in d.c., 30 greece, that's what we dropped to last night. while i see no matter water around at any point in northeast d.c., if you still live on the shady side of the street and it melted overnight you might have a slick spot here and there in the morning. i would expect it to be quite isolated. it's a chilly start for us on wednesday . we could also see a little bit of fog trying to come into the picture. dense fog and we could see a little bit of that again tonight. temperatures are going to drop back a little bit on wednesday. we're back closer to the low 40s a little bit more cloud cover. we have badly needed reign in the forecast. we're expecting that in here in a big way on friday and yes, it will be mild despite the rain. temperatures are really still expected to sore on friday. so that gets you caught up in the weather world but it is dlitful to see so many people out on the streets able to shed a few layers here and there. we'll

have a seven day forecast forecast coming up a little bit later. tonight, two kins, ages 17 and 11 they are home safe. they were reported missing in d.c. last week. they are now home save thanks to two new jersey police officers. officer s in haddon heights, new jersey, spotted a disabled you haul van with arizona plates on the side of the road. then at a nearby restaurant they found the missing girls with four men who were arrested. d.c. police say they are conducting an investigation and have not ruled anything out, but they don't believe human trafficking was involved in this. fox5's matt ackland is live at d.c. police headquarters with more on this tonight. >>reporter: these girls were reported missing on the fifth and then on january 6 that's when some new jersey police officers saw something that just didn't look right. it was a you haul as you were describing and then they noticed that there was no furniture inside, no possessions and then they went in to talk to these individuals take a look at this. now, because police are looking into

this as a possible crime against the two minors, we are blurring their faces tonight and not identifying them again. we found out about these details after the haddon heights police department posted information on its facebook page with a link to a fox5 a story. haddon heights is about 140 miles from d.c. in the post on facebook it says one officer was told that the group of six were heading to new york city in a u hall too visit family. the officers then learned the four men on the scene gave false information and were in possession of drug paraphernalia. the four mails were acred and the two juveniles were identified as the missing girls from d d.c. we're told the men were not charged connected to any human traffic king chargement once again we did ask d.c. police if they believe that this was any type of human trafficking and they said that they are investigating it, but the at this point they do not believe that this is the case. now we talked

this department in new jersey today. he would release very few details because he says the investigation is underway. but he did say that these four men who were arrested are no longer in custody. live at d.c. police headquarters, matt ackland, fox5 local news. >> new details about a police involved shooting that happened in silver springs. todd archer used his gun to try to smash an suv vehicle but instead shot an unarmed driver. the driver survived the november 5 shooting . this happened in the park lot of the stony millions shopping center. officer archer was trying to get the driver of the suv to stop ramming another vehicle. the officer is not paid he's currently on paid administrative leave. >> police are trying to track down a suitland man. they have returned an indictment against darryl williams.

say he stole a check worth half a million dollars from a georgia p can. he then allegedly deposited the money into the bang account of a shell company he created in new jersey. he then created other shell companies before withdrawing the money h. again, investigators are till trying to bring williams into custody. >> discovery communications, the anchor of downtown silver springs announced today it is moving its head headquarters to new york city. a decision that came besides what officials say was a very generous offer to stay. paul wagner live with the story. >>reporter: yeah, jim and sarah , quite a shocker here in downtown silver springs, discovery communications has been here less than two decades, but the company now says a changing media landscape means it needs to come up with a new model. as you can imagine, this decision has upset county leaders, especially county executive mike leg

legislatively to allow us to address some of the gang violence. what's really caught our attention is specific to some numbers. we're a jurisdiction that was almost immune to gangville violence when it came to homicide, but n we've had almost 21 homicides. if you look at 26 percent of the daily jail population in montgomery county identifies themselves as a gang member. obviously we have to start with dwif approaches and we've asked the county executive for funding to do that both at the police and the prosecutors' level. we got a tweet. ebb none i wants to know what are you doing specifically about the threat of ms13 that was specifically in silver springs. ms13 is a gang that has a toe hold in the entire washington region, not just in those particular regions . we work with our partners in the region to share information about ms13 and they're work through that. some

is through grand jury investigations. the minding of social media. we're monitoring jail phone calls. we know who the members of the gang are that are incarcerated in montgomery county and we're particularly monitoring and trying to get that information and work our way up the chain towards the people who are leading the gangs , in particular ms13 in montgomery county. isn't it fascinating how the job has changed? is that a help or has that hindered you throughout the years in. >> i think it makes it more complicated. because they brag so openly about their membership . they'll say to you to your face i am not a member of ms13. go to their web page, they'll have a tribute page to m s13 after having just said to you i am not a member ms13. let's talk about the issue of drug -- the drug epidemic across the country. it's obviously taken different forms throughout the years. opioid has been a main concern for you you. obviously that's been a main concern we've seen.

