people than usual will be at all of the beaches this weekend. >> hole on tight to that railing, sue, good to see you, and luckily you got a lot of nice beach time in earlier in the week. i know i saw picks, looking tan, too, sue serio, thank you so much f arthur down in the carolinas, to lots of stormy weather in our area, we saw one rounds of strong thunderstorms come through overnight, actually, several rounds really, the rain and the lightning, kind of relentless until about 2:00 a.m., 3:00 a.m., for our whole area. seeing storms just popped up earlier this morning, mainly affecting central montgomery and bucks county. right now anywhere from 476 over into northern bucks is where you are seeing the heavy rain, that's a lot of lightning around perkasie, quakertown, another every doylestown, probably being impacted with this storm right now. that is moving northeastward, looks like, largely bypass the city, in fact, we have some sunshine out there right now. most of the day will feature sunshine. but later this afternoon, the storms return.

break again on wynnewood road. remember to follow any police direction across that area. let's take quick look at the majors, no incidents to reports, but on 95 southbound, seeing the usual slow downs approaching the city. you should clear up south of girard, karen? >> real quickly here, we mention wildwood delaying their fireworks, right? we have more coming in including conshohocken, details on that in just a second. we got to get to pen sidewalk glenn we have this developing story right now, they had pretty bad house fire there. they still have crews on the scene. dawn timmeney is there right now. they are working on this one. dawn, good morning. >> reporter: good morning, karen, mike. we moved to try to give you better vantage point. take a look at the damage from this fire. this is two and half hours after the fire started, crews, as you mentioned, still on the scene. this was 3-story twin, and you can see, that the roof just collapsed into the third floor of this home. all that's left of this house. firefighters certainly had their hands full when they arrived on the scene. take a look at these pictures that were taken by the pennsauken fire department at

the height of the fire, 40 firefighters from four different fire companies battling the blaze, flames shooting from the roof, the fire so intense as i mentioned that the roof wound up collapsing into the third floor. now, this house is listed as vacant. firefighters tell me, they did not finds anyone inside. but neighbors tell us that people were living here, but may have moved yesterday. that's still unclear. but fire crews say no one was inside at the time of the fire. obviously, they'll be looking at that as they try to investigate the cause. fire crews say they're just thankful it is not quite as hot today, as it was yesterday. that's the very latest from the scene, back to you guys. >> all right, 7:06. another fire to tell but this morning, may have been related to the werth, as well, montgomery township.

legislation, will allow the city to enact cigarette tax, of $2 per car carton of cigarettes, which is expected to bring in $83 million. for city schools. without the authorization, the city schools may not have been able to open this fallment expect that there would be additional layoffs. larger class sizes, making classroom conditions too dangerous, approved the $2.6 billion budget monday night, hoping a sick rhett tax could supplement funding and fill $93 million budget gap. their prayers have been answered state representative parker said the package of the bill represents bipartisan effort to do what is right for philadelphia students. >> philadelphia delegation, 28 members, stay strong, we're solid, and working together. and we're committed assure that public education, and the city of philadelphia, will remain our number one priority during this budget cycle.

in a cage. the parents were taken into custody on tuesday, social services say they got a tip that there was a child, a 11 year old, being kept inside a dog kennel. authorities say they discovered the kennel, it had a mattress in it, police say, the victim's parents ma have placed their son in the kennel to, quote, control his outburst. he has autism. they've been charged with felony child endangerment, false imprison: inside that cage was a mattress, it appears at this particular point that a 11 year old boy living here, who suffers from autism, was being kept in that cage. there are varying reports about how often and how long that he's been kept in this cage, some reports range from several years, to several months, to several hours. have been taken into pro tech testify custody. >> 7:11, one of the wisconsin teenagers, young teen, accused

of stabbing a classmate, for the fictional on line character, not competent to stand trial. >> both appeared before a judge. prosecutors asking for additional pschiatric tests for the 12 year old girls. specially morgan guiser. they want a hearing scheduled on the issue. prosecutors say she and anisa wear stabbed another girl their age. supposedly their friend. about 19 times they stabbed her. this was last month. they are currently charged as adults. currently have an update on that propane tank explosion on the food truck. they say that there was a big leak in the propane tank. this critically injured five people. investigators have now released a report on this, but the lunch truck created a vapor cloud from that propane tank, then it was ignited by the cooking grills. there was a transit police officer who rushed to that scene immediately after the explosion, victims all over the street, multiple victims, including one on fire.

