reasons for. that will you know, 99.9% indictment rate in general in the u.s. police officers tend not to be indicted. people trust police officers. the prosecutors presenting these cases have to work with the police officers. that's the change, in my opinion, that needs to be made. >> so instead of the district attorney and the grand jury there in staten island where a lot of police officer live, have somebody from the outside look at the case? >> in new york call for special prosecute tears do these kind of cases, people outside the community to determine whether or not to press charges. i think that's something that needs to be considered. >> again, we not in that room not on the grand jury of over 20 people of all races. we don't know what -- >> i respect this grab jury, red every words of the ferguson grand jury. they have difficult job. but they are given the information, the prosecutor choose toss give them. and that makes it a difficult thing for everybody concerned. >> and think what's different with ferguson, didn't have video. >> the individual woe was very