just looking at some numbers here, in 2007, 195 marylanders died either from heroin or fentanyl overdoses in the state, 195, lens two hufnlt as of nine months into last year it was 1400 -- 1427. almost 800 percent increase in the number of people dying from this much there's a lot of different things we have to do. a loft is public education. we have a program called speak up, save a life that we run out of my office that we're very proud of where we have spoke to 30,000 montgomery county high school students last year. if you are in a position and disproportionately many of these victims tr young victims, if you you see an individual in the throws of an overdose, make the call. don't worry about the fact that you might get charged in the possession of drugs, we're more interesting of saving the life of a young person dying from an overdose than prosecuting somebody from heroin . do you find it's

their friends out? >> i think that's the good samaritan whole concept is i think they're afraid of the repercussions to themselves so as a result they literally watch a friend die rather than make a phone call. that is part of our educational program. speak up, save a life. we've done that with 30,000 young people in our community already and we're continuing to expand that effort . we talked about the young people. let's talk about the older population in montgomery county in a totally different vein. we've seen frauds when you get reports of scam artists trying to bill can senior citizens out of their life savings. that's another real problem. i'm very prowfd a conviction we got last week against a husband and wife team who told $1.2 million from a 92 year old man. we convicted that video fender, a good portion of that money was, in fact, brought back. what we need to do is education to the senior community. we're in taxis. let

of the people listening to get this are going to get phone calls from people pretending to be the irs. if i get them, somebody else is getting them. i will tell you hundreds of people in montgomery county receive these fake irs calls urging them to make payments to a specific po box, et cetera. look, the irs is not calling you up. also people that knock on your door, we call them wood chucks. these home improvement scammers that say i see a hole in your roof. i have a little extra equipment here. i'll patch that roof, i'll cut that limb off that dead tree and charge you 5,000 bucks. anything that's too good to be true is too good to be true. be very weary in the springtime of home improvement scammers and the irs scammers. the time is right for them. >> we tweeted about this yesterday, if you have questions for john mccarthy, you've got one. >> i want to ask you, this

i got, a parent said she would like to know what the state attorney's office are doing to hold people abuse cases by the montgomery county staff against our children. why no charges against those, she's talking specifically more those about the people surrounding those who have been convicted and charged let me say the montgomery county state's office and schools have entered into a different mous. we helped them redraft here in montgomery county the protocol for educating the 23,000 people who worked for montgomery county public schools about what their legal obligations are to report when information comes to their attention about a child being abused. i think quite candidly as you see as many cases as you do, as a result of the fact we were intimately involved p in drafting that. i am unfamiliar with any instance in a case where we've investigated and someone saturday on an investigatio

>> california facing new problems tonight as the state recovers from the wos fire season on record. it is now dealing with a new issue and that's mudslides. gary mcgrady joining us with more. >>reporter: this is so typical, too. any time t you have the kind of wild fires, there is wild fire season and then you get some rain and this is what happens. these pictures are just incredible. you've got all of these several, several days of fires and then come the heavy rains coming in. it came in overnight, sanity dangerous deliveries bash a, triggered, at least five people lost their life. let me tell you what happens. think about a wild fire, everything is burned. the roots are burned, vegetation is

basically nil and so that leaves the soil profile in such a way once the heavy rains come in, a lot of heavy rain, a billion dollar up in the soil, the soil can't take the weight of the rain and it comes right down the hill hillsides. a lot of the southern facing hillsides have been the problems. the overhead shots are just amazing here. just so you know. they expect more because more rain is on the way. social media has been all over this in terms of what's been going on. let me just show you you here, the rescue, people obviously get stuck in these. they come at night a lot of times and when they started to form some of the hardest hit areas were mont seat oh, santa bash a. we're told rescues rescued ate people from their homes. a lot of people thought oh, well, they're over hyperring this and then they commented no, they t didn't. among the victims, a 14 year old girl, crews rescued her after she became trapped. you you c s

center in hagerstown. the suspect grabbed some money out of the register and took off and fled the scene. a man, this man right here behind bars in northern virginia for allegedly assaulting customers and ransack ing a convenience store. on sunday, police say stuart skinner was on drugs when they found him inside a sheets in manassas. when officers tried to take him into custody he resisted. and the search is on for the suspect in an armed 7/eleven robbery that happened in the district. this man walked into the 7/eleven in dupont circling around one this morning. he approached the cashier, pulled out a gun and then forced the clerk to give him money and her ' still look ing for him right now. big story in d.c. today, the president met with lawmakers from both sides to talk about comprehensive immigration reform . to an unexpected twist we got a look into the discussion and debate for nearly an hour. ronica cleary live at the white house with more on the story

