right on. fifteen adult dogs, eight puppies at least. search warrant here on the front door list the the home owner but it was renter whom authorities believe was angelo dundee of these fighting dogs. here's the video of some of the dogs we saw out here on mifflin street here early this morning. the philadelphia born angelo dundee trained mohammed ali, sugar ray leonard and george foreman. he train ali to be greatest. these dogs had training, treadmills and even the the steroids to make them mike tyson mean, stronger bite and endurance to go the distance. >> what i believe we have here is an alleged breeding and fighting operation. at the individual that lives at this location we believe he is at work. we have a suspect. so, the investigation is ongoing. we were able to retrieve, as you have seen, some treadmills which is typically used in training, some spring poles and some other fighting paraphernalia. a lot of steroids. the these dogs were trained
7:05 am
like body builders. they are kept lean. they are kept in good shape just like a boxer. so this is very typical where you would see inside of a training operation. >> reporter: did you suspect anything was going on next door. >> nothing was going on next door. we have been here for years, nothing. he always took care of his dogs. >> reporter: you don't think he was fighting these dogs. >> in. >> reporter: what do you think he was doing with them. >> i just seen him walk them like he usually do. >> reporter: well, here are homemade treadmills that he also walk his dogs honor ran them on. you can see they have wooden track on one like a tank, the the other one has carpeting, for its track. the the dogs trained to the top of these treadmills detectives told me. wooden walls pin them in so they have no choice but to run. it was an uphill incline on them. sadest sights inside for
7:06 am
detectives, the dogs trained to radiators so close to the walls, because the chains were so short that when they wagged their tails so hard their tails would hit the walls repeatedly and that is why walls were splattered with blood. other sad sight we saw one of the dogs missing an eye an all cut up but i can tell you the other even of the dog, was the happiest site, wagging his tail, seen smiling, he and the others smiles that they have all been saved and hopefully a all of them will be adopted by people who are watching this and just as outrage and heart broken as the rest of us. >> my god. >> where exactly are you, it is mifflin. >> twenty-second and mifflin. mike, here's other sat sight about this we're seeing kids walk to school. that is kindergarten through third great school down there mcdaniels primary. six doors away from a public elementary school here in south philadelphia. >> would you think it would be really loud with all of the dogs barking. >> hopefully somebody will come forward this morning, with more information. lets get back to this now.

7:09 am
about 20 minutes before things got ugly last night. parents went to the meeting to find out what was going on and they didn't like what they were hearing. they thought it was more of a photo on on for school founder and they felt like their, pressing concerns were not being addressed doctor walter pal in inner cast at a the the meeting. he said it was supposed to introduce parents to dozens of other school options with representatives from public and catholic schools, along with other charters, where their kids could enroll but it was too little and way too late for a lot of these parents. they angry point out it is almost the middle on have the school year and their kids should not be forced to up end their lives with such little notice. many told us they are sad but finding another good school for their kids to attend, they say it is the reason why they chose a charter school in the first place. >> i'm's devastated. i'm hurt. i'm angry. we can't get our babe is in none of these schools. it is not fair. i asked them, i talk to the

7:13 am
the question over quarantines, is being answered state by state. >> state by state, doug luzader, are you confused by this. what are we supposed to do now. >> reporter: i'm confused by it and i'm supposed to talk about it this morning, guys. listen, we have individual states that are coming up with their own guidelines. you've got the cdc that has its list of recommendations, and that is really all those are right now and then you have the pentagon coming up with a policy policy to tiehl with people who may have been exposed to the ebola virus. nurse casey hipcox may be perfect example of how confusing the ebola response can be. quarantined after returning from west have africa, she was released from a new jersey hospital yesterday, after her fever subsided and she tested negative for ebola. she had threaten legal action against new jersey, now her lawyers appear to be fighting officialness their home state of maine who are pushing for their own quarantine.
