish, can you please explain your -- how this show was born. >> sure. in 2007, i was approached onl

by a girl in michigan and her mother and they were admirers of night photography i became friends with them and and over the course of some time a few months in, i ended up meeting another woman the sister who was closer to my age and we developed this romance online. nine months later, i was ready to sort of go on a date with this girl. i had really started to fall in love with her. and my brother and i and a friend discovered some of the things they told me weren't true or were slightly sort of falls and so we went up to michigan to actually meet them from new york and when we got there we discovered that everything they had told me was in fact a lie. >> right. >> and we had do you meaned the whole thing. turned into a film it came out called catfish. and immediately dozen and dozens of people started reaching out to me. e-mailing me facebook messaging me saying oh my god i'm in online relationship that sounds a lot like yours. can you help? what should it do

>> and so i looked around me. my brother henry, our friend max who is a film maker. >> nev actually asked someone else to be on the show. >> it doesn't matter. >> he bailed like two days before the pilot. >> we're happy did he. >> and he called me up. >> we are. we ended up making the show help other people do what i did. do some research, and get in a car or get on a plane and show up at someone's doorstep and find are finally find the truth. >> that's incredible. max, let me ask you, sometimes when you guys go up to these doors and you knock on these doors i'm thinking don't do it. like, walk right up with a camera. but the truth of it is you have other people there, too. rue not doing this just on your own? >> that is true. we've got a crew with us. we have security with us. >> good. >> and what's funny, though, is that -- and it started on the second season of the show once people had seen it. now when we go into almost a

matter where it is, people have seen the show and so we don't feel -- we feel safer now. we get a lot of love. >> there's also an interesting element to our show unlike a lot of other shows and certainly people that we're not used to seeing. that we're compassionate. we make it really big point of sending a message to people through our show that no matter who you are, where you're from, what you look like. >> the lies you told. >> the lies you've told. you're a human being and you deserve to be heard and you deserve to be respected, and listened to, um and cared for. >> right. >> that's i think really why the show is still a success is because so few people have compassionate in their lives. >> true. >> and that's something that we're giving and showing and hopefully teaching. >> most people end up in in these catfish reeling ships when they're talking to someone who they know might not be telling

need -- they neither this fantasy. right. they need -- they need this lie because this person is giving them something so important. this person is listening to them. this person is telling them everything will be okay. this person is a safe person to talk to because they're on the other side of the world or on the other side of the country. and so their secrets safe with this person, and a lot of time we spend, we really -- while the show is about finding out who this person is talking to, who that person really is, what we end up really doing helping the person talking to them figure out who they are. why am i in this relationship? >> why have i -- >> right. why am i falling for this. >> right. >> how did i let this go on for so long? what was i needing so badly in my life that this person was providing me that allowed me to stay inside of this, and so we really -- it really ends up becoming way more about w
