on the westbound pennsylvania turnpike, heading in to philly bensalem a tractor trailer accident right at on ramp that is taking out left lane and that big delay stretches from pretty much the connection bridge all the way into the philly bensalem interchange and having a come minute necessity effect on folks trying to get in the philadelphia interchange to gain access to that turnpike. extra time need there had the in the great northeast. traffic lights are on flash, they are flashing yellow along the roosevelt boulevard at front street so police are on the scene trying to move folks across the boulevard. so expect plans there be there, we have sign chris up for that. right in front of the art museum steps, they are closing the the circle, so anyone leaving town if you typically use the kelly drive or ben franklin parkway to get out of town you will want to use vine street expressway to the schuylkill because traffic will be a mess leaving the city with that practice tonight. all of the bridges, whitman, bennie, commodore barry

looking good and north on 202 we are seeing some delays now, through the construction zone from frazier, route 401 and route 29 up into that chesterbrook interchange. otherwise bridges are fine, and mass transit is looking good with no reported delays. we need to recognize that this is not just a issue for ferguson, this is an issue for america. >> yes, a live look right now at ferguson, missouri, for you, sky fox is over the scene of yet another burn building, several buildings that burned to the ground after that announcement was made last night. overnight protest quickly turn violent with tear gas being used to break up the crowds. lets get to jenny joyce live from the news room following the response we have seen really all over the nation. >> reporter: alex, even before the the verdict came in we saw

protesters and swarms of people gathered in the streets of ferguson then and once the announcement was made chaos broke out. glass from storefronts smash, at least 12 buildings were set on fire, cars, included police cruisers went up in flames, and it looks like a lot of the city of ferguson ace blaze. rioters looting in the streets getting violent. hundreds of gunshots were fired. police had to respond with tear gas to break up that violence. some chose to throw roxanne bottles at police and news reporters trying to cover this situation live on air. the faa says it chest to divert nearly a dozen planes headed to st. louis because gunshots were fired in the skies and they didn't feel it was safe to land. ferguson schools were closed to day because of the chaos, the police department and many people living in the area are disappointed by what took place overnight. >> i'm disappointed in this evening. i really don't have any hesitation in telling you i didn't see a lot of peaceful protest out there tonight.

i'm disappointed about that. i'm not saying there were folks not there for the right reason. i'm in the saying that wasn't the case. i am ray saying unfortunately this spun out of control and thankfully what i have seen tonight and i have been out there all evening in the middle of it along with captain johnson, what i have seen tonight is probably much worse than the worst night we ever had in august. >> reporter: celebrities are speaking out by way of twitter, ferrell says i'm heart broken over news of no indictment, in ferguson, let's all pray for peace. and then singer katie perry tweeted feeling stuck all the way over here in sidney, seeing the news just now sending my prayers to ferguson and praying for an equal america. actress lena dunham expressing her feelings by saying all of my love is with the family of michael brown. a plowed their strength and courage, mourn their loss, pray they see justice and change. michael brown's family is supposed to speak at some point today and in the

meantime the police department says it is putting together a plan to try to help restore peace and prevent additional problems as the day continues. alex and chris. >> thanks very much, jenny. michael brown's parents released a statement expressing disappoint the in the grand jury decision. >> they are asking the community to help make changes within law enforcement agencies. so, their statement read in part we are profoundly disappointed that the killer of our child, will not face the consequences of his actions and they are asking community to express their frustration in constructive ways. their statement says join with us in our campaign to make sure every police officer working the streets in this country wears a body camera. back here at home protest, weren't the only once confessed. >> philadelphia mayor michael nutter, spoke his mind about the decision. >> and there still appears to be no explanation as to why the police officer, out of

his car and, tried to buy him self. there is no dispute, had no weapon, why officer well son shot him, at least ten times. >> police are calling protests largely respectful despite a couple of arrests. >> fox 29's steve keeley is live outside city hall this morning. looking at is what going on in philadelphia steve, good morning. >> reporter: lets look the a the clock at city hall too because it shows 7:00 o'clock and protest just ended here at 3:00 o'clock this morning and they will resume in just eight hours at 3:00 this afternoon. philly 900 miles from ferguson but in million miles away when it came to the reaction in terms of the difference, hundreds of protesters here marched through the city streets for six hours, and only those two arrests and zero damage. the only arrest when some of the group tries to go up the ramp to i-95 and vine street

expressway to shut the highway down but police on bikes did a great job doing tire to tire bike blockades. >> this was a very intense and very large crowd of protesters and very energetic. they walk several miles through various parts of the center city starting out at city hall and down to columbus boulevard. but again, very appreciative of the fact that it was peaceful, law abiding crowd. we understand this people feel very emotionally invested in this issue and we respect that and philadelphia police department respected that tonight. that is why we facilitated the protest and did nothing to inhibit it. the streets do belong to the people. we understand. that we wanted to make sure they were able to transverse through the streets of philadelphia in the safe manner a and we have

accomplished that. the the one exception was the attempt to enter i-95, and it has to be understood public safety perspective that we simply cannot allow that to happen. >> reporter: chief inn expect or joe sullivan showing he is an all around great guy and head of the civil affairs unit. those are officers seen in plainclothes with the orange bands who go to all of the usually strikes from a company, something like that, these guys always handle things peacefully and with the utmost respect for anybody who is walking a picket line or walking in a protest line like last last night. maybe some broken hopes in that crowd but no broken windows, no broken bones here in philadelphia, unlike what we saw in other places around the country. >> in response to the grand jury a's decision president other bam a urged americans to understand that much work remains to be done to improve race relations in our country.

