fox 13 and the 10:00 news starts now. >> anchor: good evening. i'm mark wilson. >> i'm kelly ring. their nevada caucuses are underway right now. we're following them for the next hour and a half. but first we're going to begin tonight with alarming video that will make your hair stand up. look at this. a wrong way driver caught on camera barreling right down the interstate. this was in sarasota monday morning captured by a deputy's on board camera. fox 13's josh casio is live near i 75 tonight with more on that video and the arrest too. josh? >> reporter: kelly, that video sdernly puts you in the driver's seat. it makes you wonder what you might do if you were that officer and the car was coming at if you. nobody was hurt. but the wrong-way driver, he is in a world of trouble tonight. it's the kind of thing that makes you say. >> holy crap. did that really just happen.

driver zips past the sarasota direction on i 75. morning. >> crazy. how could somebody go the wrong way on the interstate. how. the driver was 21-year-old ryan flurry of port charlotte. deputies say his blood alcohol legal limit. >> it just brings home the point that people should not be out drinking and driving. >> reporter: deputies say flurry drove at least six miles shoulder. imagine what could have happened if someone had been pulled over, say changing a tire. >> it would have been catastrophic as a result of this individual driving impaired. >> reporter: we've seen that catastrophe. remember this horrific video from a couple years ago on i 275 275? five people were killed. we showed this latest footage to fellow drivers. naturally, they couldn't believe their eyes. >> that's crazy.

>> if you are going on the wrong side, what the heck, you know. >> reporter: what the heck what's deputies were asking. officials say flurry admitted to his major mistake. >> he apologized for being out there and possibly butting the -- putting the public at risk. >> reporter: at times doing an estimated 70 miles an hour the wrong way. that's like a high-speed game of russian roulette. >> that's insane. if they're going to get behind the wheel they need to be sober. >> reporter: now what should you do if you see a wrong-way driver? deputies say first slow down and try to create as much space between you and the other car. if you can, try to get to the opposite side of the road. where it's safe pull over and, of course, call 911. one thing you should never two is turn around -- do though is turn around and try to follow that car. live in sarasota, josh cascio, fox 13 news. developing tonight, the strong storms.

south land. spawning at least seven tornados in louisiana and mississippi. three people are dead. this damage is from prayerville louisiana where a possible tornado ripped off a wall from a gold's gym. nobody was injured. in covet, louisiana a tornado ripped through an rv park killing two people leaving dozens injured. that system will impact us. paul is here. how might it affect us? probably tomorrow morning? >> i think 8:00 a.m. to noon. the biggest risk of tornados will stay north of us. at least three dead in louisiana today. unfortunately there is a developing situation in pensacola. there's been confirmed tornados that moved in off the gulf. have jumped over i-ten and caused damage. it looks like a lot of damage in the north point section north of i-ten in escambia county in the western panhandle. we're getting reports the police and rescue cannot get in.

so we'll see how that plays out in the hours ahead. that severe weather continues and kind of jumps over the state line into sections ofal alt -- alabama tonight. eventually head for tallahassee probably by midnight to 1:00 a.m. severe weather continues in montgomery and birmingham. there is a trailing cold front to this that will be slicing our way late tonight into tomorrow and even more severe weather on mississippi. here is the deal now. we're quiet under mostly cheer skies. a very -- clear skies. a very warm night. by tomorrow morning we'll watch the development of a squall line in the gulf. i'm still thinking that with all the energy sliding northeast and away from us, there may be some -- there will be some stronger storms but the risk of a major severe weather outbreak is pretty small. i think we'll see strong thunderstorms, some gusty winds. that all goes by by late in the day. then a big abrupt change by evening as it turns windy and

there's obviously a lot going on. i'll be back at 10:20 with more on the forecast and the weekend preview coming up. see you then. >> anchor: now to nevada where republicans choosing their candidate for the presidential primary right now. this is video of one of the caucus sites in atlantis. and donald trump is expected to win. but if history is any indicator, it may be awhile before we know who gets the most votes. four years ago actually it took nevada's republican party four days to tally the results. and fox 13's chris kato joins us with an update on the caucus. chris? >> reporter: it has been a mess historically with republican caucuses in nevada. and that 2012 situation was with low voter turnout. tonight it looks like they will set a record there as far as the republican caucus goes there. so at 7:00 p.m. right now in nevada they won't finish caucusing until midnight eastern time. donald trump as you said is expected, is predicted to win. but there's been very little