7:14 am
it is screening travelers for ebola is one thing, determining what to do with them is something else. state governors, one after another, are coming up with their own quarantine rules leaving federal health care officials and the white house compass rated. >> we should be mindful of not placing undue burdens or out ride disrespecting health care workers who are making a commitment to go and serve those who are less fortunate in west africa to try to stop this out break at the source. >> reporter: some of the confusion was coming from the administration too after the army chief of staff, ordered u.s. troops returning from west africa, undergo 21 days of monitoring fueling criticism of government's response. >> you you cannot treat the military one way and treat individuals health care workers coming out of the region another way, and liberian, sierra leon and ginea citizens a different way. >> reporter: the white house points out they just don't have the authority to force states to do anything as far as this goes. it is a fair amount of states
7:15 am
autonomy here. meantime public health officials are concerned that all this confusion will stop health care workers from going to west africa and dealing with ebola with the east bowl a out break right at the source. >> it is a big problem. all right doug, thank to you that are. seventeen year-old australian runaway popped up in a video for isis. teen is showing with other militants saying they have strike the necks of the inn fidel and arab country. in comes as australian government prepare a bill that with make traveling to any terrorism hot spot pun ishable by prison. israeli prime minister benjamin netanyahu announced plans to fast track 1,000 new housing units east jerusalem despite international opposition. israel's move to build an contested region is likely to increase tensions, bows israelis and palestinian lay claim to it. the international community including the u.s. does not recognize israel's hold on east jerusalem. all right. south african prosecutors in the oscar pistorius case are manning to file an appeal, this week, you knew this was
7:16 am
come, in opposition to the former olympian's verdict for killing his girl friend. last week oscar pistorius was sentenced to five years in prison for a culpable homicide conviction which is basically, a manslaughter here in the u.s. if found guilty in an appeal he could face a murder conviction, again, this is risky, after a judge acquitted him, of the harsher charge, prosecutors say they think that the judge misapplied the law. we shall find out what happens in the appeal. and a new mayor has been elected in toronto to replace quite the entertainer rob ford. but he won't be disappearing from politics apparently up there in canada. >> you may remember ford dropped out of the mayoral election last month, battling a rare form of cancer. his brother doug ran in his place but he was defeated. however rob ford did win a city council seat and said he will run for mayor again in four years. >> sue, he is not going away. >> no. >> aren't we grateful. >> i'm actually happeny we have something to talk about we have a lot to talk about
7:17 am
with traffic this morning as we get started on your tuesday morning. sky fox is over the scene of this horrible accident in northeast philadelphia it happened at bustleton avenue, and princeton avenue. this accident reportedly between a school bus and at least one car, but it looks like from the picture here that two cars, two vehicles are involved along with the school bus. there are, there were children aboard the school bus when this happened, according to reports, so as soon as we get more information we will talk more about that. but in the meantime do you want to avoid that area of the northeast, bustleton and princeton. also, in blue bell, penn lynn pike near brights lane is there a water main break there the road is closed. take the alternate which is plymouth road or, north bethlehem pike. now on the turnpike westbound approaching fort washington there is an accident there, and the left lane is blocked. so, a lot of problems on the roads this morning. but not with the weather. you really cannot blame the weather for this because high pressure is in under control and it is dry, and it is
7:18 am
