they have won the fight against plans to build a $150 million train circle. today, governor pat mccrory's saying that based on the vote of local officials and serious land johnson county does not appear to be a viable option. they will work with csx to find alternative sites. this comes a day after the governor supported the plan as is. his office was quick to point out that johnson county as a whole is not out of the running for a new terminal location, which is concerning for residents. >> we know we are not out of the woods yet. if they confirm they have another place to go, we are all going to be on pins and needles.

you can find a complete list of delays and closings on abc11.com. steve: blue cross blue shield of north carolina responding to an ongoing i-team investigation into a computer failure. the insurance company unveiling what went wrong and what is being done to ensure that no one will have to endure those costly billing errors ever again. our customers getting their money back? >> customers are indeed getting their money back. this four-page response detailing what went wrong. also missing, the insurance commissioner has received more than 450 complaints about blue cross. in its letter to the ag, blue cross has refunded over $1.9 million to customers who had

account in error. the company going on to say that this failure triggered a flood of canceled policies and double billings and resulted in thousands of under billings, costing the company about $1.8 million. >> i was able to get the refund. >> when we met mike earlier this month, he had to pay hundreds of dollars out of pocket at his wife's pharmacy. the blue cross health policy was coming up inactive. a day after our story aired, he had coverage. >> we had a nurse from blue cross blue shield checking on my wife to see how she is doing. joel: he goes on to say the primary reason for the bank withdrawal errors were enrollment policy delays with

and acknowledged that they had problems with the software that had not been properly tested. >> they were very apologetic. joel: the customer horror stories continued. she e-mailed us about her son's policy. she said she and her husband spent over 30 hours on the phone. >> do you think this is really over? >> absolutely not. the website shows that the policy is in effect. joel: the attorney general's office asked lou cross to explain what they are doing to repair the problems. the company says membership data is underway right now and it is aiming to refund any overpayment within 48 hours. steve: frustrating for so many customers. new concerns about airbags made by a japanese company. the i-team has been closely monitoring.

tonight, and extremely dangerous designer drug. steve: it is called flakka and it is very similar to bath salts. greg has the urgent warning tonight. greg: this is one of the stories where we all need to sit up and pay close attention. fayetteville police say they are awaiting lab results of illegal street drugs taking off a suspect to determine whether or not the illegal drugs may be the city's first confirmed case of the possession. what is it? what does it do? fayetteville police are sounding the alarm about what they call a very dangerous drug. >> people pronounce it different ways. greg: whatever you call it, police say it is dangerous and deadly. >> it is man-made. the body does not tolerate it.

greg: fayetteville police here. >> we do not have a confirmed somebody with it in their possession. greg: according to the national institute on drug abuse, it is a crystal form that can be eaten, snorted, injected, or vaporized. it is the drug's effects that can be dangerous. it can cause hyperstimulation, paranoia, and hallucinations that can lead to aggressive behavior, suicide, heart attacks, and kidney failure. what is the lure? the effects are similar to cocaine but it is about a third cheaper than methamphetamines. drug dealers are targeting low income addicts. they are warning parents to be on the other. >> have that talk with your children. it is a very dangerous drug.

enforcement officials in the western part of the state busted up a flakka smuggling ring in the mountains and confiscated thousands of doses. local police say they know it is a matter of time before it surges onto the streets here. that is why they are sounding the alarm now. steve: new tonight, a raleigh man and his sister pitching in, trying to help the people of flint, michigan. james montague and his sister say they have been tracking the water crisis. the siblings started collecting donations and their efforts have grown. so far, they have collected more than 400 cases of water to be sent to flint. they are planning to load the donations into a target -- a cargo truck and drive it to michigan. tisha: we're just getting started on eyewitness news. on the edge. people on the verge of plunging into the ocean. residents refusing to leave.

trump skipping the next presidential debate. trump is refusing to face questions from fox news. he later told supporters in iowa that he will do something else the night of the debate. trump is not happy that megyn kelly will serve as moderator. she famously challenged trunk during the first debate in august. steve: take a look at this stunning drone video showing these apartments teetering on the edge in northern california. heavy rain and landslides eroding the cliff side. city officials are clearing a state of emergency and posting yellow tags on doors, ordering people to pack their stuff and get out. the police chief says it has reached the point where it is no longer safe to live in those apartments. some residents say they have no plans on leaving. tisha: new details about a deadly crash involving a school bus in indiana. authorities saying a veteran school principal died and two children were seriously injured when the bus suddenly lurched forward and struck them.

not so mild tomorrow as we have rain coming our way. it is not going to get that cold, either. out at the airport, skies are mostly cloudy. temperatures are mild. the airport is officially down to about 47 degrees right now. that is still fairly mild 11:00. humidity at 80%. mostly cloudy now. 43 at roxboro. 43 in smithfield. 54 degrees in southern pines. there is some chilly air through the midwest and across the mississippi valley. chicago, that is cold, but all of these readings are at or above normal. it did get to 61 today and the triangle, but nothing resembling bitter cold. the clouds are marching in, but the rain is still far to the west. getting a little closer. into the mountains on some light rain. this is a pretty weak system. narrow bands of rain from our

not going to be a big rainmaker, much less a winter storm. tomorrow, we will be drive. temperatures will fall a few more degrees. mostly these guys. towards the morning, a chance for a little bit of rain. our temperature stuck in the mid 40's. what we start with is pretty much what we have got all day long. there will be some occasional rain during the day tomorrow. it should be on the light side through most of the day. just after midnight, a little rain over the mountains slips into the piedmont around the triad. and then gets a little closer towards sunrise. some rain around, but not in any one spot. generally on the light side. a gloomy and damp day, but nothing unusual for late january. then it trie success the initial batch of rain will not be a big

a quarter of an inch. in most cases, less than that. again, a rather chilly day compared to what we had to date. generally mid 40's around the triangle. upper 40's around fayetteville. low 40's around roxboro much of the day. that moves out and we get some partial clearing tomorrow evening. some other disturbances along the frontal boundary that moves through tonight and brings more rain east of the triangle thursday morning. notice our first alert predictor again. a brief shot at a little bit of rain. a few sprinkles or some light rain. generally, east of 95. that moves out and then we have some nice weather to look forward to and we get into the weekend.

tradition.tisha: the owner of a barbecue joint that has been a west rally institution for years is vowing to rebuild. steve: major damage after a driver hit a patch of ice and smashed into the building. no one was hurt, but the building has a giant hole. the owner is breaking the news to loyal customers who have been stopping by to get a bite to eat. he says that while he does have insurance, he set up a gofundme page to help rebuild. if you want to help, look for the story on our homepage. he is hoping to reopen in about a month. the faa investigating after a bud light banner from a helicopter landed right on a home in union county. investigators say the pilot

the panthers are making it a formal event as they will wear their black you need -- unis at the super bowl. it took a while for the league to take carolina seriously, but no one is doubting them now, especially after the thrashing they laid on the cardinals. cam newton was his normal sparkling self. he split them evenly on the ground and through the air. he is one of many excellent players that have propelled the panthers into the super bowl. we all know he is the m.v.p. of the team and the league and the main attraction. enjoying his fifth sports illustrated cover appearance, his second as a panther. the first panther to have that honor was terry collins. i certainly do not need to remind you that we have been the only station on the road for every panthers game, home and away, since this magical run to waste.