all eyes are really on the race for second place. silver if you will in the silver state. marco rubio and ted cruz are slugging it out. cruz has held eight rallies in nevada in the past three days. here is video of him thanking su pores in sparks. rubio has held five rallies but he is campaigning in michigan tonight where he took shots at donald trump. >> i didn't just become a conservative like a year and a half ago when i thought about running for president. [ cheering ] i am as conservative as anyone in this race but i am a location. >> reporter: rubio may have a slight advantage in the fact he spent part of his childhood in the mormon vote. his family attended the church for a time when he was a child there. speaking of mormons mitt romney

he hasn't endorsed any of the candidates yet even though one of them gave him an endorsement in 2012. donald trump. thanks very much. it's been several months in the make but tonight a tampa city hall the first meeting was held board. they're 11 people who are going to look at local cases and decide if they were handled fairly. let's go to fox 13's krista clark. she joins us with details. what did they talk about. >> reporter: mark, before getting into the tough stuff, tonight's meeting was all about business matters. the board members have had several weeks to get to know each other and how tpd operates. >> when it came up i thought it was my opportunity to get involved and to bring the community's issue to the table. >> reporter: carolyn collins a former naacp president is one of 11 board members who will represent the citizens of tampa. each one coming to tuesday's meeting with goals. >> to listen. to be attentive.

and to try to make a difference. >> reporter: change is what some people in the community called for when the board was first suggested. the idea came after a report that 80 percent of bike citations issued by tampa police were given to african-americans. the police union had said from the start a broord to review police actions is not needed. >> i don't think we have the issues and the concerns that are on some of the other parts of the nation. >> reporter: before looking at cases and deciding if police acted appropriately, review board members first had to learn what it takes to do the job by training with the citizens police academy. >> i think most citizens probably don't know what it takes to become a police officer. and beyond that i think they probably don't know what police officers go through every single day. so when you do a ride along and you spend hours in a car with a police officer, i think that makes an impression. >> reporter: newly elected chairman says each member brings a unique background to the table. >> i think the group is that is

great reflection of the city of tampa. >> reporter: for each one the motive is to better the city. >> i would really like to see the citizens of tampa show great respect to the police department. and also the police officers to show great respect to the citizens. so i think it's a balance that needs to be there and i hope that we can help with that. >> reporter: now of the 11 board members, nine of them will actually be voting members and two of them are serving as alternates. police couldn't tell us exactly what the first case is these board members will review. however their next meet meeting is set for late march. crystal clark, fox 13 news. >> anchor: st. pete now across the bay. city leaders calling on urban planners and develop torz help them come up with a plan for the tropicana field site. the city issues a request for qualifications of those seeking to redevelop the 85 acres in the center of downtown. the city is asking developers to

>> let's go live to evan axelbank in bartow to explain how she is going to take her new job. tell us about it evan. >> reporter: even she used the word overwhelming to describe the situation she is stepping into. she spent her first hour watching teachers break down in tears over pay and workload. after the 'mrauz for a new interim superintendent there was tears from teachers. >> i'm not getting what i need emotionally. i'm not getting what i need respectfully to be able to continue to do my job well. >> reporter: bird's honeymoon-- >> i'm here because i'm losing my passion. >> reporter: -- was over before it started. >> hey hey what do you say we deserve a raise today! >> reporter: just before board members approved bird's contract, 50 teachers protested and said they're over worked and under paid. >> we deserve a raise today.

