making this more tragic today is his 21st birthday. he is spending it in the icu. this is the aftermath of a crash as an alert on tuesday. it was before 8 p.m. on martin luther king. a deputy joe minor was in an unmarked car when he pulled out of the lot into the path of that motorcycle. the sheriff said it had lights coming. he showed a video of the crash. it is dark, what he showed us here if you watch the corner of the screen you see it pull into the road way and it disappears. he was going 8 miles under the speed limit and tried to stop
5:01 pm
but it slid into the side of the car. he is in critical condition. >> he will live but he is paralyzed from the midchest con. his lungs were collapsed. he has a brain bleed and spinal cord cut in two places and column fractures. >> he said that the corporal has been cited for failure to yield resulting in serious bodily injury. may may face discipline. he was not distracted by anything at the time of the crash he had three other detectives in the car with him, he just never saw the motorcycle coming. minor is extremely upset and now of course has to live with it. the sheriff, listen to this, visited the family of the young man and handed them a check for $200,000 that's the maximum amount an agency can be held liable for in an accident. that is set by state law.
5:02 pm
thrilled by that gesture i'll have more on that part of the story coming up at 6:00. >> i can understand that. sad all the way around. paul is tracking weather >> fall? >> it is interesting here not necessarily tonight but i think tomorrow between day break and about noon the prime time. we have been watching this everything is coming into play. away. moisture is increasing from the east, from the south and from the west but the action is not here around the state. it is way up by louisiana and texas. that's the energy heading our way for tomorrow morning. if we get into the warm sector we'll see strong storms some could reach severe limits there is a possibility of a tornado or two tomorrow morning. after that there will be strong winds.
5:03 pm
that may cause the coastal flooding so there is a lot going on. initially most of this is light rain it is an indication that the moisture is coming back from the west and the southwest. this is the quality line and new orleans that's the one that will slide east southeast we have to watch tomorrow morning. head limes isolated tornado threat before noon and on friday and winds behind the front, friday afternoon into friday night may cause minor coastal flooding. after the flooding goes by another round arriving on sunday. this is a classic el nino setup t is cloudy and spotty rain and by 3 a.m. the front is still well to the west. the front accelerates the east and southeast.
5:04 pm
and storms around any one of which that will be heavy and that goes by. they shift. we dry up. the next front arrives on sunday. there is a lot going on. we'll talk more at 520. the bus crash yesterday that injured two students has an attorney asking questions about the safety of the district's aging fleet. you may remember back in september a driver lost control and plunged into a bond. the driver was fired and is facing careless driving conditions. what did she have to say? >> she is launching her own investigation into the latest crash. >> when you represent a fired school bus driver involved in a crash with 27 kids on board. >> the bus safety issue is a problem. >> another bus crash catching
5:05 pm
>> there was an accident where two kids were injured. what will it take before we reevaluate what is out there. >> she represents the driver that lost control of the bus he was driving and plunged into a pond with a bus full of kids. >> confronted with that emergency was the best decision he could have made, 27 children that day went home to their parents. >> he blames brake failure, the hillsborough district blames him for hitting the gas instead of the brake pedal. an investigation determined there were no brake issues. making it murkier the video cuts off at a critical time of the crash. she is fighting to get all of that video which school officials say may not exist because of water damage. >> i'm not buying that. >> in the bus crash the driver
5:06 pm
failed to yield the right of way and collided with another car. she will launch her own investigation. she wants to know everything she can about the bus and its history. >> other buss that we have seen missed inspections. employees quitting, things of that nature that make it seem like there is smoke which means there may be fire. >> according to the department of education hillsborough has one of the old e feets in the state and in the past drivers and mechanics have raised safety issues the board agreed to purchase new buses in the coming years. six arrived today. what about the rest of the aging fleet in. >> if we don't address what is going on with the buses this will happen. so what will it take? >> and officials confirming that they are still working with law enforcement officials to try to retrieve as much of that video as possible on that drive. we'll continue, of course, to follow the story closely. back to you.

all eyes are on melbourne beach along the east coast this evening. that's where one of three powerball tickets was sold. that person was not come forward. one sold in chino hills, california. mumford, tennessee. each winner will get $187.2 million after taxes. and we're live at that publix store where it was sold. any word on the winner. >> reporter: an interesting statistic that there was 2.1 million winners in the state of florida but the majority you would not care about they only won a few bucks but the one person who went into that publix and got a ticket for sharing that billion and a half jackpot that everyone wants to know who it is. >> media from the networks and florida on the beach side town with one burning question
5:09 pm
everyone wants to know the answer to -- who won? >> we checked everyone on facebook, we were texting everyone left and right. it is exciting to see. we're thinking wow. >> you didn't buy a ticket? >> not here. >> excitement overwhelming the grocery chain where the ticket was purchased. publix calling in a sheriff's dep deputy to manage the media. >> this is crazy i have not seen this in a while. >> the winning ticket sold here was one of three nationally. each now worth $529 million. a big jackpot fueling speculation among curious residents. >> i just heard that they live in the community next door i think but that's hearsay. i wish it was me. >> this is the only store within ten miles, many speck eye rate the winner may live here.

