let's look at this system, one offshore bringing a lot of rain that is propagating east to west waerd across our area right now and cold enough for snow in the south, particularly south carolina. on november 1st, it's so strange but when you get to track these storm systems, it can happen. mainly seeing a lot of rain from new york down through washington including here in philadelphia. you can see the off-shore to on-shore movement. along the coast is the area that's going to see the most rain and the longest duration of it today. as a result, coastal flood advisory, during high tide, so if you live in one of the areas where you tend to see the water rise, you're going to see that today.

so heads up down the shore. you're probably going to see all that street flooding. future cast shows rain continues through at least most of the morning. at least through noon and probably seeing gradual clearing as we go through the afternoon. areas north and west will be the first to see the rain stopped. down the shore i think you're in it all day. by 6:00, a lot of that rain has moved offshore and we might see gradual improvement through tonight. this is a chilly rain, too. not cold enough for snow in our area, but it is very chilly. 46 down in atlantic city and with the wind out of the north that's going to make it feel even cooler today. the winds are already starting to pick up down in south jersey. your fox cast for today, 47 with rain, 49 is the high temperature. it looks a little better for tomorrow. we'll show you that in the seven-day forecast. >> we are following this breaking news this morning. it comes to us from northeast

philadelphia. that's where police are investigating a deadly accident. >> this happened just a few hours ago at the intersection of revere street and the boulevard. jennifer joyce is live on the scene gathering information. >> reporter: police tell me that two people were hit by a car as they were crossing the boulevard heading east to where i'm standing. a male victim did not make it. he was pronounced on scene. a female was transported with serious injuries. we are told that the driver did stay on scene. you can see the vehicle in our video. the details as to how the accident happened are unclear. it was dark and raining heavily at the time of the crash. so again, two people hit by a car as they were trying to make their way across the boulevard. an adult male died at the scene. a woman transported to the hospital with serious injuries. the driver of the car did remain on the scene until police arrived. we are told that the accident

bait and switch. the ftc is suing that carrier over its unlimited data plan. millions of people who signed up at least four years ago still had that plan but officials say they're not getting what they paid for. if you use too much of your unlimited data, the high speed on the smart phone could take a serious slow down. so joining us now on skype to answer some of your questions, we've got our tech expert answering questions. good morning. >> good morning. >> let's get to our first question. conspiracy. question. are all companies in on it, are they controlling our data usage, and for what gain? >> yeah. actually all companies do do some sort of data throttling. it's not illegal to do that, because to manage the network a little better and to make sure all the of your customers get the best experience possible, you may have to deal some of those folks back who are heavy data users. you may have to do a little bit of balancing out. but what at&t has done is

they've not let their customers know that they are engaging in this practice. so the ftc is getting them on false advertising more than the data throttling itself. >> let me get to this one because you touched on this right there. brian asked can you guys at fox do a segment on net 10 wireless. they did the same thing they stated very boldly. even though their plans say unlimited they're far from limited. it's equivalent to a dial-up speed which is 56 k. what do you think of what brian has to say? >> well, brian is absolutely right. but the problem he might have to -- i looked at the policy and it says once you hit 2.5 gigs of data for the month, they're going to dial that back.

the fact that they lay it out for their customers means they have a right to do it. it's going to be tough for the government or anyone else do anything about the throttling itself. >> what can you do as a son sumer? >> i think you should always be looking to get on a wi-fi network if at all possible. i know in public those can be a little unsafe so you don't want to do any banking or anything like that. as much as you can use wi-fi somewhere you should be connecting to wi-fi and not using the data on your phone. that will help prevent you from going over your limit and having them dial your speed back. >> you always break it down and make it simple. we appreciate your time. thank you. >> thank you. >> and also, what do you think about this one? you can let us know. >> it's that time to get to your interactive weather. caitlin, it's a gross and dreary day outside. >> yes, it's pretty miserable.

some parts of the country have us beat. check out these pictures from fox 5 in atlanta georgia. that is northern georgia behind me. snow on the ground. you're much more likely to see hail on the ground this time of the year. but in fact this storm system brought all of the snow towards our south and in the mountains of south carolina and north carolina too. they're seeing it as well. we're not having the best weather, that's for sure. but it could be worse. let's take a look at radar right now. and this is scanning all across the delaware valley. a lot of rain moved in overnight and we'll continue to see the rain through at least the morning, probably until early afternoon. one area towards our west, we take this out to chester county and again towards our east. it's raining here in philadelphia, it's raining everywhere. but these are where the heavier pockets are and a lot of this rain moving offshore.