>> joining us doctor camille charles, sociologist, professor of race relations a at the university of pennsylvania. good morning to you, first of all, what are your thoughts and reactions to what you heard coming out of missouri. >> well, i was than the surprised by what happened, but i think it is one of those things that just sort of, unfortunate reminder that we have a lot of work to do. unfortunately we're often talking at cross purposes when we talk about race in this country. the things the way whites and blacks often tend to perceive the same circumstance, the same event, the same piece of information, can often be so different and we end up, really almost unable and unwilling to see the other side. >> let me just add one thing to that from last night, you had the head of the st. louis county police, a white guy

making a statement, and you also had the person who announced this, last night, also a white man. the optics don't seem good. >> no, they don't. they are indicative of part of the problem in ferguson which we have known for quite sometime now. ferguson is a community that is 67 percent african-american, but almost everyone in any position of authority in that community is white. that in itself when you combine that with that talking at cross purposes, it just, makes it inevitable thaw will have miscommunication, and misunderstanding and you will have these kind of circumstances, and you will have a community of african americans who end up feeling hopeless when time and again they are trying to believe in the system and it doesn't work out for them the way that they

feel that it ought to. i was saying before i was in los angeles in 92 when the verdict came back in the first rodney king beating trial and so much of this reminded me of that night and the feeling in the pit of my stomach was the same but difference that was a verdict in an actual trial. >> there was video of that incident. >> so we saw for months, we watched that video, day in and day out and could not understand how anyone could look at that and not convict. in this instance they were trying to get to the point of a trial where maybe some things would come to light. the other problem is that the nature of the grand jury is secretive and that also fools the mistrust good but i want to ask you, a lot of people are talking about the rodney king case and all that. everybody is saying we need to improve race relations. we need to have healing. a are the of the frustration

is how do you you do that? how do you open up these conversations how do we have change when it comes to situations like this. >> twenty-two years later. >> it is a very difficult thing to do. there has been quite a bit of reporting about the importance of segregation and persisting and equality and all of this. when you look at the impact of segregation nationally and we find 90 percent of whiteness this country don't have any black people in their social networks, that is a problem. it makes it difficult for someone to see what it is like to walk in another person's shoes or at least to try to understand how is it thaw can see this so much differently then i do. that will note be as true for groups unrepresented and disadvantaged because nature of the numbers means in every day life they are more likely to have social interactions and more integrated social networks but still

african-american, 75 percent of them don't any of whites in their social networks either and that is a function of segregation. >> work needs to be done on both sides and more interaction with police as well. >> but i do think we have to recognize persisting systemic in equality that we have a history of, a system of laws, absolutely, but those rawls were intended in their implementation to exclude and marginalized certain groups of people and we have not overcome that. sixty years of civil rights is not enough to overcome 300 years of oppression. the it just isn't. >> thanks so much for coming in doctor charles. >> thank you. >> interesting discussion in your class. >> yes. >> let's get to sue with some weather today. >> serve information to pass along. basically that tomorrow is not going to look anything like today. today is very tranquil. here is your preview of the next couple days. day we have to worry about is

tomorrow with rain changing over to snow at some point. we do expect a early high temperature while it is raining of 40 degrees and then going down to around 32 at night. it will be very trick which temperature tomorrow. thursday looks great. it will be chilly. 42 degrees. friday looks very cold but dry, wednesday is our only problematic day. lets cut right to the chase and give you amounts. i have moved up this one to 2-inch line further out of south jersey. the tricky part will be the i-95 corridor. it is ironic how it just sorts offsets upright along that highway there where we have a borderline of rain and snow. couple inches, sloppy wet snow and further are north we go for more expect is to pile up. we have two to 4 inches in montgomery, bucks county, parts of the chester county and northern parts of those counties are western parts if

you prefer, we will get more in the four to 6-inch rain. it all depend where these bands set up with the coastal storm which hasn't arrived just yet. right now temperatures are in the upper 50's, we have 59 degrees in philadelphia right now. fifty-seven in wilmington. fifty-seven in wildwood. we are able to retain the warmth from yesterday when we got to the record high of 72. a lot of clouds around this morning, but as far as future cast is concern, rain force for just about everybody at three or 4:00 in the morning. late morning it starts to change over depending on the timing of the cold air from the northwest it looks like accumulating snow gets start i early, in the higher elevations of the poconos and lehigh valley. we have this storm coming in closer wye 1:00 in the a afternoon and will throw back moisture and lots of rain and only rain at jersey shore and southern delaware and then this continues this situation through 7:00. cold air does move in and we have a brief finish of snow

