we're getting an we're getting an exclusive up close look at the runway at mcdill air force base in tampa. as you see, it needs some work. fox 13 news has learned the only runway will be shut down this fall for repairs. so how can you run an air force >> i headed out to mcdill to find out. >> reporter: in the sky mcdill's refueling tankers have smooth sailing but when the kc-135s land things can get rough on the runway. we got an exclusive up close look at the chunks and the united states are. they decided to shut down the 13-year-old crumbling runway this fall for an $8 million overhaul. >> we're going to mill and overlay the entire link to

mcdill continue to fly tankers with its only runway closed for two months? they found the answer at tampa international. the tankers will move in with the airliners in october. >> they'll be fitted right along with our commercial carriers. they use the same runways, they use the same f.a.a. ground and tower frequencies. >> reporter: the tankers will be parked in the same area as the private jets at t.i.a. with nearly 500 takeoffs and landings every day by the tankers with maybe a dozen every day won't make a big difference and the air force crews say they'll be ready. >> with tampa being just adjacent producing this transition for the two months that will be having the operational closure will be very very minimal. the run ray project is slated to last 60 days. with any luck they will be home for christmas. in between you might see a tanker taxi near your

over 20, 25 inches of rain has fallen across portions of louisiana. we're getting back home. so we have that summertime pattern with the afternoon showers and thunderstorms which will continue into next week. look at the rainfall totals over louisiana. there's new orleans there, near new eye beret you can see some locations over 25 inches of rain. and come down. that low still spinning and slowly working its way onto the west. now back closer to home you can see the overall coverage for august, middle of august working their way to the north and northwest. you can see the outflow boundaries that's causing additional storms to pop up.

county also over towards odessa stretching up towards port richey, new port richey you see some of these storms reaching out into the gulf of mexico. those will continue to work their way on towards the north and the west. now if you look over the state you can see more of these winds coming out of the southeast. we also have this upper level low which is spinning so some dry air has worked its way over the state. but by tomorrow there's the moisture. that's going to work its way we'll still see morning sun but we'll have a better chance of seeing those showers and thunderstorms during the afternoon hours. outside right now here in tampa we're at 90?. but with the rain around st. petersburg is currently at 78?. brandon currently sits at 95 degrees. so our forecast goes like this. for this evening they will be windsing downing overnight low of 77 degrees. then for tomorrow morning sun then some storms during the afternoon. day i'm high about 92

this afternoon. so far no word on any suspects or any one wounded. we'll update you as soon as we learn more. developing tonight widespread flooding spawned by pounding rainfall is battering louisiana this weekend. the slow moving storm is being blamed for at least two deaths so >> reporter: evacuations and rescues are underway in louisiana after days of torrential rainfall that has now swamped the state causing widespread flooding. >> the first responders had to come rescue us at the house so the water was that high. >> the slow moving storm is expected to dump more heavy rain throughout the weekend. governor john bell edwards declaring a state of emergency saying residents advised to evacuate should do so quickly. >> we have record levels of

weekend forcing thousands of people to evacuate. the area received more than eight inches of rain in just eight hours friday. the widespread flooding has damaged thousands of homes and roads in the floodwaters are not expected to recede any time soon. more rain are is expected there. another police officer shot and killed in the line of duty. this time during a traffic stop in new mexico, officials say officer jose chavez was shot whether he approached a car he pulled over near a convenience store. the three scene and drove to a nearby rest stop where deputies say they then shot another person in an apparent car-jacking. officer chavez died as a result of his injuries. all three suspects are now in police custody. a florida woman is in critical condition after an alligator attacked her. doctors are now trying to save her hand. the 49-year-old woman was airlifted to the hospital after her hand was bidden here at a fish camp in broward county. officials say she reached into the water for a can

texting 911 could be extremely valuable in texting 9-1-1 can be extremely valuable in surgeries where it's unsafe to make a noise. so far any states and cities have this including some in the bay area. they have adopted the new service but it's expected to grow even more over the next several years. here's fox's laura engle. >> we have the ambulance on the way. in an emergency is not always possible if you're in a dangerous situation where being overheard could bring you serious harm. but texting 9-1-1 could save your life. >> if somebody is inside their house or in the trunk of a car they don't want somebody to hear them they can send a text message we can still provide assistance to them. >> but text to 9-1-1 is not available everywhere. the service is only operating in parts of 36 states and puerto rico based on a call center's capability to accept texts.

9-1-1 became available in all of new jersey where some lawmakers say the service is an important part of the public safety tool kit, especially when you consider situations like the orlando florida nightclub meeting when people were hiding and trying to sends messages for help. about how many people are in a room, how many shooters there are if anybody's hurt. >> many major cities like new york still don't have the technology because requires major infrastructure work. including swapping out the current wire system to a digital one which city leaders say could take millions of dollars and two years to complete. >> the f.c.c. requires mobile providers to allow customers to text to 9-1-1 but because not all call centers can accept the messages groups like the national emergency number association have some concerns. >> my number one -- the

is that there needs to be leadership in communities across the country, state level, even in congress to ensure that texting is available for all consumers. >> reporter: and unless spelled out texting in an emergency doesn't provide the detailed location information that a landline does which is why dispatchers say call when you can, text when you can't. laura engle, fox news. sarasota and hernando counties both have texts to 9-1-1 capabilies the tampa bay times reports that hillsborough county is working to have the service available by next summer. pinellas by the end of 20 seen and pasco adds they're looking to have the technology but don't have the rollout date. kevin is looking at the bucs defense we're talking defense again. this d wants to be what it was in the 90s and early 2,000s. there wasn't a whole lot to really be excited about in the very first pre-season

so we have about 20 basic school supplies. everything from folders to notebooks to pencils and glue sticks. all the the basics that kids knead to succeed in the classroom. the kids and me foundation mission is to ensure that every student has the tools they need to learn and succeed in the classroom. so what we do is we team up with partners across the country in order to get the backpacks into the hands of these it's fun. this is essentially christmas in august. we get to hand out backpacks. we see those smiling faces and it is more than exciting. we just feel that it's important just for students to have the essentials so that they can perform in the classroom every day. we don't want them to be stressing about if they have a pencil to do their test, or if they have a piece of paper at home to complete their homework.