it's a separate one from this one down south but they will merge and finally move out of our area through tonight and into tomorrow. temperatures only in the 40s and we won't really rise from there. 45 in philadelphia, 46 millville, 48 in wildwood. we've got the wind picking up too and that will be more noticeable later on this afternoon. right now some gusts over 30 miles per hour at times. so kind of hard to hold the umbrella out there today. a lot of activities probably already canceled. it's just a wash-out for today. we clear out and see the sunshine tomorrow. it looks beautiful but it is still very windy and that 50 degrees for your high temperature is probably going to feel like you're only in the 40s, even in the 30s. wind chills tomorrow morning will probably be in the 20s believe it or not because we're starting off at 38 degrees. we see some thawing through the rest of the week. >> cosmetologists in new jersey being cut out of the job market.

them the good, the bad, the ugly. we appreciate your conversation. november is always, well that's a pretty picture. i was about to say it slams into you. how about that, a little active weather. >> the further north and west that you go, the better the weather is going to be. or at least the more improved. better is going to have to be taken with a grain of salt today. we do have a lot of rain around the area. storm system offshore is pushing waves around the delaware valley. another system towards our south bringing a big november surprise to places like the carolinas and tennessee. even snow in northern georgia on november 1st. it could always be worse somewhere else. we have a lot of rain to deal with that has probably cancelled some outdoor activities for you.

i think by mid afternoon the rain starts to taper off but you can see its general movement. down the shore, coastal flood advisory and the flood advisory for portions of southern burlington, ocean and monmouth county. probably going to see street flooding down the shore. they won't really budge too much from where they are right now. let's throw something else into the mix. the wind. it is really going to start to howl later today. right now the wind speeds 20 to 25 miles, but gusts over 30 to even 40 are possible later today. temperatures stuck in the 40s with a steady rain until mid afternoon and we'll see the tapering from west to east. so by evening it's not raining but it's chilly and windy. >> let's take a look at some of the headlines right now. the nurse who treated ebola patients can move about as she pleases after a judge has eased restrictions on her. the judge has now ruled that

clouds, the chilly rain and also the winds. we are seeing some heavier pockets mainly in northern delaware. even in the city right here and down into south jersey. the rain moving on shore from east to west kind of going against the tide of what we normally see with rain moving across the country. but that storm system is offshore, it will slowly pull away through the day. that being said, fox future cast shows continual showers through at least noon. by 4:00 north and west, it's just kind of chilly and cloudy, maybe a shower or two. the rain continues along the coast. by 6:00 we'll see some improvement and we'll clear out later on tonight. that seven-day forecast. chilly rain today. 49 degrees. consolation prize, an extra hour of sleep. we'll see some improvement as we go through the rest of the week. >> karen and i are working on

they say campbell was trying to break up an argument between his girlfriend and one of the players early thursday morning. police say the players then stomped on him and beat him. he's now in intensive care with severe brain trauma. the university has forfeited today's game. we alty star mama june says the truth will come out. it's a really hot topic on social media. we're airing some of the comments that people are posting. mama june still says she is not dating her ex. mama june who split from her husband sugar bear is denying every rumor out there. so many people are responding to this. we want to get your comments. here's one of the first ones.

half hour we did find out that a second pedestrian has died in this accident t taking a live look at this scene, the car that's involved has been moved off into the median of the roadway and it's about to be towed away. police say two adults a male and a female were killed as they were trying to cross the boulevard. the man died on the scene. the woman was transported where she later passed. the accident happened around 5:45 this morning. we are told that the driver did stay on scene and is cooperating with police. >> a few technical glitches but we got that new information which tragically we've had another injury in connection with that one. >> be careful. >> because the rain, it always happens, it makes accidents and a mess outside. happening now a sigh of relief for commuters.

