of them as they head into their first debate september 26th. if johnson could nudge up in the polls he could work his way onto the stage and throw yet another wrench in this race, which brings us to our second big point. what's up with johnson? some supporters repeatedly said we need to talk more about gair johnson so we will. he has a lot of people talking today because this weeks golden due fess award goes to gary johnson. >> what would you do if you were elected about aleppo. >> about? aleppo. >> what is aleppo? >> you're kidding? >> no. >> that's one of the dumbest things i think i've ever seen. play it with my initial reaction. >> what would you do if you were elected about aleppo? >> about? aleppo. >> what is aleppo? >> you're kidding? >> no. >> play it again to the point johnson learns about a

and what's working and not working and what it's costing us. since it's thursday let's do a throw back thursday on what we found. >> i'm trying to grow the state beadding jobs. >> jobs. >> jobs. >> jobs. >> our governor and legislature dangle big tax breaks for jobs. sometimes lawmakers don't read what they pass. >> we're here at 3:30 in the morning. >> i don't know the substance of this house bill. >> in 2011, they tax insen tef in the middle of the night. years later we can't find a single job it created. a states spokeswoman told us florida is not keeping track. oon another note we discovered the state granted tax credits under another program by mistake. >> i had no idea we had businesses outside of the boundaries and the lines that are benefitting from these tax credits. >> and we also found tax incentives for farms that don't
11:42 pm
>> the farm back behind the woods? >> this is the farm. this is what's supposed to be pine tree farm. >> yeah. the state has given breaks that earn taxpayers with questionable results. at the same time, the state neglected incentives for the film industry. we'll show you how that may have backfired in a couple of minutes. first i want to come back to hillary clinton. campaign strategists pay attention to shifts in the polls and optics. that interesting changes this week if hillary clinton's approach. she had been sitting on a lead and trying to run out the clock. but notice since the race tightened this week, she's spending more time answering reporters questions. and she even said her advisor told her to do this. >> he convinced me i need to. >> yesterday wasn't bad. >> it was great. i love having the plane. the plane makes everything easier.
11:43 pm
it was so simple. everybody in one place. i will come back p about an hour. >> look how she's answering questions on the plane just as the president or busy world leaders are often seen doing. she's trying to look presidential while claiming trump cannot and should not be president. that is the stage craft of politics. but there are a lot of other things stat gists cannot control. in the second half of the show, we'll show you how a september or october surprise could that follows our focus on state tax policy and the losing battle with georgia. >> coming up. we'll show you how florida is losing at on big business from show business. and why the state of georgia is eating our lunch. john wilson weighs in with his

look, i told you wayne on tv or movies but this tampa actor mostly works in two states you may not expect. >> the majority is in atlanta and new orleans where they have a really robust insen tef. >> florida has also had a thriving film and tv industry. but casting directors like catherine say it's withering because georgia and louisiana offer better tax deals for film and tv projects. >> this is supposed to be our busy season. no one is busy. it's really dead.

commercials. no more. it's gone. >> and with that stunt people, producers, actors and production people are moving away. >> i've had as many as seven at a time pull up and move to louisiana. they are leaving for georgia. >> my half of the million. >> of course, florida still has a lot of actors who want to stay but performers like kristen say the film baa nan sa to the north is making it hard. >> the shift able to work here and wake up every morning here to now flying to all of these other states. >> georgia offers a tax credit of up to 30% if the productions include that georgia peach logo you see in the closing credits. georgia figures it's better to have 70% of something than 100% of nothing. now straight talk from john.
11:47 pm
my view now. >> bring? john wilson. you know a thing or two about film. what are state leaders thinking or not thinking and offering incentives as georgia, louisiana and other states do for film? >> let me tell you. this is catastrophic for the film industry and also for those of us in florida who want to see a developed state that's portrayed in movies. remember like miami vice so many years ago and other movies that made florida a part of the store re. what the state taking a position that the return on the investment is $0.43 for every dollar. the film industry says wait a minute. what numbers are you using? the numbers are direct sales tax receipts. that's what they are using. there's more to this than that. there are 170 thousand jobs, $900 million, 4.1 billion to the states economy. those are the numbers the film
11:48 pm
together and they let the money run out. as you know. they let the money run out. it was $969 million. almost a billion dollars they let run out over three year term rather than for six years. but their mistake was they allocated that money to movies. dolphin tale was one of them. they let the money gon come first serve basis. there was no money left. it was yoosed up. >> when you bring in film and induce film work into your region you mention miami vice. it goes beyond dollars and cents. if i recall miami beach was on the rope in the 80s. it took miami vice to bring it from where it was to what we know today. >> that's true. a lot of the value of movie production is the intrinsic value. it takes a period of time for
11:49 pm
look at what we're going to see coming up in movies now. a movie featuring the air force base. is it shot in tampa? no. california. a movie -- it goes on and on. they relocating away from florida because we have no money to help them produce the movies here. >> if we started offering money could it be too late? i'm going to georgia. i wanted a film tour it's everywhere. so a this director moved here. you have a hub in place of actors, performers, directors and stage crew living in atlanta. living in south carolina and louisiana. is it too late for florida to capitalize on film when you have other states already eating our lunch the way they are? >> well, it's never too late. i wouldn't take that approach. i would say it's going to be a long time in coming back. these other states have such a

georgia, louisiana... canada has got a head start on all of us. we're talking about the money tax incentives. we're talking about up to 40% of the budget for a movie is provided by the state of louisiana. we can't provide 1%. why can't we do that? our income in florida is on sales tax and tourism. well, guess what? louisiana needed tourism. this was an incentive for them. after hurricane tourism. georgia the same thing and so is south carolina. the very thing that's an incentive for a state to become involved is tourism and sales tax revenue. we already have that. that's our basic economy here. >> well the push has also been singular from governor scott jobs. how many times has he said it. with this you have an industry to bring lots of jobs that florida is not pursuing.
