>> tonight, we investigate the government failures that fueled trump's win, and why his call for law and order took off. >> i didn't have to be cut. the girl, the mentally impaired girl, didn't need to be. >> see why some of the top florida politicians lost election night and what that means, plus predictions for trump's cabinet from washington to tampa bay. this is money and politics. >> democrats are still wondering how did they lose a state like michigan? >> this is where the government poisoned it's own it citizens in flint. and politicians let them down and rebelled. >> and donald trump said that he would scrap the trade deals that drove jobs to mexico and stop crime. his call for law and order touched a nerve, especially in
11:37 pm
showing you why, and what some voters who typically vote democrat may have been thinking on election night. >> just before the election, as killer and serial rapist made headlines across michigan, because he roamed free for years while dna collected dust. >> and what we're about to show you will make you angry and sad and it's one of the repeated failures that may have cost lives and driven a political revolution. here's charlie. >> i was just blessed that i got out, because most of them is not getting away from him. he's not only raping them, he's killing them. >> we'll call her victoria. she's among the untold number of detroit teenage girls who were

the authorities had ample chance to lock him away over the course of a decade. whether it was laziness, sloth or an overwhelmed criminal justice system, they never did until now. >> he built something from under the stairs, and then he could close it and lock it. he put me in there for a day or something. i heard him and his brother up there talking. they started to rape me in this other room. >> i want to make sure that you understand the charges. >> montgomery, a part-time security guard, has pled guilty to multiple counts of rape of a teenage girl and murder, and he will serve 40-80 years in prison, but his case faces serious questions.
11:39 pm
how many other predators are out there unknown to the authorities? do the lives of the truly most vulnerable truly matter? let's go back 11 years ago to december, 2005, to the first victim we know. a young woman, abducted by gun and knife. raped in a west side alley near the public library. >> no one, no one >> if you had been told, what would you tell your granddaughter? >> i would say don't go by there. because there's a bad person raping other girls. >> she never had the chance. >> never had the chance. >> a week later, just two days before new year's eve, he strikes again, 16-year-old vantoya white. >> the tenth grader from cody
11:40 pm
walking home by this public library december 29th. >> oh, lord, he raped her, he stabbed her about what, 40 times? something like that. >> reporter: three months later, in april of 2006, dna recovered from both vantoya's body first victim come up as a match. there's a serial rapist and killer on the loose, and still the library is not told, nor the families, and just five months later, a 15-year-old was abducted and raped in an alley. her rape kit was not tested for seven years.
11:41 pm
>> i went straight to the house, my mom is there, the police was already there. my mom got to asking me questions, and i told her i was raped. >> no, you wasn't, you lying piece of [ bleep ]. i'm like yes, i was. police asked me questions, they did not believ me either. so they left it alone, they left. that was it. >> reporter: victoria newmont gomry and gave the police his name. the police typed a report and never followed up. and victoria walked herself to the hospital. her rape kit too, modeled for five years, and montgomery was still on the loose. eventually 10,000 rape kits were discovered in the old detroit police crime lab to great national shame.
11:42 pm
kits were tested and the dna matched vantoya's murder case. they circled back to victoria last year. >> what made you want to help police five years later. >> because he's doing it to girls who don't deserve it. no woman deserves to be raped at all. >> unbelievably, authorities already had montgomery's name and dna sample from yet another abduction case in 2015. inexplicable, that dna sample sat around in the michigan state police crime lab, untested for 250 days. the dna backlog there stands at about 4,000 case. detectives and prosecutors in
11:43 pm
came back to montgomery. but before the authorities could apprehend him, montgomery struck once more in october of last year, nearly killing an emt. >> but the reality is, it didn't have to happen. i defendan didn't have to be cu.

