into the weekend at about 7:15. but let's get to the roads this morning with casey. any improvement out there? >> you know what, the majors look okay. if you're heading out on any of the major highways everything looks great but we have an accident upon accident this morning northeast philadelphia. this is breaking news we brought you a little bit ago. the southbound side of academy road shut down. morell avenue to president street. this one involving a pedestrian unfortunately. night roads roosevelt boulevard good alternates and a fuel tanger -- tanker. just past 41 and avondale the third accident this morning. now again taking a look at all the majors, 15 minutes on 95, 76 looks great, 476 looks great as well. guys. >> kacie them give you a few more details. a person was struck and killed by a car early this morning in northeast philadelphia. kacie just told you about this. the accident happened about three hours ago on academy road. the driver of the car did

stop. police tell us they are currently testing the driver, though, to see if he was intoxicated. >> 7:oh through right now. developing this morning police -- they killed a man that they say fired at them first. >> second man is on the loose right now but you have to hear how the police and the two suspects came together and made first contact. very interesting. steve keeley has the story. >> reporter: mike, the first thing that's hitting me and probably hitting almost every police officer in the department right now is we are just three blocks right down the very same street where eight years ago i covered the murder of a police officer at the same exact time of day that this happened, gary skerski shot and killed right down castor avenue about a two minute walk from here and so we nearly had another cop killed three blocks away overnight. another case, though, of another bad guy armed and aiming at police and shooting first at an officer and it

ends up being the last thing that guy ever did before he died himself. for the second time since wednesday now, when a guy shooting gun in strawberry mansion was slot by philly police, this time the bad guy with bad aim shooting at police wasn't just wounded like wednesday's case but killed. he was one of two men with guns who were as we show you the video hiding in the dark in the bushes by the front door of a home right in the middle of the block on wakeling avenue right off castor avenue here in a really nice section of northeast philadelphia. the couple who lives there happened to be out for the night and when they came home just past midnight the man with the gun and another man with a gun came out of hiding and forced the man and woman into their house. the couple smartly had set their burglar alarm earlier before they left for the evening and smartly again didn't letter the bad guys with guns know. that the alarm went off when all four came to the house the alarm company calls the cops. one of the alarm guys answers the door and acts like he lives there and acts like

everything is cool with the cop but the cooler cop senses something is up and asks for i.d. the guy sends the woman to the door now who says everything's her facial expressions. not the cop tells the woman to walk outside the house then the guy pulling the gun on the cop and captain george fuchs tells us what happened after that. >> the suspect actually fired two or three times at the officer, didn't hit him but the officer fired his glock and multiple times and did strike the suspect knocking the suspect to the ground. this officer did a greater job. he was very professional. he used good police training. like i said he requested identification immediately. he sensed something wasn't right when he saw the female and just acted upon the threat. >> boy. tough work, hm? >> uh-huh. >> amazing the couple was able to keep it together as well. >> my goodness. it is 7:06 on this friday morning. >> good news for drivers

traveling through wilmington delaware. the southbound lanes of i-495 have reopened nearly a month ahead of schedule. >> a lot of people are going to use that road today to get down to the delaware beaches. northbound still not opened probably for what another month jenny in wilmington? >> reporter: well, that's right, the northbound lanes are expected to hope now around labor day which is before schedule. we thought they weren't going to open until mid september and we also heard the southbound lanes are now opened. that's a month ahead of schedule. we are watching traffic pass us by along the i-495 bridge. they're reopening again a month ahead of schedule. good news for the 90's thousand motorist whose travel this route day in and day out. governor markel calls this a major milestone but says there's still a lost work that needs to be done before the northbound lanes can reopen. i-495 had been closed since june 2nd when the bridge was noticeably tilting. crews have been working to construct new under ground support columns and realign the bridge. governor markel says he's very

pleased with the pacing of this project and says he thanks everyone for handling this inconvenience. so as you can see it's still a very active construction zone down here but at least traffic is moving once again on the southbound lanes and again, the northbound lanes remain closed expected to open around labor day. mike and kerry. >> we'll look forward to that. we'll be covering that opening, too. the school district of philadelphia has a tough decision to make. kids, parents, are you going to be going to school in about a month? maybe not. >> the statehouse of representatives canceling a vote on the figure cigarette tax to try to fund philadelphia schools. we've been talking about this for a couple months now. it's not that long until school starts. city leaders are furious. they say the schools might not open on time this fall. sabrina reuben has two children that are the district and of course she's worried about the funding fiasco and the concern these schools may not be open when school is supposed to begin. >> i think it's all politics. i don't even begin to

