shows a woman basically dumped at a bus stop outside of a baltimore hospital the other night dressed in nothing but a hospital gown even though temperatures were near freezing much passerby stepped in to help and record the the incident before posting it online. fox5 ross' bob barnard live in baltimore with the the details this morning and the hospital's response. bob? >> reporter: yeah, guys, this is the university of medical medical center midtown campus. not shock trauma the trauma center down by the inner harbor another one of the university system's hospital in midtown baltimore. this happened tuesday night here outside the emergency room. i can show that you video tape. we're blurring this woman's face out of privacy concerns. if you can see her face you can see she had some facial and head wounds. she was here at the er on tuesday night. this video recorded by a man who happened to be walking by. a psycho therapist he says on the recording here much his name is imam

>> he shot this video. confronted the employees and tried to care for this woman. posted this video on facebook saying he wanted people to waist and share it. he clearly upset and outraged you talk to people here in baltimore this morning who have seen it. they are as well. the man on the recording here and whose taking this video says it appeared this woman had mental health issues and was being treated terribly. >> come on. i know it's cold. (woman grunting). >> okay. ma'am. come and sit down. come on. >> they just left all her stuff out here, right? this is disgusting that they would just leave her unattended on a bus stop half naked. sadder sup visor available? i'm a supervisor.

that woman out there like that. >> when i say she has -- no clothes on, she literally had just a hospital gown on, no underwear, and it is at least 30 or colder degrees out here. so the idea that they're going to take her back to the hospital where security discharged her, that is so irresponsible. >> reporter: now what mr. mr. baraks referring to he called 911 an ambulance showed up and brought the woman back inside the hospital. the university of maryland medical center midtown campus released this statement about this incident. it says, we share the shock and disappointment of many who have viewed the video. we clearly failed to fulfill our mission with this patient. we are taking this matter very seriously, conducting a thorough review and are evaluating the appropriate response including the possibility of personnel acti

status of this woman. someone who works at the hospital told us this hospital does have a psych ward. so she was being kick out of the er with just a hospital gown and socks. she's in the hospital now where exactly we're not sure and it appears, guys, that because of this, heads could roll and questions are being asked about how they systematically deal with certain patients here at this hospital. >> heads should roll. >> right. >> sheds should roll. >> the minimum -- thank you bob. it's heartbreaking this is a human being that you toss out into the cold. i mean i don't know what she did. i don't know the back story but rash less you are facility is supposed to help people in need you don't kick them on the street with a gown. >> it sounds like somebody had to make that decision to just say -- discharge her. >> go out there. good luck. >> very hard to watch. very disturbing. >> yeah it is. >> i'm glad it's being brought to light hopefully something will be done and addressed. >> heartbreaking. >> try to get you more details cleaning her condition. first up the president backtracking a bit the commander in chief says it's unlikely he will be i

mueller's team he had he heading the investigation into possible russian meddling during the 2016 election. the president doesn't think an interview would be necessary because he said there was no collusion between his campaign and the russians. sentiments backtracking from last june when the president said he would 100% be willing to talk with mueller unoath. the mid term elections are later this year but congress could look pretty different before we even get there. >> there are more lawmakers especially republicans throwing in the towel ahead of the races now democrats are feeling pretty op mystic. hoping they're chances are pretty good to take back con control. >> what is happening on capitol hill? this could be the calm before the storm. >> we see the future and it ain't pretty. >> florida representative and republican ileana ross slayton is out she's going to retire and she's not mincing words. >> this political climate right now is about as bad as it could be for gop members in moderate district. >> combative california

♪ i think a lot of people will be interest width this story. metro board members will take action on plan to offer refunds if your trip on metro or the bus takes too long. >> all ears on this one. many riders sometimes find themselves late for work because of no fault of their own metro has those issues. well now the transit companies wants to help ease those set backs. fox5's mel know alnwick live at the vienna metro station with the details we want to hear about. good morning, mel. >> reporter: good morning, guys. yeah, metro is so confident in its ability to deliver on time performance during rush hour that it says it is willing to offer a financial money back guarantee the key to all of that would be registered smart trip guard. now here's how the program is going to work. it's called the customer confidence program. rush hour trips that are delayed by 15 minutes or more would be eligible and you have to register your smart trip card because that is how it will be able to track your trip and whetherha

the refunds also important with that smart trip card because they would be automatic. no forms, no action required by the customer you will getter e-mail notifying you that you're eligible for the credit and then the credit would appear on your smart trip card within five days. metro bus customers eligible for the refunds but there will be some kind of a web form set up for them. now after the safetrack progra, new rail cars and improved schedule link metro says that today nine out of ten weekday trains arrive on time. still ridership is down. people lack confidence and that means less revenue. but will this new plan help keep current riders win back dissatisfied customers we put the question to riders on twitter it is clear they are still a skeptical bunch. here's a couple of the tweets we got. one, oh, please, next. well, it's better than nothing. from sheila. we had t from queens who said, they'll never actually make this policy, and

