before thousands of runners would have crossed through the area. saturday night another bomb in the chelsea area of manhattan that injured 29 people. it was a fingerprint on an unexploded bomb that helped authorities i.d. all three bombs had flip-style phones. a bomb exploded near a train station in elizabeth, new jersey and then four other unexploded devices were found. tells fox news he's a deadbeat dad that hates america. >> now that we have the suspect in custody, the investigation can focus on other aspects, such as whether this individual acted alone and what his motivations may have been . >> two police officers were hit but both are expected to be okay. rahami is held on a more than $5 million bond. a law enforcement official says

child's mother he dropped the little 11-month-old old when he tripped and fell late friday night. when she returned home from work, she found evidence of something more severe. telling investigators there was lots of blood in the child's bouncy seat, and at the hospital doctors discovered multiple cuts and burns on the baby along with bite marks and bruising. sheriff's judd has some strong words tonight about this suspect. >> we can't even imagine a the only thing that i surmise is he gets some kind of sadistic pleasure from torturing this child. >> tucci is charged with aggravated child abuse. he was arrested in hillsborough county. he'll be transferred back to polk county later this week. and in hillsborough county tonight, tampa police are working to figure out exactly how this 17-month-old girl died. tonight police are only saying

not if it was an accident or something criminal. amaya died yesterday afternoon, and police say the gun went off in her family's apartment on south lois avenue. residents in mulberry have been told their water is safe to drink, but they want to see that for themselves. mosaic is about to test the neighbors' wells after company officials revealed last week a sinkhole on their property dumped more than 200 million gallons o into the abbing aquifer. the company insists it didn't spread beyond the boundaries of property. evan axelbank joins us. what are mosaic's neighbors say about this? >> reporter: the bottom line is neighbors of mosaic don't believe that the water, the contaminated water has not moved beyond mosaic's property line. the testing begins tomorrow. the neighbors have additional

can't study for. >> the company that's doing all the testing for mosaic is coming out to test the well. >> for now it's bottled water only. they have insisted that the radioactive water that got into the aquifer through a sinkhole at the fertilizer plant about a mile and a half from the home has not moved off their property. >> you have to test our well every week for the next ten years and come back clean for us to believe it. >> reporter: part of wood's that mow sgla zwick and dep and polk county didn't say a public word about the spill until they learned there was going to a news story. mosaic is offering to pay for the testing through a third-party and will deliver bottled water to nearby homes. their spokes woman insisted that pumps are enough to protected nearby homeowners. >> we will capture it and use it in processing here. it won't go beyond the property line.

found nothing wrong. the city of mulberry says they've quad groupled the amount of testing they're doing and had no idea the spill happened until mosaic told them three weeks later. >> we know about as much as the public does. >> wood says mosaic should reimburse her for the water. >> we're a family of five on one income and having to buy $20 of bottled water is an expense we don't expect. >> reporter: so we have learned that 42 neighbors of the mosaic plant have asked them to pay for festing at their homes. 15 neighbors we understand have declined that option. now, the dep has not responded to our requests for copies of the paperwork that they say and that mosaic says shows that the groundwater here has not been contaminated beyond this property line. we're in mulberry tonight, fox 13 news.

wastewater dumped into tampa bay during recent storms, including hurricane hermine. not only are people worried about health and safety, for some it's really taking a bite out of their business. fox 13's haley heiinds is live st. petersburg right now. what are the effects on the fishing industry with the pollution? >> reporter: chris, for charter captains that travel 60 to 70 miles offshore, this isn't a big deal. for those who depend on the local water and the they're getting a raw deal. pocket change shore fishing just pulled in after a nighttime cruise. they have no problems getting bites on the water, but on land not as many customers. zo a decline of 30%. >> customers have heard and smelled it's not fish swirling around tampa bay. >> i don't want to eat the fish from the water, because if the water is polluted, probably the fish are also. >> reporter: these days

release. >> if there's something wrong with them, i release it back in the water. i don't want to be responsible for somebody getting bad fish in the city of st. petersburg. >> reporter: the massive rainfall from hurricane hermine overloaded sewage systems in cities around tampa bay. the water had to go elsewhere, rushing out of man homes or pumped into the bay. the city of st.et maintains no solid waste with fecal bacteria came from them. the state senator wants the city to re-open the treatment plant causing the closure a big mistake. permanent fixes are in the budget years down the road. he wants short-term solutions now before it happens again. >> we can't have this kind of discharge continuing for another year or two. i just won't allow that. >> reporter: for now this

in play is citrus county tonight. inverness down 41, moderate to heavy rain. everything is slotting east elsewhere. dying showers in the eastern parts of the viewing area. light west wind today and a little boundary intersection today. the air mass is just extra soupy, so daytime heating is enough to spawn showers and thundershowers and more of that tomorrow. i think we see more of that on wednesday, too, as our summer continues.pright now it's a stem 77 in tampa, but that may be a struggle. i mean dew points are in the mid-70s and the winds come in off the gulf. water temperatures are 87 degrees, probably like 80, 81 for a nighttime low. if you want cooler weather, look at the averages. it's coming up. the average today is 89 and 74. by october 3rd we drop two to 87.

halloween to me is always a time when you start to notice cold fronts and certainly cooler nights. the average high halloween would feed good, 81 for a high and 64 for a low. that's a nice combination. let's hope that works out october, november, december. we've gone through the alphabet through k. next in line is lisa, and lisa should be on the map in a day or two. tropical storm karl is out in the atlantic and will make a big right-hand hook and misbermuda. it will be close. it won't impact the united states except for big waves and surf on the east coast. this is t.d. number 13 by africa and will move and become tropical storm lisa and weaken over the weekend. for us we have showers and thundershowers that favor inland counties during the day. some of the rain is locally heavy and no significant weather change. i don't think all the way through thursday and friday.

were baffled whether when they learned hernando wouldn't quit issuing pour pool permits. >> general speaking, it would be easy to see yes let's refuse the permits. he should be able to do that. there are cases that they don't. >> reporter: building official jim frederick says the county started to look into complaints a year and a half ago when varner had 33 open permits. they said the county opted t with varner instead of taking action on his license. as part of that agreement, they let varner continue to pull more permits. why did he need to be able to keep pulling permits in order to finish the jobs at the top of -- >> i wouldn't say he needed to pull the permit. he didn't need to to finish the other work. the contractors are required to apply the money that they receive on one job to that specific job.

florida today while hillary clinton took her message to millenial voters in philadelphia. trump headlined a rally in lee county and took time to praise the law enforcement officers who investigated those bombings in new york and new jersey and the attack at the mall in minnesota. he also blasted the country's current immigration system. in the meantime, clinton said she has the experience to fight terror, and she launched attacks on trump for, quote, reckless rhetoric. back here in the bay area, two familiar f head-to-head battling it out for the 13th congressional district. this is coming up, of course, in november. david jolly and democratic candidate and former governor charlie crist squared off in front of a packed house at st. petersburg college's palladium theater. the debate covered everything from zika to manipulate wage to medical marijuana. spots were fired on both sides