>> coming up, we'll show you where we go from here, and a closer look at trump's call for law and order. >> and we have inside scoop on trump's transition, and some well-known florida republicans who could be going to washington

>> hello, charlie crist is on
11:47 pm
and behind my right shoulder, newly elected congressional members are lined up for their photo, vanessa. >> he will get to work on january 3rd, but craig, there's another local politician that could be making her way to washington too, right? >> it's possible. we'll start with governor rick scott. he said he will not serve in trump's cabinet. but pam bondi didn't rule that out. >> bondi is donald trump. she's a loyal member of his transition team. and she could be up for something much bigger in trump's administration. if only we could book somebody on our show with an inside scop on bondi who might want to share it on the show. >> that's adam, bondy's confident, and media guy all of these years and adviser, and on
11:48 pm
>> 11. >> so give us a prediction. if you had to predict, and if we shackled your feet to the set, what will she be in the trump administration. >> well, the good thing, she's serving at a high-level of the transition committee and she's going to be right there at the table. but it's by the door in terms of what she could do. some things make a lot of sense. she has been a very successful attorney general, and attorney general of the united states should of possibility. i think drug czar would be an interesting position, all of the things that she has done to fight drugs, and even talk about becoming the next chairman of the republican national committee, and maybe leading the way to the party, hopefully developing from this election a new personality, which i think is to go back to the party of lincoln. >> let's read something from june 26th, 2016, you said if
11:49 pm
clinton in the polls, going into transition, he will become president of the united states. what did you know that everybody else was just missing out on? >> two things. i got lucky. two things, one is i've seen in this my career once before, and personally, from the very beginning, when the former mayor of philadelphia, frank rizzo, was running for re-election, and he was done 30 points or something, and in the early going, we said it's the team said it isn't, it's the rizzo factor, it'sent hidden vote. and it's the people that find it socially unacceptable to say openly they're for frank rizzo, but at the end of the day, he's the remedy for what they're looking for. i saw it in the beginning in donald trump. he was the remedy to take on the system that most people feel haslett them down. working class americans feel it's no longer working for them. and i said i've seen this
11:50 pm
play, and i understand polling enough to know that if you're within the margin of error, which is the sticky call variance for the pollsters to say, we think we have it right, but we're not quite sure, and out of fairness, things happen at the last second. i thought in the cool of night, election day, the best day for donald trump was going to be that day. and people were going to vote and vote big at that moment for change and that's what happened. >> in the three of the top lost, they all lost. and what does that tell you about the influence of money and poitics for 2016? >> overrained. in terms of the presidential campaign, the huge amount of money spent on the outside for presidential, with the impact. >> and if i heard right, pam bondi will be the next u.s. attorney general, right.
11:51 pm
skilled and it has been my honor to be with her all of these years. >> thank you for your time. >> there's one person we know won't be trump's attorney general, and that's because he said so. rudy guiliani said flat out, i won't be attorney general. >> but he wants to be secretary of state because he's talking himself up and he's also mentioning john boldsen's name. >> john would be a very good choice. >> is there anybody better. >> maybe -- this business. it has been an honor to serve the country, but ultimately, this is the president-elect's decision. >> and on top of that, ben carson says thanks, but no, thanks. he doesn't want a cabinet position. and mike, the question is who is going to be the press secretary in all of this. >> fox news contributor, laura ingram, she was an adviser, and
11:52 pm
honored if asked to join trump's team. >> certainly, my company, and radio for fox, and write a bunch of books, and it's a big decision, but i'm at the point if my country needs me and if i could do something to advance the trump agenda, which is something that i've written about for 15 years, trade and immigration and renewing america, i have to seriously consider that. >> all right, there you go. coming up, they had a rocky relationship at first, but appears as if paul ryan and donald trump are getting along much better these days. >> and plus, we just got mr. goodman's take on how trump was able to win the election, and now president obama chimes in on what worked so well for

all throughout the campaign... but now, it appears their relationship has taken a turn but now, it appears their >> well, they butted heads throughout the campaign but now it appears that their relatish for the better. >> you're talking about trump and barack obama? no, priebus and banning in hillary clinton? no, we're talking about donald trump and the speaker of the house, paul ryan. instead of butting heads all over the campaign, they want to work together. and when you have reince priebus, it looks like paul ryan will have an easy ride holding
11:55 pm
and he'll have an awful lot of clout, look for ryan next year. >> we're on the staple page with our president-elect. and i talk to donald trump every day. and we are going to make sure that this is a very successful administration, and more importantly, we're going to make sure that the voices heard of the american people are acted upon. i spoke to donald trump so many times this week. let's make sure that we get people back to work and get the economy going, and all of things plaguing the economy. >> that's going to work well for donald trump remember, this is what president obama said that donald trump can do a great deal of good.