fight with terminal brain cancer by taking her own live on november 1st, which is today. but brittney maynard may have changed her mind. maybe you saw that hashtag this week. back in april doctors gave the 29-year-old just six months to live. she says she doesn't want to die in agony, so she announced she will be ending her own life which is legal where she lives. she recently completed her bucket list and released a video telling the world she's feeling better than expected. >> people criticize me for not waiting longer or whatever they've decided is best for me. it hurts because really i risk it every day. every day that i wake up. and i do it because i still feel good enough. and i still have enough joy and

she's been on, what they can do, et cetera. but in fact, the core of the human dignity consists of nothing other than being human. and to sort of say that she has lost all dignity is to radically call into question the dignity of other sorts of persons who are suffering, who are deformed, who are disabled and that's disrange to society. >> let me get to this comment. she knew she was going to end her life. it was a ploy to get all the attention she could and it worked. she suckered us all. >> what do you say to people who feel that way, that this was an attention-getting device. >> certainly she has a terminal illness and i don't know her personally and i feel sorry for her because she has that illness. but it's clear that she is part of a political campaign. and in fact yes, they've been very successful in getting lots of media attention.

not the best day. it will be brighter tomorrow but it will still be chilly. right now ultimate doppler showing waves of rain moving on shore. this all occurred after midnight. we got the trick or treating in, but now we're paying the price for that. heavier rain in northern delaware, southern delaware count you guys are seeing steadier showers there. and in southern burlington county portions of ocean and monmouth counties where we've got a flood advisory in effect. a lot of rain most of the morning we are socked in. the heaviest showers probably down the shore, at least that's where it is going to last the longest. this storm system will pull away this afternoon. we'll see some clearing but along the coast where we have a flood advisory through high tide this afternoon, that's where it is going to remain the longest. as we head into tonight, we'll see the clouds thin out. a chilly wind and rain type of day.

hello, i'm bruce gordon. this weekend a night mere unfolded for in otherly 300 students and their parents at the waller d palmer charter school. >> already forced to slash its k through 8 enrollment by lottery earlier this month, the school then robo called parents to informed them the 9 through 12 program was shutting down all together effective immediately. students were told they were welcome to transfer to west philadelphia high or any other school that would take them. palmer had been under court orders to cut its enrollment. they were way over the number they were allowed. when the state stopped paying, palmer pulled the plug.

remember when charter schools first arrived in philadelphia? they were going to be a top flight alternative to philly's failing public schools. after all, anybody could run a school better than the district, right? years later we've seen some really good schools succeed but we've also seen some bad ones fail. low test scores, high scores that didn't stand up to scrutiny, and yes a school reempled commission too reluctant to kill off charters that wouldn't cut it. hundreds of students left educationally tranded by palmer. why should the rest of us care? because it's still the case that all too many families either move out of philadelphia or move to the suburbs if the first place because of lousy schools. and every time an alternative to those lousy schools fails it costs the city more people and their tax dollars which pay for the city services we all rely on. all because we can't get education right. only in philly.

>> just a beautiful fall picture up in the pocono mountains. this is woodloch. just gorgeous. >> first your news now this saturday morning. three children are killed in a halloween hit and run in california. it all happened in front of an elementary school in santa ana. the girls may have been trick or treating. police are still looking for the driver who hit them and then took off. our cover story this hour, more than a dozen dogs are on the mend this morning after being rescued from deplorable conditions inside a house in philadelphia. our cameras were there when the officers removed the animals from a home. it happened early tuesday morning. there were five adult pit bulls. along with eight puppies. some of them were badly injured. officials say this may have been a possible dog fighting ring.

many of you heart broken about the story. >> i hope they don't euthanize any of the dogs. it's not their fault. so what happens next for these animals. what is next for these animals? >> these animals as of right now will be held in custody until the court case is resolved. they have not been surrounded to us. so they will have to be put on hold until either the offender surrounders them or it goes to court and a judge finds the individual guilty and has the animals given to the spca. >> how long is that going to take? people maybe want to give them forever homes. how long is that going to take to get them through the system and get them to a place where they be can be loved? >> right now the animals are placed in foster care until the court case. so they will be placed in loving homes. typically fighting animals or animals that come out of the

fight game are very, very adoptable. >> that's what people want to know. we can have these animals find houses. let me read you some of the comments. so many people were moved by the story. this one comes from stacy says mangs me sick these poor dogs have no clue and are doing this only because of training. put the guys in jail and let them fight so they know how it feels. no water, no food. this is so cruel and inhumane. your reaction. what's the punishment for people who do this kind of things? >> well, under pennsylvania state law animal fighting is a felony 3, which allows a judge to convict the individual up to seven years' jail time and a $15,000 fine. these animals are gladiators are put in a ring. it's a horrible sport. because of the monetary issues that are involved with fighting animals, it's very prevalent, especially in philadelphia. >> let me get your opinion on
