>> thank you for joining us. it's a english but an important glitch and a costly one that involves online payments to tico and gives customers a shock when they look at bank accounts. they were accidentally overcharged by thousands of dollars apiece. haley hines is live with how it happened. what did they say? >> reporter: they're working to make things right and their this involves thousands of customers here. a pretty large glitch indeed. if you paid your bill on sunday, pay attention to this. here's what happened. a computer glitch from the vendor teco use to process bills. they were also charged for every other month of the year. for some customers it was $1,000. one customer connie johnson said

paid her monthly bill. >> i went on there, and i paid my bill. then a few minutes later i usually get an e-mail confirmation. all of a sudden they kept popping up one after another. this is weird. i thought it was just a repeat. and so i opened up them up later and i realized oh, my god. these are for different amounts. i looked into it and got on my computer and started to match them, and it was for the ent >> reporter: luckily she wasn't hit with overdraft fees, but thant the case for everyone. teco promises they will recover overdraft fees. there's still no time line for when they will be given out. teco did not give the name of the payment processes vendor pb based in tampa and has a long-standing partnership with the company.

cannot accept any bill payments. if yours is due, they will waive the late fees. if you paid your bill on sunday, make sure to check your bank account to make sure you're not among those affected. teco is working to contact all customers impacted by the glitch. mark. tampa mayor bob buckhorn wants to cut a local agency that wants tougher rules for uber and lyft. this week the public transportation commission will discuss stricter regulations for ride-sharing services, but before that vote, the mayor is asking citizens who use the services to speak out. fox 13's crystal clark joins us with more on what the mayor had to say. crystal, the mayor seems like he's in favor to do what it takes to keep those companies going in the area. >> reporter: on top of using uber and lyft himself, mayor buckhorn says they're a huge draw for millenials considering

potential residents or jobs in our community. >> uber has put thousands of people to work including myself. >> reporter: when her master's degree and teaching position didn't pay the bills, maria thomas turned to driving on the side. >> i rely on uber to pay for my son's weekly tuition costs. >> reporter: her second job is at risk. stricter rules proposed by the hillsborough public transportation commission has uber threatening to leave the county. >> as a community we're not going backwards. >> the foout mayor is a city where competition decides who stays and goes and not a local commission. >> if you can't compete you don't deserve to be protected. >> they want fingerprint background checks for drivers and a minimum fare of $7 and drivers have to wait seven minutes before picking up drivers to even the playing field for taxi companies. higher costs and longer wait

a vote by the ptc is expected on wednesday morning. in the studio, crystal clark, fox 13 news. >> thank you so much. a pasco county man might live the rest of his life with a pellet in his arm after a dangerous road rage encounter. jake everett says he feeling fortunate really that he's alive. his girlfriend's car is riddled with holes from a shotgun blast. she was driving down state road 54 with everett in the passenger seat. everett isn't e they did to anger the driver in front of them, but that person slammed on his brakes twice, brake checking them and by chance they both pulled into the walmart parking lot off land o'lakes boulevard. everett says the other driver let them pass and fired a shotgun at them. his window was rolled down, and one of those pellets went into his arm. >> in the moment i was just shaking. i was shocked.

know? that doesn't happen often. it was very scary because, i mean, we were picking up her daughter. thank god she wasn't in the car, you know. >> kelly: an x-ray shows the pellet is lodged in the arm. he says doctors believe it's safer to leave it in there rather than try to take it out. pasco deputies say the shooter was driving a dark suv with a rack on the roof. there was also a dog in the passenger seat. anybody with information is asked to call pasco county sheriff's remain in the hospital tonight following the accident yesterday evening on the courtney campbell causeway. six others were rushed to the hospital. they were planning on charging the driver responsible as well, but they'll wait to see how the patients do. they say 23-year-old julie goll was distracted when she reached for a gatorade bottle on the floor of the car. she looked up and her car slammed into a van stopped at the intersection. >> obviously, if she wouldn't have taken ler eyes off the