rather mild this morning. this mild air mass sticks around for another day of so, and then the cold trent comes through late in the day, tomorrow. and then we will get chilly air after that. is what the timing of this? well, we have plenty of sunshine for the rest of the day to day, we will get in the 70's and you'll see the cold front moving through, tomorrow, we will start to get the clouds, first in the morning, and then, the actual rain comes through, at night, when we get the last of the front, and it slows down as it makes progress across pennsylvania. that should be it for. that so, future rainfall totals, and a it looks like we will probably get about a tenth of an inch of rain, when all is said and done. so for right now, you won't need the heaviest coast you own, 54 degrees in philadelphia, 44 in allentown. fifty in wrightstown to get started 567892 in millville. it is up to 55 degrees in wildwood. with the sunshine temperatures will zoom up rather quickly. is there your satellite and radar picture. another look at the cold front bringing rain to indiana right now, and it is clearing out, in missouri, yeah, for the the
7:19 am
next game of the world series tonight. so it should be dry for. that they should get the game inside there too. our temperature trend after that really chilly thursday of last week with all of the rain, we have recovered in the 70's over the weekend and in the upper 60's yesterday, along with sunday, well, as far as halloween is concern, we will probably trend back down again with the temperatures and it looks so spooky, as we get to friday night, but it looks like partly cloudy skies and temperatures in the 50's, and that is your scare forecast, an early call for halloween. rest of the seven day, it is pretty busy. we will go from 75 today to the 47 degrees, on saturday, that is the high temperature. and then we will change time and go back to standard a time this saturday night into sunday morning. >> so we will dress up on friday for halloween. if i go as beiber i will have my shirt off. >> yes, yes. >> but it will be a little chilly. >> you might want to put on the a shirt. >> well, beiber likes to take
7:20 am
his shirt off. >> sometimes he wears a bomber jacket. >> that is true. >> i will tell how will be here for halloween, el sa. did you hear my, kids, elsa has agreed to come to fourth and market. >> this is going to be huge. >> we want all of the kids to come here with us. if you are trust up, as elsa we want to see you a lot of matching costumes out there. we will reveal our costumes this year, there will be a lot of great surprises. it will be a fun, morning. it all starts at 7:00 a.m. and el sa will show up around 9:00 on. kay. so, this year we have decided to do something different though too. none of us have told each other what we're going to be, except i'm hinting at beiber. >> we were trying to make it interesting here. >> but weigh in on twitter what do you think we should do. 7:20. i'm calling this dalai lama lulu what does the dalai lama and lulu lemon have in common. this odd fashion paring and
7:21 am
why so many people are upset bit. there are only 57 days left of christmas, some people starting their shopping early this year especially if you are looking for hard to find toys, like the elsa doll. we will give you tips to beat those dolls and make sure you stay jolly. >> speaking of toys, it is a toys for tots drive we do this every year, marines are helping out, we have a bunch of bikers helping out just swing by with a new toy, and stick it out the window and marine or bikers will take it right out of your car. we are thank you are to you doing this
7:24 am
later on in the show why don't we start playing 70's music. we're supposed to be in the upper 70's. let's hit 80 at philadelphia international. sue will wear the powdered wig tomorrow. earlier this month, oh, by the the the way we are having our toys for tots drive. >> they have toys in their hand already.
7:25 am
>> already. >> get a new toy but don't wrap tonight christmas wrapping paper. you want to be able to see what it is. no stuffed animals. that is only rule, no stuffed animals. >> so come on by. >> um-hmm. >> earlier this philadelphia police gay marriage was legalized in arizona and to celebrate that, a popular venue you in phoenix is giving away free weddings. >> same sex couples were invited to audition and explain to the panel of judges why they deserved to win a free ceremony and reception at wrigley mansion. even though gay marriage just became law, a few weeks ago, directors at the mansion say give away has been in the works for years. >> um-hmm. >> the right that everyone should have have to show their love for each other, whether that is straight or gay. >> the winning couple received a wedding package worth $60,000, i would audition too music, photographer and reception for 100 guests. >> we have to find out who wins that and what they said. >> that is a nice wedding. >> sixty grand. >> at a mansion too.