they doubt it is a million dollar ocean front resident but someone from up north. >> there are a hra rg number of snow birds. they shop here. it could be someone who is local, you never know. >> the police were called out to a local woman's home with a call for help with the media. many gathered around her house after getting a rumor that it was her that won the lottery. the police came back to them saying that she had a message and that was she was not the winner. a lot of reports and rumors and rampant speculation but officials tell me in a big jackpot like this it takes about a week for the person to come forward. they hire outside help like an attorney. tax consultant. a financial advisor before they come forward and claim that big prize. cynthia. >> that makes sense. >> thank you.
5:11 pm
last night and that's where one of the tickets was sold. a celebration broke out there, people cheering and hugging. alfs gave the owner a check. he will share it withs employees. the owners of a food mart in mumford, tennessee say the same thing. they will share that with their 50 employees. that store as can you see only got $25,000 for selling the ticket because how much a store gets is determined state by state. 25,000. >> again no word on the winner in tennessee. the jackpot it is now down to $40 million. that was a lot of money until we had one at a billion. that's saturday.

get ready for another wild night in the race for the white house, donald trump will be center stage again in the debate. our political editor craig patrick is here to show us what is at stake. >> reporter: quite a bit for the candidates and trump and cruz who are the front runners. across the nation this is an opportunity for the candidates to capitalize because people have tuned out during the holidays politics and now they're just now tuning back in and tonight's debate is critical across the nation. can you see how the stage is coming together. it did leading up to tonight. what is interesting how things are coming together with respect to donald trump and ted cruz in the first state. that's where we want to place the concentration heading into the debate. it shows you how tight things are and take a look at the latest numbers we're getting from iowa. this is the clear average of
5:16 pm
polling in the state of iowa. trump is 27.3%. cruz 26.9%. they are tied and around 27%. followed by marco rubio and behind in the state of iowa and ben carson. this is important because it can get a big shot of momentum who ultimately wins and because the numbers are so tight trump and cruz have been hesitant to go after each other. they may here tonight. >> what are you expecting from marco rubio? >> he may have the most to lose or gain, depending on how you look at it. conventional wisdom there are three tickets if you look for that the candidate that is in third place can come out of that in a very good position. you saw the average numbers. marco rubio is in third place in iowa but with this. this puts a target on rubyo just as it did in the debate. earlier showed how he can go after jeb bush but we found out
5:17 pm
what happened when others like ted cruz go after him. he lost some ground because of it and they will come after him yet. it will be interesting to see how he responds. we have not heard about bush lately. can he spring back with a strong perform tonight. >> he cannot spring back he is down but he can get noticed. as you mentioned he has sort of been written off by many. you have a lot of support horse have rallied to the cause and the defense in the and but at this point jeb bush must turn in a stronger performance than he did around to get any traction heading into iowa where he is behind or new hampshire where he is focusing much of his time. he will be on the periphery of the debate stage and it will be income bent on him to be
5:18 pm
involved in this debate and he has shown he has and with go after donald trump. he will do that later tonight. >> that will be an interesting night. the debate starts at 9:00 on the fox business network. now your sky tower radar forecast with paul dellegatto. >> s clouds are lowering and thickening. this is what we have seen, it is an indication that the moisture is coming back after a chilly and remember how dry the air was a couple of days ago. dew points in the teens the moisture is back and energy rising our way spells maybe some trouble tomorrow morning with heavy rain and the possibility of some storms in and there could be an isolated tornado or two. dave is in tomorrow, we'll be on
5:19 pm
the sky tower radar app. canyou can track the storms at home. they are increasing and light rain this is not the energy we're concerned about. it is way back out in the gulf of mexico. this rain is around the state is moisture, kind of overrunning some cooler air near the ground. this will not be severe. there is light rain and rain approaching the west coast. there will be areas of light rain around tonight but it looks like the timing of this. tomorrow. and until about 1, 2:00 when the storms move from west to east and they will move off the coast by evening. after that. we'll notice the winds picking up and there could be flooding. and coming from the west. here is the line. this is the concern it's not any
