7:06 am
philadelphia city school kids will be in back in class and mayor nutter will be celebrating. the they are heading back under funded and under staffed. philadelphia school district opening the year with a 81 million budget deficit. school is starting on time. there is some reason to worry over money in a financially strapped district. to help with the budget crisis district leaders had to make tough, tough decisions like cleaning schools less often, leading police officer vacancies opened and cutting staff positions. the district will have to find more creative ways to cut cash if lawmakers don't pass a $2 a cigarette tax. despite all of those distractions happening parents we spoke with yesterday are hopeful that their students can still come to class to learn. >> let them know it is all okay. unaudible. >> reporter: one very good

7:08 am
if it sounds like police are shooting their guns, shooting in self-defense and shooting people because it seems more than ever they are being shot at or, driven at, just as deadly a weapon a car at ten last night in northeast philadelphia near comly crest apartments a. police approached a black nissan at a traffic stop and, has new jersey plates. three people inside when the the car did not listen to the officer's orders to stop and came 59 at the the two officers. the driver tried to get him to stop but the car sped off. the officer dove out of the way. they got away unhurt. not so for everybody in the the car. the cops thought someone may have been hit inside, since they shot from both inside the driver's side and passenger side. they alerted local hospitals in philadelphia a and south jersey to be the alert for anyone showing up with an a gunshot wound. two hours later they got a call, treating a woman for a gunshot wound to the leg. northeast detectives raced over there and learned that
7:09 am
she was a passenger and then found where black nissan was nearby in the tacony section here on van dyke street. you can see a police patrol car, guard ago this address right there, the the officer there telling us that the car had bullet holes and shattered windows from being shot by the the officer. patrol car out front waiting for detectives to come back to that address with the search warrant where they will likely find some kind of an evident why those with the new jersey plates were willing to run down cops to get a waste with whatever they had been up toe around 10:00 o'clock last night on this side of the bridge. mike and alex? >> my goodness, all right steve, thank you for that. a five two-year old man is dead, after being struck in a hit and run crash in gloucester county. the man was walking along the 1,000 block of mantua pike in deptford, when police say he was hit by a pickup truck. just before 8:00 o'clock last night. the truck just kept going. it is described as an older model dodge, police are looking for the the driver, of course in, that case. and now a horrific, story out of philadelphia.
7:10 am
>> police in delaware, in two teens, and mentally challenge man. >> you are right, first state. we want to warn you, this is disturbing video. video posted on instagram and you tube that shows two teens taking turns punching, a 26 year-old man and slamming him to the ground the victim known only as coran, was assaulted outside an apartment complex in newark and then again in a wooded area while several witnesses cheered on the the attack. well, twit eras you can imagine exploded with outrage and hashtag the bully project. they used another, justin for coran. investigators say a 13 years old and a 14 year-old has turn themselves into police. they were charged with assault. police say more arrests are expect because a lot the more kids were involved. >> social media, people do things and pose he had ape it spreads.
7:11 am
>> and they get call. that is only good thing. now the u.s. has launched air strikes begins isis target. >> meanwhile president obama is ready to layout his strategy for the militant group. doug luzader has those details in the washington d.c. he will do it tomorrow, for whom. >> reporter: yes, tomorrow for members of the congress. for congressional leaders, for the white house and then next day on wednesday he layout his strategy for the american people. new round of u.s. air strikes on isis targets in iraq. by all indications these have been effective but this may have been the easy part. the president now says he has a plan to take on isis even in the strong hold of syria, within limits. >> this is not going to be an announcement about u.s. ground troops. this is not equivalent of the iraqi war. >> reporter: the president had been roundly criticized for saying that there was no strategy to counter isis but so far there are few details.
7:12 am
>> mixed in messages coming out of the white house has been very confusing and i think dangerous to american lives. i don't still know what the clearly defined strategy is yet. >> reporter: all of the focus this week on isis will also help the white house shift attention from the president's decision to delay an executive order on immigration. the something widely scene as an effort to stem democratic losses in the upcoming midterm elections. then a surprising admission, the president did acknowledge, the image may have taken of him during his martha's vineyard vacation last in when his statement about the isis bee head ing of u.s. journalist james foley was quickly followed by a round of golf. >> after the statement that i made i should have anticipated optics, that is part of the job. >> reporter: although almost immediately after this interview ended the president changed clothes, walk to his waiting met or cade and headed for a golf course. now again we don't know much in the way of details what the
7:13 am
president will outline, later this week, however, what he did say and he said this several times, there would be no u.s. combat forces on the ground in either iraq or syria, and that puts him pretty much on the side of public opinion. there is just not much public at tight to send u.s. forces in harms way to take on isis at this point. >> speaking officeis they have basically said they have created a new country and they call it islamic state because it is half/iraq and northern half of syria. don't you to bomb and syria to take them out. >> reporter: that is the thinking. right now there have been i think last month maybe 130 air strikes on isis targets just on the iraqi side of the border. syria is a different matter. the syrian government still operates air defenses. if you go bombing over through run risk of having aircraft taken out in the process. it is not as simple endeavor to go after those isis target even from the air.
7:14 am
>> the golf comment people would be happier if he said it was a bad idea to go play golf instead of saying it looked bad. >> reporter: yeah, it is one of those statement where awe pol guys for offending someone if you were offended, a pol guys. but, it is unusual to hear any kind of contrition from any president, and that kind of made it news worthy we will see you again tomorrow. >> thanks, mike. peace deal in the eastern ukraine is threatened by schilling over the the weekend. clashes between government forces and russian backed separatists threatened another cease-fire agreement just two days after a deal was struck. rebels recently opened a new front around a port city there which many ukrainians fear is a attempt to secure a land corridor between russia and crimea peninsula. russia got the the peninsula in march. in scotland voters are gearing up to make a decision about whether they want to be independent from britain. voters head to the polls