as the storm churns away. you know, michelle's been down there for awhile. now, everybody been evacuated from devil hills? >> reporter: good morning, mike, karen. no one has really evacuated here out of this region. i mean, if you can take a look around me, pretty nice still. the sea still pretty calm. people not too concerned although vacationers are dis a pointed that this is long fourth every july weekends and their plans are being ruined due to arthur. locals aren't too concerned. we've gone through more of there is and, you know, we will ride this one out easily. >> no evacuations where you are standing but there are not too far from where you are, because they are further out at sea. what's the situation there? why are they being evacuated?

the outer banks goes down that region, the very tip of the hatteras island, one of the islands out, there and in mandatory evacuation order, all of those people need to get out. and that is they're urging residents to leave, you know, only one road that leads in and out of the outer banks. the 12 here. so if you don't get out now it will be a lot of traffic if everybody's trying to scramble out the very last minute to get out as hurricane arthur approaches. >> michelle, thanks. we will get back to you. cape hatteras sticks way out into the atlantic ocean. they always get clipped. caitlin knows all about that because we always mention the outer banks of north carolina, they are just so susceptible to hurricanes. right, caitlin? >> so vulnerable, not only stick out to the atlantic, but hurricanes usually take that path, riding right up from the caribbean into the atlantic. first one of the 2014 season. arthur spinning its wheels just off the coast of south carolina. it is slowly moving northward, rain bands pushing into myrtle beach where sue is, also

charleston, then, as it moves northward, there is north carolina outer banks right there. you can see how that will get more after direct lit from category one hurricane, so it sound like the northern island, hatteras itself, where the evacuation, mandatory evacuations lie. back home here, we have our own problems. we had thunderstorm or complex every thunderstorms come by last night. they had moved off shore. in its wake mainly seeing sunshine, send for this one pocket of thunderstorms, this is mainly bucks county right now. a ton of lightning with this north of doylestown, quakertown, perkasie, hill town township, back into eastern montgomery county around harleysville, seeing a loft rain, a loft lightning, and probably hearing the thunder even around there. if you are not seeing the rain. this is moving northeastward, will lift into trenton, mercer county, ewing, new jersey, start to see those strong storms too. this is just a ton of lightning from rich land down through lower salford. 611, 309, some of the main roads that go through there, you guys are getting casino of really whitt that pretty hard, it is moving quickly out of the area. now we expect a lot of thunderstorms later today. as a result, flashflood

watches until early friday morning, then the storm prediction center has us under slight risk for severe weather. along with the heavy rain see some high winds, even hail. there was hail last night report in the camden county. not out of the question. fox future cast, we walk you through all of. >> this craze i weather to go through until we can get to saturday when everything looks to really clear out, will be very nice. storms last night making its return, not arthur, but will see some strong storms ourselves with heavy rain and potential severe weather, the line at 7:00. moving through the western suburbs, by 11:00 pushed into south jersey. very similar to yesterday. through the eastern hours, will slide. difference as arthur moves further northward, tropical moisture gets involved with the passing colds front, and will get additional rainfall. so arthur still impacting us even though not hitting us. the heavy rain on friday morning. it will continue, until about noon on friday, for western

once the storm passes see decent amount of sunshine what we're seeing in the city, including down the shore right now. not bad morning down the shore, things will change, though, pretty quickly. temperatures in the mid 70s right now, we do expect more thunderstorms, later today, and they'll be pretty heavy, a loft rain with them, we've got flashflood watch in effect for the whole area, and we can also see some strong to severe weather with these storms, too. ninety-one for the high temperature today, for tonight, rain heavy at times with some embedded thunderstorms, 07 degrees the low temperature, and that rip currents risk is increasing down the shore we expect that to be our biggest i am pact from arthur as it moves through the atlantic over the next 48 hours. so that's a look at your foxcast, we get back to the roads right now where we have had couple every accidents, but also some closures, a lot to talk about the upcoming holiday. just due to all of some of the closures that we'll see. fire damages to two concert tour buses actually, reported in northern lib earth action, which we get to in just a minute. first lower merion township, water main break, north wynnewood avenue.

>> cold front bringing some storms to tour area, yes, as we've been talking about all morning, category one hurricane, arthur spinning off the southeast coast, right now. in fact, it is about 300 miles southwest of cape hatteras, right now, and it is expected to make landfall at cat one across the shores of north carolina it is bringing some heavy rain to parts of the south carolina coastline, including myrtle beach, where sue serio is right now. the protected path of arthur, you see, by about late tonight, early friday morning, across the outer banks, cape hatteras area as cat one, remains cat one as it moves, though, out to sea, takes more northeasterly jog, meaning, jogging away from our area, and not hitting the northeast
