and 8:00, 70% and now we have tropical storm julia and it goes to show you any time you have low pressure around the state in august and september, you know, all bets are off. and today we had rapid development. this is the old invest 93l down by miami last night. also of note which is kind of interesting, the storm was initiated, the first advisory of the storm was over land. think about how often do you have the first advisory issued on a tropical storm not over water but over land and i am trying to think i have never seen that before and that may be a reflection of what happened in louisiana with the low producing all the rain for them which is probably a tropical system. it will impact our weather in the sense from a southwest wind and band of showers and storms overnight and most areas dry and tomorrow morning's commute wet

tests. the health department says august 26 and september 7th, three students confirmed to have the bacteria and 1 additional students are being examined. they are working with school administrators of cleaning the school of bacteria passed from fecal matter to children's mouths and person to person and three definite cases are in the preschool. the mother we spoke to says her son is 13. >> i want them to clean it up and figure out where it coming from and figure it out so no one gets sick. >> sing the happy birthday song and get under the fingernails and clean toys and anything shared between the younger preschool-type children in your home. >> dr. jo says not all infected are aware and kids are most likely to get it. the school released a brief statement saying they are following all the health department's directives and last positive tests at this school came on september 7th.

axelbank, fox13. a new report about mold at a charter school is confirming what some suspected. a recent inspection found mold and moisture beneath the flooring and air ducts. accusations were made after parents claimed their kids were getting sick and photos of mold surfaced. and they told fox13 he believes photos were taken over the in the classroom and insisted it was taken care of. and the report describes the air quality as adequate and no imminent health concerns for people with healthy immune systems. florida reached another milestone in the zika outbreak. as of today 799 cases of the zika borne virus is found in the state most is travel related and locally a conveyored cases continues to grow.

cases in miami-dade county making 70 cases where people caught zika from a florida mosquito. the virus can cause severe birth defects and congress failed three times to pass a bill including money for research for a vaccine. governor rick scott traveled to washington, d.c. to urge lawmakers to put aside partisan difference and approve some funding. >> time for politics is over. time for political debate has passed. the time now is funding. the federal government has got to decide to be a partner with the states in stopping the spread of zika. >> he met tonight with senator marco rubio who says there is hope for a resolution. the senate is working on a spending plan to fund government operations through the end of the year and that bill could mean $1.1 billion for zika mitigation and not have any of the provisions attached to it

bill. the hillsborough county public transportation commission will vote tomorrow morning on a new set of regulations for ride share such as uber and lyft requiring fingerprint background checks and $7 minimum fair and 7 minute wait time for riders. some think this is essentially evening the playing field for taxi cubs and uber threatened to pull out of hillsborough if the rules pass and that's something not want to happen and new rules should be created at the state level. they are expecting to take up the vote at 9:00 tomorrow morning. >> interesting one, too. >> uber has pulled out of other cities that passed similar regulations. >> good dey is covering that in the morning and you will know when they vote. >> absolutely. coming up, a group of protestors who says the city of st. pete has its priorities all wrong.

93l. if you watch the broadcast last night this was spinning off the coast of miami. it really is a good lesson how quickly things can change. even the hurricane center this morning was tracking this system. had an x on the map as a zero, goose egg, zero percent chance of development in two days and this is not to make light or fun of the hurricane center, it is an example how quickly things can evolve and change you have low pressure on the map over warm waters in august and september. this went from zero percent chance to 40% at 2:00. 70% at 8:00 and 11:00 we had a tropical storm. just like that. here it is. it will move north and stay inland. the center is not out here. the center is spinning near, just west of downtown jacksonville in duval county

day or so. this will not be an intensifying storm. it is also interesting how the very first advisory on julia was when the center was over land and not over water. i just can't remember ever seeing that. think about it, look back at history but the first advisory storm over land think about that. you have storms and heavy rain in pinellas, pinellas park has rain and feather sound and more rain in the gulf of mexo with a southwest wind rotating around julia, i am expecting more showers and storms near the coast for the morning commute and some could be heavy and pure tropical air mass. strung out showers in pasco. and don't need more rain in pasco. you have heavier rain close to north port, englewood and venice, and as a break shouldn't last too long.

the spin near jacksonville and tropical moisture from the south and southwest. winds not this strong and this won't be a huge windmaker. with the storm developing coming up the coast and no storm surge flooding gusty winds ponte vedra and all the way up the east coast winds 30-40 miles an hour coming from the atlantic. not a pretty picture. not enough or any damage at all. 30-point 3. 80.6 and top winds and probably these are the peak winds for julia weaken rapidly going west of savannah and dies out in the swamps of south georgia. top winds 40 to 35 then 30 and 25 and that in a day or two. tropical storm warnings up along the east coast of our state. also we have tropical storm ian

top winds up to 50. could get stronger as it accelerates northeast and dying out over the shipping lanes of the north atlantic and another look at the storm. this is a monster gone by the south tip of taiwan and missed it by 50 to 100 miles and winds over 100 miles an hour in taiwan and moving northwest towards china. it is an hour sustained. showers and winds coming at us from the southwest down to 77. showers and thundershowers any time of day tomorrow. a lot of times it won't rain at all. not a wash out. 7 and same deal thursday tropical moisture in play and upper 80s and for the fist time in a long time i kept every day and get one or two wrong hitting 90 to 91.