>>reporter: jim and sarah, it was really something that we don't see very often. the meeting was originally on the president's calendar and scheduled to be completely clos ed. then the press pool, they were permitted inside for a short time. after about five minutes the president said maybe the press should stay. i'll tell you you an hour later is when they finally left. there were over 20 democrat and republican lawmakers seated around the table with the president, along with members of his team where they saturday, debated and discussed one of the hottest topics right now in this country, immigration reform and how they can come to some compromise primarily with the focus on that deadline for the dreamers coming up this march. let's take a look inside. i think my positions are going to be what the people p in this room come up with. i apple very much reliant on the people in this roo

opportunity to get this done for the american people. when it comes to migration and the lottery system we saw two recent terror attacks in new york that were the result of this, i think , failed immigration policy . we'd like to see that fixed. what about a clean daca bill now with a commitment that we go into a comprehensive immigration reform procedure like we did back remember when kennedy was here. it was really a major, major effort. it was a great disappointment that it went nowhere. i like the idea that both sides have pressure to solve the daca issue, but i think the bigger issue here is not just the daca issue but what can we do to start the path to take the steps to solve this immigration problem in eventually reporters, they were asked to leave and during this last portion of the meeting that's when, if you will, the deal was done. the agreement to what phase one o

form will look like. what the administration would like to see is four things focused on in phase one. number one that top priority we hear from the administration time and time again, border security. also ending what they call chain migration, ending the visa lottery program and then a permanent solution to daca. now what they are saying is then there would be a phase two which is what they're calling comprehensive immigration reform . the president choked they would take an hour off for lunch after phase one was voted on than a signed and then begin immediately on phase two, i guess a more comprehensive immigration reform package. the president said what he envisions is a bill of love. now we spoke with a former dreamer from our area to get her reaction on this idea of what she thinks of a bill like this focusing on these four priorities put forth after today's meeting. take a

legislation that would use dreamers as bargaining chips for a border wall that is not supported and would truly be a waste of money. and also there is a lot of daca recipients that live along the borders and their lives would not be positively affected by legislation that includes a wall. >> interestingly enough, the administration is no longer say ing the wall is the only thing that they believe is part of border security. today sarah hugley bisand a ers, the white house press secretary said that's just one piece of the puzzle. but when it comes to those famous lines about mexico paying for it, she says that is still the plan. reporting live at the white house, ronica cleary, fox 35 local news. >> if police stop you in a rental car do they still need permission before they search the car? it's a case that could have serious

for the millions of car rentals that take place every year. this has raised a lot of questions. it sure does. it starts with this big question. consider this, you rent yourself a car. you go off on a trip, but understand you don't actually own that car, you're merely borrowing it. so if the police stop you and they want to search that vehicle, do t you even have the right not being the property owner to give concept to that search? that is what is the key that this case before the supreme court today. there are a loft pins on this. one of them conservative legal analyst onmichael at the heritage foundation says if the justices decide not to side with the us government in this case it could present an obstacle to police in trying to execute search warrants. the petitioner here is arguing that if you have possession and control of this rental car then you have a privacy interest. the gove

. that means even car thieves would have a privacy interest. the government is essentially saying you've gonna a little bit too far here. >> so what's all this about? well, it involves a pa case in which a man rented a car with his fiance. it was the fiance who was actually on the document , not the driver. in pennsylvania, pennsylvania state police pulled over the vehicle. the man behind the wheel was not on the rental agreement. so police decided that he was not in a position to deny their request for a search. they searched that vehicle, found more than 2,000 bags of heroin and he was sentenced to ten years in prison. but there is another side to this whole case and it concerns the fourth amendment. now, there are very serious concerns tonight that if this case is not sided with the plaintiff's in this case, that anybody driving any kind of vehicle, whether it be a

vehicle or whether it's even a car that you own through a bang loan could be determined to not be your car. in essence, not allow you to give permission for your vehicle to be searched. we spoke with d.c. david been wits today and he said this has even bigger ramifications if you consider the explosion of car sharing companies in this area. if the court were to up hold this decision by the state court , i think all of a sudden you would be seeing thousands of searches of not just remember the al cars, but law enforcement would try and expand this to uber, to lyft, and then to a car that is quote, owned by someone me. and that would be the end of the fourth amendment really as it relates to cars. >> as it stands tonight the justices now have this case. the impact of all of this could be enormous. consider there