7:26 am

7:30 am
coming up at 7:30, look at this in northeast philadelphia a school bus accident. it looks like two suv's were involved. one of them is upside down there were six kids on that bus, none of them are hurt. >> sue serio will let you know exactly where this is and also how to get around it. and, we're confused, to quarantine or not to quarantine? that is the new ebola question. new guidelines, new you debates, new confusion and doctor mike has his take on this. >> and, slow drive continues. we will do this until 10:00 o'clock this morning. we have fancy motorcycles out there because a biker club, johnny mack, runs that biker club is helping marine collect these toys. so bring down until 10:00 o'clock this morning. tony luke has a bike, wow. that is brand new toys. please no stuffed animals. >> make sure kids have a great who will take. lets get to sue for the latest on this bus accident,
7:31 am
sue. >> this happened in northeast philadelphia, bustleton avenue at princeton, so it looks like from our sky fox view that two suv's involved in this accident, one of them has overturned and the school bus there at the intersection as well. so folks are getting by, very, very slowly but it would be best to avoid that area, at all costs, because that investigation is going object out there for a while. the best news is we have helped that none of the children on board the the school bus have been hurt. but again, this is bustleton have avenue and princeton, one of your alternate would be tyson avenue so you cap avoid that all together. let look at your traffic this tuesday morning. it will be much better day wet are wise but buddy is waiting with just a sweat shirt on. that is all you need. temperatures still in the 40's and 50's. the reason we have this ten today, it is because temperatures will reach mid 70's at least by the even of
7:32 am
the afternoon. and somebody promised for me that if we get too 80 something else will happen. we will see, what happens, with that. so i think some places will probably make 80 today. i'm predicting dover, delaware. is there a look at the cold front that will be coming through tomorrow, but for today, it is a gorgeous sunrise. 51 degrees. calm wind. relative humidity at 80 percent. we will enjoy the 75 while it is here because we are not going to get too many more days in the 70's, guys, novice almost here, guys. >> sure is. >> let's give you an update on everybody that has ebola in our area, in the united states of america. there is a home or in a hospital. >> well, dallas nurse amber vipson second nurse to contract ebola have a it trying thomas duncan has recovered from the virus and discharged this morning from an atlanta hospital. >> early this morning, um. >> the the first person, forced in to new jersey's mandatory quarantine, by the governor, governor christie, over this ebola concern, back at home. they let her go home yesterday. while some are criticizing
7:33 am
governor christie's response including the white house, he is not backing down. >> i'm not going to step away for a minute from protecting the people of my state and our region. >> governor christie joined new york governor cuomo in instituting their own mandatory quarantine, on health care workers, they can trump the feds on this. anybody returning from west africa. so doctor mike, i haven't gotten your take from this. let's say i was in west africa and i was treating these patients. i come back to the united states. >> right. >> i'm not showing any symptoms. >> right. >> why do some governor want me to stay in mize house for 21 days. >> because they are ill advised, it is an ill conceived concept not based on any science whatsoever. governor christie, i love you man, but you are wrong. this is wrong. you know why, you just said you want to protect the population of new jersey. the way you are going to do that is by allowing doctors and nurses who are braver than brave to go over, where the
7:34 am
infection is, west africa, to treat these patients to allow them to get better to treat this so that it doesn't come over here. if you place mandatory quarantines on health care workers, if they have symptoms, then no one, who wants to go over there and have to spent 21 days in isolation. >> is there a difference between putting them in quarantine and just having doctor spencer just check yourself twice a day. they can hold themselves accountable, they are doctors. >> no doctor or nurse i know of will fake that they don't have a fever when they were just treating someone over in africa with ebola. it doesn't make any sense. >> but here's what governor christie says. you know, a couple of governors asked that the nbc crew, quarantine themselves and what do they do? they go out to a restaurant. he says i don't trust anybody. i'll take care of it. >> that is a different story. if you are a health care provider: you you are a
7:35 am
nurse, a nurse or doctor, over there, treating these patients, you are going to abide by the rules. this is something else, there is a test, call the the chain reaction test. p.c. r. it is what we use to detect virus. earlier then any other test. do you know, that symptoms occur, two to three days even before that test is reliable. so, if you're someone and you have treated, ebola patients, in africa, you come back, you develop a fever or symptoms, you are going to catch it early just like the doctor did and place yourself in isolation and get help. >> over the weekend, if you have ebola and you survive it like some of these doctors have have and these nurses, you are immune from then on out. you cannot get ebola again this particular strain but still, that was interesting. good to see you doctor mike. >> love you you. >> thank you. >> some costume controversy, what were they thinking, another one of these, how
7:36 am
wal-mart decided to categorized that costume and now wal-mart is responding. to your outrage. now we will check back over on this toy drive that we have, outside, this is, right outside our studio at fourth and market in olde city. we have people walking by there we want to you donate some toys. we want to you unwrap new toys, and we will be out here until 10:00 a.m. to help with toys for tots to make sure that kids have a great holiday this holiday season. they are giving them away there today is also national chocolate day. so we want to nose is what your favorite chocolate bar. tweet us using, tweet us your favorite using the hash tag fox 29 good day, tj says he likes twix. >> george from seinfeld he likes twix. >> i like can you curly