by the union of not returning calls to discuss their new contract. the sides are millions of dollars apart and negotiations stalled as the board dealt with the resignation of katherine leroy over allegations of sex harassment. >> i am a big believer in you have to move forward. so the shadow only lasts as long as it has to. >> in an interview bird made clear she is ready to lift that shadow. >> there's conversations we can't discuss right now. but we're listening. and we're looking at what we can do. >> reporter: bird says she will visit each school as a show of support rather than to micro-manage. she pledges to put the focus back on students. >> there's a lot on the list right now. we just need to take a deep breath. we're going be okay. and take one day at a time and all work together. >> reporter: until a replacement is named bird's interim contract allows her to serve indefinitely and to apply for the job if she wants it.

i mean, all kinds of damage. houses destroyed. we'll watch that throughout the night. let's look at how things played out today. a lot of wind. wind surf over by the skyway always fun watching that when you drive in over the skyway. a lot of sunshine. a couple of showers developed inland. we had a pretty good sunset tonight. in fact really good. nice job karen. appreciate that. good work. and tonight we are highlighting this last night. then we have clouds and rain come in. in the eastern sky you have -- well this is thasz sz jupiter and that's the moon. can't miss that. great, great shot in the eastern sky rising as the sun sets. beautiful night tonight. at the same time not far away the weather is awful. there was an amazing -- not amazing in a good way, amazing in a bad way tornado signature off the gulf coast near gulf shores and orange beach.

and multiple circulations moved onshore. it's been generally north eastern escambia county to crestview and right along i-ten getting reports of a lot of damage with houses destroyed and some people injured as these tornados have come in as waterspouts initially then turning into tornados as they move on shore. eventually even into tallahassee. your kids are up at fsu, i'm not saying there's a tornado heading that way, but they're inside the tornado watch. and a couple of hours there will be some bad weather heading their way from the west. that extends up into montgomery and birmingham. they've got bad weather too. for us it will be the trailing cold front impacting us. the energy that is producing multiple tornados today. a lot of that is going to stay well north of us. but there should be enough instability, enough sheer to produce at least some strong storms as the cold front goes by early tomorrow. it's quiet tonight.

dealing with one of those overnight tornado set ups. three in the morning and storms coming in from the gulf. this is going to be a daytime event tomorrow. it's simply going to be a strong squall line with a cold front. we've had that happen a number of times since january 1st. part and parcel to el nino. that all goes by. the winds will shift. just watch for heavy rain, gusty strong winds. maybe isolated tornado. then the winds will shift. i tell you, it's going to get pretty chilly for late february. a number of nights in a row with night time lows actually in the 40s and daytime highs in the 60s. complicated set up in the southeast. there's the low that will race away from us. trailing cold front will develop storms. interesting now. nothing on the cold front to speak of. here is the energy twisting. that will miss us. it will move northeast. the storm prediction center has us at a slight risk of severe

news tonight from the news tonight from the cdc. they are reporting 14 new cases of zika here in the u.s. all of them believed to have been spread through sexual contact. and several cases involve pregnant women. earlier this month we heard a case in texas where zika was transmitted from a man to a woman. >> now there are some more cases too and it's frightening some involve pregnant women because zika is known to cause a birth defect where the baby has a small head and brain. in all 14 cases, men who visited

infected their female partners through sex and the women had not traveled to those areas. zika's mainly spread by mosquito bites but with today's news now health officials say a whole new group of people have to take precautions. >> what this means is that people, especially pregnant women who have partners who have come from those areas, they really are asking them to exercise caution. that means abstain from sex or use a condom. they say use that condom in the right way. >> anchor: the state department of health says that we are up to 29 cases in florida. one up since yesterday. but so far all of them are travel related and none in florida involve pregnant women. florida's surgeon general dr. john armstrong will testify before congress tomorrow. heel talk about florida's response to the zika virus and the state's actions to keep residents and visitors safe. >> anchor: battle heating up over guantanamo bay.