perhaps, at the jersey shore points but will not last very long. by midnight, it is gone and we can proceed with our holiday on thanksgiving day. nothing to say other than tricky travel tomorrow and winter storm watch in effect for tomorrow as well. i think we have broke it down pretty well, everything probably tapers off by about 10:00 p.m., after that rest of the holiday weekend looks great, even they it will be cold on friday we will take dry and cold over the mess we expect tomorrow, and still chilly on saturday, sunday back to seasonal temperatures in the 50's and we will stay there on monday really the busiest travel day as you mentioned earlier is sunday and that one looks fine weather-wise tomorrow is the problem. >> god bless you, alex. >> sunday is the busier day. we have a couple days to kind of trick toll grand mom's house or where ever we are going for the holidays but sunday bam, everybody is

coming back at the same time. we have a rough get here on the pennsylvania turnpike on the westbound pennsylvania turnpike, between the connection bridge and the philly bensalem interchange. a tractor trailer accident that has left lane block and causing delays for motorist trying to get on turnpike from northeast philadelphia. that philadelphia bensalem interchange a rough go here this morning. otherwise slow go for gang leaving royersford and collegeville. 422 is your speed meter reading. same deal on the schuylkill expressway inbound and out of town delays feast touring conshohocken and center city. we will zoom into a crash on dresher road at business center drive at entrance in the business center there. and then traffic lights are not working on the boulevard at front street, there is no cross traffic, because lights are flashing on yellow so highway patrol on the scene there, mass transit looking good this morning. no problems at all on the regional rails. buses, trains, trolleys also looking good with in delays, chris, back over to you.

our legal analyst ken rottweiler and attorney johnson. good morning. >> good morning good important thing people need to remember is grand jury was charged with finding out if there was in probable cause, right. >> right. >> for this to be a crime. >> that was their charge to see whether there was probable cause that a crime was committed and they found no probable cause, therefore, no indictment. >> correct. >> so what is burden of proof there. this is kind of incident that happens owe fast on the street, so an answer like that when a grand jury sits down and looks at this what do they examine, do they get to state of mine. >> think of it more likely than not. stan air is more likely than not. more likely than not that officer wilson committed a crime to wit murder and related offenses. then they will present evidence, usually skeleton's portion of evidence, no the like what you have seen here in ferguson. not like basically a small mini trial. that is what has the citizenry of missouri so up in arms. quite frankly nationwide so up

and arms. this is what we ask for in most criminal cases. there will be a almost a forensic like audit of evidence, prior to bringing charges abe and that usually isn't what happened but it is what happened here. >> i think most decisive evidence that the grand jury heard was wilson's testimony itself. that is really being examine. what exactly happened. when there was an altercation at the car and what happened afterward, that time, that minute by minute sequence of what happened, i think it was crucial this their determination. the grand jury obviously believed his accounts. it was backup by forensic evidence there was a bullet found in the car. autopsy results seemed to backup his story. they heard from other witnesses seem to have, you know made an account that the car responded with his side of the story. they believed what he said. >> at within point i think it is also very telling that the district attorney was bringing forth these charges chose not to make a recommendation which typically isn't done.

the person who is tasked bringing criminal charges makes a recommendation. its my recommendation thaw indict on a through z. in this case he left it blind. to people don't have legal mind. >> he did give laundry list of things to choose. he didn't say anyone but murder one. >> why do you think he gave a run dry list good i think he didn't want to point in one direction. that is what he said. he said it could be murder one, murder two, involuntary manslaughter a and laid out laundry list but shock a is right, normally a prosecutor will kind of guide them into one of the charges which he didn't do good do you think this was based with the forensics of it. when mccollough was talking, 20 minute speech and he kept says witnesses said that that was discredited. they said this that was discredited. basically they are saying all of the witnesses you believed don't listen to them. >> the forensic evidence. they matched forensic evident with the testimony. some witnesses that testified,

grand jury didn't believe and some witnesses testified that they did believe. here's an interesting fact though, darren wilson, the police officer, guess how many times he shot his gun before that night. >> how many. >> zero. >> that was very first time he discharged his weapon. i found that fascinating, you know when i read accounts. because now we read his testimony. >> another backdrop that bears make up is the racial make up, nine whites three african-american. >> but that did in mirror the statistic of the county that it was in in clayton. it basically was the same mix racially. i take a look at that because there wasn't a disparity. >> i don't think there was either. >> one more thing, what is next they be for officer wilson. >> could there been a federal probe. >> there is a civil rights investigation by federal government. i think that will go no wherey don't think it is going no where. >> because new this has been flush out by grand jury. i don't think he will be a law

well, this is how crazy the the weather is going to be this week. we had yesterday, a record high temperature, of 72 degrees, broke the record from 1979, we had 72 yesterday, and tomorrow, we will have have a winter storm watch in effect and that is how crazy it is philadelphia and all counties north and west of us, under winter storm watch for the entire day tomorrow. these are places with the best chance of accumulating snow, higher accumulations in higher elevations, less closer you get to philadelphia, including the city. so these are our expected