understand the levels of dysfunction and bureaucracy that are standing between us and our children being properly educated. >> city officials say they'll send layoff notices to teachers unless the tax is on that proved by august 15th. they got about two weeks to get it done. >> they said they were going to vote in a couple of days. going put it off until september th, the vote possibly. >> more on that to come obviously. former president bill clinton claims he could have killed osama bin laden long before the 9/11 attacks. >> this has kind of been known before, that's according to a well, a new audio released this week from a meeting with an australian businessman. it was apparently recorded just hours before the first plane hit the twin towers. so take a listen to this. >> i nearly got him. and i could have gotten -- i could have killed him but i had the situation in kandahar and then i would have been no

better than him and so i didn't do it. >> yeah. that audio was released by those guys broadcasters with the sky news australia network, a former australian politician says bill clinton gave him permission to record the conversation but claim he forgot about it until last week. that is fairly common knowledge that he didn't pull ssiles into kandahar.g >> sure. >> because he didn't want to kill civilians. >> people have been talking about that for awhile. chicago's ceo fighting for his life this morning after an employee shot him. the shooting happened at the technology firm aero stream right there in downtown chicago. investigators say the accused shooter was an employee meeting with the ceo when there was a struggle. they got into a fight. the ceo was shot in the head and the stomach and was listed in critical condition. police say the gunman killed himself right there in the guy's office. he had recently been demoted as the company down sizes there in chicago. >> some big news to get to

overseas. 7:09 right now. a ceasefire in gaza just broken. two hours after it went into effect. heavy fighting reported in the southern town of rafa this morning. at least four palestinians were killed, 15 others are wounded. authorities on both sides are accusing one another of violating the truce. what really happened we're still learning. this new violence may affect talks between israel and hamas that were supposed to begin in cairo as early as today. >> that's supposed to be happening rider now as a matter of fact. see what happens. all right. >> meanwhile international investigators finally been given access to the wreckage site of malaysia airlines flight 17 in eastern ukraine. yesterday they got their first look at the scene that experts worry has been compromised because this plane was shot down more than two weeks ago. there was a one day ceasefire around the site that allowed dutch and australian investigators to survey some of the damage but we are hearing three on your side area has been guarded of course by russian separatists

and by ukrainian rebels and they're wondering or they're thinking there could be the remains of at least 80 bodies that could still be in that crash site and of course tons of debris that they're trying to secure. >> out in the weather for two weeks. >> they say it's 90 degrees, they're in an open field so certainly there has been some can contamination. >> ridiculous the animals -- >> yes. >> two americans fighting for their lives, fighting that deadly ebola virus are being medevaced back to the united states. now what do you think about that? >> lot of people are very scared about this. this is so, so contagious one of the patients who is going to be transferred to emery university hospital that's down there in atlanta, the hospital has a very special isolation unit built in collaboration with the cdc and the health department and it's one of only four facilities of its kind in the entire united states. >> so how do you get them back here? put them in bubbles? we're liking at the isolation pod that will transporter the americans infected with the disease. they'll put him on the plane

in that. >> one at a time. >> and take them to emery university hospital in atlanta. it was specifically designed by the department of defense, the cdc an private organization. the jet transporting the crew is suit d to prevent those on board from getting the disease of course. they'll be in bubbles. >> everybody terrified of this. health officials are warning awful us not to travel to the three african countries hit by this ebola outbreak that is continuing to grow. at this point we're learning that more than 700 people have been killed iny and that's just in guinea liberia and sierra leone. >> other reports say close to 2,000 people have died. this crisis has a lot of people talking. dr. mike is here. before we get into the question of the moral issue here, should we bring them back, tell me more about how they will bring them back and then protect themselves against the ebola virus. >> okay, so basically when you're talking about something like ebola, it's not like a flu virus. it's not something that you can get just from breathing the same air.