a follow-up now to a fox we have a follow up to a fox 13 investigation about pasco sheriff chris nocco's $2 million body camera contract with taser international. >> the sheriff says trips paid for by the vendor and donations made to the sheriff's charity had no influence on the no bid contract. tonight what happened to emails between sheriff nocco and taser international? as investigative reporter tina jepson reports, government watch dog groups tell us they're concerned. >> reporter: pasco county sheriff chris nocco signed one

body cameras in florida in 2014. worth $2 million over five years. when fox 13 investigates asked the sheriff's office for public records about the contract including emails between the sheriffs and the vendor, taser international, we were told repeatedly there were no emails. then we asked for major's mails. he is the man the sheriff delegated to handle logistics for the body camera purchase. in those e-mails i discovered more than two dozen knocko sent and received from taser reps. copied. i asked the sheriff why the agency couldn't find his emails under his name. what do you think happened with those emails? >> i can tell you my records are else's. but those emails i wasn't the lead negotiator. >> there were no emails. all the discussions happened with major [ inaudible ]

spokesman sdab yels off camera saying there were no emails between the sheriff and taser reps. i did get a response there were no emails and a subsequent public records request i received through that several emails between you and taser reps in 2014 and 2015. >> okay. what do they say? >> reporter: what do those >> i don't remember. >> reporter: the emails discussed a range of topics including this exchange the day taser landed the contract. then there were emails where taser asked nocco to endorse their products and he did. and emails asking for nocco's input on a body camera bill in the legislature. like all public officials, florida sheriffs have to follow the state public records laws. government watch dog groups are concerned. >> i find it very troubling that the sheriff was not able to produce those records purr surnt to a public records request. we have a right and in florida

oversee our government and hold our government accountable. >> reporter: the sheriff's office now claims those emails i discovered discovered are the only ones the sheriff exchanged with taser reps. nocco did offer one more explanation on why i found his emails copyed to his major and not under his name. >> yeah i don't know. i mean, the whole thing is that -- our email system did dump. there was a crash. that's a known fact. that we had a crash in our email system. >> reporter: a spokesman told us the sheriff misspoke. saying that crash actually happened before they talked to any body camera vendors. hours before our first investigation was set to air, the agency offered an explanation for the sheriff's missing emails for the first time in six months. saying they had searched for them using an old email system with a rudimentary search function. the agency was however able to locate hundreds of the major's emails with the vendor while they were still using that same

that are not in technology and they have no clue what's going on. >> reporter: their tactics are often secret but always clever. consider this. some of the phishing emails you might receive at work are actually being sent by your company. it's a test to single out who is lax enough to click on it. and put your company at risk. >> there may be gaps. >> reporter: michelle's company trace security specializes in finding the weakest link. and credit unions. you want to make sure your money is safe. >> reporter: she showed me the computer read out. >> the more green the better. >> reporter: and revealed some unorthodox investigative methods that drive the numbers. michelle says auditors have to stoop to a crook's level. diving. because a loosey-goosey company's trash might be a data thief's treasure trove. >> if you are throwing out

we're going through it and trying to see what privileged information we can gain from that. >> reporter: here is another slick technique. >> we have guys on staff that dress up. >> companies are increasingly planting external auditors who masquerade as contractors. at first, they blend in. >> working hard. almost done. >> reporter: but soon they morph into an intruder. >> they go in and try to get access and try to get access to the computer room. >> reporter: when the disguised auditor breaches a restricted area they document the intrusion. and generate a report that flies up the flag pole for a fix. >> we're not stealing data but we're preventing people from doing that. >> reporter: exposing risks undercover is an odd and unsung job. michelle says stealth work is essential in 2016. >> it's very important for all consumers they just don't know about it. >> reporter: when you think about the massive amount of information companies keep about

[ laughter ] you look great as a cable guy. >> thank you. >> anchor: how did that experience go at least in our bidding. >> reporter: i was shocked because i put that black hat on threw those cables over my shoulder. our colleague crystal clark didn't know who i was. it was that easy. you walk around and you kind of blend in and they can find those openings. we found a door that was not supposed to be open here. it is a lesson for all of us. at home lock up. but at work too. the one person could be an auditor and could be a thief. >> anchor: never know what they're trying to get.