time that is the biggest lie. more like nine and tip late. metro is the worst and most unreliable means of transportation. again, clear there's a lot of sceptic out there. many think this is not nothing more than a pr and marketing ploy, but there is real money behind this. also exceptions, too. so we're talking about like major weather events, regional emergencies, major construction projects, those don't count for the refunds. the program is only going to last for one year. it's going to cost three and a half million dollars. but metro thinks it's worth the money to try to make people feel confident in the system. as for today, it is going up for a vote in committee. if it gets through the committee, then that vote would go on to the full board and would probably be voted on at the end of the month if it's passed it probably start sometime in february. live at vienna melanie alnwick fox5 local news. >> mel thanks very. they might be on to something.

erin is back with a check of the other stories making headlines this morning. >> you got it wisdom weevil start with this first up the louisiana teacher who handcuffed and arrested at a school board meeting after questioning the superintendent's salary is speaking out on facebook. she says she's appalled at her treatment during the school board meeting on monday night. hargrave had been asked to leave after the school board president ruled her comments out of order and now she's calling on others around the state and nation to go to school board meetings and speak out on important issues. u.s. immigration agents arrested 21 people in raids targeting dozens of 7eleven stores. that was across the country on wednesday. that included several stores in the dc and baltimore areas. although arrested were suspected of being in the country illegally. the move appears to be part of the trump administration's crack down on illegal immigration. statement from 7eleven says, owners at franchise stores they are responsible for hiring and varying their own employees. well here's some good news for walmart workers. the discount retail giant announced this

raising its starting wage for employees to 11 bucks an hour. walmart is also going to give bonuses to workers based on how long they've been with the company. the top bonuses will be a thousand bucks if you work there for 20 years or more. wall march says it's taking this act in the wake of the tax overhaul. moving over to the we have coast, a power outage left people at the consumer electronics show in vegas in the dark. people used flashlights on the phone to get around during the outage as it took two hours for electricity to be completely restore. hundreds of companies were affected and some of those were including lg, samsung and sony. right now it's believed that heavy rainfall led to the concentration and that cough the transformer to short circuit. all right. finfinally, new advertisement fr furniture doubles as promotional pregnancy test. and as you can imagine it is causing quite a stir. this is the new ikea ad featuring a build in pregnancy test that can lead to savings. the page use stander pregnancy test technology but does not feature a yes or no symbol instead of the

rain we'll take it we'll have showers around. particularly i think overnight tonight early tomorrow morning that morning commute will be wet, and then some more rain tomorrow afternoon. there we are at 1:00, again, you're fine for this evening's commute. this rain will be late tonight. tomorrow morning i think we'll have rain around it will be just rain not worried about any icing for tomorrow morning's commute and then kind of spotty showers during the day before we get another round of some pretty significant rains late friday night that might end as a quick wintry mix as that cold air rushes in early saturday mor morning. so that's something else to keep an eye on. otherwise, the theme will be the cold air which will return much like tom brady's touchdown passes this weekend. sunday, monday, 31 degrees is you are sun dane and martin luther king today 32. if you're going to go to the parade on monday it will be cold. we'll have to dress warply. >> sounds good tucker. appreciate it. >> we're followng breaking news out of prince george's county. police say they are responding to an assault at central high school that involved

night. right behind me right now where all of the actors will be sitting this evening, and we'll get to more of that in the 10:00 a.m. hour this morning. but, yeah, the four is a brand new show right here on fox. episode two will be air to go night. it is a really really different type of music show. i was was actually very excited to see it was much different than anything we've seen before in music shows. again you have these singers coming out on stage they're performing for the panelists who are did tee, meghan trainor, dj khaled and charlie walk if they win the approval of the panelist they get to challenge the four sitting musicians who are there and ready to be challenged, and you want to get -- one of those sats is what you want. >> so if you get one of the seats of the four, then you're in a good spot and essentially the grand prize obviously getting to have a career and be backed by these amazing panelists. so i love the idea that diddy is kind of

success. but so much work and so many things and specialsly when you come with a new sound and different last name. so many people said this would never happen. this would never happen. you know something, i think that's what i love about this show at the end you take message of hope and the american dream. >> it's such a successful and incredible marriage watch kind of relationship advice do you have for people today? >> i don't give anyone any kind of advice. i think people -- first of all, yes, one type of advice. two to three years before you commit to someone because i think it takes that long to r really know, you know, they can't hide for two to three years unless they're experts, all right. there's going to come up something where you really -- it can't just be about being in love. being in love is a drug it's a necessary thing you have to be in love but you also have to see that this person and you click. we're not by any means the same but we balance each other very much and we have the same goals and values and priorities.