ly what causes a problem is contact, direct contact with body fluids. >> you have to physically not just touch them but have fluids get on you. >> thwart. so who is at risk? family members in west africa that are living with these folks and healthcare workers. >> you brought this. this is what the people taking care of the patients will wear. >> one of the things and by the way, there aren't many things in nature that really scare me. this really scares me. >> i get. >> ebola. >> what is it exactly, ebola. >> it's a virus that can cause significant problems and i don't know if we can show this. that's the ebola virus. that's what it is. and what happens is you get infected and we think that it's from animals, maybe bats, that's the virus, it's a nasty gnarly thing and it can lead to not only flu-like symptoms but high fever, weakness, muscle aches, headache and the most characteristic thing, profuse bleeding and that's why it's called hemorrhagic fever. >> out of your eyes -- nose,

mouth. >> very high mortality rate. >> are you a goner if you get to the point where the blood is coming out of your eyes. >> well, the thing is we don't have any treatments. they're work on vaccines. we have a vaccine that may be around in a year or so but everything is experimental. so, folks will be wearing these outfits almost like they're walking other moon and they will be very, very protected. for people that are worried out there, don't worry. the centers for disease control and the people taking care of these folks are highly, highly trained. >> so they're going to do a whole suit like this. >> right. >> whole body suit. >> everything will be covered, everything because these healthcare workers don't want to get this virus. >> describe this helmet a bit more. that's completely sealed off. >> what happens is you put your head in here, and basically -- well, let me show you. >> what's the wire for. >> the wire is a respirator so you don't end up getting -- >> see if we can do this. >> you get air and circulation because this is pretty tight.

>> sure. >> so what you're going to do is you're going to wear this and be fully gloved, fully clothed. >> and they have this on. >> and those folks -- and wear that so that if i'm taking care of these folks, i'm not going to get the virus. but i'm telling you, these are the people that know how to do this. >> my goodness. what will the patients -- will they be in a bubble. >> well, they'll be in strict isolation, strict isolation. >> can we talk about the moral issue here. >> yeah. >> hold on a minute. >> i've heard some people say. >> shouldn't bring theming. >> leave them where they are. why take the risk of bringing them back to the united states. >> the bottom line is is that if you're someone like a marine and you have a fallen colleague soldier down, you want to bring him back, you want to make sure -- we have the best system in the world to take care of this. you don't have this in west africa. these are the folks that know how to deal with this. they'll get better care, better treatment and we'll learn exactly what sub types of ebola virus this is. remember that homeland security is very interested in

'cause this can be something that people that don't like us are interested in as well. >> we need to know about it. >> dr. mike, thank you. appreciate. >> all right. it's 7:15. >> time for caitlin. >> y-it. >> good morning to you all. good morning to everyone. we'll start out with the shorecast. if you're down there go to carmen's in sea isle. that's from where jen is. she'll be with us all through the rest of "good day" philadelphia. a nice morning today. we have the chance of showers and thunderstorms in the forecast down the shore. upper 70's will be the temperatures and here's why. it's quite right now, just clouds have increased overnight but we're watching a ton of moisture down southting . this system bringing showers to portions of virginia down to the western carolinas. this is the surface trough moving forward but it will battle with high pressure overled right now. off shore showers, that's a strung outbound carry along the atlantic that will get yanked back inward over the weekend. how this all plays out, what that means for you all that weather jargon talk is that we have a lost chances for rain over the weekend.

fox futurecast showing our first chance arrives this afternoon. pop-up showers and even a thunderstorm possible during the p.m. hours. looks like we kind of lose the instability by in it fall and we'll get a nice break. but by early saturday morning, watch all this rain move in from the south. going to be a close call whether it's mainly off shore or on shore but the best thing i can tell you is that the highest chances for rain will be along the coast meaning all of our beach towns. 8:00 a.m. saturday it is raining there, maybe not here in philadelphia and maybe it won't be so bad of a day north and west of the beaches. but we've got numerous rain chances that will go into sunday. so, the timing and the placement still kind of all over the map but just know that there's a chance both days to see some of that soggy weather. there we are sunday afternoon with again more of that rain coming through. all right. temperatures they're not really showing up right now. we'll have to check on that in a minute but i think it's in the low 70's just about everywhere. 84 will be the high today. some scattered afternoon thunderstorms are not widespread today but then we have the rain and

thunderstorms throughout both saturday and sunday with limited sunshine. not a total washout each day and the best chance to see the rain will be along the coast. we dry out on monday and then we see that summery weather return tuesday, wednesday and thursday with the sunshine, too. that's a look at your seven-day forecast. delays seem to be everywherewhere kacie this morning. >> yeah, you know what, we can't get ahead of all these accidents. we've got roads closed everywhere. the majors are all right, though, at 7:18. in northeast philadelphia the southbound side of academy road closed between morell and president street. knights road, roosevelt boulevard great alternates. a fuel tanker into a ditch. not a good situation. church road shut down lights mill road to allentown you can take ridge road. cheltenham avenue at mountain avenue accident number three. we're starting to see a slow down on 76, 30 miles per hour headed westbound. i guess everyone went down the shore last night. mike. >> they probably did.