how did we know when they're sending them and what do watch out for? because i saw it and i was like what is this? >> reporter: we've gotten them here. >> we have. >> reporter: so i think generally they stand out. they stand out because they're so off bvious. but maybe not in the future. i say any time there's a link and it didn't come from somebody you don't -- it came from somebody you don't know, just avoid it. >> anchor: delete. >> reporter: exactly. don't try it out to see what is going to happen. you don't know if it's phishing or whether it is the boss. >> anchor: i don't know what's worse the phishing email from the crook in russia or from the boss who going to can you because you are the weakest link. >> reporter: you don't want that to happen. it's interesting all these tactics they're taking and they've got to do it. we're under attack every single day. >> anchor: just when you get lax is when they get through. chris, good advice. thank you very much. coming up, four more idol

in the majors ryan webb has made it home. webb now wears the jersey for the team he grew up cheering for. it comes 12 years after being drafted out of clearwater central catholic. >> it's every kid's dream to play where they grew up watching their team. so to have the privilege to be able to play for the team i grew up watching. all my family still lives in the same area. it is a blessing. i couldn't be more happy. >> reporter: as a free agent ryan webb had plenty of opposites and waited until right before spring training to decide which team he wanted to play for. while he is happy to skom home it's not the reason he put his name on the rays contract >> i wanted to make the decision based on somewhere i thought i could go to win. every player i ever talked to said it was their best years here. so, you know, for them to want me was a big thing. then, you know, we worked out a deal and i couldn't be more happy to be here. >> reporter: at 30 years old webb brings experience to a bullpen that needs it. he's not a pitcher that's going

part of the full moon last night this is a snow moon from port richey that worked with the cloud cover for a time. turned out to be mostly cludy in most spots last night. tonight one night past full. we saw the moon and jupiter doing a dance in the eastern sky. lynn at the fox 13 umbrella go to my facebook page and like it. upload the photo and it will give away an umbrella monday through friday at 10:56 p.m. not a good night tonight. we saw this coming last night. severe weather outbreak is on going. i just got reports that sections of i-ten have been closed because of damage from tornados. and there's still multiple signatures of tornados which are now just west of tallahassee moving into alabama. search and rescue is underway in portions of pensacola. information is still sketch ji but i just heard they're also looking at the g.e. plant,

looking at. just a bad night in the western this squall line is going to head our way tomorrow and bring with it a line of heavy showers and thundershowers. not a huge tornado threat locally but any one of the storms will produce locally heavy rain, gusty winds, frequent lightning, strong down burst winds and maybe isolated tornado. you can see from crestview to dustin then over the state line this is a solid line of thunderstorms moving northeast. now. then there's more rain heading birmingham. side. once all this goes by, the weather by this time tomorrow locally will be completely different. skies. now we're in the warm sector with winds increasing from the southwest all the weather action in conjunction with this low. energy.

may severe weather set up in the southeast. we've had so many of these this winter all part of that strong sub-tropical jet and part of el nino which we saw coming months and months ago. future cast has the frontal boundary moving across the peninsula producing a line of showers and thunder showers tomorrow morning. the arrival time like eight to 10:00 a.m. along the coast. then moving to the south. once it's gone, the weather should be improving quite a bit by late in the day. by tomorrow night into thursday, weather looks good. clearing and cooler. lots of energy. kind of slicing across the deep south. there's a kink in the jet stream here. will be diving our way hoping to produce storms. a lot more coming up at 11:00. back to you. >> anchor: before we go, two eaglets resumed in manatee county. >> just in time. last night a woman spotted a tiny eagle hanging on by its claw where their home was.

she was waiting she grew very concerned as the eaglet jerked around it continues to hurt itself. >> every time it would start rattling its wings and moving around i would just gasp. i was having a fit because i wanted someone to get up there and get the baby. >> reporter: and finally they did. actually pretty quickly. the cell tower company sent out two employees who scaled 300 feet to get the eaglet down. he had a broken bone and scratches. busch gardens is going to perform surgery on him tomorrow and they think or soon and they think he is going to be okay. and eventually they hope to get him back with his family. >> anchor: hopefully. needs to be soaring again soon. he is in good hands. >> time for the fox 13, 11:00 news. >> right now at 11, a former teacher accused of abusing a child is innocent. >> the state is no longer pursuing the allegations against her.