>> there was a white family van that was just demolished. >> mark: police say the driver is cooperating with the investigation, and at this point, again, it's unclear what charges she'll face but she likely will face some. >> kelly: a custody battle turns deadly for a little girl with ties to the tampa area. seth pickering is charged tonight with murdering his 6-year-old little girl, lila. she was found stabbed to death along a highway friday night in north carolina. the girl's mother who lives in custody of her daughter and she was supposed to get her next week. lila's grandmother says she was recently taken away from her daughter, placed in foster care. she says both florida and north carolina's child protective services failed this little girl. >> there should have been no way he should have been able to find her at all. >> kelly: seth pickering went before a judge this afternoon. he's held without bond until his next court hearing on october

there is still no word on how pickering got access to the little girl. >> mark: a brooksfield family is out of their home after it was destroyed by fire. somebody saw this home burning and dialed 911. thankfully nobody was home, but still the loss is just devastating here. firefighters say the total house is gone. the family of four here getting help from the red cross tonight. investigators believe a mosquito repellent candle may have been left on and started that fire. also new at 10:00 big honor for a citrus county deputy named law enforcement officer of the year. they presented him with the award today in tallahassee. bennen stopped an attempted child abduction in june. you may remember the video. a man tried to take a 13-year-old girl from a family dollar store. her mom jumped in to stop him. when he ran out the door, the deputy was right there and captured him. how about that? there were many others worthy of the honor, but it doesn't take

at 95 degrees. thankfully a road game. 93 today. we sit in the mid-80s tomorrow because of clouds and rain. we have a tropical storm in the atlantic. this is tropical storm ian, which will a fish storm. it will move north and northeast across open waters. not impact land. it will get close to greenland or iceland in about 5 to 7 days. once again, no threat to land at all. now, other side of the coin, the pacific. his is the western paci. this is supertyphoon maronte. winds up to 185 sustained gusting to 125. this is moving west-northwest towards thailand and eventually china. it's weakening, but still a big deal as that storm moves west-northwest towards taiwan. increasing moisture for us, and

knees. firefighters openly sobbing as they carried small bodies. a sad, sad scene today in memphis, tennessee where a house fire killed six children, three adults. a seventh child is still fighting for his life in the hospital. it doesn't look good. >> mark: a horrible scene. the worst fire tragedy in memphis in nearly 100 years. investigators are pointing to two things that led to the disaster. what are they? >> there are two factors unfortunately commonly in in that economically depressed neighborhood in south memphis where this tragedy unfolded. an old window unit air conditioner and burglar bars. investigators believe it started in the overnight hours because of a faulty power cord on the window units working overtime to cool that house in the memphis heat. the house had a working smoke alarm but had burglar bars on every window and the fire blocked the up front door. meant to keep thieves out, instead the burglar bars made

three women and six children. the kids range in age from 3 to 17. veronica tramle lost her daughter, grandson and five stepgrandchildren. >> i thought it was a dream until i got here, and now i see the house and my daughter and my grandbaby, my step kids are gone. i know she was trying to save them, because that's her first thought and everything she thinks about is her child and other kids before herself. photo the brick home looks intact from the outside. that's because the fire consumed one-fifth of the house. because of burglar bars and the fire blocking the only door, it was three adults and six children. the lone survivor an 8-year-old boy named cameron is in bad shape. his stepgrandmother says he's a fighter and believes he can pull through.

identifying the arsonist, and the fbi joined the investigation. steve rap pa report, fox news. a sarasota man helped his son stage a crime on easter night and the shooting appeared to be self-defense but it wasn't. now he's taking a plea deal in return for a lesser sentence. this past easter sarasota detectives were called to the home of james cann. he called and said he shot and killed jason head when he showed up to the home with a gun looking for his daughter. as look, they found surveillance cameras that showed the real truth. they staged the crime, and deputies say they lured jason to their home, and he was unarmed. jason's family and friends spoke today, but he appeared emotionless even whether jason's 15-year-old daughter took the stand. >> james king may not have pulled the trigger killing my father, but he decided to stage any father's dead body and made my dad look like he was until the wrong.