majors are looking pretty nice this morning. >> we're talking philly. the city is zero stranger to police corruption in fact a former officer who pleaded guilty to stealing from a drug dealer a few months ago is now helping with this investigation. of course the commissioner also points out these six cops do not represent the majority of the department. either way, courts have overturned dozens of drug cases as a result of this very investigation. >> yeah, getting national attention. she smith is a friends of mine. three times in his report he talked about hey, it's just philly. it's corrupt. and the case is grabbing national headlines again this morning. the men accused of shaking down suspected drug dealers for cash and drugs totaling more than a half a million dollars. jeremy roebuck from the philadelphia inquirer has been all over this story. welcome to good day. >> thank you. >> this makes me mad though makes me sick that national headlines something negative about philly and our police department when the majority of our police officers are

just fine. they're doing a great job and they're risking their lives. let's get into some of the details. the witness why we're making headlines nationally again, it's the salacious details of this group of six officers. >> there are a number of astounding charges in the indictment that came out. there are stories of some of these cops going into people's homes, dangling people over balconies trying to get information. >> from an 18th floor balcony. >> yeah there's an apartment on city avenue they bust need a guy's house all according to the indictment, you know, shoved him up against a wall, found his palm pilot want d to get his password and one of the cops told his inferiors do what you got to do to get this guy to give up his password. >> how were they making money? >> allegedly they were taking money from drug dealers on the streets saying we can seize this record to it half of it take the rest and split it amongst ourselves. who is going to believe anyone

that comes genesis. we're cops, they're drug dealers. >> they had a stash of cash in some of their homes and they would turn some to police headquarters and keep the rest of the cash. >> right. one of the allegations in the indictment is the cops would go back and report some of this on their official reports, report maybe half of the money they seized. the allegations in the indictment say they seized a whole lot more. >> what's the pizza story? >> so, the same apartment where they were pushing the guy over the 18th floor balcony supposedly as they're wait argue round they ended up taking 8,000 in property as they're sitting around they also used some of the money they find in his house to order themselves a pizza according to the prosecutors. >> and a pizza is delivered to this guy's home. >> supposedly so. >> where they were dangling him over a balcony. >> right. >> extortion, kidnapping, give me some more. >> i mean there are other stories of people being held in hotel rooms while their families are being threatened. >> for a week. >> for days, yeah.

and we have other stories of them taking things ranging from ipods to calvin kline suits, to federal flood relief money they found in people's homes. >> is there any indication other police officers knew about it? you just don't want to snitch on your coworker. >> you know, there has been suspicion for a number of years we reported yesterday that, you know, even as early back as 2005 there were lawsuits being filed against these officers, there were fbi investigations that were instigated but for whatever reason no charges were ever filed up until today. >> and now a new detail overnight that i can't talk about involves viagra. read about it for yourself. look at all the headlines. about two days straight every newspaper the headline is about this and it just -- i was surprised by commissioner ramsey's comments. he's been on the force -- the beliefs for 40 years. the police officers behavior all the reporting, he says is this. >> that is a slap in the face of everybody who walks into

>> true. >> just kidding. >> reporter: that's right. good news on this friday for the 90,000 motorists who go up and down i-495 each day. we have we have been watching the cars pass us by on the southbound lanes that are back in business. the northbound lanes remain closed. governor markel calls this a major milestone but says there is still a lot of work to be done before the northbound lanes can reopen. i-495 has been closed since june 2nd when the bridge was noticeably tilting. crews have been working to construct new underground support columns and realign the bridge even though it's a priority to open the bridge completely, governor markel says he's very pleased with the pacing of this project and safety is the top priority. the northbound lanes which weren't supposed to open until mid september are now expected to reopen by labor day. so, all in all, this project is ahead of schedule and good news for anybody who's headed do you know to the beach. i know caitlin said not the best beach weekend but if
